Inequality and the Safety Net Throughout the Income Distribution, 1929-1940 -- by James J. Feigenbaum, Price V. Fishback, Keoka Grayson

We explored two measures of inequality that described the full income distribution in cities. One measure is an income gini based on family incomes in 1929 for 33 cities and in 1933 for up to 48 cities in 1933 were spread throughout the country. We also estimated gini coefficients that made use of contract rents for renters and implicit rents for home owners for up to 955 cities throughout the country. We were able to expand to all counties when looking at a top-end inequality measure, the number of taxpayers per family. All three measures varied substantially across the country. We show the correlations between the various measures and also estimate the relationship between the measures and various relief programs developed by governments at all levels during the period.

Sir David Attenborough and the BBC Studios Natural History Unit awarded Chatham House Prize 2019 for ocean advocacy

19 November 2019

The 2019 Chatham House Prize is awarded to Sir David Attenborough and Julian Hector, head of BBC Studios Natural History Unit, for the galvanizing impact of the Blue Planet II series on tackling ocean plastic pollution.

The Chatham House Prize is awarded to the person, persons or organization who is deemed to have made the most significant contribution to the improvement of international relations in the previous year. The presentation ceremony and panel discussion with the winners will be livestreamed on Wednesday.

The Blue Planet II series highlighted the damage caused by discarded plastics to the world’s oceans and marine wildlife. It is estimated that there are more than 150 million tonnes of plastic in the world’s oceans; resulting in the deaths of 1 million birds and 100,000 sea mammals each year.

Dr Robin Niblett, director of Chatham House said: ‘Plastic pollution is one of the gravest challenges facing the world’s oceans, and undoubtedly an international issue. Sir David and the BBC Studios Natural History Unit played an instrumental role in helping to put this issue at the forefront of the public agenda. Blue Planet II spurred a passionate global response and generated clear behavioural and policy change.’

This year the G20 agreed on an international framework to address marine plastic litter, acknowledging the increasing urgency of the issue and the need for an international solution. This follows action from the UK government, including a plan to ban common plastic items and investment in global research.

An n-dimensional Rosenbrock Distribution for MCMC Testing. (arXiv:1903.09556v4 [stat.CO] UPDATED)

The Rosenbrock function is an ubiquitous benchmark problem for numerical optimisation, and variants have been proposed to test the performance of Markov Chain Monte Carlo algorithms. In this work we discuss the two-dimensional Rosenbrock density, its current $n$-dimensional extensions, and their advantages and limitations. We then propose a new extension to arbitrary dimensions called the Hybrid Rosenbrock distribution, which is composed of conditional normal kernels arranged in such a way that preserves the key features of the original kernel. Moreover, due to its structure, the Hybrid Rosenbrock distribution is analytically tractable and possesses several desirable properties, which make it an excellent test model for computational algorithms.

Fenbendazole controls in vitro growth, virulence potential and animal infection in the Cryptococcus model [Experimental Therapeutics]

The human diseases caused by the fungal pathogens Cryptococcus neoformans and C. gattii are associated with high indices of mortality, and toxic and/or cost-prohibitive therapeutic protocols. The need for affordable antifungals to combat cryptococcal disease is unquestionable. Previous studies suggested benzimidazoles as promising anti-cryptococcal agents combining low cost and high antifungal efficacy, but their therapeutic potential has not been demonstrated so far. In this study, we investigated the antifungal potential of fenbendazole, the most effective anti-cryptococcal benzimidazole. Fenbendazole was inhibitory against 17 different isolates of C. neoformans and C. gattii at a low concentration. The mechanism of anti-cryptococcal activity of fenbendazole involved microtubule disorganization, as previously described for human parasites. In combination with fenbendazole, the concentrations of the standard antifungal amphotericin B required to control cryptococcal growth were lower than those required when this antifungal was used alone. Fenbendazole was not toxic to mammalian cells. During macrophage infection, the anti-cryptococcal effects of fenbendazole included inhibition of intracellular proliferation rates and reduced phagocytic escape through vomocytosis. Fenbendazole deeply affected the cryptococcal capsule. In a mice model of cryptococcosis, the efficacy of fenbendazole to control animal mortality was similar to that observed for amphotericin B. These results indicate that fenbendazole is a promising candidate for the future development of an efficient and affordable therapeutic tool to combat cryptococcosis.

Qualys Security Advisory - OpenBSD Dynamic Loader Privilege Escalation

Qualys discovered a local privilege escalation in OpenBSD's dynamic loader (ld.so). This vulnerability is exploitable in the default installation (via the set-user-ID executable chpass or passwd) and yields full root privileges. They developed a simple proof of concept and successfully tested it against OpenBSD 6.6 (the current release), 6.5, 6.2, and 6.1, on both amd64 and i386; other releases and architectures are probably also exploitable.

enb

OpenBSD Dynamic Loader chpass Privilege Escalation

This Metasploit module exploits a vulnerability in the OpenBSD ld.so dynamic loader (CVE-2019-19726). The _dl_getenv() function fails to reset the LD_LIBRARY_PATH environment variable when set with approximately ARG_MAX colons. This can be abused to load libutil.so from an untrusted path, using LD_LIBRARY_PATH in combination with the chpass set-uid executable, resulting in privileged code execution. This module has been tested successfully on OpenBSD 6.1 (amd64) and OpenBSD 6.6 (amd64).

OpenBSD OpenSMTPD Privilege Escalation / Code Execution

Qualys discovered a vulnerability in OpenSMTPD, OpenBSD's mail server. This vulnerability is exploitable since May 2018 (commit a8e222352f, "switch smtpd to new grammar") and allows an attacker to execute arbitrary shell commands, as root.
