(3) A firearm was not stored in a location which a reasonable person would have believed to be secure from access by an unauthorized person. (4) An unauthorized person did not obtain the firearm as the result of an unlawful entry by any person.

(5) Moves the Attorney General’s responsibilities for notifying a victim of a discretionary expungement petition to the discretionary expungement provision.

(5) Delays the implementation of this Act until the earlier of 1 year from the date of the Act’s enactment or the promulgation of final regulations to implement this Act by the Secretary and the publication of notice in the Register of Regulations that regulations required to implement this Act have been promulgated.
