A federal jury yesterday convicted a Baltimore Police Department (BPD) officer, Gregory Mussmacher, on civil rights and obstruction charges related to his physical abuse in 2004 of a then-17-year-old arrestee whom Mussmacher assaulted with a baton while the teen was handcuffed, shackled and temporarily blinded by pepper-spray.

Chong Lam, 52, and Siu Yung Chan, aka Joyce Chan, 42, both of New York, were convicted yesterday for their participation in one of the largest counterfeit luxury goods operations in the United States.

Farmington Hills, Mich., resident Baskaran Thangarasan was sentenced today to 57 months in prison for his participation in a fraudulent physical therapy scheme.

Two U.S. citizens charged in connection with the operation of a series of fraudulent business opportunities were arrested today in Costa Rica following their indictment by a federal grand jury in Miami on March 9.

Lee Bentley Farkas, the former chairman of a private mortgage lending company, Taylor, Bean & Whitaker (TBW), was arrested last night in Ocala, Fla., and charged in a 16-count indictment for his alleged role in a more than $1.9 billion fraud scheme that contributed to the failures of Colonial Bank, one of the 50 largest banks in the United States in 2009, and TBW, one of the largest privately held mortgage lending companies in the United States in 2009.

Last night, federal agents arrested Lee Bentley Farkas, the former chairman of Taylor, Bean & Whitaker Mortgage Corporation. He has been charged in a 16-count indictment in the Eastern District of Virginia.

"This operation began on March 1, and to date involved 1,215 criminal defendants nationwide, defendants who were allegedly responsible for more than $2.3 billion in losses," said Attorney General Holder.

The Department has filed a stipulated settlement agreement resolving a portion of its lawsuit against Erie County, N.Y, regarding the limited issue of suicide prevention and related mental health care.

Steven Walter Cooke, 47, a reputed high ranking member of the Aryan Brotherhood of Texas (ABT) prison/street gang and a previously convicted felon, has been sentenced to prison for possessing firearms.

Thomas Gleason, 22, of Springfield, Mass., pleaded guilty to a superseding information charging him with two crimes related to the burning of the Macedonia Church of God in Christ, a predominantly African-American church, in Springfield on the morning after President Barack Obama was elected as the first African-American President of the United States.

The owner and the vice president of a Detroit-area physical therapy clinic were convicted today by a federal jury for their roles in a $23 million Medicare fraud scheme, announced the Departments of Justice and Health and Human Services.

Guillermo O. Mondino, 47, of Miami, pleaded guilty today to leading a scheme to defraud the Export-Import Bank of the United States (Ex-Im Bank) of more than $24 million.

A Taiwan thin-film transistor-liquid crystal display (TFT-LCD) panel producer and seller has agreed to plead guilty and to pay a $30 million criminal fine for its role in a global conspiracy to fix the prices of TFT-LCD panels.

Seven members of the gang known as La Mara Salvatrucha, or MS-13, were sentenced to prison Tuesday for their participation in a racketeering enterprise.

Following a five-week trial, a fish wholesaler and two of its employees were found guilty with purchasing illegally harvested striped bass, known locally as rockfish, from the Potomac River in Virginia and Maryland from 1995 through 2007.

The Department of Justice challenged the state of Arizona’s recently passed immigration law, S.B. 1070, in federal court today. The Department said the Arizona law unconstitutionally interferes with the federal government’s authority to set and enforce immigration policy.

Carline Ceneus, Cabioch Bontemps and Willy Edouard have been indicted by a federal grand jury sitting in the Northern District of Florida for engaging in a conspiracy to commit forced labor and visa fraud involving Haitian nationals.

Dwayne Lequire, 51, of Elgin, Ariz., was found guilty by a federal jury in Tucson, Ariz., late yesterday of eight counts of embezzling insurance premiums and one count of conspiracy.

A federal jury in Orlando, Fla., found former Bureau of Prisons corrections officer Michael Kennedy guilty late yesterday on felony federal civil rights charges related to the fatal assault of an inmate in March 2005.

Today, the Justice Department announced that, pursuant to its agreement with the Illinois State Board of Education, the state has finalized administrative rules that will ensure school districts throughout Illinois provide appropriate language support services to English language learner students until they no longer need them.

The United States has entered into a comprehensive agreement with the State of New York and the New York State Office of Children and Family Services (OCFS) that resolves previous findings of unconstitutional conditions at four juvenile justice facilities.

Thomas Attebury, 40, of Bakersfield, Calif., was sentenced yesterday to 38 years in prison for his role in the child pornography conspiracy and David Williams, 46, of Selinsgrove, Pa., was sentenced yesterday to 25 years in prison for his participation in the conspiracy.

Walter Kendall Myers, a former State Department official, and his wife, Gwendolyn Steingraber Myers, have been sentenced to life in prison without the possibility of parole and 81 months in prison, respectively, for their roles in a nearly 30-year conspiracy to provide highly-classified U.S. national defense information to the Republic of Cuba.

A former U.S. Army contracting official was sentenced today to 42 months in prison in connection with two schemes to solicit more than $30,000 in bribes and other payments from an Egyptian businessman in Kuwait.

"We are here to announce the results of the largest federal health care fraud takedown in our nation’s history: 94 people in four cities have been charged for their alleged participation in schemes to submit more than $251 million in false Medicare claims," said Attorney General Holder.

Robert D. Hearn, 55, was charged in a five-count indictment in the Southern District of Texas with wire fraud and conversion stemming from a scheme to defraud the United States and Iraq.

Univision Services Inc., a wholly-owned subsidiary of Univision Communications Inc., pleaded guilty today to one count of conspiracy to commit mail fraud in connection with a scheme to obtain increased radio broadcast time.

Chief U.S. District Court Judge Robert J. Conrad Jr. today formally imposed the federal death penalty sentence on Alejandro Enrique Ramirez Umana, aka “Wizard”.

Three former financial services executives were indicted today for their participation in fraud schemes and conspiracies related to bidding for contracts for the investment of municipal bond proceeds and other municipal finance contracts.

A federal jury in Philadelphia today convicted Ian P. Norris, the former CEO of The Morgan Crucible Company plc, a United Kingdom corporation, of conspiring with others to obstruct justice.

Morgan Hanks, 25, of Newport News, was arrested on charges contained in a two-count indictment returned by a federal grand jury on July 13, 2010, and unsealed today in the Eastern District of Virginia.

According to a one-count felony charge filed in U.S. District Court in San Francisco, Wen-Hung “Amigo” Huang conspired with others to suppress and eliminate competition by fixing the prices of TFT-LCD panels.

Two officers with the New Orleans Police Department (NOPD) have been charged in a three-count indictment with federal crimes in connection with the beating death of civilian Raymond Robair in July 2005.

The United States has intervened and filed a complaint under the False Claims Act against Oracle Corporation and Oracle America Inc.
