ga ICC to consider legalising ball tampering By www.mid-day.com Published On :: 25 Apr 2020 02:24:00 GMT The usage of artificial substances to polish the cricket ball, which effectively means ball tampering, could be considered for legalisation when the game resumes after the COVID-19 pandemic that has made bowlers wary of applying saliva on the red cherry. 'ESPNCricinfo' reported that administrators are "open to the option of allowing for the use of an agreed artificial substance to polish the ball under the supervision of the umpires", which amounts to ball-tampering as per the current rules governing the sport. However, an ICC CEC member, who PTI spoke with, refused to say whether such a discussion will happen and only revealed that "saliva on the ball is something they will consider but at a later date when it looks like we will have a return to cricket." The matter of saliva being unsafe was raised by the ICC's medical committee and it would be addressed before cricket resumes. All sports activities have come to a halt after the coronavirus outbreak. Shining the ball is an integral part of Test cricket as it helps the bowlers swing the ball, both conventional and reverse. If the move gets the go ahead, it would be quite ironic for the game's administrators after the 2018 ball-tampering controversy which led to one-year bans on Steve Smith and David Warner for conspiring to use sandpaper to alter the ball. Following the chief executives meeting of the ICC on Thursday, its medical committee, headed by Peter Harcourt, had issued an update. "Our next step is to create a roadmap for the resumption of international cricket which will include a criteria for decision making and a checklist for what needs to happen. "This will consider everything from player preparation to government restrictions and advisories and bio-bubbles. The scale and complexity of getting cricket started again cannot be underestimated particularly with respect to a global event," Harcourt said. Australian pacer Josh Hazlewood recently said that Test cricket will become harder if the bowlers did not have enough means to move the ball. "I think the white ball would be fine, (but) Test cricket would be very hard. Bowlers rely on any sort of sideways movement in the air," said Hazlewood. "If you didn't maintain the ball at all for 80 overs it would be quite easy to bat after that initial shine has gone. Whether you use saliva or sweat, maybe one person can do it. Former India pacer Venkatesh Prasad supports the idea of not using saliva on the ball. "When the action resumes, they should use only sweat for some time as safety of the players is paramount," former pacer Prasad, who played 33 Tests and 161 ODIs for India, told PTI. However, he reckons it will be tough for the bowlers to stop all of a sudden. "When you are in the thick of things, you tend to forget it. You have to get the upper hand over the batsmen as you can't use anything else besides sweat and saliva. "The question is what do you do when the batsman is pulping you? The International Cricket Council (ICC), during its recent CEC meeting, considered the use of artificial substances on the ball instead of saliva. "I have read that ICC is contemplating preventing people from using saliva on the ball due to COVID-19 and allowing them to use foreign substances on the ball to keep the shine on but in front of the umpire. I don't understand the logic behind that," Holding told ESPNCricinfo. The West Indies great also questioned the ICC for shifting its stand on the issue by allowing foreign substance instead of saliva or sweat. "Before they got to that point they said if they restart cricket it has to be played in a bio-secure environment. "They were saying cricketers for instance would have to isolate themselves for two weeks to make sure that everything was fine for when they got to the venue before the match started. And everyone involved (with the match) will have to do the same thing," he said. What Holding can't fathom is that if people quarantine themselves and then start playing, why saliva can't be used then. "Now, if you are saying everyone is in the bio-secure environment, you are staying in the same hotel, you are not moving for the length of time you are playing the matches, if that is the case why are you worried about someone's saliva? "That person according to what you are doing should be free of Covid-19. If the ICC thinks that the two-week period to prove that you are free of Covid-19 is not foolproof, then that means you are putting everyone in that environment in jeopardy? "Why would you want to play cricket under those circumstances? It's either safe or it's not. No guessing, please," one of the most respected voices in world cricket said. Pakistan legend Waqar Younis made it clear that use of saliva is a must and can't be done away with when competitive cricket resumes. "As a fast bowler, I reject this because this (using saliva and sweat) is a natural process. A ball exchanges hands all day, you run in, huffing and puffing, you sweat and using saliva is natural rather than on intent. It's a habit and you just can't control this aspect," Waqar said. He felt that all these kind of ideas show desperation to start proceedings. "I don't know how this discussion came up but I feel people who want the game to be played are frustrated with the lockdown. They are overthinking about it. I doubt this new idea of using (artificial) substance instead of saliva is a solution. "You can make a bowler use a predefined substance on the ball, but at the same time practically it's not possible to prevent a bowler using his sweat or saliva," Pakistan's current bowling coach said. Donald, however, is open to the idea. "I absolutely agree with legalising ball-tampering. I said so in an article sometime in the 2000s. It happens anyway, we see guys throwing the ball on the ground and umpires say to throw it up and it's pretty obvious what they are doing. It could work if it is well-monitored." Rizvi, the long serving legal advisor of the board, made it clear he had initiated defamation and criminal proceedings against Akhtar and also lodged a complaint with the Federal Investigation Agency under its cyber crime laws. In the legal notice sent to Akhtar, Rizvi highlighted legal charges and punishments awarded to the former fast-bowler throughout his career. He also demanded that he retracts his statements, tendean unrs conditional apology, pays PKR 100 million in damages and refrains from repeating and making defamatory remarks against the lawyer in the future. Akhtar, who did a video on the three year ban imposed on the controversial Umar Akmal has also ended up irking the Pakistan Bar Council which in a statement cautioned him to be careful with his words while talking about the legal fraternity. The council in particular said it was disappointed to hear the comments Akhtar had made about Rizvi, a respected member of the legal fraternity. "Shoaib Akhtar should be very careful in his discussions on matters pertaining to the legal community," the statement said. The Pakistan Cricket Board said it was disappointed with Akhtar's poor choice of words while commenting about its legal department. "The language used by Akhtar was highly inappropriate and disrespectful, and cannot be condoned in any civilised society. The PCB's legal advisor, Mr Taffazul Rizvi, in his own discretion, has initiated defamation and criminal proceedings against Shoaib Akhtar, while the PCB too reserves its rights." Akhtar, who has also got into trouble in the recent past because of his YouTube channel, defended Umar in his video and criticised the three-year ban on him imposed by the PCB Disciplinary Panel. He also mocked Tafazzul Rizvi and questioned his legal experience, claiming he (Tafazzul) always only complicated matters between the board and players. Agarwal was charged as a participant under the Code due to the fact he was one of the team owners of the Sindhi's franchise in the 2018 T10 Cricket League. The charge is as follows: Article 2.4.7 -- obstructing or delaying an investigation, including concealing, tampering with or destroying any documentation or other information that may be relevant to that investigation and / or that may be evidence of or may lead to the discovery of evidence of corrupt conduct under the ICC Anti-Corruption Code. Under the provisions of the Code, Agarwal chose to admit the charges and agreed the sanction with the ICC in lieu of an Anti-Corruption Tribunal hearing. Subject to him satisfying conditions in respect of the suspended part of the sanction, he will be free to resume his involvement in the game on October 27, 2021. Alex Marshall, ICC General Manager -- Integrity said: "There were a number of examples of Agarwal obstructing and delaying our investigations and it was not just a one off occurrence. However, he made a prompt admission of his breach of the ICC Anti-Corruption Code and continues to provide substantial assistance to the ACU in relation to several investigations involving other participants. "We consider that while the scope of the prima facie case found by the Senior District Judge (SDJ) is in some respects wider than that alleged by the respondent in India. There is a prima facie case which, in seven important respects, coincides with the allegations in India," a part of the order by the UK court read. A CBI spokesperson confirmed to ANI that the "UK high court dismissed Mallya's appeal against his extradition to India." The 64-year-old businessman had begun the lengthy appeals process in the UK court in February this year against an order to extradite him to India to face multiple charges relating to the collapse of Kingfisher Airlines. It followed a ruling by a lower court -- the Westminster Magistrate's Court -- in December 2018 - that Mallya should be sent to India to face the charges, including one of money laundering to the tune of Rs 9,000 crore. ga 1,426 new cases in Singapore, mostly foreign workers affected By www.mid-day.com Published On :: 21 Apr 2020 02:27:12 GMT Health officials in Singapore said on Monday that they reported a record 1,426 new Coronavirus cases, out of which 1,410 are foreign workers, including Indians residing in dormitories, health officials said. With the fresh cases, the total number of Coronavirus cases in the city-state stands at 8,014, the Ministry of Health said. "We are still working through the details of the cases," said the ministry in a statement. A total of 18 foreign worker dormitories have been gazetted as isolation areas, as the number of COVID-19 cases continue to rise. As of Sunday, the cluster at S11 Dormitory at Punggol remained the biggest, with 1,508 confirmed cases. The next biggest cluster was at Sungei Tengah Lodge, with 521 confirmed cases. Though the dormitories are being disinfected and bedding accommodation re-arranged, most of these were overcrowded, leading to a large number of cases as foreign workers are now undergoing screening and testing. All foreign workers in the construction sector have been placed on mandatory stay-home notices until May 4 as a precautionary measure against the spread of COVID-19. The Ministry of Manpower and the Building and Construction Authority noted that while the recent rise in the number of infected foreign workers has mostly been concentrated in dormitories, there have been cases at construction sites. The Police were alerted on Saturday morning that a male motorcyclist from Malaysia, 27, and the pillion rider, Sulthan Abdul Kathar Rahman Kareem, 33, from India, were involved in an accident with a sedan car at the junction of Hougang Avenue 3 and Airport Road, The Straits Times reported on Sunday. The two were taken to the Changi General Hospital, where they were later pronounced dead. The two colleagues were heading to a restaurant where they worked, said a relative of Sulthan's. "My cousin is the sole bread winner of his family, who were living back home in the Kottaipattinam village in southern India," the relative added. ga Singapore warns against fake news as cases crosses 15,000 By www.mid-day.com Published On :: 30 Apr 2020 01:30:17 GMT As 690 new COVID-19 cases were reported on Wednesday, Singapore warned against spreading fake news and videos about migrant workers, saying this could disturb the law and order situation in dormitories where a large number of foreign workers have tested positive. A total of 15,641 people, including 12,183 migrant workers, have contracted the virus in the city-state so far. Law and Home Affairs Minister K Shanmugam warned that such videos can lead to serious law and order incidents. He said the authorities are watching individuals who spread the videos "very carefully". Warning those spreading fake news maliciously, he said, they will be charged if a crime was committed. Hundreds of thousands of foreign workers have been barred from leaving their cramped dormitories to curb the spread of COVID-19, according to a Channel News Asia report on Wednesday.
