ga India should look to convert world's 'hatred' for China into economic opportunity: Gadkari By www.mid-day.com Published On :: 27 Apr 2020 06:32:21 GMT Union minister Nitin Gadkari on Sunday said India should look at converting the world's "hatred" for China amid the coronavirus pandemic into an economic opportunity for itself by attracting large-scale foreign investments. Interacting with overseas Indian students via video conferencing, the minister for MSME and Road Transport and Highways said across the world now, there is "hatred for China. Is it possible for us to convert it into an opportunity for India?" Referring to the economic package announced by Japan for its businesses exiting China, Gadkari said, "I feel that we should think on that and we will concentrate on it. We will open the Indian scenario for that. We will give the clearances and everything to them and attract foreign investment." Asked if India can take any action against China incase it is found to have deliberately "suppressed" information on coronavirus, the minister said this was a sensitive subject related with the Ministry of External Affairs and the prime minister, and therefore it will not be appropriate for him to comment on it. Gadkari said all government departments, particularly the finance ministry as well as the Reserve Bank of India (RBI), are formulating policies to win the "economic war" post the COVID-19 pandemic and fulfil the prime minister's dream of making India a USD 5 trillion economy. "At the same time, we can make infrastructure of Rs 100 lakh crore," he added. Catch up on all the latest Crime, National, International and Hatke news here. ga COVID-19 Outbreak: Restrictions to continue in West Bengal till May 21, says Mamata Banerjee By www.mid-day.com Published On :: 28 Apr 2020 05:22:04 GMT Restrictions enforced in West Bengal to fight Covid-19 will continue till May 21 with curbs on normal life varying in intensity based on the extent of spread of the viral infection in a particular area, Chief Minister Mamata Banerjee said on Monday. "We want the restrictions to continue till May 21. We have to be careful till that time," Banerjee told media persons at the state secretariat Nabanna. The Chief Minister, however, clarified that she was not announcing any extension on lockdown, as that decision will be taken by the central government. "I am talking of restrictions, which is different from the lockdown," she added. Banerjee said while the restrictions would be strictly implemented in every red zone (areas with a large number of corona positive cases), the impact will be less severe in orange zones (areas with a limited number of cases in the past and with no surge in positive cases recently, where restricted activities would be allowed). Districts with no coronavirus positive cases are included in green zones. "If an area which is now an orange zone, shows an increase in the prevalence of the disease and enters the red zone, the restrictions will be made stiffer, and vice versa. There will be more relaxations given in the green zones, but the areas will be placed under stiffer restrictions if more positive cases are detected putting them under orange or red zone categories," she said. The Chief Minister announced the formation of a cabinet committee on COVID management, chaired by Finance and Industries Minister Amit Mitra. Education Minister Partha Chatterjee, Urban Development Minister Firhad Hakim, and Minister of State for Health Chandrima Bhattacharya will be part of the committee. Mitra and Chatterjee will work from home. The Chief Secretary, the Health Secretary, and the Home Secretary will be among the committee members. Banerjee said her government was discussing on resuming more activities in rural areas that come under the green zone. She announced that home delivery companies, which were so long allowed to ferry only essential goods, would now be permitted to reach non-essential items also. "We have to think of giving relaxations that won't harm the people," she said. She said though relaxations have been given on 100 days' job guarantee scheme, the problem was in getting labourers. The Chief Minister appealed to the centre to ensure international borders were closed, and not allow domestic and international flights, and train services till the situation normalises. Inter-state bus services or travel also should not be allowed, except for emergencies. Catch up on all the latest Crime, National, International and Hatke news here. ga Raghuram Rajan tells Rahul Gandhi: India needs to be cleverer in lifting lockdown By www.mid-day.com Published On :: 30 Apr 2020 07:39:46 GMT Former Reserve Bank of India (RBI) Governor Raghuram Rajan on Thursday said that unemployment numbers are really worrying and India needs to be "cleverer" about lifting the lockdown. Rajan's remarks came during his interaction with Congress leader Rahul Gandhi, via video conference, on the economic crisis due to ongoing lockdown which is scheduled to end on May 3. "The numbers are really worrying. If you look at CMIE, virtually another 100 million more people have been put out of work as a result of COVID. 50 million through unemployment and 60 million through leaving the labour force," he said while responding to Rahul's query that India has a high level of unemployment, that is now going to be massive. "I think it says, we need to open up in a measured way but as fast as possible so that people start having jobs. We don't have the capacity to support people across the spectrum for too long. Being a relatively poor country, people start out with significantly lower reserves," he said. "But we have to be cleverer about opening up. Perhaps do mass testing. Take a mass sample, say 1000 samples and check in mass, if there is any sign of the virus in those mass samples. If you do find it, then go deeper into the sample and check who it might be. This way it would reduce the burden on our test infrastructure and can allow us to try and vet much more. We have to be cleverer since we simply cannot wait till we have that kind of testing," the economist said. Rajan said that it is all too easy to cover a lockdown forever, but obviously that is unsustainable for the economy. On the opening of the economy, he said: "It has to be sequencing. First, places where you can maintain distancing. It is not just distancing in the workplaces, but also distancing to and fro, from the workplace." "So, a lot of work needs to be done both on creating the structures, as well as ensuring that the workplace is relatively safe. As well as ensuring that if there are accidents, if there are fresh cases, how do we isolate quickly without having to go to a second or a third lockdown? Those will be devastating if we have to go there," he added. When asked about finances of the agricultural sector and the workers, migrant workers, Rajan said that the government should to find ways of getting both money as well as food through PDS to as many of these people. "This is where the efforts we have made in Direct benefits transfer (DBT) need to be realised at this point. All the ways we transfer to relatively poor people, we need to take a call on that. We have different ways of accessing - through widow pensions, MGNREGA Rolls. And we need to say that look these are people who don't have a job, who don't have a livelihood and for the next 3-4 months while the uncertainty is on, we are going to support them," he said. ga Sonia Gandhi: Congress will pay for rail tickets of migrants By www.mid-day.com Published On :: 4 May 2020 05:53:54 GMT Emphasising on the plight of migrants and the money being charged from them for ferrying them back to their home, Congress interim chief Sonia Gandhi on Monday said that the party will bear the cost of their rail tickets. In a statement, Sonia Gandhi said, our workers and labourers form the "backbone" of our economy and their hard work and sacrifice are the foundation of our nation. She said that as the Central government barely gave a four-hour notice of the lockdown, workers and migrant labourers were denied the opportunity to return to their homes. Post the partition of 1947, this is the first time India witnessed a tragedy with such a massive human cost as thousands of migrant workers and labourers were forced to walk home several hundred kilometres on foot - without food, without medicines, without money, without transportation, without anything except for the desire to return to their families and loved ones. "The very thought of their plight is enough to break our hearts as there was also the outpouring of support from fellow Indians for their inspiring resolve," she said. The Congress leader lamenting at the government said, "What is the responsibility of our government? Even today, lakhs of workers and migrant labourers are languishing in different parts of the country and wish to return to their homes and families but there is neither adequate money nor provision for free transport." "What is particularly disturbing is that the Central government and the rail ministry are charging them for train tickets in this hour of crisis," she said. Sonia Gandhi said, "The Congress has, therefore, taken a decision that every Pradesh Congress Committee (state unit) shall bear the cost for the rail travel of every needy worker and migrant labourer and shall take necessary steps in this regard." "This will be the Congress' humble contribution in service of our compatriots and to stand shoulder to shoulder in solidarity with them," she said. Her remarks came amid the reports that the migrants were being charged for their travel by trains to their respective states. The railways has earlier said that it was charging the state governments for the Shramik special train tickets. The railways also clarified that the Shramik Special trains are meant for "nominated people" identified and registered by state governments and the railways will not issue any tickets to any individual or entertain any request from any groups. The railways has started to run the Shramik Special trains for transporting the labourers from May 1, almost 40 days after the passenger, mail and Express trains services were suspended. Till now the national transporter has run over a dozen of Shramik Special trains on the request of the state governments to ferry the migrant labourers. Emphasising on the role of labourers in country's growth she said that they are the ambassadors of our nation's growth. Attacking the government, she further said that when our government can recognise its responsibility by arranging free air travel for our citizens stranded abroad, when the government can spend nearly Rs 100 crore on transport and food, etc. for just one public programme in Gujarat, when the Rail Ministry has the largesse to donate Rs 151 crore to the PM's corona fund, then why can't these essential members of our nation's fabric be given a fraction of the same courtesy, especially free rail travel, at this hour of acute distress? She said that Congress has been raising the issue of transporting the migrants from the outset of the lockdown. "There needs to be provisions for the safe and free rail travel of migrant workers and labourers to their home-towns. However, despite our repeated demands, the Central government and the Rail Ministry have chosen to completely ignore the same," she said. ga Visakhapatnam gas leak: Chances of long-term impact are less, says AIIMS Director By www.mid-day.com Published On :: 7 May 2020 03:13:16 GMT A gas leak at a chemical plant in RR Venkatapuram village in Visakhapatnam on Thursday left 11 people dead and several hundred hospitalised. Andhra Pradesh chief minister YS Jagan Mohan Reddy visited hospitals where the victims have been admitted and he announced a compensation of Rs 1 crore for the deceased in the Visakhapatnam gas leak. The chief minister also announced Rs 10 lakh each to those undergoing treatment on ventilator support, Rs 1 lakh for those who have been hospitalised due to the incident and Rs 25,000 to those who took treatment as out-patients after developing health complications due to inhalation of the styrene vapour. The chief minister also announced a committee to probe into the mishap and said the government would talk to the LG Polymers management seeking job for the kin of the deceased in any of its businesses. At the review meeting, the Collector informed the Chief Minister that the gas spread was limited to a 1.5 to 2 km area from the epicentre of the leak and that the locals were evacuated to safety. After the incident, Prime Minister Narendra Modi chaired a high-level meeting where he discussed at length the measures being taken for the safety of the affected people as well as for securing the site affected by the disaster at Vizag. After chairing the high-level meeting on the Vizag gas leak tragedy, PM Modi also spoke to Chief Minister YS Jagan Mohan Reddy and assured all the required aid and assistance from the Centre to tackle the situation. While addressing a press conference, AIIMS Director Dr Randeep Guleria said that the chances of the long-term impact of styrene gas, which leaked from a gas plant in Andhra Pradesh's Visakhapatnam are less. Clearing the air about the impact of the gas leak, Dr Randeep said, The chances of long-term impact are less because this compound metabolises and leaves the body quickly. This is an acute exposure rather than a chronic exposure. But we will have to follow up and see. As of now, the data doesn't suggest a significant long-term effect," reports ANI. Para-tertiary butyl catechol or PTBC, a chemical made in Gujarat's Vapi, is currently being used in Visakhapatnam to neutralise the effect of the gas leak, said an official from the Gujarat government. Ashwani Kumar, secretary in the Gujarat chief minister's office, said that the chemical will be sent to Visakhapatnam on an urgent basis. A press release from Andhra Pradesh Chief Minister's Office (CMO) said the official machinery swung into action immediately after the incident and evacuated people from the area after rushing those who fell ill to nearby hospitals where they are being treated for respiratory and other ailments. Smokes rise from an LG Polymers plant following a gas leak incident in Visakhapatnam on May 7, 2020. At least eight people have been killed and several hundred hospitalised after a gas leak at a chemicals plant on the east coast of India, police said on May 7. Pic: AFP Panic-stricken people rushed out of their homes, only to collapse. Several cattle and livestock also succumbed to the poisonous gas pervading the air. In scenes reminiscent of the Bhopal gas tragedy of 1984, the streets and hospitals of Visakhapatnam were filled with people in panic, scared to breathe and unable to fathom the silent tragedy that struck them. ga Vizag gas leak: NDRF refutes reports of second gas leakage By www.mid-day.com Published On :: 8 May 2020 06:48:49 GMT New Delhi: Director-General of National Disaster Response Force (NDRF), SN Pradhan, on Friday refuted reports of a second gas leak at LG Polymers in Visakhapatnam district and clarified that it was some fumes which released during the neutralisation process. "There are rumours in some section of media about a second gas leakage, let me categorically place on record that there is no such second leakage in Vizag. Some fumes get released during the process of neutralising. It happens during the neutralisation process. It is a technical process. That process will continue," Pradhan told ANI. Earlier in the day, the Ministry of Home Affairs (MHA) responded to reports of another gas leak at LG Polymers in Visakhapatnam and clarified that it was a "minuscule technical leak" and the situation is under control. "There are media reports that there was another leak. This is clarified that this was a minuscule technical leak. It is required to bring the container in control. It is been controlled and the process of neutralisation is already in process. The situation is under control," the MHA said in a statement. Meanwhile, Pradhan said, "Few fumes get released during the neutralisation process. These fumes do not go out and mostly remain in the vicinity of the company only, but that does not mean that it's secondary leakage happened there. The smell of this gas can passes through the air little bit outside, but assessing it as a second leak is utterly wrong." The NDRF DG appealed to the media to not to run fake news on the gas leak without cross-checking so that people do not get panic. "The neutraliser chemical has reached the spot in good quantity and it is being used in the process. Rumour mongering must be avoided in the interest of people," he said. Pradhan informed that experts from Pune and Nagpur, including scientists are monitoring the situation on the ground since last night. "We are preparing a roadmap with the local administration. This work is being done jointly by the state, Centre and local administration. Tourism minister of the state also visited the spot. We are also present at the spot. Since last night, the experts from Pune and Nagpur including scientists are monitoring the situation on the ground. At the moment, our two commandants and three scientists are camping there," he explained. "Two teams of 5th battalion of NDRF are on the ground. The situation is under control. The NDRF teams will stay back in the area until the situation is absolutely under control," Pradhan said. ga Vizag gas leak: NGT sends notice to LG Polymers, directs company to deposit Rs 50 crores By www.mid-day.com Published On :: 8 May 2020 10:42:13 GMT New Delhi: The National Green Tribunal (NGT) on Friday issued notices to LG Polymers, Union Environment Ministry, Central Pollution Control Board (CPCB) and others regarding the Vizag gas leak incident. The NGT has directed LG Polymers, India, at whose plant the gas leakage occurred, to forthwith deposit an initial amount of Rs 50 crore taking note of damages caused due to the incident. Further hearing in the matter is scheduled for May 18. On Thursday, a styrene gas leak at the plant of LG Polymers in RR Venkatapuram village in Visakhapatnam district of Andhra Pradesh had claimed 11 lives. NGT's principal bench headed by its Chairperson AK Goel also issued notice to Andhra Pradesh Pollution Control Board (PCB) and District Magistrate of Vishakhapatnam. The Tribunal has also sought a report from a 5-member committee comprising former Judge of Andhra Pradesh High Court, Justice B Seshasayana Reddy, Former Vice-Chancellor of Andhra University, Professor Ch V Rama Chandra Murthy, Head of Chemical Engineering Department of Andhra University, Professor Pulipati King, CPCB Member Secretary and Director of CSIR-Indian Institute of Chemical Technology. NGT said that the committee may visit and inspect the site at the earliest and give its report before the next date via email and site visit may be initially conducted by members available locally in consideration with outside members online. It said that the committee may specifically report on the sequence of events, causes of failure, the extent of damage to life, human and environment, steps to be taken for compensation of victims and restitution of the damaged property among others. The bench has directed the District Magistrate of Vishakhapatnam and Regional Office of Andhra Pradesh PCB to provide logistic support to the Committee to enable their fact-finding and reporting. It took suo-motu cognisance on the basis of media reports on the leakage of hazardous gas, Styrene from a chemical factory owned by the South Korean company LG Polymers. The incident has caused damage to the environment and habitat. Styrene gas is a hazardous chemical and as per rules, it requires on-site and off-site emergency plans to ensure prevention of damage. NGT noted that there appears to be a failure to comply with the rules and other statutory provisions and leakage of hazardous gas at such a scale adversely affecting public health and environment clearly attracts the principle of 'Strict Liability' against the enterprise engaged in a hazardous or inherently dangerous industry. "Such an entity is liable to restore the damage caused under the Environment Law, apart from other statutory liability. The statutory authorities responsible for authorizing and regulating such activities may also be accountable for their lapses, if any, in dealing with the matter," the NGT said. Stressing that it is necessary to ascertain the facts relating to the extent of damage, the extent of the failure and consider remedial measures, the bench listed the matter for May 18 for further hearing. ga Gas leak at LG Polymers plugged says Andhra Police Chief By www.mid-day.com Published On :: 9 May 2020 08:12:27 GMT Andhra Pradesh Director General of Police Gautam Sawang on Saturday said that the gas leakage from LG Polymers has been plugged and the situation is absolutely under control. Twelve people were killed and over 400 taken ill following leakage of toxic Styrene gas from one of the storage tanks of LG Polymers in the early hours of Thursday. Sawang told reporters after a visit to the chemical plant that more technical teams from Delhi will be reaching here later in the day to have further look into the situation and decide the way forward. "The situation is absolutely under control. All that reactions and leakages have been plugged. There is no matter of concern anymore," he said. More technical teams from the areas of chemical and petroleum industry will be arriving to have further look into the situation. DGP said he reviewed the situation and had discussions with the technical teams on the ground. The police chief said he had a meeting with technical experts, scientists and the special team from National Disaster Response Force (NDRF), personally visited the site and found everything completely under control. Stating that there is no need for panic, he said the experts on Friday asked people of the five villages near the plant to remain in the relief camps and wait for another 48 hours. "Experts yesterday sought 48 hours as per protocol to bring everything under control and to meet all parameters. Everything is under control but to be on the safer side they have sought the time,a he said. Asked about the investigation, the DGP said it was still on. "The committee has been set up. It will come here and take all expert and technical inputs. We will wait as they are more technically competent to say how, why and under what circumstances this happened." The police chief said it was not correct to say that only simple sections were invoked in the case against the company. "What sections had to be applied were all applied. The investigations are still on. We have to wait. There are a lot of technical elements in this. At this stage all must come together to overcome this challenge to bring normalcy. This is more important." Meanwhile, Tourism Minister Avanthi Srinivas said the situation had improved a lot in three days and was totally under control. He said the temperature in the leaked tank had come down to 90 degrees Centigrade from 150 degrees on Friday. Stating that there was nothing to panic, the minister appealed to people not to believe the rumours. He said the government was committed to ensure public safety and public health and was taking care of the people of five villages currently living in relief camps and 400 people undergoing treatment in hospitals. He said seven ministers, chief secretary and several other officials were working to restore normalcy while Chief Minister Y. S. Jagan Mohan Reddy was regularly monitoring the situation. Asked about the delay in bringing the normalcy, the minister said the experts had to move with caution to handle the situation. "Styrene is aggressive gas and any hasty step in dealing with could have resulted in another disaster," he said. Catch up on all the latest Crime, National, International and Hatke news here. ga Pune: Sugar mill takes lead in making ethanol from cane juice By www.mid-day.com Published On :: 14 Feb 2019 10:47:52 GMT A cooperative sugar mill in Kolhapur district of Maharashtra has taken the lead in producing fuel-grade ethanol directly from sugarcane juice in the state, a senior official said on Thursday. The Centre had in July last year allowed sugar mills to manufacture ethanol directly from sugarcane juice or an intermediate product called B-molasses. The decision was taken to help mills divert cane juice for ethanol manufacturing during surplus years. Maharashtra sugar commissionerate's joint director Sanjay Bhosale told PTI that Kolhapur's Tatyasaheb Kore Warana Sahakari Sakhar Karkhana Ltd is the only cooperative sugar mill in the state which has started making ethanol from sugarcane juice. Traditionally, in India ethanol is made from 'C-Heavy' molasses, but in July last year, the government gave permission to make ethanol from sugarcane juice and 'B-Heavy' molasses or B-grade molasses, he said. "A miller can do a minimum modification in the equipment to make ethanol from B-Heavy molasses. But in case of ethanol from sugarcane juice, the mill would have to go for changes in the machinery. That is why no sugar mill was ready to go into that direction, but Warana has shown the courage," Bhosale said. The fuel grade ethanol that is produced directly from cane juice is fetching Rs 59 per litre. This is going to be beneficial for the sugar industry that is facing crisis of excess stock of sugar, Warana co-operative group chairman and former minister Vinay Kore said. The Kolhapur-based sugar mill is producing 70,000 litres of ethanol per day, another factory official said. The government allowed fuel-grade ethanol production from sugarcane juice with an aim to increase the earnings of sugar mills and help them in making full and timely payments to farmers. Cane-based ethanol can be produced in three different ways directly from cane juice, from B-grade and C-grade molasses. Molasses is a viscous product obtained from raw sugar during the refining process. Maharashtra is one of the leading sugarcane producing states. Sugar mills in the country were incurring losses as prices fell below the production cost on account of record output as against the annual domestic demand. Full Article

ga Two found dead inside room after pest control fumigation By www.mid-day.com Published On :: 07 Mar 2019 10:23:17 GMT Pune: Two men working in the canteen of a city-based college were found dead on Wednesday inside their room, which had been fumigated for pest control, police said on Thursday. According to police, their room had been fumigated on Sunday and the duo had gone to their friend's place to stay for two days. They returned to their room on Tuesday night to sleep but were found dead the next day. Police suspect that they died of suffocation due to the inhalation of poisonous fumes. The victims were identified as Ajay Beldar (20) from Jalgaon and Ananta Khedkar (20) from Buldhana, they said. "Both of them were working in the canteen of the college located in Dhankawadi area of the city. The canteen manager had provided them a room on the campus to stay," a senior police officer from Bharati Vidyapeeth police station said. "Their room was fumigated for pest control on Sunday, following which Ajay and Ananta went to their friend's place to stay. They returned on Tuesday and after working in the canteen for the day, they retired to their room to sleep at night. We suspect that they suffocated to death while theywere asleep," he said. On Wednesday morning, when both of them did not turn up at the canteen for work, their manager went to their room. When he did not get any response despite repeatedly knocking at the door, he entered the room by breaking the window glass at the back of the room. The canteen manager then found both of them lying motionless in the room. He, with the help of other people, took them to a hospital, where they were declared brought dead. ga Here's what Nayantara Sahgal has to say from powers-that-be By www.mid-day.com Published On :: 03 Apr 2019 03:46:11 GMT Author Nayantara Sahgal on Tuesday said the message from those in power was clear -- either agree with them or suffer the consequences. Sahgal, who was conferred with the first Bhai Vaidya Smruti Gaurav Puraskar here, could not attend the award ceremony in person but a pre-recorded video speech was played at the event. The award was received by noted author Kiran Nagarkar on behalf of Sahgal. "We are living in an India that has no connection with our modern political past. Secularism is under attack. Equal rights and equal citizenship are in tatters, and Indians have been divided into Hindus and others," Sahgal said in the video clip. "The truth is that this divide is not between Hindus and others. It is between a militant creed called Hindutva and those whom it calls others, and it is a negation of all that Hinduism represents," she added. Sahgal asserted that many Hindus were opposed to this communal ideology and its political agenda of vengeance and violence against fellow Indians whom it termed as outsiders. She said its objective was the setting up of a "Hindu Rashtra" in place of our secular democracy, in which the State would have no role in religion. "Those whom Hindutva calls others are now classed as outsiders and the Muslims among them are being treated as enemies of the state," Sahgal said. She added that a questioning mind, scientific outlook, rational approach, creative imagination and freedom of expression had no place in today's "backward-looking New India", which was ignoring the fact that the nation was a democracy. "In a democracy, citizens are not arrested and jailed on false charges of sedition and on invented conspiracy theories. Citizens who are guilty of no crime are not publicly tortured and lynched because they are Muslims. Mob attacks on mainly Muslims do not take place. Christian churches do not get vandalised by mobs. Christianity is now under fire," she claimed. Sahgal added that in a democracy, citizens were not shot dead by gun-toting motorcyclists, as had happened to five eminent rationalists and free thinkers who were killed for rejecting superstition in favour of reason and for their independent views. Above all, she said in a democracy, criminals were arrested and convicted for their crimes. "The reverse is happening here. Criminals roam free, protected and even congratulated by the ruling power," she said in the recorded speech. "The message from those in power is clear. Either agree with us or suffer the consequences. All this is, of course, a direct attack on our Constitution which guarantees life, liberty and equality to all Indians," she stressed.
