Sometimes referred to as manifold learning, this problem is closely related to the problem of localization, which aims at embedding a weighted graph into a low-dimensional Euclidean space. Several methods have been proposed for localization, and also manifold learning. Nonetheless, the robustness property of most of them is little understood. In this paper, we obtain perturbation bounds for classical scaling and trilateration, which are then applied to derive performance bounds for Isomap, Landmark Isomap, and Maximum Variance Unfolding. ril Excess registered deaths in England and Wales during the COVID-19 pandemic, March 2020 and April 2020. (arXiv:2004.11355v4 [stat.AP] UPDATED) By arxiv.org Published On :: Official counts of COVID-19 deaths have been criticized for potentially including people who did not die of COVID-19 but merely died with COVID-19. I address that critique by fitting a generalized additive model to weekly counts of all registered deaths in England and Wales during the 2010s. The model produces baseline rates of death registrations expected in the absence of the COVID-19 pandemic, and comparing those baselines to recent counts of registered deaths exposes the emergence of excess deaths late in March 2020. Among adults aged 45+, about 38,700 excess deaths were registered in the 5 weeks comprising 21 March through 24 April (612 $pm$ 416 from 21$-$27 March, 5675 $pm$ 439 from 28 March through 3 April, then 9183 $pm$ 468, 12,712 $pm$ 589, and 10,511 $pm$ 567 in April's next 3 weeks). Both the Office for National Statistics's respective count of 26,891 death certificates which mention COVID-19, and the Department of Health and Social Care's hospital-focused count of 21,222 deaths, are appreciably less, implying that their counting methods have underestimated rather than overestimated the pandemic's true death toll. If underreporting rates have held steady, about 45,900 direct and indirect COVID-19 deaths might have been registered by April's end but not yet publicly reported in full. Full Article

ril Treatment with Mesenchymal-Derived Extracellular Vesicles Reduces Injury-Related Pathology in Pyramidal Neurons of Monkey Perilesional Ventral Premotor Cortex By www.jneurosci.org Published On :: 2020-04-22T09:29:41-07:00 Functional recovery after cortical injury, such as stroke, is associated with neural circuit reorganization, but the underlying mechanisms and efficacy of therapeutic interventions promoting neural plasticity in primates are not well understood. Bone marrow mesenchymal stem cell-derived extracellular vesicles (MSC-EVs), which mediate cell-to-cell inflammatory and trophic signaling, are thought be viable therapeutic targets. We recently showed, in aged female rhesus monkeys, that systemic administration of MSC-EVs enhances recovery of function after injury of the primary motor cortex, likely through enhancing plasticity in perilesional motor and premotor cortices. Here, using in vitro whole-cell patch-clamp recording and intracellular filling in acute slices of ventral premotor cortex (vPMC) from rhesus monkeys (Macaca mulatta) of either sex, we demonstrate that MSC-EVs reduce injury-related physiological and morphologic changes in perilesional layer 3 pyramidal neurons. At 14-16 weeks after injury, vPMC neurons from both vehicle- and EV-treated lesioned monkeys exhibited significant hyperexcitability and predominance of inhibitory synaptic currents, compared with neurons from nonlesioned control brains. However, compared with vehicle-treated monkeys, neurons from EV-treated monkeys showed lower firing rates, greater spike frequency adaptation, and excitatory:inhibitory ratio. Further, EV treatment was associated with greater apical dendritic branching complexity, spine density, and inhibition, indicative of enhanced dendritic plasticity and filtering of signals integrated at the soma. Importantly, the degree of EV-mediated reduction of injury-related pathology in vPMC was significantly correlated with measures of behavioral recovery. These data show that EV treatment dampens injury-related hyperexcitability and restores excitatory:inhibitory balance in vPMC, thereby normalizing activity within cortical networks for motor function. SIGNIFICANCE STATEMENT Neuronal plasticity can facilitate recovery of function after cortical injury, but the underlying mechanisms and efficacy of therapeutic interventions promoting this plasticity in primates are not well understood. Our recent work has shown that intravenous infusions of mesenchymal-derived extracellular vesicles (EVs) that are involved in cell-to-cell inflammatory and trophic signaling can enhance recovery of motor function after injury in monkey primary motor cortex. This study shows that this EV-mediated enhancement of recovery is associated with amelioration of injury-related hyperexcitability and restoration of excitatory-inhibitory balance in perilesional ventral premotor cortex. These findings demonstrate the efficacy of mesenchymal EVs as a therapeutic to reduce injury-related pathologic changes in the physiology and structure of premotor pyramidal neurons and support recovery of function. ril Cyber Security Drill 2016 By cert-mu.govmu.org Published On :: Mon, 06 Nov 2017 12:21:39 GMT The Computer Emergency Response Team of Mauritius (CERT-MU) in collaboration with the International Telecommunication Union (ITU) organised the ITU ALERT Cyber Security Drill (Applied Learning for Emergency Response Teams), a five-day regional forum on cybersecurity for the Africa Region at Le Meridien Hotel from the 4th-8th April. It was the third time that this event was held in Africa and a first for Mauritius. The first day was dedicated to a series of workshops on current cybersecurity issues, followed by two days of cyber drill exercises structured around various scenarios involving the most common types of cyberattacks while the sharing sessions provided a platform for cooperation and discussions on cybersecurity and the last two days were dedicated to capacity building session. The cyberdrill exercises were centered on developing threat intelligence capability, malware reengineering and attack scenarios. On the first day there were around 120 participants ranging from IT professionals, system administrators, law enforcement officers, IT security professionals and international delegates. The cyberdrill and workshops were attended by around fifty delegates from all over Africa including Mauritius. The cyberdrill was officially opened by the Honourable Etienne Sinatambou, Minister of Technology, Communication and Innovation. Full Article

The Mauritian Cybercrime Online Reporting System (MAUCORS) was officially launched by Honourable Yogida Sawmynaden, Minister of Technology, Communication & Innovation. This system will help to coordinate and resolve social media incidents efficiently. This system has been developed by the CERT-MU and is one of the key initiative under the newly drafted Cybercrime Strategy that sets out the Government’s approach to combat cybercrime in Mauritius. The cyber drill for top management was also officially opened by Honourable Yogida Sawmynaden, Minister of Technology, Communication & Innovation on the same day. Professor Dr. Marco Gercke conducted the cyber drill for top management of organisations. The objective of this drill was to demonstrate the top executives to assess organizations’ preparedness to resist cyber threats and enable timely detection, response, and mitigation and recovery actions in the event of cyber-attacks.
