"So as we continue to bring our law enforcement tools to bear to investigate, prosecute and punish elder abuse perpetrators, we at the Department also know that the most effective elder abuse case is the one we prevent," said Acting Associate Attorney General West.

"Ultimately, however, the role that science plays in forming our policies and practices -- that will depend on each of you: your commitment; your vigilance; your dedication to ensuring that our work to create a criminal justice system that is more effective, more efficient, more just, will rest not merely on a foundation of hope, or goodwill, or good intentions, but on a bedrock of integrity born of science and research," said Acting Associate Attorney General West.

"Attorney General Holder often says that fighting violence in our cities and building a fair and effective justice system – a system that keeps citizens safe and maintains its legitimacy in the eyes of everyone it serves – has never been more difficult, nor more urgent, than right now," said Acting Associate Attorney General West.

"My wish for all of you is that the experience of this week will transform your present and give momentum to your future as proud members of your tribe and proud Americans, working to bring about the best for you as an individual and for your tribal nation," said Acting Associate Attorney General West.

"I appreciate the various agencies and backgrounds here today – from counterparts within the federal government, to chiefs and sheriffs and their rank and file, plus practitioners, analysts and researchers from numerous institutions and organizations. It’s that collaborative effort that will drive what Barney mentioned earlier – an evolution of policing," said Acting Associate Attorney General West.

"For more than a century, UNCA has worked to improve conditions in distressed neighborhoods and restore opportunity to those who live there," said Acting Associate Attorney General West.

"We must continue to work because today, somewhere, there’s a child who will feel the sting of a punch because the clothes he’s wearing aren’t cool; who will believe her difference is a detriment as she eats alone in a crowded school cafeteria; who will skip school another day to avoid a terrifying confrontation; or will contemplate suicide because nothing seems like it can hurt more than this moment of humiliation right now," said Acting Associate Attorney General West.

"By emphasizing collaborative partnerships, evidence-based and data-driven strategies and a balanced, holistic approach, we know we can help communities to curb violence and promote the health, safety and development of our young people," said Acting Associate Attorney General West.

"We have reason to hope because over the last three and a half years, President Obama and Attorney General Holder have been unmistakable and unwavering in making Indian country issues in general -- and tribal sovereignty in particular -- a high, Administration priority, consistent with our desire to see all tribes thrive as prosperous, vibrant, and safe communities," said Acting Associate Attorney General West.

"We hope the training will inspire even broader collaborations in communities across the nation and forge lasting partnerships among law enforcement, elected officials, non-Sikh communities, and their Sikh neighbors," said Acting Associate Attorney General West.

"But if the arc of history bends toward justice -- and I believe it does -- then it bends not by it's own weight but by the hands of those who dare to reach," said Acting Associate Attorney General West.

"While the Task Force’s goals are ambitious, its foundation is simple: Those in all levels of the government charged with protecting the public from fraud and abuse cannot work in compartmentalized silos. Instead, we must be cohesive, coordinated, and committed to a common purpose, because working together, we can achieve more than we can separately," said Acting Associate Attorney General West.

"I think there's little doubt that over the last four years, the President, the Attorney General and this Department have placed high importance on improving tribal justice and public safety in Indian country," said Acting Associate Attorney General West.

"Through the Strong Cities, Strong Communities Initiative, the White House is leading a federal effort to spark economic growth in five cities and one region, helping them to maximize resources and leverage partnerships with businesses, philanthropies, and non-profit organizations," said Acting Associate Attorney General West.

"And finally, today’s announcement reflects what we can expect when we unleash and support the talent, drive, creativity and commitment of the people who work so hard day in and day out to protect taxpayers and the public fisc. Invaluable contributions are made by too many to thank here today – from our federal agency partners who work side-by-side with us," said Acting Associate Attorney General West.

"We cannot rest as long as crime rates in many tribal communities remain far above the national average. We cannot rest as long as tribal members suffer disproportionately from violence, property offenses, and other criminal acts. And we absolutely cannot rest as long as Native women continue to encounter alarming rates of violence -- something that is simply unacceptable," said Acting Associate Attorney General West.

"We need the continued partnerships of foreign, state, local, and tribal officials. We need the leadership of the business community and the innovation of researchers and academics; and we need the voices of victim advocates and the resolve of victim service providers," said Acting Associate Attorney General West.

"Even though the banks and other institutions hired S&P to rate these financial products, and even though S&P earned millions as a result of issuing those ratings, S&P promised that its ratings would be unaffected by their concerns about market share, revenue or profits," said Acting Associate Attorney General West.

"So as we’ve seen over and over again, while we come from different parts of the country, have different backgrounds, belong to different political parties, our voices and our work are enhanced when we come together across state and federal boundaries, to combat pervasive and common threats," said Acting Associate Attorney General West.

"But ultimately, our success will come, not because the federal government removes red tape, or improves policy, or even provides more funding; no, our success will come because those with the greatest stake in the outcome – local leaders, community and faith groups, and citizens – they take action," said Acting Associate Attorney General West.

"This Hall symbolizes the fusion of two core principles here at the Department: Our respect for the majesty of the law, represented by the figure on your right; and our conviction that law’s proper role is in the service of justice, portrayed by the figure on your left," said Acting Associate Attorney General West.

"I’m very pleased that two of the awards this year are going to tribal victim service providers. Many of you know – and some of you know intimately – that tribal members are disproportionately victimized. Native women, in particular, encounter violence at alarming levels," said Acting Associate Attorney General West.

"We know this work is not easy. But we also know that so many elder Americans are depending on us – especially those who are among the most vulnerable; who so often cannot speak for themselves – they are depending on us to do this work and to do it well. And I know we will not let them down," said Acting Associate Attorney General West.

Our commitment to children – and to finding missing children – is stronger than ever.

These ongoing struggles are why Asian Americans and Pacific Islander leaders in our economic, academic, and social institutions are so important. These are the leaders who are working tirelessly each day to create positive change for the AAPI community, their neighbors, and our Country.

There is, I am convinced, no higher honor nor greater privilege than to serve one’s fellow citizens. Four years ago, this Committee endorsed and the Senate confirmed my nomination to lead the Justice Department’s Civil Division.

It is an idea ACS strives to make real in the work this organization does in law schools, with law students, lawyers, policymakers and opinion leaders across the country. Attorney General Eric Holder today welcomed the confirmation by the U.S. Senate of Tony West as the Department of Justice’s Associate Attorney General.

Building on the work of the original and successful Defending Childhood Task Force and efforts across the Department of Justice in Indian country, the American Indian and Alaska Native Task Force will consist of two groups – an Advisory Committee and a Federal Working Group.

These three principles — data-driven innovation, effective collaboration, and meaningful reentry — certainly are not the only approaches to smarter policing in this new century, but they are important as we continue to build the bridge to justice and equality in this challenging climate of contraction, subtraction, and sequestration.

It is our hope – it’s definitely our belief – that these resources will offer public safety agencies here in Oakland and throughout California some much-needed assistance to address major issues like homicides, gang crimes, youth violence, and crimes against children.

Every U.S. Attorney with jurisdiction in Indian country has now appointed at least one tribal liaison, and we’ve designated a Native American Issues Coordinator to provide advice and assistance to U.S. Attorneys’ Offices on legal and policy issues.

For at-risk young people—and particularly those affected by violence—the services provided by the Affordable Care Act represent more than an insurance policy; they are a lifeline. They are the tools of prevention and reorientation that can mean the difference between a life of fulfillment, and one that perpetuates a cycle of trauma and violence.

Now perpetrators of domestic and dating violence will be held accountable, whether they’re Indian or non-Indian, and countless Indian women will enjoy safer lives as a result. Section 904 of VAWA 2013 recognizes the inherent power of “participating tribes” to exercise “special domestic violence criminal jurisdiction” over certain defendants, regardless of their Indian or non-Indian status, who commit acts of domestic violence or dating violence or violate certain protection orders in Indian country.

ifty years ago Attorney General Robert Kennedy came here to Bismarck and spoke of the "tragic irony" of First Americans living in the freest country in the world yet imprisoned by conditions of poverty and deprivation -- conditions not found in the natural order of things but manmade, imposed and perpetuated by bigotry and greed and violence.

Today, the White House released the National Strategy for Combatting Wildlife Trafficking. The Department of Justice, along with the Departments of State and the Interior, are co-chairs of the U.S. Task Force established by President Obama to lead the implementation of this strategy. On Thursday, Associate Attorney General Tony West will lead the U.S. Delegation’s participation at the London Conference on the Illegal Wildlife Trade.

Let us reaffirm our commitment to the safety and health of tribal communities. And let us rededicate ourselves to giving native children a future unclouded by violence and brightened by hope. This is the responsibility of every one of us.

There can be no doubt that we share a common goal to hold accountable those whose actions contributed to the last financial crisis, which was felt not just at the national or global level, but in the countless communities you represent, as well.

That's why we are all gathered here this morning. Under the leadership of Attorney General Eric Holder, the U.S. Department of Justice has used a variety of tools to respond when law enforcement misconduct is uncovered. Those include everything from technical assistance provided by our Office of Justice Programs and our COPS Office to full-fledged enforcement actions by our Civil Rights Division and U.S. Attorney's Offices around the country, and everything in between.

This training has been in the works for some time now. For the last several years, the Justice Department at various levels has engaged in a constructive dialogue, animated by common aspirations and common concerns, with LGBT leaders throughout the country. And one of the many ideas we’ve received finds its manifestation in today’s gathering: a transgender law enforcement cultural professionalism training.

I also come to this discussion as my father's son. He was a man born and raised deep in the Jim Crow south. And when the time came for his eldest child and only son to take up driving lessons, dad was my teacher, imparting all the familiar lessons of keeping my eyes on the road and signaling before I turned.

"You are helping to realize the promise of our justice system by working to give every victim a voice and the help they need and deserve."

It was that promise that, nearly forty years ago, led Congress to hold a series of hearings that lifted the curtain and shed light on abusive child-welfare practices that were separating Native children from their families at staggering rates; uprooting them from their tribes and their culture. Roughly one of every three or four Indian children, according to data presented at those hearings, had been taken from their birth families and placed with adoptive families, in foster care, or in institutions that had little or no connection to the child's tribe.

You see, the United States is more than a place on the map -- it’s an idea; the idea that you are free to control your own destiny, for yourselves and your family; the idea that you are part of something larger than yourselves; that you have a chapter to write in the great story of our nation; the idea that no matter where you came from, or who your ancestors are, how you worship or what you look like, you have a role in shaping our shared future

And then there came this moment during the ceremony, after everyone had taken the citizenship oath in unison, when everyone proudly pulled out miniature American flags and started waving them furiously. All of a sudden this auditorium of people distinguished by their differences became awash in red, white and blue -- everyone bound together by a shared identity; bound together by an idea, this bold experiment in self-government we call the United States of America.

As Reverend Garanzini mentioned, I am the Associate Attorney General of the United States, the number three official at the Justice Department. And throughout my career, I’ve been fortunate to hold many titles. But they all pale in importance to the roles I play as the father of an intelligent and talented daughter; as the older brother of two amazing sisters and brother-in-law to a third; as an uncle, a son and a husband.

The work of these honorees in rescuing missing and exploited children – and in bringing perpetrators of these heinous crimes to justice – is exceptional. It takes very special people to perform such difficult – and in many cases heart-wrenching and life-changing – duties.
