In a decade as UN Secretary-General, Kofi Annan championed a vision of global governance anchored in shared responsibility and the rights and dignity of the individual.

Confronted with multiple global crises that raised questions about the UN’s purpose, Annan pressed for human rights and development to be at the centre of international efforts and sought to broaden participation in shaping and delivering solutions to global challenges.

As the UN’s 75th anniversary approaches, this conference will explore Annan’s legacy for the future of global governance.

Questions include the appropriate response to high-profile and ongoing failures to prevent human rights atrocities and protect victims of conflict, the impact of technology on democracy, lessons from the Millennium Development Goals for the Sustainable Development Goals and ways to meaningfully involve civil society, businesses and individuals in addressing global challenges.

The conference will bring together key figures involved in Annan’s initiatives with actors currently engaged in conflict prevention, humanitarian action, human rights and development to identify lessons and generate forward-looking recommendations.

This conference is being held as part of a series, including a public event hosted by UNA-UK at Central Hall in Westminster, exploring Kofi Annan's legacy.

The ‘Our Shared Humanity’ conference explored Kofi Annan’s legacy for the future of global governance in the run-up to the UN’s 75th anniversary. This paper summarizes key points raised during the conference, and presents the substantive recommendations that emerged from the discussion.

About the Conference

In the run-up to the UN’s 75th anniversary and almost a year after his death, Chatham House and the United Nations Association – UK (UNA-UK) held a two-day conference to explore Kofi Annan’s legacy in the context of the current period of global uncertainty.

The ‘Our Shared Humanity’ conference brought together a global and diverse group of individualsworking on peace and security, human rights and development issues to:

  • Reflect critically on Annan’s record, and capture lessons learned from his tenure as UN secretary-general, and his later work as a mediator and elder statesperson; and
  • Generate recommendations for current policymakers and influencers.

This paper summarizes key points raised during each session of the conference, and presents the substantive recommendations that emerged from the discussion.

In order to bring the conference themes to a wider audience, UNA-UK held a public event on the eve of the first day of the conference at Central Hall Westminster – where the UN had held its first ever meetings in 1946 – with speakers including Nane Annan, Sherrie Westin (president of global impact and philanthropy, Sesame Workshop), Amina Mohammed (current UN deputy secretary-general) and Mary Robinson (chair of The Elders and former UN High Commissioner for Human Rights).

Geospatial assessment methods for geotechnical asset management of legacy railway embankments

Most British railway embankments were constructed between 120 and 180 years ago without the benefit of modern design and construction methods. This can result in undesirable load-deformation characteristics and consequent disruption to present-day railway operations, for which there is unprecedented demand. Annual rail passenger kilometres have approximately doubled in the last 20 years and freight has increased by 60% over the same period. Whereas elements such as rails or bridges can be refurbished or replaced to meet increasing demand, the same is not usually feasible for embankments. Development of techniques to assess embankment performance risks posed by operational capacity enhancements is therefore of increasing significance to railway geotechnical asset management. The two case studies presented in this paper demonstrate how geospatial analysis and data management techniques may be applied to this challenge at both strategic (regional or national) and tactical (site-specific) scales for embankments incorporating plastic clay fill. The case studies also demonstrate, in a world of ever more abundant data, the growing need for engineering geologists and geotechnical engineers to augment their traditional knowledge with comprehensive data management and geospatial analysis skills, these being essential for modern infrastructure asset management.

Advancing Biologics Development Programs with Legacy Cell Lines: Advantages and Limitations of Genetic Testing for Addressing Clonality Concerns Prior to Availability of Late Stage Process and Product Consistency Data

The bioprocessing industry uses recombinant mammalian cell lines to generate therapeutic biologic drugs. To ensure consistent product quality of the therapeutic proteins, it is imperative to have a controlled production process. Regulatory agencies and the biotechnology industry consider cell line "clonal origin" an important aspect of maintaining process control. Demonstration of clonal origin of the cell substrate, or production cell line, has received considerable attention in the past few years, and the industry has improved methods and devised standards to increase the probability and/or assurance of clonal derivation. However, older production cell lines developed before the implementation of these methods, herein referred to as "legacy cell lines," may not meet current regulatory expectations for demonstration of clonal derivation. In this article, the members of the IQ Consortium Working Group on Clonality present our position that the demonstration of process consistency and product comparability of critical quality attributes throughout the development life cycle should be sufficient to approve a license application without additional genetic analysis to support clonal origin, even for legacy cell lines that may not meet current day clonal derivation standards. With this commentary, we discuss advantages and limitations of genetic testing methods to support clonal derivation of legacy cell lines and wish to promote a mutual understanding with the regulatory authorities regarding their optional use during early drug development, subsequent to Investigational New Drug (IND) application and before demonstration of product and process consistency at Biologics License Applications (BLA) submission.
