"I don’t need to tell anyone here what a difficult challenge youth violence is. You’re all part of the Forum because you’ve seen the consequences of juvenile crime in your own communities. You understand how complex this issue is – and you know this is not a problem any of us can solve alone – especially in this tough fiscal climate," said Acting Assistant Attorney General Leary.

"For me, personally, working with victims has been the most rewarding aspect of my career, bar none. Nothing compares with the satisfaction of helping to restore a sense of dignity and safety to a crime victim – and nothing has greater impact," said Acting Assistant Attorney General Leary.

"Sex trafficking is a big money-maker for criminals and a scourge to society. Traffickers callously seek to furnish their market with women, girls, and boys who have been cast out by society and whose options are few. In many cases, they are young people – not even teenagers – who are looking for the home they’ve never had. What they find, instead, are betrayal, cruelty, and abuse. And sadly, too often our systems of support and justice have offered no quarter," said Acting Assistant Attorney General Leary.

"It’s been remarkable to witness the way the issue of reentry has taken root in so many communities across the country. And it’s impressive to see how, thanks to visionary leaders in the Administration, in Congress, and in the states, the topic has become so prominent on the nation’s public safety agenda," said Acting Assistant Attorney General Leary

"Today, I’m very pleased to announce that we’re awarding almost $27 million to support NCMEC’s great work. The funds will continue all the great programs I just named – and many more, like the national resource center and information clearinghouse," said Acting Assistant Attorney General Leary.

"I’ve spent much of my career – as a prosecutor, in government, and as head of the National Center for Victims of Crime – working to strengthen our responses to victims of all ages. I never cease to marvel at the incredible devotion and resolve of victim advocates," said Acting Assistant Attorney General Leary.

"As we all know, the challenges facing us in criminal justice are considerable. But our knowledge about what works is growing, and the tools and technology we have at our disposal are expanding. We are becoming – every day – more sophisticated, more informed, and more effective," said Assistant Attorney General Leary.

The Department of Justice, the Department of Housing and Urban Development’s (HUD) Office of Inspector General and the Federal Housing Finance Agency’s Office of Inspector General, among other federal and state partners, are holding mortgage fraud summits in Las Vegas and Los Angeles today to help protect homeowners in areas hit hardest by these scams.

"For too long, our jails and prisons have been thought of as sealed institutions, where all problems – and all dangers – are contained. But that is clearly not the case. Health care is a powerful example of how issues that are unresolved – and, too often, exacerbated – in the corrections setting can lead to public health and public safety risks," said Acting Assistant Attorney General Leary.

"You’ve already shown that leadership is a quality available in abundance in tribal communities. The future clearly is in good hands. Thank you for everything you’re doing for your communities, and keep up the good work," said Acting Assistant Attorney General Leary.

"Providing information, strengthening police-community relationships, and protecting officers – these are all ways the Office of Justice Programs is working to support law enforcement," said Acting Assistant Attorney General Leary.

"The message we’re sending is that youth violence is not inevitable. When communities engage partners across disciplines and use a data-driven, balanced approach – one that emphasizes prevention, intervention, enforcement, and reentry – they can reduce violence and improve outcomes for our youth," said Acting Assistant Attorney General Leary.

"There’s still much more we need to do, and it’s incumbent on all of us in the field – and throughout the justice system – to work together to meet the challenges that we – and all victims – continue to face," said Acting Assistant Attorney General Leary.

"Several years ago, our Office for Victims of Crime funded the Clery Center to develop a training curriculum for university administrators and law enforcement executives about the requirements of the Clery Act. The Center continues to deliver the training throughout the country," said Acting Assistant Attorney General Leary.

The Justice Department today announced an agreement with the city of North Adams, Mass., to improve access for people with disabilities to civic life in North Adams. The agreement was reached under Project Civic Access (PCA), the Justice Department’s initiative to ensure that cities, towns and counties throughout the country comply with the Americans with Disabilities Act (ADA). The compliance review was initiated in response to a complaint that the city’s police station was physically inaccessible.

"We recognize that crime rates are high in Indian country and help is not easy to come by, given tribes’ geographical remoteness and scarcity of resources. But tribal victim service providers have shown time and again that their efforts to meet these challenges are unflagging," said Acting Assistant Attorney General Leary.

Florida-based American Sleep Medicine LLC has agreed to pay $15,301,341 to resolve allegations that it billed Medicare, TRICARE – the health care program for Uniformed Service members, retirees and their families worldwide – and the Railroad Retirement Medicare Program for sleep diagnostic services that were not eligible for payment.

"Over the last four years, we've generated tremendous momentum in our work to integrate evidence into our programs and activities. Our leadership – not only at BJS and NIJ, but across OJP – has demonstrated a strong scientific ethic," said Assistant Attorney General Leary.

"One of our top priorities is addressing youth violence. As I’m sure many of you would agree, this is one of the most complex and intractable problems in criminal justice. And because it is so complex, we’ve learned over time that tackling it involves many people – stakeholders from all sectors and from all levels of government," said Acting Assistant Attorney General Leary.

"I’m especially proud of the part that we – at the Office of Justice Programs – have played in improving knowledge about what works in the fields of criminal and juvenile justice. Our National Institute of Justice and Bureau of Justice Statistics have, for many years, made significant contributions to our base of knowledge," said Acting Assistant Attorney General Leary.

"We’re here to recognize 18 extraordinary individuals for their quick thinking, selflessness, and exceptional courage. They are law enforcement and corrections officers and firefighters who went beyond the call of duty to risk – and in some cases, to give – their lives for their fellow citizens and colleagues," said Acting Assistant Attorney General Leary.

"The issues you’re discussing here at this summit – the intersection of drugs and crime, gang and youth violence, the future of juvenile justice – are all issues the Department of Justice and my office, the Office of Justice Programs, are working diligently to address," said Acting Assistant Attorney General Leary.

"The goal of Vision 21 is to create a framework to address these enduring and emerging challenges – in short, to re-define the role of victim services in the 21st century," said Acting Assistant Attorney General Leary

More than 30 tribal leaders, juvenile court judges, child advocates, juvenile justice system experts and community members from the Salt River Pima-Maricopa Indian Community testified today in the second public hearing of the Advisory Committee of the Attorney General’s Task Force on American Indian and Alaska Native Children Exposed to Violence.

Medical device manufacturer EndoGastric Solutions Inc. has agreed to pay the government up to $5.25 million to resolve allegations that it violated the False Claims Act by misleading health care providers about how to bill federal health care programs for a procedure using a device manufactured by the company and by paying kickbacks.

Diagnostic Imaging Group (DIG) has agreed to pay a total of $15.5 million to resolve allegations that its diagnostic testing facility falsely billed federal and state health care programs for tests that were not performed or not medically necessary and by paying kickbacks to physicians.

Pharmaceutical manufacturer Teva Pharmaceuticals USA Inc. and a subsidiary, IVAX LLC, have agreed to pay the government and the state of Illinois $27.6 million for allegedly violating the False Claims Act by making payments to induce prescriptions of an anti-psychotic drug for Medicare and Medicaid beneficiaries.

More funding will be available this year, and I am also pleased that President Obama’s budget request for next year includes $11 million for programs to support responses to child maltreatment. This funding will potentially provide critical operational assistance to child advocacy centers and valuable training and technical assistance that will further strengthen the multidisciplinary response to child abuse cases.

As the April 15 tax filing deadline approaches, Attorney General Eric Holder warned U.S. tax filers to beware a “rising threat” of scammers seeking fraudulent refunds based on stolen identities, and vowed aggressive enforcement against the practice. Speaking in a recorded video message released on the Justice Department’s website, Attorney General Holder explained that a growing pool of criminals are engaged in the activity, including gangs and drug sellers seeking quick access to cash.

(Samsung) has agreed to pay $2.3 million to resolve allegations that it caused the submission of false claims for products sold on General Service Administration (GSA) Multiple Award Schedule (MAS) contracts in violation of the Trade Agreements Act of 1979 (TAA), the Justice Department announced today. Samsung is an electronics distributor and marketer headquartered in Ridgefield Park, New Jersey

The Department of Justice, the U.S. Environmental Protection Agency (EPA) and the West Virginia Department of Environmental Protection (WVDEP) today announced a settlement with Trans Energy Inc., requiring the oil and gas company to restore portions of streams and wetlands at 15 sites in West Virginia that were polluted by the company’s unauthorized discharge of dredge or fill material. Trans Energy will pay a penalty of $3 million to be divided equally between the federal government and the WVDEP. The Clean Water Act requires a company to obtain a permit from EPA and the U.S. Army Corps of Engineers prior to discharging dredge or fill material into wetlands, rivers, streams and other waters of the United States.

High rates of opioid prescribing have contributed to the current U.S. opioid epidemic and the steady increase in overdose deaths across the country. Prescribers wrote an all-time high of 255 million opioid prescriptions in 2012, and though that rate has since declined.
