Vladimir Putin has signed an order barring Russian soldiers from carrying many types of electronic devices on duty or sharing information with reporters, in an apparent effort to halt a series of embarrassing leaks about Russia’s military capabilities and secret operations.

The new rules are intended to block the spread of information about troop movements and the identification of individual members of the armed forces. But they could also make it more difficult to discover abuses in the military.

Three Brothers Sentenced to Life Prison Terms for Conspiring to Kill U.S. Soldiers

Three brothers who were convicted of plotting to kill members of the U.S. military during an armed attack on a military base were sentenced today to life prison terms. U.S. District Judge Robert B. Kugler sentenced Dritan Duka and Shain Duka to prison terms of life plus an additional, consecutive 30 years. The third brother, Eljvir Duka, received a life prison term. There is no parole in the federal system.

U.S. District Judge Robert B. Kugler sentenced Mohamad Ibrahim Shnewer to a term of life in prison plus an additional, consecutive 30 years. Judge Kugler sentenced Serdar Tatar to 33 years in prison.

A federal jury that convicted Steven D. Green, a former Ft. Campbell, Ky., soldier of charges arising out of the rape of a 14-year-old Iraqi girl and the murder of the girl and her family today said it was unable to reach a unanimous verdict on whether the defendant should be sentenced to death. Because the jury did not unanimously reach a decision on the death penalty, U.S. District Judge Thomas B. Russell will sentence Green to life without parole.
