"It is an unfortunate reality that unlawful discrimination in voting persists, just as it does in the workplace, in schools, and in so many other parts of our lives," said Assistant Attorney General Perez.

Former District of Columbia Department of Corrections Officer Victor Bell, 25, pleaded guilty today to a criminal civil rights charge for assaulting an inmate in the District of Columbia Central Detention Facility (D.C. jail).

Former Tuscaloosa County Sheriff’s sergeant, Althea Mallisham, 52, has been sentenced to 61 months in prison for civil rights convictions for wrongfully using a Taser against three detainees during separate incidents over a four month period in 2008.

Billie Ray Pratt, age 24, of Halethorpe, Md., pleaded guilty today to his involvement in hanging a raccoon on the porch of a family from Africa.

"The racial disparities in the treatment of African-American children raise serious constitutional concerns under the equal protection clause," said Assistant Attorney General Perez.

"The purpose of the investigation is to determine whether the University and the law enforcement agencies acted promptly, adequately, and fairly to protect the safety of women and whether the university, the police, and the county attorney have comprehensive and integrated systems in place to do so," said Assistant Attorney General Perez.

"Today, the Department of Justice did something it has done only once before in the 18-year history of our civil police reform work; we filed a contested lawsuit to stop discriminatory and unconstitutional law enforcement practices," said Assistant Attorney General Perez.

The Justice Department, along with U.S. Attorney Michael J. Moore, Middle District of Georgia, today announced that a grand jury returned a superseding indictment against former Wilcox County Sheriff Stacy Bloodsworth; his son, Austin Bloodsworth; and former Wilcox County Jailer Casey Owens. The superseding indictment charges the defendants with assaulting three different inmates inside of the Wilcox County Jail on July 23, 2009, thereby violating their civil rights. As a result of the assaults, one inmate suffered a broken jaw, and two other inmates sustained bruises and scratches. The indictment also charges the defendants with conspiring to cover up the assaults. In addition, Stacy Bloodsworth and Austin Bloodsworth were charged with lying to the FBI, while Owens was charged with writing a false report about the incident. Stacy Bloodsworth was charged with tampering with one of the victims, as well as two witnesses.

The Department of Justice announced that North Carolina Department of Correction’s Division of Community Corrections Probation Officer Willie James Steele Jr., 47, was indicted yesterday on civil rights charges for violating the constitutional rights of a female probationer that he was supervising by coercing her into sexual acts on two separate occasions.

A federal grand jury in Birmingham, Ala., today returned a five-count indictment charging former city of Tuscaloosa Police Sergeant Jason Glenn Thomas with federal civil rights offenses in connection with the aggravated sexual assault of a Tuscaloosa woman in 2011, announced Thomas E. Perez, Assistant Attorney General for the Civil Rights Division, Joyce White Vance, U.S. Attorney for the Northern District of Alabama, and Patrick J. Maley, Special Agent in Charge of the FBI Birmingham Field Office.

"Today’s settlement with SunTrust builds on an unprecedented period of fair lending enforcement by the department. Since the establishment of the Fair lending Unit, thanks to the committed career professionals in the Division, we have brought record numbers of enforcement actions," said Assistant Attorney General Perez.

U.S. Customs and Border Protection Officer Paulo Morales, 47, was arrested today after having been indicted yesterday by a federal grand jury in the Southern District of Florida on charges of deprivation of civil rights and abusive sexual contact.

Two Baltimore women pleaded guilty today for their involvement in a racially-motivated conspiracy to interfere with an African family’s housing rights by hanging a dead raccoon on the family’s porch, the Justice Department announced.

"Here in Boston, and all across our country, it’s impossible to ignore the growing concerns from citizens who feel – often for the first time in their lives – that the hard-won progress of the Civil Rights era has come under renewed threat. Even in America’s most vibrant cities, too many neighborhoods continue to be afflicted by the same disparities, divisions, and problems that – decades ago – so many struggled, sacrificed, fought, and even died to address," said Attorney General Holder.

A federal grand jury in Albuquerque has issued a seven-count indictment charging three corrections officers at the Bernalillo County Metropolitan Detention Center (MDC) with various crimes related to the assault of an inmate housed at MDC on Dec. 21, 2011, and subsequent attempts to cover up and impede the investigation of the assault.

Sylvester Bruce, 44, a former corrections officer with Navajo Nation’s Shiprock Detention Center (SDC) in Shiprock, N.M., pleaded guilty today in federal court on charges related to the sexual abuse of an inmate during the summer and fall of 2010. Specifically, Bruce pleaded guilty to one count of violating the civil rights of the victim when he touched her breasts against her will. Bruce also pleaded guilty to making material false statements to the FBI when he denied taking pictures of inmates inside the cells of the SDC.

U.S. Customs and Border Protection (CBP) Officer Paulo Morales, 47, of Miami, pleaded guilty today in U.S. District Court in Miami to three civil rights offenses for sexually groping three women in his custody.

Former Milwaukee Police Officer Ladmarald Cates was sentenced today by U.S. District Judge J.P. Stadtmueller to 24 years in prison.

A federal jury in Valdosta, Ga., convicted defendant Walter Young, 54, the former chief of the Omega Police Department in Omega, Ga., for physically abusing a man in his custody, the Justice Department announced.

"I extend my sincere congratulations to everyone in the U.S. Attorney’s Office, the civil rights advocates and stakeholders on the ground, and the communities throughout Northern Alabama who worked so hard in recent months to make this Civil Rights Unit possible," said Assistant Attorney General Perez.

"I am here to say that the United States Department of Justice will stand with you, and all people of good will, to preserve this great nation and its fundamental values of freedom, equality and justice," said Assistant Attorney General Perez.

"We have developed a blueprint for sustainable change that will enhance public safety and officer safety, ensure constitutional policing, and enhance public confidence in Portland Police Bureau," said Assistant Attorney General Perez.

"Together, we can create atmospheres of tolerance, climates of trust, environments both virtual and real where people young and old can feel welcome to be who they truly are," said Assistant Attorney General Perez.

"Today, I am proud to share with you the Division’s recent accomplishments in preventing, punishing, and deterring violent acts of bigotry and hate," said Deputy Assistant Attorney General Austin.

Demetrio Juan Gonzales, 40, a former corrections officer at the Bernalillo County Metropolitan Detention Center (MDC) in Albuquerque, N.M., pleaded guilty today to one count of violating the civil rights of an individual in his custody when he struck and choked the victim in the shower room/dress out area of MDC.

Police of Puerto Rico Lieutenant Erick Rivera Nazario and Officer Jimmy Rodriguez Vega were indicted on civil rights charges alleging that they used excessive force on two men, the Justice Department announced today. Nazario and Vega allegedly violated the constitutional rights of Jose Irizarry Perez and his father Jose Irizarry Muniz while the two were celebrating the local election results at the Las Colinas housing development in Yauco, Puerto Rico, on Nov. 5, 2008. Rivera was also indicted for making false declarations before the federal grand jury during its investigation into the civil rights violations.

R. Dale Frazier, 57, of Flora Vista, N.M., pleaded guilty today in U.S. District Court in Albuquerque, N.M., to a federal civil rights charge in connection with the unlawful assault and beating of Dovovan Tanner with a flashlight.

The Justice Department has filed a lawsuit against the city of San Jacinto, Calif., alleging violations of the Fair Housing Act and the Americans with Disabilities Act based on its treatment of group homes for persons with disabilities. This lawsuit is part of the Justice Department’s continuing effort to enforce civil rights laws that require states and municipalities to end discrimination against, and unnecessary segregation of, persons with disabilities.

A federal judge sentenced Spokane, Wash., Police Officer Karl F. Thompson Jr. to 51 months in prison followed by three years supervised release for civil rights and obstruction violations stemming from his March 18, 2006, beating of an unarmed citizen and an extensive cover-up that followed, the Justice Department announced today. Following a Taser deployment and a rapid series of baton blows to the head, neck and body, the victim, the late Otto Zehm, 36, was hogtied, stopped breathing and was transported to the hospital, where he died two days later. The defendant claimed the beating was justified because he felt threatened by a plastic bottle of soda Zehm was holding.

Bryan Benson, a former Anderson, Calif., police officer, was arrested today on charges of deprivation of civil rights for sexually assaulting a woman while transporting her to jail and of trying to conceal his criminal conduct, announced the Justice Department.

The Justice Department today filed a civil rights lawsuit against Terry S. Johnson, in his official capacity as head of the Alamance County Sheriff’s Office (ACSO) in North Carolina.

The Justice Department announced today that Lindrith Tsoodle, 57, a former officer with the Three Affiliated Tribes Police Department, was apprehended and arrested on the Rocky Boy Reservation in Montana yesterday in relation to his indictment on civil rights and obstruction violations.

Craig Billings, 39, a former deputy sheriff with the Murray County Sheriff’s Office in Sulphur, Okla., pleaded guilty today in federal court to a one-count information charging him with Deprivation of Rights for using unreasonable force and violating the civil rights of an individual who was being booked into the Murray County Jail.

Today, Matthew E. Davidson, a former corrections officer of the Alabama Department of Corrections, pleaded guilty in U.S. District Court in Montgomery, Ala., to two counts of violating the civil rights of a former inmate at Ventress Correctional Facility in Clayton, Ala., and to one count of conspiring with other corrections officers to obstruct justice by covering up the incident.

Former Fort Deposit, Ala., police officer Carlos Tyson Bennett, 37, was sentenced today by U.S. District Judge Mark Fuller to 37 months in prison, two years of supervised release and ordered to pay $500 in restitution. Bennett was sentenced for stealing money from motorists during traffic stops, with another former Fort Deposit police officer, Jessie Alan Fuller, on Interstate 65 in 2009.

A federal grand jury in Muskogee, Okla., has indicted Raymond A. Barnes, 42, and Christopher A. Brown, 31, the former jail superintendent and assistant jail superintendent, respectively, of the Muskogee County Jail (MCJ) on multiple counts of civil rights offenses related to allegations of excessive force on inmates at MCJ on or between August 2009 and May 2011.

Frank William Carter, 43, a former police officer of the Laredo, Texas, Police Department, pleaded guilty today in federal court to violating the civil rights of an arrestee.

Mark E. Thom Jr., 31, a Springdale Borough, Penn., Police Officer, pleaded guilty to a one count information charging him with violating the civil rights of an individual on Jan. 23, 2011 in Springdale.

A superseding indictment against four Police of Puerto Rico (POPR) officers was announced today by Roy L. Austin Jr., Deputy Assistant Attorney General for the Civil Rights Division; Rosa Emilia Rodriguez-Velez, U.S. Attorney for the District of Puerto Rico; and Carlos Cases, Special Agent in Charge of the FBI San Juan Field Office.

An indictment against former Jefferson Parish, La., Sheriff’s Deputy Mark Hebert, 48, was announced today by Roy L. Austin Jr., Deputy Assistant Attorney General for the Civil Rights Division; Dana J. Boente, Acting U.S. Attorney for the Eastern District of Louisiana; Michael J. Anderson, Special Agent in Charge of the FBI New Orleans Field Office; and Sheriff Newell Normand from the Jefferson Parish Sheriff’s Office.

Jason Glenn Thomas, 34, a former sergeant with the city of Tuscaloosa, Ala., Police Department, pleaded guilty today to a criminal civil rights charge for using his authority as a law enforcement officer to sexually assault a woman.

"We have covered extraordinary ground in the last year—not only concluding a comprehensive investigation of the University’s response to sexual assault, but also reaching two agreements to remedy the problems we found— this would not have been possible without the cooperation and dedication that the University demonstrated throughout," said Deputy Assistant Attorney General Austin.

Two Spring Hill, Tenn., men pleaded guilty in federal court today for their involvement in a racially-motivated conspiracy to interfere with the housing rights of African-American residents of the Spring Lake subdivision of Spring Hill.

The Justice Department today announced that a federal grand jury in Memphis, Tenn., has returned a one-count indictment charging Justin Shawn Baker, 25, of Jackson, Tenn., with violating the civil rights of students and faculty of the Margolin Hebrew Academy.

A former officer with the Laredo, Texas, Police Department (LPD) has been sentenced to prison following his conviction for violating the civil rights of an arrestee.

An Independence, Mo., woman was indicted by a federal grand jury today for violating the civil rights of an African-American family by setting fire to their residence.
