Citizen-agency interactions in planning and decisionmaking after large wildfires

This report reviews the growing literature on the concept of agency-citizen interactions after large wildfires. Because large wildfires have historically occurred at irregular intervals, research from related fields has been reviewed where appropriate. This issue is particularly salient in the West where excess fuel conditions indicate that the large wildfires occurring in many states are expected to continue to be a major problem for forest managers in the coming years. This review focuses on five major themes that emerge from prior research: contextual considerations, barriers and obstacles, uncertainty and perceptions of risk, communication and outreach, and bringing communities together. It offers ideas on how forest managers can interact with stakeholders for planning and restoration activities after a large wildfire. Management implications are included.

Building a citizen-agency partnership among diverse interests: the Colville National Forest and Northeast Washington Forestry Coalition Experience

Concerns about forest health and the threat of wildfire across the Western United States increasingly provide the impetus for communities to find land management solutions that serve multiple interests. Funding and procedural changes over the past decade have positioned federal agencies to put greater emphasis on multistakeholder partnerships and public outreach efforts. Partnerships build slowly over time, but can result in a healthier resource, reduced fire risk, greater stability for agency planning processes, and more resilient communities. Drawing on interviews with stakeholders representing broad interests in a partnership between the Northeast Washington Forestry Coalition and the Colville National Forest, we examine some of the critical factors leading to the partnership's success and identify challenges along the way. We illustrate how the citizens of Colville, Washington, overcame conflicts by learning to communicate their interests and use existing resources to advance a variety of goals, ranging from fuels reduction and active forest management to roadless area and wilderness management. We highlight a set of important organizational themes that have emerged from Colville to provide managers and other stakeholders with ideas for similar efforts.

Borchardt: 2nd District needs a true Iowa citizen legislator

I’m running for Iowa’s 2nd district seat in the U.S. House of Representatives. Early last fall, I found that Mariannette Miller-Meeks is running again, after three losses, and that former Illinois Congressman Bobby Schilling is an Illinoisan turned Iowan. The second district seat should be held by a true Iowa citizen legislator.

The House of Representatives was meant to be the people’s house. One where people temporarily left their home and family to serve in Washington, then returned home to resume their life. Being elected to office was never intended to be a lifetime job. If elected I will serve three terms, then return to Iowa and the private sector.

I believe our government should be small, efficient and responsive to its citizens. I would insist that all government programs are reviewed and eliminated if they are not currently serving the public’s interests. I would also push for a budget that does not grow at a higher rate than incoming revenues.

I believe that all law-abiding citizens have the right to own a gun to hunt or to protect themselves from danger. I will not support any additional restrictions placed on law-abiding citizens.

I believe all life is sacred, from conception to natural death, regardless of ability. It is not my intention to tell any woman what to do with her body. I would prefer that each women take full control of her body and the choices she makes before pregnancy occurs.

In the beginning, our country was land rich and people poor. Anyone who could make it to our country was welcome and opportunities abounded. Today, we are crowded and too many struggle to find substantial work. Immigrants are welcome, but I support only legal immigration, to mitigate how many enter the United States, while our county exercises its right to defend its borders by reasonable means, including strengthening barriers to illegal entry.

I grew up in Washington, Iowa and moved to Iowa City in my late 20s. I currently work in retail and my wife works at a food distribution plant. We have two children, ages 11 and 9, who attend public school in Iowa City. On any given day you could see me at the grocery store, the mall, at the children’s school or at their soccer game. I will be a true citizen-legislator and I would like your support.

Trump Backs Off Census Citizenship Question Fight

Updated at 6:55 p.m. ET President Trump announced Thursday he would sign an executive order to obtain data about the U.S. citizenship and noncitizenship status of everyone living in the United States. In a Rose Garden ceremony, Trump said he would drop efforts to include a citizenship question on the 2020 census. Instead, his executive order will direct all U.S. agencies to provide the Department of Commerce all information they have on U.S. citizenship, noncitizenship and immigration status. "We have great knowledge in many of our agencies," Trump said, flanked by Attorney General William Barr and Commerce Secretary Wilbur Ross. "We will leave no stone unturned." The executive order marks the administration's latest effort to obtain the information despite a ruling from the U.S. Supreme Court that bars the administration from including the question on the 2020 census for now. In backing down from the legal fight, Trump appears to be doing what the Census Bureau encouraged over a year

Trump spoke alongside Attorney General William Barr, who praised his decision. Their remarks come after the Supreme Court blocked, for now, the addition of the question " Is this person a citizen of the United States? " on the annual headcount. Critics feared the question would lead to undercounts of immigrant groups and communities of color. Despite the justices' rejection, Trump had vowed to continue pushing for the change — even as printing of the paper forms has begun. The administration's persistence includes an attempt to change the Justice Department's legal team on the issue. But Trump's remarks Thursday indicate the administration is dropping the question fight in favor for a different avenue for getting a count of noncitizens in the U.S. Still, it's not clear what impact the executive
