Attorney General Eric Holder and the Department of Justice’s U.S. Attorneys’ offices together, with the department’s Criminal and Civil Divisions, representatives from various government agencies and partners, are holding investor fraud summits across the country to help consumers protect their hard-earned money from fraud.

"That’s why today’s Justice Department is determined – and I am determined – to meet acts of senseless violence with renewed vigilance. It’s also why we’re striving to promote innovative, evidence-based strategies, programs, and information-sharing tools that can help us to analyze and address specific types of threats," said Attorney General Holder.

Pharmaceutical manufacturer Abbott Laboratories Inc. was sentenced by U.S. District Court Judge Samuel G. Wilson of the Western District of Virginia in connection with its guilty plea related to its unlawful promotion of the prescription drug Depakote for uses not approved as safe and effective by the Food and Drug Administration.

"While the Task Force’s goals are ambitious, its foundation is simple: Those in all levels of the government charged with protecting the public from fraud and abuse cannot work in compartmentalized silos. Instead, we must be cohesive, coordinated, and committed to a common purpose, because working together, we can achieve more than we can separately," said Acting Associate Attorney General West.

"As we promised when Attorney General Holder announced the Working Group back in January, we have worked closely together to share information and assess our respective investigations and, where appropriate, provide substantial resources in support of our partners," said U.S. Attorney Walsh.

Attorney General Eric Holder, Deputy Attorney General James Cole, U.S. Attorney for the District of Maryland Rod Rosenstein, and Bureau of Justice Assistance Deputy Director, Kristen Mahoney, today announced more than $2.4 million in grants to 13 jurisdictions to combat the purchase and sale of counterfeit and pirated products. Intellectual Property theft refers to the violation of criminal laws that protect copyrights, patents, trademarks, other forms of intellectual property and trade secrets, both in the United States and abroad.

"No one program can solve all the challenges our communities face, but programs such as CityLIFT that provide families access to sustainable homeownership are critical," said Assistant Attorney General Perez.

"Imitation may be the highest form of flattery, but American industry is not looking to be flattered by thieves engaged in illicit competition. Industry seeks a fair and level marketplace where American innovation can thrive," said Deputy Attorney General Cole.

"Although these awards will be utilized in a variety of ways, they will help to achieve our common goals: to advance prosecutions – as well as prevention and education activities – related to IP theft," said Attorney General Holder.

"It’s a privilege to welcome so many friends, colleagues, and key Justice Department leaders to this morning’s important program. And it’s a pleasure to join each of you in highlighting – and paying tribute to – the extraordinary contributions that so many Hispanic Americans have made in guiding our nation’s progress – and strengthening this Department’s essential work," said Attorney General Holder.

"We have made it one of our missions at the Department of Justice to hold accountable those who abuse the Medicare program for personal profit. And there are Medicare fraudsters in prisons across the country – some who will be there for decades – who can attest to our determination and our effectiveness," said Assistant Attorney General Breuer.

"Over the last 24 hours, Medicare Fraud Strike Force operations in seven different cities have conducted one of the largest health care fraud takedowns on record. Through a series of coordinated, nationwide law enforcement actions, charges have been brought against 91 individuals – including doctors, nurses, and other licensed medical professionals – for their alleged participation in fraud schemes involving nearly $430 million in false billings," said Attorney General Holder.

"Several years ago, our Office for Victims of Crime funded the Clery Center to develop a training curriculum for university administrators and law enforcement executives about the requirements of the Clery Act. The Center continues to deliver the training throughout the country," said Acting Assistant Attorney General Leary.

"Put simply, these comprehensive efforts represent an historic, government-wide commitment to eradicating mortgage fraud and related offenses across the country," said Attorney General Holder.

Two former employees of The Parsons Company, an international engineering and construction firm, were sentenced in federal court in the Northern District of Alabama for their participation in a kickback conspiracy in Iraq and related tax crimes.

"At every level, my colleagues and I have made the fight against financial fraud a top priority. We’re more determined than ever to eradicate these crimes – and, alongside more than two dozen additional federal government agencies and private sector partners, we’ve made an historic commitment to advancing this work at the national level," said Attorney General Holder.

Ramiro Anturi Larrahondo, 55, a Colombian national, pleaded guilty before U.S. District Judge John D. Bates in the District of Columbia to one count of conspiracy to distribute five kilograms or more of cocaine, knowing and intending that the cocaine would be illegally imported into the United States.

The administrator of CardioMax EMS, a Houston-based ambulance company, pleaded guilty today to charges that he submitted approximately $1,734,550 in fraudulent claims to Medicare.

A Taiwan aftermarket auto lights manufacturer and its U.S. distributor pleaded guilty to an indictment charging them with participating in a seven-year, international conspiracy to fix the prices of aftermarket auto lights, and were sentenced today in U.S. District Court for the Northern District of California.

"As we continue to work with reentry projects and learn about them, we realize more and more that they need to be sustained and continuous if they are to be successful. They need to start the first day an individual arrives at the prison," said Deputy Attorney General Cole.

"For more than half a century, Americans have come together every October to celebrate the achievements of workers with disabilities, to call attention to the obstacles and challenges that have yet to be overcome, and to ensure that all employers fulfill their responsibilities to create the conditions and opportunities for citizens with disabilities to grow, to thrive, and to fulfill their full potential – both personally and professionally," said Attorney General Holder.

Attorney General Eric Holder recognizes 282 department employees for their distinguished public service today at the 60th Annual Attorney General’s Awards Ceremony. Fifty-seven other individuals outside of the department are also honored for their work. Held at DAR Constitution Hall, this annual ceremony recognizes both department employees and others for their outstanding dedication to carrying out the Department of Justice’s missions.

Hassan Collins, 41, was sentenced by U.S. District Judge Kevin Michael Moore in the Southern District of Florida.

The indictment charges former FBI special agent Robert G. Lustyik Jr., 50, of Sleepy Hollow, N.Y.; Michael L. Taylor, 51, of Harvard, Mass., the principal of Boston-based American International Security Corporation (AISC); and Johannes W. Thaler, 49, of New Fairfield, Conn., each with one count of conspiracy, eight counts of honest services wire fraud, one count of obstructing justice and one count of obstructing an agency proceeding.

"By allegedly conspiring to steal DuPont’s and Teijin’s intellectual property, Kolon threatened to undermine an economic engine at both companies. We cannot, and we will not, stand idly by in the face of such flagrant alleged conduct," said Assistant Attorney General Breuer.

The Justice Department announced today that it will monitor portions of the early voting period for the Nov. 6, 2012, general election in Dallas and Harris Counties, Texas, to ensure compliance with the Voting Rights Act of 1965. The Voting Rights Act prohibits discrimination in the election process on the basis of race, color or membership in a minority language group. Early voting in Dallas and Harris Counties begins on Monday, October 22.

"As a result both of increased FCPA enforcement and increased policing of corporate conduct in general, I think that the culture of corporate compliance has improved in recent years," said Assistant Attorney General Breuer.

"At the Department of Justice, we are fully aware of how critically important, and oftentimes life-saving, this work really is for countless children nationwide," said Deputy Attorney General Cole.

"At the Justice Department, we have made enforcing the rights of American Indians a priority," said Assistant Attorney General Perez.

Diyana Montes, 29, pleaded guilty before U.S. District Judge James E. Boasberg in the District of Columbia to one count of bribery.

"Like Special Agent Kiki Camarena, one person can and does make a difference. By joining me in wearing a red ribbon and gathering here today, and by celebrating Red Ribbon Week, you are helping make that difference," said Deputy Attorney General Cole.

"We often think of national security threats, like that of a catastrophic terrorist attack, as questions about prevention. But the cyber threat is not simply looming – it is here. It is present and growing," said Assistant Attorney General Monaco.

The United States has filed a complaint against a Virginia-based contractor alleging that the company submitted false claims for unqualified security guards under a contract to provide security in Iraq, the Justice Department announced today. The company, Triple Canopy Inc. is headquartered in Reston, Va.

A Northern California real estate investor has agreed to plead guilty for his role in conspiracies to rig bids and commit mail fraud at public real estate foreclosure auctions in Northern California.

The Justice Department announced today that its Civil Rights Division plans to deploy more than 780 federal observers and department personnel to 51 jurisdictions in 23 states for the Nov. 6, 2012, general election.

The Justice Department and Internal Revenue Service (IRS) announced today that attorney Aristotle R. Matsa (Rick Matsa), of Worthington, Ohio, was sentenced to 85 months in prison by the Judge Edmund A. Sargus Jr. of the U.S. District Court for the Southern District of Ohio. Judge Sargus also ordered Matsa to pay a criminal fine of $265,000, make restitution to the IRS in the amount of $388,000, and pay restitution to a client from whom Rick Matsa embezzled funds in the amount of $24,069.

A real estate investor pleaded guilty today to conspiring to commit mail fraud at public real estate foreclosure auctions held in Raleigh, N.C., and surrounding areas, the Department of Justice announced. This is the second charge in the department’s ongoing investigation into real estate foreclosure auctions in eastern North Carolina.

"The country we have inherited has been defined by the hard work and tremendous courage of those who, throughout our history, have chosen not just to devote themselves to studying the law, but also to advancing the cause of justice," said Attorney General Holder.

An owner and sole operator of an environmental laboratory has been charged in U.S. District Court for the Southern District of Mississippi with falsification of records and obstructing a federal criminal investigation.

"The Criminal Division is determined, with its federal, state and local law enforcement partners, to continue disrupting and dismantling ABT and other violent criminal enterprises," said Assistant Attorney General Breuer.

"Financial fraud affects people every day and can be devastating for victims. Business opportunity schemes prey on people who want to work to support themselves and their families. But instead of getting meaningful employment, victims are defrauded out of their money, their credit, and their time," said Principal Deputy Assistant Attorney General Delery.

"Today, in U.S. District Court here in the Eastern District of Louisiana, the Department filed a 14-count information charging BP with 11 counts of felony manslaughter, one count of felony obstruction of Congress, and violations of the Clean Water and Migratory Bird Treaty Acts in connection with the Deepwater Horizon oil spill that began in April 2010," said Attorney General Holder.

"We hope that today’s acknowledgement by BP of its misconduct – through its agreement to plead guilty to 11 counts of felony manslaughter – brings some measure of justice to the family members of the people who died onboard the rig," said Assistant Attorney General Breuer.

"Too many of our neighbors are still victims of discrimination, bigotry, and violence. Too many are denied opportunities to participate fully in their communities and build valued lives for their families. But at the Division, we are in the opportunity business. And we are committed to working together with all of you to expand access to the promise of American life and the fundamental civil rights protected by our federal laws," said Assistant Attorney General Perez.

Program director Lydia Ward, 47, and therapist Nichole Eckert, 35, were each found guilty of one count of conspiracy to commit health care fraud.

"Nothing is more important than curbing corruption around the world – and we must, and we will, continue to do everything we can to ensure that young people across the globe can dream big dreams without having to worry that a corrupt leader will extinguish them," said Assistant Attorney General Breuer.

"Let’s work to prevent fraud, but let’s not erect new, unnecessary requirements that have a discriminatory impact. Let’s have a debate on the merits without trying to make it harder for our perceived opponents to vote," said Assistant Attorney General Perez.

"We are a nation of great principles of religious freedom. But as we have learned, these principles are not self-executing. We have to work hard to preserve them," said Assistant Attorney General Perez.
