"These brave men and women routinely put their lives on the line in their work to combat crime and gun violence, to apprehend dangerous criminals, and to help bring fugitives to justice."

Chairman Sensenbrenner, Ranking Member Scott, and members of the House Judiciary Subcommittee on Crime, Terrorism and Homeland Security, thank you for inviting me to testify today concerning the three provisions of the Foreign Intelligence Surveillance Act (“FISA”) that were recently reauthorized but are scheduled to sunset again in May.

Thank you for inviting me to speak with you today about the Department of Justice’s efforts to combat health care fraud through criminal prosecution.

I am here to announce the U.S. government’s latest actions to ensure safety along our Southwest border, to seek justice for victims of violent crime in this region, and to weaken dangerous criminal organizations currently operating in Mexico and the United States – including the international gang known as “Barrio Azteca.”

From the very first day of this investigation, prosecutors from the Justice Department’s Criminal Division and the U.S. Attorney’s Office in El Paso have worked around-the-clock with our law enforcement partners in Mexico and the United States to find those responsible for these heinous crimes and bring them to justice.

"As I have said often, no aspect of our work is more important – or more urgent – than protecting the safety of the American people and strengthening our national security."

Jeffrey Tesler, a former consultant to Kellogg, Brown & Root Inc. (KBR) and its joint venture partners, pleaded guilty today in Houston to conspiring to violate the Foreign Corrupt Practices Act (FCPA) and to violating the FCPA for his participation in a decade-long scheme to bribe Nigerian government officials to obtain engineering, procurement and construction (EPC) contracts.

Honeywell International Inc. pleaded guilty today in federal district court in Benton, Ill., to one felony offense for knowingly storing hazardous waste without a permit in violation of the Resource Conservation and Recovery Act (RCRA).

A federal jury in Norfolk, Va., today convicted Justin Cannon, 27, of Corpus Christi, Texas, and Christopher Drotleff, 29, of Virginia Beach, Va., of involuntary manslaughter while working as contractors for the U.S. Department of Defense in Afghanistan.

"Sunshine Week is an important week for those of us who believe that government works best when the country knows what its government is doing. It is an opportunity to thank the many people inside and outside of government who have gotten us here, think about where we have to go next, and recommit ourselves to the goal of ensuring that government is open and transparent."

"This summit is an important step forward – an opportunity to build on what has been discussed, and achieved, since January of last year – when Secretary Sebelius and I convened the first “National Summit on Health Care Fraud” in Washington."

Three former executives of Fair Financial Company, an Ohio financial services business, were arrested today and charged in an indictment filed in the Southern District of Indiana for their roles in a scheme to defraud approximately 5,000 investors of more than $200 million.

"This conference comes at an important moment in Russia’s efforts to strengthen its rule of law. In the Justice Department, we have long recognized corruption as a transnational problem. Corruption affects countries rich and poor, large and small, and it has particularly harmful effects on emerging economies."

U.S. District Judge Roger W. Titus sentenced Irvin Hannis Catlett Jr., 64, of Crownsville, Md., today to 210 months in prison, followed by three years of supervised release for tax offenses in connection with a scheme to prepare individual income tax returns for clients, which reported bogus tax losses from a purported car leasing company.

"The Justice Department opened its investigation of the New Orleans Police Department last year with a single mission: to work with all stakeholders to build a world class police force," said Assistant Attorney General Perez.

"Unfortunately, our conclusions reveal that many NOPD officers have failed to live up to what we rightfully expect from our law enforcement officers," said Deputy Attorney General Cole.

A former executive of a California aftermarket auto lights distributor has agreed to plead guilty for his participation in a global conspiracy to fix the prices of aftermarket auto lights.

“Our law enforcement officers put themselves in harm’s way every day to ensure the safety and security of the American people in cities and communities across the country, and we need to do everything we can to protect them,” Attorney General Holder said.

Reynaldo Orozco pleaded guilty to one count of filing a false tax return before U.S. District Court Judge Adalberto Jordan in the Southern District of Florida.

The former managing director of the Pamrapo Service Corporation (Service Corporation), the investment arm of the former Pamrapo Savings Bank, was convicted today of embezzling more than $571,000 in commissions and fees belonging to the Service Corporation through a mail fraud scheme.

The former administrative assistant to a U.S. senator was charged today by a federal grand jury in the District of Columbia with violating criminal conflict of interest laws.

"For more than a quarter of a century, including eight years as Director, his service to the Bureau of Prisons has helped improve public safety, strengthen our corrections systems, and advance the Justice Department’s most critical goals."

A Miami-area doctor, Fred Dweck, was sentenced to 24 months in prison today for his role in a wide-ranging Medicare fraud scheme involving several Miami-area home health agencies.

A Los Angeles woman has pleaded guilty to using fraudulent medical clinics and the stolen identities of physicians to defraud Medicare of more than $6.2 million.

"With each new wave of intolerance, our nation has responded – passing new civil rights laws, striking down old laws that sanctioned discrimination, and eventually recognizing the value of diverse communities and embracing those previously shunned," said Assistant Attorney General Perez.

"As members of the military, you are leaders in our nation. Your communities admire you. Your voices matter. And your voices will make a key difference in changing the national dialogue on sexual assault. We can work together to achieve cultural change to stop sexual assault."

Today I will address other national security investigative authorities enacted or amended as part of the USA PATRIOT Act, focusing in particular on the legal authorities relating to national security letters.

A Virginia contractor pleaded guilty to participating in a scheme to steer contracts to him for repair, maintenance and renovation work at healthcare and nursing home facilities owned by Medical Facilities of America Inc.

U.S. Attorney General Eric Holder and Italian Minister of Justice Angelino Alfano today met at the U.S. Department of Justice in Washington, D.C., to re-affirm the joint commitment of the United States and Italy to strengthen cooperation in the ongoing fight against terrorism and transnational organized crime.

"In November 2009, I announced that Khalid Sheikh Mohammed and four other individuals would stand trial in federal court for their roles in the terrorist attacks on our country on September 11, 2001. As I said then, the decision between federal courts and military commissions was not an easy one to make."

Attorney General Eric Holder today commended teams from six cities across the country for developing comprehensive plans to reduce youth violence in their communities.

"This gathering marks an important step forward in what I know – and what I pledge – will be an ongoing conversation about how we can address violence among – and directed toward – our nation’s young people."

Donna Paul and her husband, William Paul, formerly of Montgomery, Ala., were indicted by a federal grand jury and charged with four counts of tax evasion for the tax years 2004 through 2007.

A Miami-area resident pleaded guilty today in U.S. District Court in Miami for her role in managing a community mental health care fraud scheme that resulted in the submission of more than $100 million in fraudulent claims to Medicare.

"Gender-based violence is an urgent criminal justice and safety issue that demands the full attention of not only the federal government but state, tribal, local and community partners if we are to be effective."

"Tonight, as we join together to commemorate this year’s National Crime Victims’ Rights Week, it is clear that we are also bound by our common goals, by our shared concerns, and by our collective resolve to do more to protect those at risk and in need – and to support every person, every family, and every community now struggling to overcome the devastating effects of crime."

The national president of the American Outlaw Association (Outlaws) motorcycle gang was sentenced today to 20 years in prison for leading a violent criminal organization.

Attorney General Eric Holder today at an awards ceremony hosted by the Department of Justice recognized seven individuals and three organizations for outstanding work on behalf of crime victims.

"Each of these awardees – and the other government leaders, legal advocates, public servants, and concerned citizens here today – are part of a powerful, national movement – one that inspired the passage of the historic 1994 crime bill and the Violence Against Women Act, as well as the creation of the Crime Victims Fund."

Sean T. Brehm, 44, of Capetown, South Africa, pleaded guilty before U.S. District Judge Anthony J. Trenga to assault resulting in serious bodily injury.

"The department has organized itself to ensure that we are in a position to aggressively investigate and prosecute cyber crime wherever it occurs," said Deputy Assistant Attorney General Weinstein.

Larry Dees Sr., 66, and Larry Dees Jr., 37, both of Maringuoin, La., each pleaded guilty today in U.S. District Court in Baton Rouge, La., to two violations of the Lacey Act for leading sport hunters to unauthorized areas to hunt American alligators in violation of the federal Endangered Species Act and Louisiana law.

The Justice Department today filed a lawsuit in federal court in San Juan, Puerto Rico, charging the Puerto Rico Department of Justice with employment discrimination for failing to provide a reasonable accommodation to an employee with a disability, as required by the Americans with Disabilities Act.

Miami-area physician Rene De Los Rios was convicted of five felony counts today by a federal jury for his role in a $23 million dollar HIV injection and infusion Medicare fraud scheme.

"The Defending Childhood initiative seeks to redefine how the Justice Department responds to children who experience violence, witness violence, or suffer ongoing negative ramifications from violence. We hope to harness resources from across the Department - and across other federal agencies and state, local, and tribal partners – to first, prevent exposure to violence when possible; second to mitigate the negative impact of violence when it does occur; and third, to develop knowledge and spread awareness that will ultimately improve our homes, cities, towns, and communities."
