The NSPC will now be held Oct. 5–7, in conjunction with the NECA Convention and Trade Show in Chicago. “NECA recognizes all the hard work that so many contractors, chapters, exhibitors, speakers and staff have put into making the NSPC and all NECA conferences successful,” the organization said in a statement on the event website. “Given the developing circumstances, the association's main priority is to keep all of conference participants safe and sound.” NECA also remains active supporting members and the industry at large with the latest COVID-19 materials and resources for those projects that continue to operate. “NECA recognizes the importance of continuing to host an event where NECA Safety Professionals can convene and accomplish important work,” said Michael Johnston, NECA’s executive director of standards and safety. Namely placing restrictions on the foreign-supplied components installed on the nation’s electric grid in the name of national security. The report states, “The bulk power system is a target of those seeking to commit malicious acts against the United States and its people, including malicious cyber activities, because a successful attack on our bulk power system would present significant risks to our economy, human health and safety, and would render the United States less capable of acting in defense of itself and its allies.” The first section of the executive order is designed to limit the use of foreign-supplied components installed on the nation’s electric grid in the future, declaring that not creating these limits would pose an “extraordinary threat to national security.” The concern is purchasing and installing components from certain countries that are considered adversaries of the United States, including those that have made attempts in the past to hack into the nation’s electric grid, could put the nation’s grid at risk. For example, one fear is that foreign governments could embed certain pieces of technology in the components they sold to U.S. utilities that would adversely impact the grid or provide private information back to these adversarial nations. The second section of the executive order, among other things, lays out a plan for potentially requiring utilities to replace these foreign-supplied components with components deemed safer. Specifically, the order directs the U.S. Secretary of Energy to “develop recommendations on ways to identify, isolate, monitor, or replace such items as soon as practicable, taking into consideration overall risk to the bulk-power system.” The third section of the executive order establishes a task force on Federal Energy Infrastructure Procurement Policies Related to National Security, which will be expected to “develop a recommended consistent set of energy infrastructure procurement policies and procedures for agencies, to the extent consistent with law, to ensure that national security considerations are fully integrated across the Federal Government and submit such recommendations to the Federal Acquisition Regulatory Council.” The task force will also have authorization to evaluate the methods and criteria used to incorporate national security considerations into physical security and cybersecurity policymaking. til Wood and Coal Cofiring In Interior Alaska: Utilizing Woody Biomass From Wildland Defensible-Space Fire Treatments and Other Sources By www.fs.fed.us Published On :: Tue, 02 May 2006 15:25:36 PST Cofiring wood and coal at Fairbanks, Alaska, area electrical generation facilities represents an opportunity to use woody biomass from clearings within the borough's wildland-urban interface and from other sources, such as sawmill residues and woody material intended for landfills. Potential benefits of cofiring include air quality improvements, reduced greenhouse gas emissions, market and employment development opportunities, and reduction of municipal wood residues at area landfills. Important issues that must be addressed to enable cofiring include wood chip uniformity and quality, fuel mixing procedures, transportation and wood chip processing costs, infrastructure requirements, and long-term biomass supply. Additional steps in implementing successful cofiring programs could include test burns, an assessment of area biomass supply and treatment needs, and a detailed economic and technical feasibility study. Although Fairbanks North Star Borough is well positioned to use biomass for cofiring at coal burning facilities, long-term cofiring operations would require expansion of biomass sources beyond defensible-space-related clearings alone. Long-term sources could potentially include a range of woody materials including forest harvesting residues, sawmill residues, and municipal wastes. Full Article

Currently on the Umatilla National Forest, 89 percent of the land area is classified as forest land. The predominant forest type is grand fir (26 percent of forested acres) followed by the interior Douglas-fir (25 percent) and ponderosa pine (17 percent) types. The majority of net cubic foot wood volume (55 percent) comes from trees ranging in size from 11 to 23 inches diameter at breast height. The most commonly recorded cause of tree death was bark beetle (primarily Dendroctonus spp.) attack, with over half of the mortality volume attributed to these insects. Full Article

Water in contemporary American society is more than a simple physical entity, its symbolic values, and noninstrumental uses are growing in significance. As with many Native American cultures, water is as much a symbol as it is something to extract and use in the production of commercial products. This book is about the issues associated with these symbolic values and uses of water: the challenges they present--in our language, in our allocation mechanisms, in our communication--the conflicts raised; and the potential for resolving the difficult, contentious and complex issues concerning the use of water for various purposes. We then identify west-wide barriers that tend to inhibit bioenergy applications, including accessibility, terrain, harvesting costs, and capital costs. A primary goal of the deep canyon and subalpine riparian and wetland classification was a seamless linkage with the midmontane northeastern Oregon riparian and wetland classification provided by Crowe and Clausnitzer in 1997. The classification is based on potential natural vegetation and follows directly from the plant association concept for riparian zones. The 95 vegetation types classified across the three national forests were organized into 16 vegetation series, and included some 45 vegetation types not previously classified for northeastern Oregon subalpine and deep canyon riparian and wetland environments. The riparian and wetland vegetation types developed for this guide were compared floristically and environmentally to riparian and wetland classifications in neighboring geographic regions. For each vegetation type, a section was included describing the occurrence#40;s#41; of the same or floristically similar vegetation types found in riparian and wetland classifications developed for neighboring geographic regions. Lastly, this guide was designed to be used in conjunction with the midmontane guide to provide a comprehensive look at the riparian and wetland vegetation of northeastern Oregon. Full Article
