College for ALL Act presented by Senator Bernie Sanders on May 19 2015

Read the text of Senator Bernie Sanders bill to make college tuition free for students and to be financed by a tax on Wall Street speculation. WASHINGTON, May 19 – Sen. Bernie Sanders (I-Vt.) today introduced legislation to make 4-year public colleges and universities tuition free. “We live in a highly competitive global economy. If our economy is to be strong, we need the best educated work force in the world. That will not happen if every year hundreds of thousands of bright young people cannot afford to go to college and if millions more leave school deeply in debt,” Sanders said. Under the legislation, $70 billion a year in assistance – two-thirds from the federal government and one-third from states – would replace what public colleges and universities now charge in tuition and fees. The federal share of the cost would be offset by imposing a tax on Wall Street transactions by investment houses, hedge funds and other speculators. The legislation also would overhaul student loan programs so students and their parents could reduce crushing debt loads which now exceed Americans’ credit card debt. Federal profits on loans would be eliminated, work-study programs expanded and incentives offered for colleges and universities to keep costs down. “We once led the world in the percentage of our people with a college degree, now we are in 12th place.” Sanders said. “Countries like Germany, Denmark, Sweden and many more are providing free or inexpensive higher education for their young people. They understand how important it is to be investing in their youth. We should be doing the same,” he added. Tuition at 4-year public colleges and universities rose by 50 percent in the United States during the past decade. As state governments have cut support for higher education, the burden has shifted to students and their parents. With this spring’s college commencement season underway, the class of 2015 is the most indebted class in American history, according to Mark Kantrowitz, publisher of Edvisors, a website on college costs and financial aid. Programs are created through a variety of interactions. A programmer might write some code, run it interactively to check whether it works, use copy and paste, apply a refactoring or choose an item from an auto-complete list. Programming research often forgets about these and represents programs as the resulting text. Consequently, thinking about such interactions is often out of scope. This essay shifts focus from programs to a more interesting question of programming.

We represent programs as lists of interactions such as triggering an auto-complete and choosing an option, declaring a value, introducing a variable or evaluating a piece of code. We explore a number of consequences of this way of thinking about programs. First, if we create functions by writing concrete code using a sample input and applying a refactoring, we do not lose the sample input and can use it later for debugging. Second, if we treat executing code interactively as an interaction and store the results, we can later use this information to give more precise suggestions in auto-complete. Third, by moving away from a textual representation, we can display the same program as text, but also in a view inspired by spreadsheets. Fourth, we can let programmers create programs by directly interacting with live previews as those interactions can be recorded and as a part of program history.

We discuss the key ideas through examples in a simple programming environment for data exploration. Our focus in this essay is more on principles than on providing fine tuned user experience. We keep our environment more explicit, especially when this reveals what is happening behind the scenes. We aim to show that seeing programs as lists of interactions is a powerful change of perspective that can help us build better programming systems with novel features that make programming easier and more accessible. The data exploration environment in this interactive essay may not yet be that, but it gives a glimpse of the future.

The Future of Democracy in Europe: Technology and the Evolution of Representation

To the extent that perceptions of a crisis in liberal democracy in Europe can be confirmed, this paper investigates the nature of the problem and its causes, and asks what part, if any, digital technology plays in it.

Summary

  • There is a widespread sense that liberal democracy is in crisis, but little consensus exists on the specific nature and causes of the crisis. In particular, there are three prisms through which the crisis is usually seen: the rise of ‘populism’, ‘democratic deconsolidation’, and a ‘hollowing out’ of democracy. Each reflects normative assumptions about democracy.
  • The exact role of digital technology in the crisis is disputed. Despite the widely held perception that social media is undermining democracy, the evidence for this is limited. Over the longer term, the further development of digital technology could undermine the fundamental preconditions for democracy – though the pace and breadth of technological change make predictions about its future impact difficult.
  • Democracy functions in different ways in different European countries, with political systems on the continent ranging from ‘majoritarian democracies’ such as the UK to ‘consensual democracies’ such as Belgium and Switzerland. However, no type seems to be immune from the crisis. The political systems of EU member states also interact in diverse ways with the EU’s own structure, which is problematic for representative democracy as conventionally understood, but difficult to reform.
  • Political parties, central to the model of representative democracy that emerged in the late 18th century, have long seemed to be in decline. Recently there have been some signs of a reversal of this trend, with the emergence of parties that have used digital technology in innovative ways to reconnect with citizens. Traditional parties can learn from these new ‘digital parties’.
  • Recent years have also seen a proliferation of experiments in direct and deliberative democracy. There is a need for more experimentation in these alternative forms of democracy, and for further evaluation of how they can be integrated into the existing institutions and processes of representative democracy at the local, regional, national and EU levels.
  • We should not think of democracy in a static way – that is, as a system that can be perfected once and for all and then simply maintained and defended against threats. Democracy has continually evolved and now needs to evolve further. The solution to the crisis will not be to attempt to limit democracy in response to pressure from ‘populism’ but to deepen it further as part of a ‘democratization of democracy’.
