Brexit, the politics of fear, and Turkey the boogeyman


Much ink will be spilled analyzing the results of the U.K. referendum on whether to leave the EU. Some will highlight the xenophobic edge to the “leave” campaign, and how the Brexiteers resorted brazenly to a politics of fear to exploit the public’s worries over immigration.

Not surprisingly, Turkey became the natural pick to serve as the Brexit campaign’s boogeyman. According to the “leave” campaign’s material, Turks are inherently prone to violence and criminality. If Britain remains in the European Union, the thinking goes, it will soon be overrun by flocks of Turks. Former Mayor of London Boris Johnson—one of the staunchest advocates of Brexit—remarked cynically that “he [would] not mind whether Turkey joins the EU, provided that the U.K. leaves the EU.” He has unabashedly stoked fears that EU membership means uncontrolled immigration into Britain, and that Turkish membership to the EU would only make that problem worse. 

Stoking fear of Turkey-the-boogeyman is a longstanding pastime in Europe, stretching back centuries. Turkey’s candidacy for the European Union breathed new life into the practice. When Turkey started to undertake reforms that set the country towards accession negotiations, it was met with mighty resistance in Europe—confirming the deep-seated skepticism in Turkey that “objective” criteria, also applied to Central and Eastern European countries, would not apply to it. The image of the “terrible Turk” appeared once again: to warn the European public of an impending Turkish invasion, and therefore to keep Turkey out of the European Union. 

Old habits die hard

It’s ironic that Boris Johnson—a great-grandson of an Ottoman minister and someone who has previously spoken proudly of his Turkish heritage—would succumb to Turkey-the-boogeyman scare tactics. But he has high political ambitions, which include chipping away at Prime Minister David Cameron’s leadership of the Conservative Party, and Johnson now seems to prefer pandering to populist, euro-skeptic forces. In an attempt to secure his right-side flank, Cameron (who had long supported Turkey’s EU membership, as long as the necessary conditions were met) had a sudden conversion just a few days ago and said that Turkey’s prospects for EU membership before the year 3000 were slim. So he too apparently believes, in some sense, that Turkey is a boogeyman—so Turkey has become a punching bag in the internal Conservative Party power struggle too. 

Mirror images?

It goes without saying that Turkey is not in the shape that it was a decade ago. It is no longer the darling of the international community with an enviable growth rate, and its soft power has waned dramatically. Instead, both its democracy and its economy are limping along, at best—though, to be fair, its economy is growing faster than the EU’s. And Turks are no strangers to the kinds of politics of fear we’ve seen in the U.K.—their increasingly authoritarian and repressive leader, President Recep Tayyip Erdoğan, is adept at stoking fear too. Meanwhile, he’s assumed a defiant posture towards Europe, threatening, for example, to lower the drawbridge on Greece and Bulgaria and unleash a repeat of last year’s migration crisis. These kinds of threats, of course, only bolster voices like Boris Johnson back in Britain. 

It’s quite remarkable that at the same time as prominent figures in both the “leave” and “remain” campaigns are engaging in forms of Turkey-bashing, they apparently borrow lexicon from the Turkish leader himself—employing a language of intolerance and xenophobia. This could not have been—and indeed, was not—what early promoters of European integration like Winston Churchill envisaged for their continent. They had seen the horrors that could come when politics of fear spun out of control. 

Regardless of the British referendum results, there has already been much damage inflicted on the West’s liberal image. This is why when ink is spilled in the coming days, discussing the vote’s results, we must also take a hard look at eroding liberal democratic standards and values. The very foundations of European—including British—democracies are being shaken: What will this mean for the European integration project? It seems surprising today, but there was actually a time when there were European leaders who pushed for Turkish membership in the EU—yes, Turkey the boogeyman—in order to strengthen this very project. Times and sentiments, as well as conceptions of democracy, have obviously changed. Welcome populism, welcome politics of fear, and pity to those Turks that genuinely believed in Europe’s strength as a bastion of liberal democracy and integration.

"Should we live together first?" Yes, say Democrats. No, say Republicans (even young ones)


There is a marriage gap in America. This is not just a gap in choices and actions, but in norms and attitudes. Each generation is more liberal, on average, when it comes to issues like premarital relationships, same-sex marriage, and divorce. But generational averages can obscure other divides, including ideology—which in many cases is a more powerful factor.

Take opinions on the most important prerequisites for marriage, as explored in the American Family Survey conducted earlier this year by Deseret News and the Center for the Study of Elections and Democracy (disclosure: I am an adviser to the pollsters). There is widespread agreement that it is best to have a stable job and to have completed college before tying the knot. But there is less agreement in the 3,000-person survey on other questions, including premarital cohabitation.

Living in sin, or preparing for commitment?

In response to the question of whether it is “important to live with your future spouse before getting married,” a clear gap emerges between those who identify as Democrats and those who identify as Republicans. This gap trumps the generational one, with younger Republicans (under 40) more conservative than Democrats over the age of 40:

The importance of family stability for a child’s wellbeing and prospects is well-documented, not least in Isabel Sawhill’s book, Generation Unbound. The question is not whether stability matters, but how best to promote it. To the extent that biological parents stay together and provide a stable environment, it doesn’t much matter if they are married. For children living with both biological parents, there is no difference in outcomes between those being raised by a married couple compared to a cohabiting couple, according to research by Wendy Manning at Bowling Green State University.

But people who marry are much more likely to stay together:

Marriage, at least in America, does seem to act as an important commitment device, a “co-parenting” contract for the modern world, as I’ve argued in an essay for The Atlantic, “How to Save Marriage in America.”

The varied meaning of “cohabitation”

Cohabitation can signal radically different situations. A couple who plan to live together for a couple of years, then marry, and then plan the timing of having children are very different from a couple who start living together, accidentally get pregnant, and then, perhaps somewhat reluctantly, get married.

There is some evidence that cohabitation is in fact becoming a more common bridge to marriage and commitment. First-time premarital cohabiting relationships are also lasting longer on average and increasingly turn into marriage: around seven in ten cohabiting couples are still together after three years, of whom four have married.

In the end what matters is planning, stability, and commitment. If cohabitation is a planned prelude to what some scholars have labeled “decisive marriages,” it seems likely to prove a helpful shift in social norms, by allowing couples to test life under the same roof before making a longer-term commitment. Sawhill’s distinction between “drifters” and “planners” in terms of pregnancy may also be useful when it comes to thinking about cohabitation, too.

Back together? Why Turkey-Israel relations may be thawing


Recent developments in Turkey and Israel—on energy security and domestic politics, in particular—may help pave the way for a long-awaited rapprochement between the two countries.

It’s been five and a half years since the May 2010 Israel raid on the Mavi Marmara (part of the Gaza flotilla), which soured relations between Ankara and Jerusalem. At present, they’re characterized by distrust and suspicion at the top level, personal animosity between the leaders, a limited dialogue between the two governments, and ambassadors yet to be appointed. However, trade is booming and Israeli tourists are flocking back to Turkish vacation destinations.

Wanted: Energy supply and cooperation on Syria

Turkey’s downing of a Russian SU-24 fighter jet along the Syrian border on November 24 has provoked crisis in its relationship with Russia, with Russian President Vladimir Putin characterizing Turkey’s action as “a stab in the back.” Extending beyond bilateral relations, that crisis affects Turkey’s foreign policy more broadly. For Turkey, the most critical element in this feud is its energy security. 

Turkey imports most of its natural gas from Russia, and the two sides have long been engaged in talks to expand this relationship through the proposed Turkish Stream natural gas pipeline, which would channel gas to Turkey and Europe underneath the Black Sea (circumventing Ukraine). But on November 26, Russian Minister of Development Alexi Ulyukayev announced the cancellation of the project, sending shock waves throughout Turkey. The move has prompted concerns among the Turkish leadership about the reliability of Russian gas and a corresponding search for alternative supplies in the region. In addition to discussions with Qatar and Azerbaijan, there have been more statements in recent weeks from Turkish politicians, energy companies, and others calling for talks with Israel about future natural gas imports.

The Syrian crisis is another issue on which Turkey may seek quiet Israeli support—particularly the support of Israeli intelligence, which may prove crucial to Turkish war efforts.

Politically, the timing could be convenient: the Justice and Development Party (AKP)-led government could approach Israel and begin talks where they left off nearly two years ago. The dust has settled over the November 2015 elections and the AKP is not facing any serious domestic political challenges in the near future. The ball is now in President Recep Tayyip Erdoğan’s court. He commented to reporters in Paris on November 30 that he believes he’s “able to fix ties” with Israel, hinting at his willingness to move forward. He then stated on December 13 that the “region definitely needs” Turkish-Israeli normalization, citing previous Turkish demands for compensation to the families of the victims of the Mavi Marmara incident as well as the lifting of the Gaza blockade as his conditions for normalization.

Wanted: Energy demand and cooperation on Syria

From Jerusalem’s perspective, Israeli energy security may provide a “fig leaf” for Prime Minister Benjamin Netanyahu’s government to reach out to Turkey. Netanyahu and his cabinet have been stuck for nearly a year in attempts to approve and launch a compromise between the government and the gas companies (Delek and Noble) to begin the crucial phase of development of Israel’s largest Eastern Mediterranean gas field, Leviathan. About to clear the last hurdle before launching the deal, Netanyahu is under pressure to demonstrate the national security benefits of developing the gas. In this context, he and the Minister of Energy Yuval Steinitz have said that Turkey is being seriously considered as a future export destination. In a Knesset hearing, Netanyahu went even further by revealing that Israel has recently been engaged in discussions with Turkey to further explore the export option. 

The Syrian crisis provides Israel another reason to engage with Turkey. Israel is quite weary of the situation in Syria and may benefit from Turkish analysis and intelligence on this issue. 

Politically, Netanyahu will not face problems within his narrow coalition if he decides to warm up relations with Turkey. Former Foreign Minister Avigdor Lieberman, a staunch critic of Turkey and its leadership, is no longer in office. The recently appointed Chief of Mossad (currently National Security Advisor) Yossi Cohen, in contrast, is known to be a proponent of closer ties between Israel and Turkey. 

Re-friending?

Official visits between the two sides have been increasing: in June, Israeli Ministry of Foreign Affairs’ Director General Dore Gold and his Turkish counterpart Feridun Sinirlioğlu met in Rome; in September, Professor Guven Sak (the head of the government-supported research institute of the Turkish industrialists and businessmen, TEPAV) led the first official visit to Israel by a Turkish political delegation; on December 3, Israeli news outlet NRG reported on a visit by Israeli Ministry of Foreign Affairs’ Deputy Director General for Europe, Aviv Shiron's visit to Ankara and Istanbul in an attempt to warm relations between the two countries. 

There is no love lost between Israel and Turkey, and many issues still need to be resolved. Erdoğan has stated his conditions for normalization, and Netanyahu is reportedly insisting that Turkey expel Hamas operative Saleh al-Arouri (who has been directing Hamas terrorist activities in the West Bank) from its territory, as a condition. However, the current convergence of interests may pave the way to a resolution of the crisis between these two former strategic allies. In March 2013, President Obama helped orchestrate a formal Israeli apology to Turkey over the Mavi Marmara incident. Moving forward, more American senior-level diplomacy is needed. The United States—which has been active behind the scenes—will likely need to further push the two sides toward one another.
