California's unemployment rate is unchanged for a third month, holding at 7.4 percent in August.

The California Employment Development Department reported Friday that the state added 44,200 nonfarm jobs during the month, bringing the state total to 15.5 million in August.

Last month's gains mean the state has added 1.4 million jobs since February 2010, when the jobless number hit a peak of 12.4 percent.

Overall, the number of unemployed Californians ticked up by 1,000 over the month to nearly 1.4 million. The national unemployment rate is down to 6.1 percent.

Construction posted the largest increase over the month, adding 13,600 jobs. Manufacturing, financial activities, business services, education, health, leisure and government all added jobs in August.

Trade, transportation and utilities, along with information, posted job losses of 8,300.

The Ports of Los Angeles and Long Beach reopened Monday after ship loading and unloading was suspended this weekend because of a long-running labor dispute, which caused the worst delays the ports have seen in more than a decade.

The stoppage led to a queue of 31 ships, according to Kip Louttit, Executive Director of the Marine Exchange of Southern California, the agency that manages ship traffic.

“It’s quite unusual,” said Louttit.

There was a 10-day lockout at the ports in 2002, and an eight-day strike by port clerks in 2012, but even during those standoffs, the queue never exceeded 30 vessels.

The last time that happened was in 2004, because of staffing shortages at the Union Pacific Railroad. Some 65 ships were anchored, "backed up halfway down to San Diego, like 50 miles down the coast," Art Wong, spokesperson for the Port of Long Beach, told JOC.com, a container shipping and international supply chain industry website.

By Monday afternoon, the situation had improved some: 24 vessels were waiting to dock.

Louttit says all those ships waiting at sea means cargo is not getting where it needs to be.

“We had an automaker from the Midwest stop by, trying to get an idea of what the flow would be, because their plants are running out of parts to make cars,” he said.

Los Angeles Councilman Joe Buscaino, who supports the dockworkers union, called on both sides to reach an agreement quickly. To underscore the delays the dispute is having, he travelled a mile and a half out to sea Monday morning to count the number of anchored ships for himself. He posted a video of his trip on Youtube:

The development of Green Infrastructure (GI) in a UK case study has been researched in a recent study. Some issues caused by an imbalance in stakeholder power and conflicting roles played by major stakeholders were identified with the project. Stakeholder participation is central to the concept of GI and the research reiterates the importance for those implementing GI to ensure that participation is effective and balanced.

Linking land and the sea, coastal zones are unique areas, highly diverse in species, habitats and ecosystems and very important to human activities. But there is a mounting stress on these valuable ecosystems from economic, social and environmental pressures. This Thematic Issue presents key pieces of research that demonstrate tools and experiences for achieving more sustainable coastal ecosystems, and highlights that policy action must continue to strive for significantly improved management.

The World Health Organisation (WHO) has set the European target limit of outdoor night noise levels at annual average of 40 decibels (dB) in its new guidelines. This would protect the public, including the most vulnerable, such as children and the elderly.

A rough total of 1455 tonnes of floating plastic is present across the Mediterranean, estimates a new study. Researchers gathered floating plastics using trawl nets and found that microplastics with a surface area of around 1 square milimetre (mm²) were the most abundant size of plastic particles found.
