2.Since the petitioner, who is the retired employee of the Transport Corporation, claims to have not been paid with the surrender leave salary of 24.5 days for the period from 2011 to 2019, the present writ petition has been filed seeking for direction in that regard.

3.The petitioner would submit that he has already made a representation dated 03.03.2020 in this regard, which is said to be pending. If the said representation is directed to be disposed of within stipulated time, the ends of justice could be secured.

2. The petitioners herein are the agent of M/s.Cochin Air Cargo Customs Clearing Agent (Shipping clearing and Freight Forwarding Agent) is licensed Customs Brokerage Company Lic No.1/2012, having office near at International Airport, Shanmugam, Trivandram, Kerala.

3. During the course of the business, the petitioners' concern got an order for shipment of “Air inlet automobile spare parts” from a new customer named 'Swiss Global' having office at New Delhi and after receiving KYC form, GST No., certificate of import export code, proprietor PAN and Aadhar card, accepted the shipment through Tiruchirappalli Airport. After getting shipment bills number from the exporter, the petitioners received the goods at Trichy Airport and the same has been sent for customs clearance on 09.06.2019. but, the second respondent did not give customs clearance due to non availability of E-way bill. After getting E-way bill from the exporter, the petitioners sent the same to the second respondent. But the second respondent detained the goods on 10.06.2019.

The petitioner in his affidavit had stated that the property bearing plot No.131, East Fifth Street, K.K.Nagar, Madurai Town, originally belonged to his mother, and later devolved to the petitioner. The assessment was also transferred in his name in the revenue records. He claims to have paid the property tax, water tax, drainage maintenance charges up to second half year of 2017-2018. The petitioner was employed in Alagappa University and owing to that, had let out the property on rent and the tenant had put the property to commercial use. This was during the period 2015–2017. It has been informed by the learned counsel appearing for the petitioner that originally the property was assessed to pay at around Rs.3,000/- per half year. Subsequently, the impugned order came to be passed and in the same time, the rental value per square feet at Rs.9/- had been fixed and a demand has been raised for a sum of Rs.47,580/- which has been claimed to be the property tax assessed per half year. Around 224 Indians stranded in the US due to the coronavirus-induced lockdown are preparing to board the first repatriation flight from San Francisco to Mumbai and Hyderabad on Saturday. In the first phase of the US-India segment of the 'Operation Vande Bharat- A homecoming', flights have been planned from San Francisco, Chicago, New York and Washington DC to New Delhi, Mumbai, Hyderabad, Ahmedabad, Chennai and Bengaluru. As many as 1,961 Indians are likely to be repatriated through seven flights from the four cities in the first phase, officials said. Italy said a near-record 4,008 people were released from hospitals in the past day after testing negative for COVID-19 as the country continues its cautious reopening after a two-month national lockdown. Another 1,083 people tested positive, half of them in hard-hit Lombardy, bringing Italy's confirmed number of cases to 218,268. Officials said the real number is as much as 10 times that. Another 194 people died, one of the lowest day-to-day death tolls in recent weeks. The confirmed COVID-19 toll in the onetime European epicenter is 30,395. China has reported 14 new coronavirus cases including one from the first COVID-19 epicentre of Hubei province, taking the number of infections in the country to 82,901, while over 4,630 people have succumbed to the disease, health officials said on Sunday. According to China's National Health Commission (NHC), 12 cases were domestically transmitted, with 11 reported from Jilin Province and one in Hubei Province, the first COVID-19 epicentre which has remained free from coronavirus infections for the last 35 days. A total of 14 new confirmed COVID-19 cases were reported in the country on Saturday. Also on Saturday, 20 new asymptomatic cases were reported. Pavle Jovanovic, who competed in bobsleigh for the United States at the 2006 Olympics, took his own life last weekend at the age of 43, the US Bobsled and Skeleton federation said Saturday. Twenty-three Surat returnees were among 24 people who tested positive for COVID-19 in Odisha on Saturday, taking the total cases in the state to 294, the Health and Family Welfare department said. Of the 24 fresh Covid cases, Ganjam reported 18, while three came from Mayurbhanj and one each from Nayagarh, Bhadrak and Sundergarh. Nayagarh district reported its first novel coronavirus case when a 40-year-old Surat returnee tested positive to the disease. With this, the COVID-19 has now spread to19 of the 30 districts of Odisha. At present, there are 224 active cases in the state and 68 people have recovered. At least 34 new COVID-19 cases were reported in Bihar, raising the total count in the state to 629, a top health department official said on Sunday. Of the 34, 11 hail from Begusarai, seven each from Saharsa and Madhepura, five, including a woman, from Rohtas, two from Darbhanga and one each from Khagaria and Araria districts, Sanjay Kumar, the principal secretary of the state health department, said. "We are ascertaining the infection trail. These are yesterday's results received late in the night," Kumar said, adding that seven out of 34 patients were minors. Fourteen people were rescued after the wall of a house collapsed in suburban Kandivali on Sunday morning, an official said. Two of those rescued received minor injuries and were admitted to a hospital, he said. The wall of the ground-plus-two-floor structure, known as Dipjyoti chawl, located in Lalji Pada area collapsed early morning, an official at the disaster control room said. Some locals said the incident took place when residents were asleep and they were unable to come out. Seven persons stranded on the upper floors were rescued after firefighters cut the grill and brought them down with the help of a ladder, the official said, adding that total 14 people brought out to safety from the structure. Four fire engines, a rescue van and an ambulance were pressed into service. Two persons, aged 45 and 48, received minor injuries and were admitted to Oscar Hospital, he said. A special train carrying 1,140 migrant workers stranded here in the lockdown has left Mangaluru railway station for Jharkhand. Dakshina Kannada MP Nalin Kumar Kateel and Vedavyas Kamath, MLA, were present at the railway station on Saturday night when the train left. Kamath said the workers who had registered on the state governments Seva Sindhu portal were brought to the railway station in Karnataka State Road Transport Corporation buses. A health check-up was carried out before they boarded the train. The district administration also provided food packets and water to the migrants at the station. Three more trains will leave from Mangaluru for Uttar Pradesh, Bihar, and Jharkhand soon, he said. India's fuel consumption fell almost 46 per cent in April as all petroleum products, except LPG, saw massive demand erosion following the nationwide lockdown that halted economic activity and travel. The demand, which showed signs of pick up in the last 10 days of April after the government allowed resumption of economic activity beyond the urban municipal limit, is likely to rebound in second half of May as more areas are opened. India's fuel consumption fell 45.8 per cent to 9.929 million tonnes in April, down from 18.32 million tonnes fuel consumed in the same month a year back, according to official data released by the petroleum ministry. Fuel consumption during March, when travel restrictions began to be imposed to curb the spread of coronavirus, stood at 16.08 million tonnes. Petrol sales were down 60.43 per cent to 9,73,000 tonnes in April. Only 200 of the 403 MLAs will be able to sit inside the Uttar Pradesh Assembly if social distancing norms are implemented in the House as there are not enough seats, Speaker Hriday Narayan Dixit said.
