Editors’ Note: Presumptive Republican presidential nominee Donald Trump has proposed, in various forms and iterations, banning Muslims from entering the United States “until we figure out what’s going on,” in his words. Shadi Hamid responds to this proposal below, in an excerpt from a longer piece in The Atlantic in which Uri Friedman surveys various experts on the issue.

If Donald Trump is really interested in understanding the roots of anti-Americanism, there’s a solution: to read the hundreds of books and articles written on why, exactly, “Muslims” might not be particularly enthused about American policy in the Middle East (there’s little evidence to suggest that large numbers of Muslims have any particular antipathy toward Americans as people).

But it’s possible that Trump is just being imprecise. Perhaps what he really wants to say is not that Muslims “hate” Americans, but rather that they may be ambivalent about or even opposed to certain liberal values that are associated with being American. Obviously, it is impossible to generalize about an entire religious group, but polling does suggest that majorities in Arab countries like Egypt and Jordan, as well as non-Arab countries like Indonesia and Malaysia, aren’t quite classical liberals when it comes to issues like apostasy, religiously derived criminal punishments, gender equality, or the relevance of religious law in public life more generally.

If this happens to be Trump’s argument, it would be ironic, since Trump himself cannot be considered a liberal in the classical sense. In fact, he fits the definition of an “illiberal democrat” quite well, as I argued in a recent essay here in The Atlantic. That said, I have to admit that I’m concerned about anti-Muslim bigots misconstruing my own arguments around “Islamic exceptionalism”—that Islam has been and will continue to be resistant to secularization—after the attacks in Orlando. It’s undoubtedly true that large numbers of Muslims in both the West and the Middle East consider homosexual activity to be religiously unlawful, or haram, but let us be careful in drawing a link between such illiberalism (which many Christian evangelicals and Republican politicians share) and the desire to kill. That’s not the way radicalization works. We would never argue, for instance, that Senators Ted Cruz or Marco Rubio are “at risk” individuals who may, if we don’t keep a close eye on them, commit mass murder against gay Americans.

In any case, conservative Muslims, orthodox Jews, Christian evangelicals (or for that matter Trump supporters residing in Poland who want to emigrate to the U.S. if Trump wins) have the right to be “illiberal” as long as they express their illiberalism through legal, democratic means. These are rights that are protected by the American constitution, enshrined in the Bill of Rights.

Perhaps Trump is thinking specifically about violence perpetrated by Muslims, as he suggested in comments after the Orlando attacks. The interesting thing though—and something that is rarely acknowledged by U.S. politicians—is that the preponderance of Middle Eastern violence in recent decades has been perpetrated not by Islamists but by secular autocrats against Islamists, in the name of national security. These, as it happens, are the very strongmen that Trump seems to have such a soft spot for.

Ultimately, Trump cannot, through the force of arms or his genuinely frightening anti-Muslim rhetoric, compel the many conservative Muslims in the Middle East to be something they’re not, or would rather not be. To suggest that Muslims need to be secular or irreligious (by Trump’s own arbitrary standards) is dangerous. The message there is one that ISIS would find appealing for its own divisive purposes: that an increasingly populist and bigoted West has no interest in respecting or accommodating Islam’s role in public life, even when expressed legally and peacefully. The sad fact of the matter, though, is simple enough: Trump has less respect for the American constitution than the vast majority of American Muslims, many of whom, like me, are the children of immigrants. In Trump’s America, it so happens, my parents would have been banned from ever entering in the first place.

In this new Policy Briefing, Neven Bondokji discusses the various reform efforts undertaken by Jordan’s Muslim Brotherhood since 2010, and argues that it urgently needs to see them through. She identifies key challenges, including the division over the Zamzam reform initiative, overlap between the movement and its affiliated political party, the inclusion of women, the ongoing ideological shifts in the movement’s political discourse, and generational tensions. Additionally, Bondokji examines how Jordan’s East Banker-Palestinian fault line is manifested within the Brotherhood.

Bondokji makes a series of recommendations, including that the Muslim Brotherhood ensure the independence of its political party’s leadership and decision-making, actively engage in and disseminate discourse on plural politics and policy debates, and introduce new leaders and styles of communication. She also asserts that Jordan’s government must empower political parties and allow for a more representative parliament. The application of such reforms, Bondokji concludes, would allow Jordan’s Muslim Brotherhood to be an asset in the country’s efforts against destabilizing extremism.

Days after the Organisation of Islamic Cooperation expressed concern over alleged incidents of "Islamophobia" in India, Minority Affairs Minister Mukhtar Abbas Naqvi on Tuesday said India is heaven for Muslims and those trying to vitiate the atmosphere of prosperity cannot be their friends. Asserting that the social, economic and religious rights of Muslims are secure in India, Naqvi said "secularism and harmony" is not a "political fashion", but a "perfect passion" for India and Indians.

His remarks come after the Organisation of Islamic Cooperation (OIC) on Sunday urged India to take "urgent steps" to protect the rights of its minority Muslim community and stop the incidents of "Islamophobia" in the country. Asked about the OIC's criticism, Naqvi said, "We are doing our job with conviction. The prime minister whenever he speaks, he talks about the rights and welfare of 130 crore Indians." "If somebody cannot see this, then it is their problem. India's Muslims, its minorities, all its sections of the society, are prosperous and those people trying to vitiate this atmosphere of prosperity, they cannot be friends of Indian Muslims," he told reporters.

On criticism of India by scholars in Gulf nations, Naqvi said, "India is a heaven for Muslims and minorities." The social, economic and religious rights of Muslims are more secure and stronger in India than in other countries, he said. "If somebody is saying something with a prejudiced mindset, then he should look at the ground reality of this country and accept it," the minister said. "In this country, there is such a large population of Muslims. An analysis of their educational, social and economic conditions in the last five years should be looked at, their share in government jobs has increased and they have been educationally and economically empowered," Naqvi said. Muslims ave had an equal share in the progress of all sections and if India is progressing, the community is also progressing, he asserted.

"We should ensure that our strength of unity in diversity' is not get weakened under any circumstances, he said. "Professional bogus bashing brigades" are still active and conspiring to spread misinformation, Naqvi said. "We should remain cautious of such evil forces and we need to work unitedly to defeat their nefarious misinformation propaganda," Naqvi said. He also cautioned against fake news and conspiracies aimed at spreading misinformation, he said. The authorities have been working for safety and well-being of all citizens of the country and such type of rumours and conspiracies are a "nefarious design" to weaken the fight against coronavirus, Naqvi said. "Under the leadership of Prime Minister Narendra Modi, the entire country is united in fight against coronavirus by breaking all barriers of caste, religion and region," he said.

Thousands defy lockdown to attend funeral of Muslim cleric in Bangladesh

Thousands of people on Saturday defied the countrywide lockdown to attend the funeral of a Muslim cleric in Bangladesh, triggering fears of rapid spread of the Coronavirus pandemic.

The news media in Bangladesh reported that thousands of people, without masks and in clear violations of social distancing, participated in the funeral prayers of Khelafat Majlish's 'Nayeb-e Amir' Maulana Zubayer Ahmad Ansari, held at a madrasa in Bertola village under Sorail Upazila of Brahmanbaria district. The cleric had passed away at his home last night.

The gathering was large and the authorities did not stop it, media reports said. Noted Bangladeshi author, Taslima Nasreen, who lives in exile in Sweden, tweeted that 50,000 people had attended the funeral prayers, defying the ban on mass gatherings during the lockdown. "Stupid government didn't even try to stop these stupid people," she tweeted.

Like many other countries where religious congregations are turning out to be a major multiplier in the pandemic, the Saturday funeral gathering could become Bangladesh's hotspot for the outbreak. So far, over 2,100 people have tested positive and 84 have died due to Coronavirus in Bangladesh.
