It also includes many new youth-specific indicators on family formation, self-sufficiency, income and poverty, health and social cohesion.

The Secretary-General opened the Netherlands-OECD Global Symposium on “Financial Resilience throughout Life” alongside Her Majesty Queen Máxima and held bilateral meetings with several Dutch authorities.

The labour market recovery in the Netherlands is lagging behind. As of the last quarter of 2015, the unemployment rate stood at 6.7%, just one percentage point lower than its cyclical peak and three percentage points higher from its level at the start of the global financial crisis. As a result of the sluggish recovery, the unemployment rate in the Netherlands is now slightly higher than that for the OECD as a whole.

The Secretary-General presented the 2016 OECD Economic Survey of Turkey and visited the refugee camp of Nizip. Mr. Gurría also held meetings with Turkish high officials and representatives of local businesses.

Kazakhstan's competition system underwent a peer review of its law and regulation at the 2015 Global Forum on Competition on 29-30 October 2015. The report was launched in Astana on 25 May 2016 and provides a throught insight into the current strenghts and weakness of the Kazakhstan competition regime.

OECD tax rates on labour income continued decreasing slowly in 2016

One of the elements of the Action 14 minimum standard requires jurisdictions to seek to resolve mutual agreement procedure (“MAP”) cases within an average timeframe of 24 months. To monitor compliance with this element, members of the Inclusive Framework on BEPS have committed to report their MAP statistics pursuant to an agreed reporting framework.

Tax revenues in Latin America and the Caribbean (LAC) dipped in 2016, falling further behind average OECD country levels, but a recovery is likely in subsequent years, according to Revenue Statistics in Latin America and the Caribbean 2018. The average tax-to-GDP ratio stood at 22.7% in 2016, a fall of 0.3 percentage points since 2015, the report says.

The average tax-to-GDP ratio in Latin America and the Caribbean rose to 22.8% in 2017, a gain of 0.2 percentage points from 2016, according to Revenue Statistics in Latin America and the Caribbean 2019. The report finds that the rebound was primarily driven by Caribbean countries and in particular Guyana and Barbados, on the back of tax policy and administration reforms.

International trade is a motor of the global economy and represents increasingly large volumes of exchanged goods, services, and financial flows. Yet, corruption in the trade chain hampers economic activity and entails important health and safety risks for societies.The 2016 OECD Integrity Forum will put the spotlight on this hidden tariff.

The Secretary-General met with Prime Minister Shinzo Abe as well as several Ministers and high-level authorities of Japan. He spoke at a number of events and also presented the OECD Territorial Review of Japan and the publication Japan: Boosting Growth and Well-being in an Ageing Society.

The Secretary-General presented OECD’s recent analysis and recommendations on the world economy, on more balanced and efficient financial markets for growth, and on progress on the international tax system. He also spoke at the G7 High-Level Symposium “Future of the Global Economy”, organised by the Japanese G7 Presidency.

The Secretary-General attended the G7 Leaders’ Summit and spoke at the outreach sessions “Stability and Prosperity in Asia” and “2030 Agenda for Sustainable Development Goals”.
