Geopolitics are creating a more uncertain economic environment as the global economy splinters into competing blocs.

There is now broad agreement among economists and commentators that the world has reached peak globalization, but there is little consensus about what comes next. One view is that we are entering a period of ‘deglobalization’, in which global trade volumes decline and cross-border capital flows recede. An alternative and more likely outcome is that the global economy starts to splinter into competing blocs.

This would result in an altogether more volatile macroeconomic and market environment which would pose a formidable challenge to some countries and companies operating in vulnerable sectors. But this process needn’t involve any significant shrinkage of international flows of goods, services and capital, nor a broad reversal of other gains of globalization.

Whereas the period of globalization was driven by governments and companies working in unison, fracturing is being driven by governments alone. 

This most recent era of globalization was underpinned by a belief that economic integration would lead to China and the former Eastern Bloc countries becoming what former World Bank Chief Robert Zoellick termed ‘responsible stakeholders’ within the global system.

But China has instead emerged as a strategic rival to the US. This strategic rivalry is already forcing others to pick sides as the world splinters into two blocs: one that aligns primarily with the US and another that aligns primarily with China.

Increasingly, policy choices within these blocs will be shaped by geopolitical considerations. This process can be thought of as ‘global fracturing’. Whereas the period of globalization was driven by governments and companies working in unison, fracturing is being driven by governments alone. 

The effects of fracturing

Viewed this way, ‘deglobalization’ is by no means inevitable. There are few compelling geopolitical reasons why the US or Europe should stop importing the majority of consumer goods from China. Roll the clock forward ten years and it is likely that the West will still be buying toys and furniture from China. Instead, fracturing between the blocs will take place along fault lines that are geopolitically important.

In some aspects, the effects of fracturing will be profound. But in other areas, warnings of a seismic reordering of the global economy and financial system will prove wide of the mark.

For example, the politically-driven nature of fracturing will have a significant impact on the operating environment for US and European firms in those sectors that are most exposed to restrictions on trade, such as technology and pharmaceuticals. And all firms and investors will be operating in a different environment in which geopolitical considerations play a greater role in decisions over the allocation of resources.

In cases where production does shift location, it is likely to be to other low-cost centres that align more clearly with the US. There will be no great ‘reshoring’ of manufacturing jobs.

But where production is moved to alternative locations, this is likely to only involve the manufacture of goods that are deemed to be strategically significant. This may include those with substantial technological and/or intellectual property components: think iPhones, pharmaceuticals, or high-end engineering products.

What’s more, in cases where production does shift location, it is likely to be to other low-cost centres that align more clearly with the US. There will be no great ‘reshoring’ of manufacturing jobs.

Within this process, trade linkages will be reordered, rather than severed. This will result in trade’s share of global GDP flatlining in the coming years, rather than shrinking outright, as is being forecast under many attempts to quantify deglobalization’s potential impact.

Finances of global fracturing

There will be a substantial financial component to global fracturing, but once again the implications are likely to be more nuanced than the current debate suggests. Cross-border financial links are likely to grow more slowly, and the overall stock of cross-border claims will plateau relative to global GDP. But whereas the first era of globalization in the 1870s was followed by a broad retreat in global capital flows during the interwar years, the same is unlikely to happen today.

Similarly, while financial fracturing will fuel growing speculation about the dollar’s role as the world’s reserve currency, reports of its impending demise are exaggerated. First, while trade between China and its partners is growing, it still accounts for only six per cent of global trade. Most trade still happens between US-aligned countries, and will continue to be denominated in US dollars (see chart).

Second, China runs a large current account surplus, which will make it harder for the renminbi to supplant the dollar. High demand for reserve assets means that reserve countries tend to run current account deficits.

Finally, the dollar still has several things working in its favour. For a currency to be widely used as an international medium of exchange, it must be readily and cheaply available around the world. In turn, that depends on foreigners being willing to hold it in large volumes: in other words, it must function as a store of value.

The new AUKUS partnership as well as the furore in Paris surrounding its announcement says a lot about the new geopolitical landscape.

The growing diplomatic drama surrounding the announcement of the new Australia-UK-US (AUKUS) risks concealing rather than highlighting what the deal reveals about profound changes in the global strategic context. Several elements stand out.

First, Australia’s decision to break off the $66 billion contract it signed with France in 2016 to purchase a new fleet of diesel electric submarines underscores the heightened level of concern in Canberra about China’s growing naval capabilities.

Despite all the industrial, legal, and diplomatic disruption, the Australian government has decided only the stealthy nuclear-powered submarines developed by Britain with US support can provide the genuine naval capability it needs long-term.

Next, in helping Australia resolve this conundrum, the British government has revealed the versatility of its new foreign policy. Part of the reason UK prime minister Boris Johnson eschewed the concept of a formal foreign policy and security treaty in the post-Brexit deal with the European Union (EU) was to pursue freely new ventures such as the recent ‘G7-plus’ summit in Cornwall, and enhanced cooperation among the Five Eyes allies. AUKUS reveals that this approach can produce real results.

Europe or the Indo-Pacific

During this week’s Polish-British Belvedere Forum in Warsaw, one of the main Polish concerns was that this ‘tilt’ to the Indo-Pacific could overstretch Britain’s scarce resources when it should be focusing on Europe, where they are most needed.

But AUKUS does not over-extend Britain. There is no military commitment involved in the agreement. The UK also remains outside the Quad – made up of the US, India, Japan, and Australia. And the ongoing stately voyage of its new aircraft carrier from the Mediterranean into the South China Sea provides better insight into the substance of the UK’s Indo-Pacific tilt.

Much derided for not carrying enough of its own aircraft – and for depending on US and Dutch escort vessels – the UK has in fact managed to coalesce a flexible group of allies around the Queen Elizabeth while enabling it to fly the British flag in Asian waters and strengthening interoperability with its allies for future joint operations.

Despite the hype, Britain’s main defence investments and deployments remain firmly focused in Europe, as laid out by the recent Integrated Review. And the decision to draft a new NATO Strategic Concept – midwifed by Britain at the 70th anniversary NATO summit hosted in London in December 2019 and confirmed during Joe Biden’s visit to NATO headquarters in June – will give Britain’s role in European security a new purpose and focus in the coming years.

Alone on the strategic landscape

For France, of course, the cancellation of its submarine deal is a painful humiliation, and a severe blow to thousands of workers in its hi-tech defence industry. It also comes at a sensitive moment politically, with Emmanuel Macron keen to demonstrate his international standing ahead of the 2022 presidential election. Instead, France now looks rather lonely on the strategic landscape alongside the more homogeneous and collectively powerful AUKUS trio.

But, rather than take the high road, a furious French reaction has compared Biden to Donald Trump and argued that this defence industrial failure for France should drive an acceleration towards European – for which, read EU – strategic autonomy.

This implies France sees European strategic autonomy as protecting and extending its own sovereign power and industrial interests rather than as a process for EU members to achieve more together in security and foreign policy than they can alone – thereby undermining rather than enhancing its case.

The gap between European strategic rhetoric and practical action was further highlighted by the AUKUS partnership being announced the evening before the EU launched its own Indo-Pacific strategy, and on the same day as China refused to allow a German frigate its first planned port visit to Shanghai.

America is still back

There is still a long way to go before the new submarine deal becomes reality. Australia needs to extricate itself from the French deal, decide how to secure the highly enriched uranium to power its new nuclear submarines, decide with the US and UK the division of labour and technology transfer of production, and assuage the International Atomic Energy Agency’s concerns about the precedent this deal sets. The fruits of this dramatic announcement will, therefore, be a long time in coming.

But, however the details play out, 15 September 2021 was a consequential day. The AUKUS announcement showed that China’s growing hard power is now eliciting a genuinely tough and structural political-military reaction.

Across the Atlantic, it also allowed President Biden – flanked ‘virtually’ by the British and Australian prime ministers – to send the global message that America is indeed back, just three weeks after the ignominious retreat from Afghanistan and chaotic exit from Kabul. And it offered him the opportunity to remind the world that the Indo-Pacific is where the US will be putting its main effort in the future.

For many in China, AUKUS now confirms their belief that the US and its principal allies are determined to contain China’s rise in its own ‘backyard’, where it believes it has the right to flex its muscles. For others, it will confirm Xi Jinping has overreached and China is now paying the price of his more assertive strategy. Either way, the Chinese are on notice that the ambivalent nature of the Obama pivot to Asia has given way to a more determined pivot under Biden.

While the US is stepping up, the UK has shown it is in the mix, leveraging opportunities as they arise. For example, the goodwill the UK has generated in Tokyo with this new partnership with Australia could help its case as it pursues membership of the Transpacific Partnership trade area in 2022.

The EU looks like a bystander in comparison and ill-equipped for the geopolitical competition inherent in this new strategic context. It is essential, therefore, once the dust has settled from these fraught few days, that the US and UK reach out to find ways to involve France and its EU partners in a meaningful, shared transatlantic approach to the Indo-Pacific.

Global Britain in a divided world is Dr Robin Niblett’s final research paper for Chatham House as director. It assesses the UK’s performance against the objectives outlined in the UK government’s Integrated Review of Security, Defence, Development and Foreign Policy, published in March 2021, shortly after the UK formally left the European Union (EU) single market in the final chapter of the Brexit process.

The paper argues Britain has done a credible job of strengthening the liberal democratic community’s voice and security at a time when it was at best in recovery mode, particularly in convening and supporting international responses to COVID-19 and climate change, as well Russia’s invasion of Ukraine.

However, to play a constructive long-term role on the world stage, the UK must rebuild its relationship with the EU and avoid being excluded from closer US-EU cooperation. In addition, Brexit has provided some new opportunities to pursue trade deals with countries whose comparative advantages are complimentary to the UK. While these deals will have a minimal economic impact, they could be important for expanding the UK’s geo-economic engagement at a time of intense geopolitical competition.

Lastly, although British soft power appears to have weathered the Brexit storm thus far, this is being undermined by recent severe cuts to foreign assistance and a failure to support refugees. As a solo middle power, accusations of hypocrisy are deeply damaging. Conversely, there will be no more precious asset in the future for Britain’s influence in the world than a reputation for consistency.

A panel of experts join Dr Niblett to explore these issues and others, such as how Britain could help contribute to international efforts to resolve the conflict in Ukraine, and the risks and opportunities of the UK’s ‘tilt’ to the Indo-Pacific.

This event also marks the launch of the UK in the World project which brings together Chatham House’s networks and expert research to identify key priorities, partners, and pathways for the UK to project its values and interests, as well as learn from other countries, as it charts a course in an increasingly fractured and competitive world.

Following a chaotic few weeks as UK prime minister, Liz Truss has stepped down. And that is the best outcome for her party and for the country.

Liz Truss could not command support for her calamitous – and misnamed – mini-budget. And once her new Chancellor Jeremy Hunt had overturned its provisions, she had no mission or credibility left.

The budget pushed interest rates higher and they did not fall much on the scrapping of it, leaving her open to the charge she pushed up mortgage and interest costs for every person and business in the country. Her apology for ‘mistakes made’ was not going to reverse that, so her MPs were right to tell her to go.

Her departure does mark a victory for at least some of the UK’s institutions, even if it might not seem that way to observers around the world.

There is no question the UK’s standing in the world has been severely battered by this episode and by the revolving door of prime ministers

The position of the UK parliament has been reaffirmed, and so has that of the Office for Budget Responsibility (OBR) – it will be a long time before a government tries to dispense with the comments of the independent watchdog of national finances.

This also reinforces the principle that governments must explain how they will pay for their programmes. The Bank of England remains unencumbered – despite Truss’s apparent intentions of giving it a pro-growth addition to its mandate – to pursue its aim of tackling inflation.

New leader needs legitimacy quickly

The Conservative party has a chance – perhaps – to produce another prime minister without being forced into a general election, as that is the constitutional principle in the UK’s parliamentary system.

But the clamour that the new leader, as the third prime minister in one year, lacks legitimacy may prove impossible to resist for long.

In attempting to select a leader with a chance of uniting the party, the Conservatives are right to be considering options for restricting this leadership election to MPs should there be only one candidate with enough support.

But no such candidate may emerge and the pressure within the Commons – and the country – for an early election will not let up.

There is no question the UK’s standing in the world has been severely battered by this episode and by the revolving door of prime ministers. For the UK to regain respect – and an image of reliability – it needs to move fast and find someone capable of putting policies into action.

Those policies need to be based on economic stability but must also include a resolution of the relationship with Europe as much of the current upheaval represents the bitter aftermath of Brexit.

The UK must show its reputation for being a country which holds respect for law and good government high in its values. The country is more capable of change – and willing to impose it on itself – than many in other countries often imagine

Concluding a deal with Brussels over the Northern Ireland protocol – avoiding ripping up the treaty the UK signed – and continuing to smooth the considerable friction that the exit from the EU has brought for exporters is essential work for the next prime minister.

Pursuing a deal for scientists to take part in the European Union (EU) Horizon research should be a priority. UK universities and researchers are already reluctantly preparing for a future where that does not come, with signs of the feared drain of talent already clear.

UK’s international reputation now at risk

Beyond that, there is much about UK policy which needs clarifying if the country is to regain its international standing. Just weeks from the start of COP27 and less than one year since the Glasgow climate change summit it hosted, the UK position on climate change commitments appears in flux.

The UK government pledge to help Ukraine is clear and has won it gratitude there and respect within Europe, but its intentions for defence spending are less clear.

To address the alarming increase knife crime, a 10% rise in knife-related homicides between April 2022 and March 2023, the UK government launched a coalition of community leaders, campaigners and policy makers to tackle this tragic loss of life.

With people under 25 disproportionately affected, the ‘knife crime epidemic’ represents an example of how youth activist groups are central to tackling the problem. Organisations for and operated by young people form a key part of the strategy to ensure people are better protected from violent crime.

Around the world, a network of youth groups are similarly striving to make a difference and build a better life for future generations. Operating in different political and economic conditions, there are learnings to be found in groups working across the world.

This session will discuss how grassroot activism and youth organisations can influence governments to prevent young people falling into crime, the role of race and religion, and whether organisations are improving in their effectiveness around the world.

Trying to govern disruption is perilous as complex technology is increasingly embedded in societies and omnipresent in economic, social, and political activity.

Technology governance is beset by the challenges of how regulation can keep pace with rapid digital transformation, how governments can regulate in a context of deep knowledge asymmetry, and how policymakers can address the transnational nature of technology.

Keeping pace with, much less understanding, the implications of digital platforms and artificial intelligence for societies is increasingly challenging as technology becomes more sophisticated and yet more ubiquitous.

To overcome these obstacles, there is an urgent need to move towards a more anticipatory and inclusive model of technology governance. There are some signs of this in recent proposals by the European Union (EU) and the UK on the regulation of online harms.

Regulation failing to keep up

The speed of the digital revolution, further accelerated by the pandemic, has largely outstripped policymakers’ ability to provide appropriate frameworks to regulate and direct technology transformations.

Governments around the world face a ‘pacing problem’, a phenomenon described by Gary Marchant in 2011 as ‘the growing gap between the pace of science and technology and the lagging responsiveness of legal and ethical oversight that society relies on to govern emerging technologies’.

This ever-growing rift, Marchant argues, has been exacerbated by the increasing public appetite for and adoption of new technologies, as well as political inertia. As a result, legislation on emerging technologies risks being ineffective or out-of-date by the time it is implemented.

Effective regulation requires a thorough understanding of both the underlying technology design, processes and business model, and how current or new policy tools can be used to promote principles of good governance.

Artificial intelligence, for example, is penetrating all sectors of society and spanning multiple regulatory regimes without any regard for jurisdictional boundaries. As technology is increasingly developed and applied by the private sector rather than the state, officials often lack the technical expertise to adequately comprehend and act on emerging issues. This increases the risk of superficial regulation which fails to address the underlying structural causes of societal harms.

The significant lack of knowledge from those who aim to regulate compared to those who design, develop and market technology is prevalent in most technology-related domains, including powerful online platforms and providers such as Facebook, Twitter, Google and YouTube.

For example, the ability for governments and researchers to access the algorithms used in the business model of social media companies to promote online content – harmful or otherwise – remains opaque so, to a crucial extent, the regulator is operating in the dark.

The transnational nature of technology also poses additional problems for effective governance. Digital technologies intensify the gathering, harvesting, and transfer of data across borders, challenging administrative boundaries both domestically and internationally.

While there have been some efforts at the international level to coordinate approaches to the regulation of – for example – artificial intelligence (AI) and online content governance, more work is needed to promote global regulatory alignment, including on cross-border data flows and antitrust.

Reactive national legislative approaches are often based on targeted interventions in specific policy areas, and so risk failing to address the scale, complexity, and transnational nature of socio-technological challenges. Greater attention needs to be placed on how regulatory functions and policy tools should evolve to effectively govern technology, requiring a shift from a reactionary and rigid framework to a more anticipatory and adaptive model of governance.

Holistic and systemic versus mechanistic and linear

Some recent proposals for technology governance may offer potential solutions. The EU publication of a series of interlinked regulatory proposals – the Digital Services Act, Digital Markets Act and European Democracy Action Plan – integrates several novel and anticipatory features.

The EU package recognizes that the solutions to online harms such as disinformation, hate speech, and extremism lie in a holistic approach which draws on a range of disciplines, such as international human rights law, competition law, e-commerce, and behavioural science.

By tackling the complexity and unpredictability of technology governance through holistic and systemic approaches rather than mechanistic and linear ones, the UK and EU proposals represent an important pivot from reactive to anticipatory digital governance

It consists of a combination of light touch regulation – such as codes of conduct – and hard law requirements such as transparency obligations. Codes of conduct provide flexibility as to how requirements are achieved by digital platforms, and can be updated and tweaked relatively easily enabling regulations to keep pace as technology evolves.

As with the EU Digital Services Act, the UK’s recent proposals for an online safety bill are innovative in adopting a ‘systems-based’ approach which broadly focuses on the procedures and policies of technology companies rather than the substance of online content.

This means the proposals can be adapted to different types of content, and differentiated according to the size and reach of the technology company concerned. This ‘co-regulatory’ model recognizes the evolving nature of digital ecosystems and the ongoing responsibilities of the companies concerned. The forthcoming UK draft legislation will also be complemented by a ‘Safety by Design’ framework, which is forward-looking in focusing on responsible product design.

By tackling the complexity and unpredictability of technology governance through holistic and systemic approaches rather than mechanistic and linear ones, the UK and EU proposals represent an important pivot from reactive to anticipatory digital governance.

Both sets of proposals were also the result of extensive multistakeholder engagement, including between policy officials and technology actors. This engagement broke down silos within the technical and policy/legal communities and helped bridge the knowledge gap between dominant technology companies and policymakers, facilitating a more agile, inclusive, and pragmatic regulatory approach.

Coherence rather than fragmentation

Anticipatory governance also recognizes the need for new coalitions to promote regulatory coherence rather than fragmentation at the international level. The EU has been pushing for greater transatlantic engagement on regulation of the digital space, and the UK – as chair of the G7 presidency in 2021 – aims to work with democratic allies to forge a coherent response to online harms.

Meanwhile the OECD’s AI Policy Observatory enables member states to share best practice on the regulation of AI, and an increasing number of states such as France, Norway, and the UK are using ‘regulatory sandboxes’ to test and build AI or personal data systems that meet privacy standards.

Not all states currently have the organizational capacity and institutional depth to design and deliver regulatory schemes of this nature, as well as the resource-intensive consultation processes which often accompany them.

So, as an increasing number of states ponder how to ‘futureproof’ their regulation of tomorrow’s technology – whether 6G, quantum computing or biotechnology – there is a need for capacity building in governments both on the theory of anticipatory governance and on how it can be applied in practice to global technology regulation.

Ten years ago, it would have been difficult to believe that China – the world’s largest greenhouse gas emitter – would be one of the global leaders in some elements of clean energy development and deployment. With increasing air pollution and predominantly coal-fired power generation fueled by a booming economy and population, China has had to rethink its approach to environmental protection and climate mitigation.

Strong government signalling and national policies have led to the construction of the world’s largest fleets, wind farms and solar photovoltaic arrays in an effort to reduce national GDP intensities of energy and CO2 emissions. How has the availability of large amounts of capital, and the number of state-owned companies with soft budgetary constraints, helped contribute to this?

Against this backdrop, this event will consider how China must re-evaluate its approach to energy security – coal made up the majority of the country’s energy in 2016, followed by oil, of which 65 per cent had to be imported – despite the country being one of the pioneers of renewable energy. This event will look at how, in delivering on its clean energy objectives, China could redefine the traditional energy security paradox and in fact become more resilient to previously overlooked vulnerabilities.

Belarus Policy: Time to Play Hardball

Predictably, Aliaksandr Lukashenka’s regime has betrayed its people and the West’s trust yet again. A new, tougher approach is now the only option, and sanctions are only one of several actions that should be taken.

Aliaksandr Lukashenka’s 26-year rule — one of the world’s longest — is itself testament to his regime’s unwillingness to change. Most of Belarus’s immediate neighbours — particularly Lithuania, Latvia, and Poland — are far more prosperous. Now, with the farce of last week’s vote and the subsequent renewed violence that Minsk is willing to use on its citizens, Belarus finds itself at the very bottom of the post-Soviet legitimacy league table. But others share a portion of blame for this saga. The West — and the EU in particular — have failed the people of Belarus.

Russia — as ever in its relationships with the Soviet Union’s other successor states — has much to answer for. Like a drug pusher, it made a loss-leading investment in getting Belarus hooked on subsidised energy with meaningless security guarantees thrown in. Lukashenka may not have been the most compliant of post-Soviet leaders — especially recently — but he is still preferred by the Kremlin over any other potential contender, especially the reforming ones currently at the fore. ‘A son-of-a-bitch, but our son-of-a-bitch’ is Russia’s take.

But if Russia is the pusher, Western countries have been the enablers. Lukashenka has played them — and played them off against Russia — by frequently rejecting the offers of one and getting closer to the other, then switching and doing the same. The inability or unwillingness to recognize — and act on — evidence of the regime’s insincerity and its propensity to inflict harm on its own citizens has encouraged Minsk’s worst excesses. At the time of writing, more than 3,000 are reported to have been arrested and many tortured.

The EU bears special responsibility for this enabling. Ever since Belarus’s independence almost 30 years ago, it has offered plenty of carrots but few meaningful sticks. President of the European Commission Ursula von der Leyen said that ‘harassment & violent repression of peaceful protesters has no place in Europe’, but statements alone are inadequate. The Belarusian people are risking their freedoms and their lives on the streets of Minsk while the EU simply ‘calls on’ the Belarusian authorities to respect the democratic process.

Never too late

There is plenty that can be done. Sanctions are a much-touted first step and they have been proven to change the calculus, if not the character, of a regime. The EU, the UK and the US should act decisively and in unison to impose them immediately. Included in this would be the immediate halting of direct EU support to state entities.

But — as with Russia — it is lazy to limit responses to sanctions alone. Expulsion from international groups and values-based organizations should also be expedited. The EU’s Eastern Partnership (EaP) project with Belarus and five other countries is a prime example of supposedly conditional offers of financial assistance having been accepted, claimed and then defaulted on, time and again. It is time to make an example of Belarus and expel it from the EaP since it is abundantly clear it has no intention of adopting the values demanded of it.

The OSCE (Organization for Security and Co-operation in Europe) was invited by the Belarusian authorities too late to observe last Sunday’s vote-rigging, so why, in the face of such obvious obstruction, is Belarus even a member? The OSCE often claims its strength is its inclusivity, but this has rarely stood up to scrutiny. Inclusivity may have advantages, but one should also acknowledge its propensity to dilute effectiveness. Belarus should be expelled from here too.

The same goes for the IMF, the World Bank group, and its WTO observer status. It is time to make an example of this regime.

There should be less diplomatic nicety. It is natural that foreign service officials are hard-wired to want to make things better through their undoubted skills of sensitivity and tact, and sometimes this is the right answer. But not always. It would be better in some instances, such as this one, to give a tougher message — making it clear this regime is no longer seen as legitimate and that, where possible, western countries will seek relationships with more representative figures. This is neither easy nor especially pleasant, but it is not the same as breaking off diplomatic relations entirely, which is not wise as sometimes the organs of power must be dealt with.

And in terms of immediate practical help, the EU has an obligation to open its borders to Belarusian refugees who will surely come its way as conditions deteriorate. Lithuania is already showing the way in this regard.

Belarus is not one of the more difficult countries. It has no influence, no natural resources and therefore no leverage. It could resort to even more brutal repression of its citizens, but it should be made clear that such a desperate move by the authorities would entail even greater sanction. A common argument against a tougher approach is that it will drive Belarus into the arms of Russia. But this is to fall into the same trap — blackmail in reality — that we have seen for 20 years. In fact, it would be a good litmus test for a similar policy towards other ‘abuser countries’, such as Hungary.

Russia is certainly watching closely right now, and the last thing it wants is another colour revolution. The probability is that it will get this wish for now, as the demonstrations will surely cool off and key opposition figures not already in jail have been forced to flee. But western quiescence, as it always does, encourages Russia to act with further impunity. No invasion needed this time though if it already has most of what it wants — Union State notwithstanding — and the West stands aside.

A Chinese proverb maintains that ‘the best time to plant a tree was 20 years ago. The second-best time is now’. This holds true for dealing with Belarus. It is not too late to act decisively and play hardball. In doing so, the EU would help repair its reputation for hand-wringing and the people of Belarus might look at the EU with a respect they have lost.

Balancing Demands on the World’s Forests

Healthy forests have always been a vital resource for the communities living in, and around, them. Offering food, clothing, fuel and medicine, forests also stabilize the water table and guard against soil erosion. Timber from forests also serves local, national and international markets, generates jobs and is an important revenue stream for many governments around the world.

Forests have also increasingly been tasked with combatting the double threats of climate change and biodiversity loss. Furthermore, the COVID-19 pandemic has put a spotlight on the role of forests in preventing diseases which has further added to the need to preserve the world’s forest area.

However, at the same time, pressure on forest lands is increasing, particularly for agriculture and also for mining, infrastructure and urbanization. But, with myriad demands placed on forests, and impacts that transcend political boundaries, achieving a balance requires a reckoning of local and global priorities.

International forest initiatives until now have, quite rationally, prioritized a globalized conceptualization of forests – privileging their place in global supply chains and global crises. International regulations around timber, for instance, are primarily aimed at securing a long-term source of timber by reducing illegality in the system while national plans under the Paris Agreement focus on forests primarily as a global carbon sink.

Within these initiatives, local impacts are often dealt with as flanking measures. Community benefit-sharing agreements, compensation schemes and incentive programmes are aimed at mitigating impacts and modifying behaviour at the local level so that these align with international goals.

Meanwhile, and despite intense international attention, it has been found that globally natural forest cover declined in the six years since the New York Declaration of Forests set a goal to halve deforestation. Greenhouse gas emissions have continued to rise and, although there have been successes, illegal timber continues to be traded internationally.

To halt these trends, it is important to reflect on the demands being placed on forests and to achieve a better balance between them. But this will require radical change. That’s why, in July, Chatham House convened an online Global Forum on Forest Governance at which these issues were explored.

One issue that was discussed is why it remains vital to listen to, and learn from, a wide range of voices. Single perspectives fail to acknowledge or respond to the full range of pressures exerted on forests therefore it is important to have a range of perspectives including those from the global north and south, economists and agronomists, social scientists and climate scientists.

But beyond the research community, all those who have a stake in forests must be included in the discussion too: women and men, young and old people, those living in urban and rural areas as well as people from the government and private sectors.

This lesson has often been repeated but rarely enacted perhaps because it is not easy to do and takes time. Nevertheless, broadening participation can help deliver the deep-rooted changes that are needed to the way forests are governed and managed.

Considerable evidence exists to show that improvements to governance can facilitate a more equitable approach to forests that better balances the needs and priorities of these different groups. Legal and institutional reforms, for example, that are sensitive to the needs of local populations have precipitated change. Successes in improving transparency have also been a key factor in holding both the private sector and governments to account.

Thus, creating radical change may not mean brand new ideas. Lessons can be learnt from the successes and failures of the past. It will be important that, as new and increasing demands are placed on already overburdened forests, these lessons are not forgotten and previous mistakes are not repeated.

What will matter over the next few years will be which ideas are acted upon and who gets to decide. As more than 100 countries announce plans to increase the ambition of their nationally determined contributions on emission reductions, and as the EU and the US move forward with plans to legislate deforestation out of commodity supply chains, a clear message that has emerged is that local actors need to be in the driving seat. This needs to go beyond listening and consultation to meaningful engagement that gives due weight to local priorities, perspectives and experience.

At this hybrid event, HE John Dramani Mahama, former president of the Republic of Ghana, will discuss his ideas on the key economic and governance reforms required for economic stability and prosperity across Africa.

Ghana recently became the fourth country, after Chad, Ethiopia and Zambia, to seek debt treatment under the G20 Common Framework in January 2023 – reflecting the culmination of a series of internal and external shocks affecting the wider region, including extreme weather events, the COVID-19 pandemic and the Russia-Ukraine crisis.

Prospects for economic recovery and growth, nevertheless, remain positive in many parts of the continent, with the African Development Bank (AfDB), for example, reforecasting economic growth of 5.5 per cent in East Africa in 2023. Coordinated reforms can help to deepen regional integration and promote long-term economic prosperity, particularly in light of Africa’s evolving regional economic governance structures, notably the fledgling African Continental Free Trade Area (AfCFTA) headquartered in Accra.

Interrogation of kinase genetic interactions provides a global view of PAK1-mediated signal transduction pathways [Gene Regulation]

Kinases are critical components of intracellular signaling pathways and have been extensively investigated with regard to their roles in cancer. p21-activated kinase-1 (PAK1) is a serine/threonine kinase that has been previously implicated in numerous biological processes, such as cell migration, cell cycle progression, cell motility, invasion, and angiogenesis, in glioma and other cancers. However, the signaling network linked to PAK1 is not fully defined. We previously reported a large-scale yeast genetic interaction screen using toxicity as a readout to identify candidate PAK1 genetic interactions. En masse transformation of the PAK1 gene into 4,653 homozygous diploid Saccharomyces cerevisiae yeast deletion mutants identified ∼400 candidates that suppressed yeast toxicity. Here we selected 19 candidate PAK1 genetic interactions that had human orthologs and were expressed in glioma for further examination in mammalian cells, brain slice cultures, and orthotopic glioma models. RNAi and pharmacological inhibition of potential PAK1 interactors confirmed that DPP4, KIF11, mTOR, PKM2, SGPP1, TTK, and YWHAE regulate PAK1-induced cell migration and revealed the importance of genes related to the mitotic spindle, proteolysis, autophagy, and metabolism in PAK1-mediated glioma cell migration, drug resistance, and proliferation. AKT1 was further identified as a downstream mediator of the PAK1-TTK genetic interaction. Taken together, these data provide a global view of PAK1-mediated signal transduction pathways and point to potential new drug targets for glioma therapy.

Analytical Guidelines for co-fractionation Mass Spectrometry Obtained through Global Profiling of Gold Standard Saccharomyces cerevisiae Protein Complexes [Research]

Co-fractionation MS (CF-MS) is a technique with potential to characterize endogenous and unmanipulated protein complexes on an unprecedented scale. However this potential has been offset by a lack of guidelines for best-practice CF-MS data collection and analysis. To obtain such guidelines, this study thoroughly evaluates novel and published Saccharomyces cerevisiae CF-MS data sets using very high proteome coverage libraries of yeast gold standard complexes. A new method for identifying gold standard complexes in CF-MS data, Reference Complex Profiling, and the Extending 'Guilt-by-Association' by Degree (EGAD) R package are used for these evaluations, which are verified with concurrent analyses of published human data. By evaluating data collection designs, which involve fractionation of cell lysates, it is found that near-maximum recall of complexes can be achieved with fewer samples than published studies. Distributing sample collection across orthogonal fractionation methods, rather than a single high resolution data set, leads to particularly efficient recall. By evaluating 17 different similarity scoring metrics, which are central to CF-MS data analysis, it is found that two metrics rarely used in past CF-MS studies – Spearman and Kendall correlations – and the recently introduced Co-apex metric frequently maximize recall, whereas a popular metric—Euclidean distance—delivers poor recall. The common practice of integrating external genomic data into CF-MS data analysis is also evaluated, revealing that this practice may improve the precision and recall of known complexes but is generally unsuitable for predicting novel complexes in model organisms. If studying nonmodel organisms using orthologous genomic data, it is found that particular subsets of fractionation profiles (e.g. the lowest abundance quartile) should be excluded to minimize false discovery. These assessments are summarized in a series of universally applicable guidelines for precise, sensitive and efficient CF-MS studies of known complexes, and effective predictions of novel complexes for orthogonal experimental validation.

Global Proteome and Phosphoproteome Characterization of Sepsis-induced Kidney Injury [Research]

Sepsis-induced acute kidney injury (S-AKI) is the most common complication in hospitalized and critically ill patients, highlighted by a rapid decline of kidney function occurring a few hours or days after sepsis onset. Systemic inflammation elicited by microbial infections is believed to lead to kidney damage under immunocompromised conditions. However, although AKI has been recognized as a disease with long-term sequelae, partly because of the associated higher risk of chronic kidney disease (CKD), the understanding of kidney pathophysiology at the molecular level and the global view of dynamic regulations in situ after S-AKI, including the transition to CKD, remains limited. Existing studies of S-AKI mainly focus on deriving sepsis biomarkers from body fluids. In the present study, we constructed a mid-severity septic murine model using cecal ligation and puncture (CLP), and examined the temporal changes to the kidney proteome and phosphoproteome at day 2 and day 7 after CLP surgery, corresponding to S-AKI and the transition to CKD, respectively, by employing an ultrafast and economical filter-based sample processing method combined with the label-free quantitation approach. Collectively, we identified 2,119 proteins and 2950 phosphosites through multi-proteomics analyses. Among them, we identified an array of highly promising candidate marker proteins indicative of disease onset and progression accompanied by immunoblot validations, and further denoted the pathways that are specifically responsive to S-AKI and its transition to CKD, which include regulation of cell metabolism regulation, oxidative stress, and energy consumption in the diseased kidneys. Our data can serve as an enriched resource for the identification of mechanisms and biomarkers for sepsis-induced kidney diseases.
