This new document focuses on the evaluation of test methods applied to determine the physico-chemical properties of different types of nanomaterials.

Participants from 15 countries attended the Workshop on Developmental Neurotoxicity: The use of non-animal test methods for regulatory purposes” on 18 October 2016, in Belgium. The event, co-organised by the OECD and the European Food Safety Authority (EFSA), focused on opportunities and challenges related to alternative methods for testing and assessing the DNT potential of chemicals.

The Decision-Recommendation on the Co-operative Investigation and Risk Reduction of Chemicals revises and replaces a 1991 Decision-Recommendation of the Council. The Decision-Recommendation is composed of two parts: Part A focuses on the development of harmonised hazard and exposure assessment methodologies for chemicals and Part B focuses on risk prevention and reduction.

This guidance document was originally published in 2012 and updated in 2018 to reflect new and updated OECD test guidelines, as well as reflect on scientific advances in the use of test methods and assessment of the endocrine activity of chemicals. The document is intended to provide guidance for evaluating chemical using standardised test guidelines.

2. Briefly stated, case of the Appellant is that as per Judgment of Apex Court in "Deepak Kumar Vrs. State of Haryana, 2012(4) SCC 629" sand beds (sandghats) situated below 5 ha. area may be leased out only if distance between the two (2) ghats is of atleast 1 k.m. It is in keeping with such directions of the Apex Court that the MoEF has issued OM dated 24th December 2013. The State has no authority to consider the project activities of granting lease of area over and above 5 ha. of sandghats into the category of 'B-2' as per class 2(I)(iii) of the OM dated 24th December 2013. Such a project will have to be treated as category 'B-1' project for the purpose of appraisal and must be appraised by the MoEF. The SEIAA could not have done the work of assessment/appraisal nor the SEIAA could have granted the EC. According to the Petitioner the Respondents purposefully downsized the (J) Appeal No.10/2014 (WZ) 3 sand beds without keeping marginal space of 1 k.m. between the two (2) sand beds. It is stated that the auction conducted by both the Collectors is illegal and erroneous. Consequently the Appellant seeks to challenge the same and urges to quash the same.

3. F.I.R. No.139/2019 was registered at Police Station Kaithwada, District Bharatpur for offence under Sections 3, 4 & 8 of Rajasthan Bovine Animal (Prohibition of Slaughter and Regulation of Temporary Migration or Export) Act.

4. It is contended by counsel for the petitioners that petitioner is in custody since September, 2019. This petition has been moved by the State under Section 439(2) read with Section 482 of the Cr.P.C. for cancellation of bail granted vide order dated 30.04.2020 by the learned ASJ, Patiala House Courts, New Delhi to the respondent/accused in FIR No.111/2000 dated 06.04.2000 under Sections 420/120B of the IPC, registered at Police Station Chanakya Puri, New Delhi, which has been investigated by the Crime Branch. According to the petitioner/State, during investigations of an extortion case relating to FIR No.249/1999 dated 13.11.1999 under Sections 387/506 of the IPC registered at Police Station DBG Road Delhi, the Crime Branch came to know that some persons were conspiring to fix the India-South Africa Cricket Test CRL. M.C. 1468/2020 Page 1 of 26 Series to be played in the months of February to March, 2000 whereunder five One-Day matches and three Test matches were to be played at various places in India. The accused/respondent is alleged to have played a major role in fixing these matches, as it is alleged by the petitioner/State that he was the main link between the players and an alleged Syndicate which was running betting on these matches and had profited hugely from these match fixings as they controlled the outcome of each of these matches.

The Commissioner, vide order dated 28.02.2020, has finally decided the appeal and set-aside the order of the Collector holding that the petitioner is not entitled to get the ten marks of BPL because admittedly, the name of her husband was not there in the BPL list before the date of issuance of the advertisement, but it was added only on the last date of submitting the applications i.e. 20.07.2015, whereas the advertisement was issued on 07.07.2015. The Commissioner, therefore, observed that if the ten marks of BPL card are deleted from the total marks awarded to the petitioner, then her total marks adds up-to 61, whereas respondent No.5 secured 64.50 marks and as such, she secured first position in the list and the Commissioner directed the Project Officer, Integrated Child Development, Sidhi, to issue order of appointment in favour of respondent No.5 cancelling the appointment order of the present petitioner.

PIO/DIG, CISF denied disclosure of information invoking Section 24 of the RTI Act, vide reply dated 10.04.2019.

Aggrieved with denial of information, the appellant filed a First Appeal dated 23.04.2019, which was decided by the FAA vide order dated 09.05.2019, upholding the PIO's reply.

Dissatisfied with denial of information, the appellant filed the instant Second Appeal before the Commission.

Due to nation-wide lockdown being observed, to prevent the spread of the pandemic of COVID-19, hearings are being conducted through audio conference.

The Appellant participated in the hearing on being contacted on her telephone number: 87xxxxxx25 and submitted that her husband passed away in 1997. Since her son was only few months old at the time of her husband's death, compassionate appointment was sought only when he attained 18 years. But respondent denied the benefit of compassionate appointment since the appellant had approached the respondent after a gap of 20 years. Since the appellant claims she is not in receipt of the proper pension amount and the benefit of compassionate appointment has also been denied by the respondent, the family is facing a financial crisis. Hence, she sought the aforementioned information by filing the instant case. Decision:
