Electoral competition is also low and in decline in most state and primary elections. The Marketplace of Democracy combines the resources of two eminent research organizationsthe Brookings Institution and the Cato Instituteto address the startling lack of competition in our democratic system. The contributors consider the historical development, legal background, and political aspects of a system that is supposed to be responsive and accountable yet for many is becoming stagnant, self-perpetuating, and tone-deaf. How did we get to this point, and whatif anythingshould be done about it? In The Marketplace of Democracy, top-tier political scholars also investigate the perceived lack of competition in arenas only previously speculated on, such as state legislative contests and congressional primaries. Michael McDonald, John Samples, and their colleagues analyze previous reform efforts such as direct primaries and term limits, and the effects they have had on electoral competition. They also examine current reform efforts in redistricting and campaign finance regulation, as well as the impact of third parties. In sum, what does all this tell us about what might be done to increase electoral competition? Elections are the vehicles through which Americans choose who governs them, and the power of the ballot enables ordinary citizens to keep public officials accountable. This volume considers different policy options for increasing the competition needed to keep American politics vibrant, responsive, and democratic. A series of questions explored the public's perceptions, knowledge, and opinions about electoral competitiveness. can Collapsible Candidates from Iowa to New Hampshire By webfeeds.brookings.edu Published On :: Wed, 09 Jan 2008 12:00:00 -0500 After his first place finish in Iowa, which was supposed to propel him to a New Hampshire victory, “change” is probably a word Barack Obama does not like as much anymore. But, his support did not really change much between these two elections. He won 38 percent of Iowa’s delegates and 36 percent of New Hampshire’s vote. It was Hillary Clinton and John McCain who were the big change candidates. What happens when a presidential candidate that does well in a primary or caucus state, does not do so well in the next? The dynamic of the presidential election can swiftly and stunningly change, as it did in New Hampshire on Tuesday. How Barack Obama wishes John Edwards showed up in New Hampshire. Edwards was awarded 30 percent of Iowa’s delegates, barely denying Clinton a second place finish. He finished a distant third in New Hampshire, receiving only 17 percent of the vote. There are strong indications that a shift among his supporters helped propel Hillary Clinton to her New Hampshire victory. According to the exit polls, Edwards did 8 percentage points worse in New Hampshire among women, while Clinton did 16 percent better. Obama’s support was virtually identical, dropping a statistically insignificant 1 percentage point. Obama’s support among young people remained strong, if slightly increasing among 18-24 and 30-39 year olds. Clinton’s support remained strong and slightly increased among those 65 and older. Edwards won Iowa’s middle-aged voters, age 40-64, but it was Clinton who decisively won this coveted age demographic in New Hampshire. And where these people were 38 percent Iowa caucus attendees, they were 54 percent of New Hampshire voters. (To understand why their turnout increased, see my analysis of Iowa’s turnout .) Moving forward, the generational war is still a strong dynamic in the Democratic race, as evident in the candidates’ speech styles following the election results. In Iowa, Clinton was flanked by the ghosts of the Clinton administration. In New Hampshire, she shared the stage with a sea of young voters. In Iowa, Obama spoke of change, a message that resonates with younger people who are not part of the establishment. In New Hampshire his slogan was a message that echoes the can-do spirit of the greatest generation, “Yes, we can!” In the days between Iowa and New Hampshire, Edwards spoke about how he wanted the election to become a two-way race. One should be careful with what one wishes for. Edwards and Clinton are vying for the same support base, that when united can defeat Obama, at least in New Hampshire. In the short-term, Obama most needs Edwards to do better so that support can continue to be divided. Among Republicans, John McCain recreated his magic of eight years ago and bounced back strong from a poor Iowa showing to win New Hampshire. The Iowa and New Hampshire electorates are so different it is difficult to compare them. In Iowa, Evangelical Christians were 60 percent of the electorate, while in New Hampshire, they were only 23 percent. Mike Huckabee’s move from first in Iowa to third in New Hampshire can be clearly attributed to the shrinking of his base. His collapse paved the way for a new winner to emerge. It is thus tempting to attribute McCain’s victory solely to the different electorates, but he still had to defeat Mitt Romney to win New Hampshire. According to the exit polls, the battle between McCain and Romney is a referendum on the Bush administration. Surprisingly, McCain, who has tried to rebuild bridges with the Bush establishment since his defeat in the 2000 presidential election, is still seen as the outsider and agent of change by voters participating in the Republican nomination process. In both Iowa and New Hampshire, McCain drew his support from those who said they are angry or dissatisfied with the Bush administration. Romney drew his support from those who said they are enthusiastic or satisfied. Not surprisingly, McCain is also drawing more support from self-described Independents and Romney from Republicans. The candidates seem to understand this dynamic, too, as they gave their speeches following the election results. In a contrived bit of acting, Romney showed up on stage without a podium and shoved a prepared speech back into his pocket (if he had needed a podium, his advance team would have provided it). He appeared relaxed, delivering his speech in a personable style reminiscent of Huckabee, who is competing with Romney for those who support Bush. But he also seemed to be reaching out to Independents with a message of change. In stark contrast, McCain delivered a carefully written, almost sedate speech designed to reassure Republicans of his conservative credentials. This three-way dynamic between Huckabee, McCain, and Romney should prove fascinating as the Republican nomination process moves forward. Where Evangelicals are strong, Huckabee should do well. Where they are not, the rules governing if Independents can or cannot participate will dictate how McCain and Romney do. And we have yet to see regional candidates like Fred Thompson have their day in the sun. And then there is Rudy Giuliani, who is lying in wait in the larger states where his name recognition should give him a significant boost over the other candidates. can Can We Design A Good Technical Fix? By webfeeds.brookings.edu Published On :: Thu, 08 May 2014 07:30:00 -0400 Wouldn’t it be great if complex social problems could be solved by technology? Alvin Weinberg suggested in 1967 that technical engineering could work better than social engineering; the argument advocated quick fixes to the most urgent problems of humanity at least to alleviate pain while more complete solutions were worked out. However controversial was this idea, our reliance on technology has only increased since then. Still, over the same period, we have also come to appreciate better the unanticipated consequences of technological advancement. In light of our experience leaping forward as well as our tripping and tumbling along the way, we should make two considerations in designing a technological fix. Consideration 1: Serious attention to unwanted consequences A consideration of first-order is the study of unwanted effects and tradeoffs introduced by the technology. Take for instance nanoparticles—particles in the range of one to a hundred nanometers—that enable new properties in materials in which they are mixed; for instance, maintaining permeability in fine-particle filtration to make available inexpensive water purification devices for vulnerable populations. Once these nano-enabled filters reach the end of their usable life and are discarded, those minuscule particles could be released in the environment and exponentially increase the toxicity of the resulting waste. No less important than health and environmental effects are social, economic, and cultural consequences. Natural and social sciences are thus partners in the design of this kind of technological solution and transdisciplinary research is needed to improve our understanding of the various dimensions relevant to these projects. What is more, the incremental choices that set a particularly technology along a developmental pathway demand a different kind of knowledge because those choices are not merely technical, they involve values and preferences. Consideration 2: Stakeholder engagement But whose values and preferences matter? Surely everyone with a stake in the problem the fix is trying to solve will want to answer that question. If tech fixes are meant to address a specific social problem, those who will live with the consequences must have a say in the development of that solution. This prescription does not imply doing away with the current division of labor in technological development completely. Scientists and engineers need a degree of autonomy to work productively. Yet, input from and participation by stakeholders must occur far in advance of the completion of the development process because along the way a host of questions arise as to what trade-offs are acceptable. Non-experts are perfectly capable of answering questions about their values and preferences. The market system provides to some extent this kind of check for technologies advancing incrementally. In an ideal market scenario, one of high competition, the stakeholders on the demand side vote with their wallets, and companies refine their products to gain market share. But the development of a technological fix is neither incremental nor distributed in that manner. It is generally concentrated in a few hands and it is, by design, disruptive and revolutionary. That’s why stakeholders must have a say in key developmental decisions so as to calibrate carefully those technologies to the values and preferences of the very people they intend to help. Translating these considerations into policy The federal government first funded in 1989 a program for the analysis of Ethical, Legal, Social implications (ELSI) within the Human Genome Project. The influence this program had in the direction and key decisions of the HGP was at best modest; rather, it practically institutionalized a separation between the hard science and the understanding of human and social dimensions of the science.[i] By the time the National Nanotechnology Initiative was launched in 1999, some ELSI-type programs sought to breach the separation. With grants from the National Science Foundation, two centers for the study of nanotechnology in society were established at the University of California Santa Barbara and Arizona State University. CNS-UCSB and CNS-ASU have become hubs for research on the governance of technological development that integrate the technical, social, and human dimensions. One such effort is a pilot program of real-time technology assessment (RTTA) that achieved a more robust engagement with the various stakeholders of emerging nanotechnologies (see citizens tech-forum) and tested interventions at several points in the research and development of nanotechnologies to integrate concerns from the social sciences and humanities (see socio-technical integration). Building upon those experiences, the future of federal funding of technological fixes must include ELSI analyses more like the aforementioned RTTA program, that contrary to being an addendum to technical programs are fully integrated in the decision structure of research and development efforts. Whenever emerging technologies such as additive manufacturing, synthetic biology, big data, or climate engineering are considered as the kernel of a technological fix, developers must understand that engineering the artifact itself does not suffice. An effective solution requires also the careful analysis of unwanted effects and a serious effort for stakeholder engagement, lest the solution be worse than the problem. can University-industry partnerships can help tackle antibiotic resistant bacteria By webfeeds.brookings.edu Published On :: Wed, 25 Mar 2015 07:30:00 -0400 An academic-industrial partnership published last January in the prestigious journal Nature the results of the development of antibiotic teixobactin. The reported work is still at an early preclinical stage but it is nevertheless good news. Over the last decades the introduction of new antibiotics has slowed down nearly to a halt and over the same period we have seen a dangerous increase in antibiotic resistant bacteria. Such is the magnitude of the problem that it has attracted the attention of the U.S. government. Accepting several recommendations presented by the President’s Council of Advisors on Science and Technology (PCAST) in their comprehensive report, the Obama Administration issued last September an Executive Order establishing an interagency Task Force for combating antibiotic resistant bacteria and directing the Secretary of Human and Health Services (HHS) to establish an Advisory Council on this matter. More recently the White House issued a strategic plan to tackle this problem. Etiology of antibiotic resistance Infectious diseases have been a major cause of morbidity and mortality from time immemorial. The early discovery of sulfa drugs in the 1930s and then antibiotics in the 1940s significantly aided the fight against these scourges. Following World War II society experienced extraordinary gains in life expectancy and overall quality of life. During that period, marked by optimism, many people presumed victory over infectious diseases. However, overuse of antibiotics and a slowdown of innovation, allowed bacteria to develop resistance at such a pace that some experts now speak of a post-antibiotic era. The problem is manifold: overuse of antibiotics, slow innovation, and bacterial evolution. The overuse of antibiotics in both humans and livestock also facilitated the emergence of antibiotic resistant bacteria. Responsibility falls to health care providers who prescribed antibiotics liberally and patients who did not complete their prescribed dosages. Acknowledging this problem, the medical community has been training physicians to avoid pressures to prescribe antibiotics for children (and their parents) with infections that are likely to be viral in origin. Educational efforts are also underway to encourage patients to complete their full course of every prescribed antibiotic and not to halt treatment when symptoms ease. The excessive use of antibiotics in food-producing animals is perhaps less manageable because it affects the bottom line of farm operations. For instance, the FDA reported that even though famers were aware of the risks, antibiotics use in feedstock increased by 16 percent from 2009 to 2012. The development of antibiotics—perhaps a more adequate term would be anti-bacterial agents—indirectly contributed to the problem by being incremental and by nearly stalling two decades ago. Many revolutionary innovations in antibiotics were introduced in a first period of development that started in the 1940s and lasted about two decades. Building upon scaffolds and mechanisms discovered theretofore, a second period of incremental development followed over three decades, through to 1990s, with roughly three new antibiotics introduced every year. High competition and little differentiations rendered antibiotics less and less profitable and over a third period covering the last 20 years pharmaceutical companies have cut development of new antibiotics down to a trickle. The misguided overuse and misuse of antibiotics together with the economics of antibiotic innovation compounded the problem taking place in nature: bacteria evolves and adapts rapidly. Current policy initiatives The PCAST report recommended federal leadership and investment to combat antibiotic-resistant bacteria in three areas: improving surveillance, increasing the longevity of current antibiotics through moderated usage, and picking up the pace of development of new antibiotics and other effective interventions. To implement this strategy PCAST suggested an oversight structure that includes a Director for National Antibiotic Resistance Policy, an interagency Task Force for Combating Antibiotic Resistance Bacteria, and an Advisory Council to be established by the HHS Secretary. PCAST also recommended increasing federal support from $450 million to $900 million for core activities such as surveillance infrastructure and development of transformative diagnostics and treatments. In addition, it proposed $800 million in funding for the Biomedical Advanced Research and Development Authority to support public-private partnerships for antibiotics development. The Obama administration took up many of these recommendations and directed their implementation with the aforementioned Executive Order. More recently, it announced a National Strategy for Combating Antibiotic Resistant Bacteria to implement the recommendations of the PCAST report. The national strategy has five pillars: First, slow the emergence and spread of resistant bacteria by decreasing the abusive usage of antibiotics in health care as well as in farm animals; second, establish national surveillance efforts that build surveillance capability across human and animal environments; third, advance development and usage of rapid and innovative diagnostics to provide more accurate care delivery and data collection; forth, seek to accelerate the invention process for new antibiotics, other therapeutics and vaccines across all stages, including basic and applied research and development; finally, emphasize the importance of international collaboration and endorse the World Health Organization Action Plan to address antimicrobial resistance. University-Industry partnerships Therefore, an important cause of our antibiotic woes seems to be driven by economic logic. On one hand, pharmaceutical companies have by and large abandoned investment in antibiotic development; competition and high substitutability have led to low prices and in their financial calculation, pharmaceutical companies cannot justify new developmental efforts. On the other hand, farmers have found the use of antibiotics highly profitable and thus have no financial incentives to halt their use. There is nevertheless a mirror explanation of a political character. The federal government allocates about $30 billion for research in medicine and health through the National Institutes of Health. The government does not seek to crowd out private research investment; rather, the goal is to fund research the private sector would not conduct because the financial return of that research is too uncertain. Economic theory prescribes government intervention to address this kind of market failure. However, it is also government policy to privatize patents to discoveries made with public monies in order to facilitate their transfer from public to private organizations. An unanticipated risk of this policy is the rebalancing of the public research portfolio to accommodate the growing demand for the kind of research that feeds into attractive market niches. The risk is that the more aligned public research and private demand become, the less research attention will be directed to medical needs without great market prospects. The development of new antibiotics seems to be just that kind of neglected medical public need. If antibiotics are unattractive to pharmaceutical companies, antibiotic development should be a research priority for the NIH. We know that it is unlikely that Congress will increase public spending for antibiotic R&D in the proportion suggested by PCAST, but the NIH could step in and rebalance its own portfolio to increase antibiotic research. Either increasing NIH funding for antibiotics or NIH rebalancing its own portfolio, are political decisions that are sure to meet organized resistance even stronger than antibiotic resistance. The second mirror explanation is that farmers have a well-organized lobby. It is no surprise that the Executive Order gingerly walks over recommendations for the farming sector and avoid any hint at an outright ban of antibiotics use, lest the administration is perceived as heavy-handed. Considering the huge magnitude of the problem, a political solution is warranted. Farmers’ cooperation in addressing this national problem will have to be traded for subsidies and other extra-market incentives that compensate for loss revenues or higher costs. The administration will do well to work out the politics with farmer associations first before they organize in strong opposition to any measure to curb antibiotic use in feedstock. Addressing this challenge adequately will thus require working out solutions to the economic and political dimensions of this problem. Public-private partnerships, including university-industry collaboration, could prove to be a useful mechanism to balance the two dimensions of the equation. The development of teixobactin mentioned above is a good example of this prescription as it resulted from collaboration between the university of Bonn Germany, Northeastern University, and Novobiotic Pharmaceutical, a start-up in Cambridge Mass. If the NIH cannot secure an increase in research funding for antibiotics development and cannot rebalance substantially its portfolio, it can at least encourage Cooperative Research and Development Agreements as well as university start-ups devoted to develop new antibiotics. In order to promote public-private and university-industry partnerships, policy coordination is advised. The nascent enterprises will be assisted greatly if the government can help them raise capital connecting them to venture funding networks or implementing a loan guarantees programs specific to antibiotics. It can also allow for an expedited FDA approval which would lessen the regulatory burden. Likewise, farmers may be convinced to discontinue the risky practice if innovation in animal husbandry can effectively replace antibiotic use. Public-private partnerships, particularly through university extension programs, could provide an adequate framework to test alternative methods, scale them up, and subsidize the transition to new sustainable practices that are not financially painful to farmers. As the State Department overhauls its counter messaging program, Will McCants and Clint Watts examine what makes ISIS’s online magazine, Dabiq, so successful, and the obstacles to the U.S. government producing a publication that effective. This piece originally appeared on The Daily Beast. The Obama administration attributes much of ISIS’s success at communicating to its technological savvy, which has elevated the group to a global media and terrorist phenomenon. The president has gone so far as to say that the Paris attackers were a “bunch of killers with good social media.” Despite the praise heaped on the so-called Islamic State for its cutting-edge propaganda online, one of its most effective products is decidedly low tech. Dabiq, ISIS’s online news magazine, has a small but devoted readership that spans the globe. News of advances on the battlefield excite them—more evidence that God’s kingdom on earth has returned and grows. Stories of fighters inspire them—more models to emulate as they contemplate what role they can play in the divine drama unfolding. Journalists and analysts read it with almost the same intensity as ISIS fans; the contents of each volume fill newspapers and think-tank reports soon after it’s released. And no wonder: the magazine clearly states the organization’s goals; provides news of its activities that advance those goals; showcases personal stories of the people engaged in the activities; and announces major developments in the organization’s fight against its enemies. It’s a wealth of information presented between two covers every few months. Can you name a single U.S. government publication or online platform devoted to the anti-ISIS fight that is as informative or as widely-read as Dabiq? Is there anything that tells us what all these air sorties are for? Who’s fighting this fight on the ground? What advances the coalition has made and why we should we care? We couldn’t come up with one either. That got us to thinking: why can’t the U.S. government publish something like Dabiq online? Lack of imagination isn’t the reason. A news magazine isn’t a very creative idea—Americans perfected the form, which ISIS copied. And if anything, folks inside the government have too many overly-imaginative ideas, most of them involving whiz-bang technology. If you’ve thought it, they’ve thought it. A social media campaign for youth to come up with ways to counter violent extremism? Check. Sock-puppetry? Check. The only real obstacle impeding the U.S. government is itself. The executive branch’s complicated bureaucracy, legal strictures, and sensitivity to criticism from media and Congress make it tough to publish a Dabiq-style magazine. To see what we mean, let’s look at two of Dabiq’s regular features and see what would happen if the U.S. government tried to mimic them: Attack Reports: Each issue of Dabiq details its attacks on its enemies. One entry in issue 12 chronicled ISIS’s efforts to capture an airbase in Dayr al-Zawr, Syria. Another described four suicide attacks on the Saudi-led coalition fighting southern Yemen. Pictures accompany most entries, some quite gruesome. The U.S. government routinely writes these types of reports for internal consumption. But when they’re public—and thus under the scrutiny of Congress that holds the pursestrings and the media that holds the careerstrings—routine gives way to caution and quarreling. If the president asks his government to write attack reports for the public, the U.S. Department of State and the Department of Defense will quarrel about who will take the lead in writing and publishing them. Then they and the intelligence agencies will quarrel over which reports should be included. Will this report counter the president’s insistence that we have no boots on the ground? Will that report make it look like our Iraqi partners aren’t carrying their weight? Does this one tell the enemy too much about our game plan? Does that picture make U.S. soldiers look too menacing? Will this report later be discredited by the media? Will these battlefield successes be reversed in the future? Does anyone know if another agency has said this or its opposite? Will anyone trust what we’re saying? Shouldn’t someone else be saying this? When something finally slides off the serpentine conveyor belt months later, it will be a bland blob devoid of detail and relevance. Meanwhile, ISIS will have added twelve more volumes to its shelves. Biographies of Fighters: Dabiq sometimes profiles its fighters, including the young men on the front lines dying for ISIS’s cause. The fighters tell their stories and explain their reasons for fighting. In issue 8, for example, there is a Q&A with the man who murdered a prominent politician in Tunisia. He explains why he did it and how it advances the greater goals of the Islamic State. The United States military used to feature these sorts of stories, too—back when the American war in Iraq was a massive, overt affair. Now, that’s not the case. The identities of the Americans fighting in Syria and Iraq are a well-guarded secret because the government does not want them or their families to become targets. The government would also frown on them for nonchalantly talking about killing lest the American public get upset. And then there’s that boots on the ground thing. Without personal stories, we’re left with drones buzzing in the sky, and buzz-cut officers droning through stale Pentagon briefings. The human cost on both sides is reduced to numbers on slides, which means Americans can’t appreciate the true costs of war and foreigners can’t appreciate the sacrifices Americans are making on their behalf. Some readers might feel that the U.S. government should be constrained in these ways. They want the government to be sensitive to public opinion and exceedingly cautious when talking about war and violence. If so, they shouldn’t complain when the U.S. government explains its anti-ISIS fight in the vaguest possible terms—that’s the outcome of extreme caution compounded by bureaucratic bargaining on a mind-boggling scale. Others might feel we need to reform the way government does messaging. If so, don’t propose to change the system first. Rather, ask the system to perform a simple task like the one we’ve described and see where it breaks down. Then you’ll know what to fix. Making a news magazine probably isn’t the high tech solution the government is looking for, at least judging by Friday’s pilgrimage of senior security officials to Silicon Valley and the revamping of State Department’s online counter messaging campaign. But if our byzantine, poll-sensitive government can’t do something so basic, it won’t perform better when it’s tasked with something more complicated no matter how much technology it uses. While the case and, we predict, VW, will continue for years (we are only at the end of the beginning, and far from the beginning of the end), we are far enough along to see five large questions emerging. These questions will tell us much about the economic, corporate and cultural future of VW and German enterprise. 1) VW was an integral component of Germany's industrial reputation in Europe, across the Atlantic in the United States, and around the world. Now, that hard-won reputation is at risk. How broad will the damage be to German businesses' reputation not just for quality, but for "premium quality?" 2) Turning from the German business sector to the German economy as a whole, the VW scandal has many ironies, not least of which is that the company was a key driver (so to speak) of the famous German Wirthschaftswunder. Economic health propelled a vanquished Germany to the forefront of Europe’s post-WWII recovery and then made post-Cold War reunification a success. Does the VW scandal have the potential to slow down the overall growth of the German economy, and what are the European and global implications of that at a time when the Chinese economy is also sputtering? 3) From a corporate governance perspective, the scandal represents some of the most boneheaded thinking ever. Following disclosure of the fraud, €14bn (£10bn; $15.6bn) was wiped off VW's stock market value. Whoever knew/orchestrated the scheme thought they would get away with it, but did they really not foresee the consequences or even the likelihood of getting caught? We will long be studying the abnormal “fraud psychology" of this case. 4) Germany ranks among the top ten countries for low corruption according to Transparency International. Yet VW is not alone among German companies in making major headlines with massive ethics failures in recent years, joining Siemens, Bayer, Deutsche Bank, and many others. What does this mean for the future of Germany’s role as a force for anti-corruption at home and internationally? 5) Former VW CEO Winterkorn resigned but claimed he knew nothing about the scandal. What does this say about the structure and management culture of Germany’s largest companies? How widespread is “plausible deniability” in German business culture--and in all business culture everywhere? TABLE OF CONTENTS Part I: Girls, Boys, and Reading Part II: Measuring Effects of the Common Core Part III: Student Engagement INTRODUCTION The 2015 Brown Center Report (BCR) represents the 14th edition of the series since the first issue was published in 2000. It includes three studies. Like all previous BCRs, the studies explore independent topics but share two characteristics: they are empirical and based on the best evidence available. The studies in this edition are on the gender gap in reading, the impact of the Common Core State Standards -- English Language Arts on reading achievement, and student engagement. Part one examines the gender gap in reading. Girls outscore boys on practically every reading test given to a large population. And they have for a long time. A 1942 Iowa study found girls performing better than boys on tests of reading comprehension, vocabulary, and basic language skills. Girls have outscored boys on every reading test ever given by the National Assessment of Educational Progress (NAEP)—the first long term trend test was administered in 1971—at ages nine, 13, and 17. The gap is not confined to the U.S. Reading tests administered as part of the Progress in International Reading Literacy Study (PIRLS) and the Program for International Student Assessment (PISA) reveal that the gender gap is a worldwide phenomenon. In more than sixty countries participating in the two assessments, girls are better readers than boys. Perhaps the most surprising finding is that Finland, celebrated for its extraordinary performance on PISA for over a decade, can take pride in its high standing on the PISA reading test solely because of the performance of that nation’s young women. With its 62 point gap, Finland has the largest gender gap of any PISA participant, with girls scoring 556 and boys scoring 494 points (the OECD average is 496, with a standard deviation of 94). If Finland were only a nation of young men, its PISA ranking would be mediocre. Part two is about reading achievement, too. More specifically, it’s about reading and the English Language Arts standards of the Common Core (CCSS-ELA). It’s also about an important decision that policy analysts must make when evaluating public policies—the determination of when a policy begins. How can CCSS be properly evaluated? Two different indexes of CCSS-ELA implementation are presented, one based on 2011 data and the other on data collected in 2013. In both years, state education officials were surveyed about their Common Core implementation efforts. Because forty-six states originally signed on to the CCSS-ELA—and with at least forty still on track for full implementation by 2016—little variability exists among the states in terms of standards policy. Of course, the four states that never adopted CCSS-ELA can serve as a small control group. But variation is also found in how the states are implementing CCSS. Some states are pursuing an array of activities and aiming for full implementation earlier rather than later. Others have a narrow, targeted implementation strategy and are proceeding more slowly. The analysis investigates whether CCSS-ELA implementation is related to 2009-2013 gains on the fourth grade NAEP reading test. The analysis cannot verify causal relationships between the two variables, only correlations. States that have aggressively implemented CCSS-ELA (referred to as “strong” implementers in the study) evidence a one to one and one-half point larger gain on the NAEP scale compared to non-adopters of the standards. This association is similar in magnitude to an advantage found in a study of eighth grade math achievement in last year’s BCR. Although positive, these effects are quite small. When the 2015 NAEP results are released this winter, it will be important for the fate of the Common Core project to see if strong implementers of the CCSS-ELA can maintain their momentum. Part three is on student engagement. PISA tests fifteen-year-olds on three subjects—reading, math, and science—every three years. It also collects a wealth of background information from students, including their attitudes toward school and learning. When the 2012 PISA results were released, PISA analysts published an accompanying volume, Ready to Learn: Students’ Engagement, Drive, and Self-Beliefs, exploring topics related to student engagement. Part three provides secondary analysis of several dimensions of engagement found in the PISA report. Intrinsic motivation, the internal rewards that encourage students to learn, is an important component of student engagement. National scores on PISA’s index of intrinsic motivation to learn mathematics are compared to national PISA math scores. Surprisingly, the relationship is negative. Countries with highly motivated kids tend to score lower on the math test; conversely, higher-scoring nations tend to have less-motivated kids. The same is true for responses to the statements, “I do mathematics because I enjoy it,” and “I look forward to my mathematics lessons.” Countries with students who say that they enjoy math or look forward to their math lessons tend to score lower on the PISA math test compared to countries where students respond negatively to the statements. These counterintuitive finding may be influenced by how terms such as “enjoy” and “looking forward” are interpreted in different cultures. Within-country analyses address that problem. The correlation coefficients for within-country, student-level associations of achievement and other components of engagement run in the anticipated direction—they are positive. But they are also modest in size, with correlation coefficients of 0.20 or less. Policymakers are interested in questions requiring analysis of aggregated data—at the national level, that means between-country data. When countries increase their students’ intrinsic motivation to learn math, is there a concomitant increase in PISA math scores? Data from 2003 to 2012 are examined. Seventeen countries managed to increase student motivation, but their PISA math scores fell an average of 3.7 scale score points. Fourteen countries showed no change on the index of intrinsic motivation—and their PISA scores also evidenced little change. Eight countries witnessed a decline in intrinsic motivation. Inexplicably, their PISA math scores increased by an average of 10.3 scale score points. Motivation down, achievement up. Correlation is not causation. Moreover, the absence of a positive correlation—or in this case, the presence of a negative correlation—is not refutation of a possible positive relationship. The lesson here is not that policymakers should adopt the most effective way of stamping out student motivation. The lesson is that the level of analysis matters when analyzing achievement data. Policy reports must be read warily—especially those freely offering policy recommendations. Beware of analyses that exclusively rely on within- or between-country test data without making any attempt to reconcile discrepancies at other levels of analysis. Those analysts could be cherry-picking the data. Also, consumers of education research should grant more credence to approaches modeling change over time (as in difference in difference models) than to cross-sectional analyses that only explore statistical relationships at a single point in time. But the current House and Senate budget resolutions set new lows. Each proposes to cut about $5 trillion from government spending over the next decade in pursuit of a balanced budget. Whatever one may think of putting the goal of reducing spending when the ratio of the debt-to-GDP is projected to be stable above investing in the nation’s future, you would think that deficit-reduction hawks wouldn’t cut spending that has been proven to lower the deficit. Yes, there are expenditures that actually lower the deficit, typically by many dollars for each dollar spent. In this category are outlays on ‘program integrity’ to find and punish fraud, tax evasion, and plain old bureaucratic mistakes. You might suppose that those outlays would be spared. Guess again. Consider the following: Medicare. Roughly 10% of Medicare’s $600 billion budget goes for what officials delicately call ‘improper payments, according to the 2014 financial report of the Department of Health and Human Services. Some are improper merely because providers ‘up-code’ legitimate services to boost their incomes. Some payments go for services that serve no valid purpose. And some go for phantom services that were never provided. Whatever the cause, approximately $60 billion of improper payments is not ‘chump change.’ Medicare tries to root out these improper payments, but it lacks sufficient staff to do the job. What it does spend on ‘program integrity’ yields an estimated $14.40? for each dollar spent, about $10 billion a year in total. That number counts only directly measurable savings, such as recoveries and claim denials. A full reckoning of savings would add in the hard-to-measure ‘policeman on the beat’ effect that discourages violations by would-be cheats. Fat targets remain. A recent report from the Institute of Medicine presented findings that veritably scream ‘fraud.’ Per person spending on durable medical equipment and home health care is ten times higher in Miami-Dade County, Florida than the national average. Such equipment and home health accounts for nearly three-quarters of the geographical variation in per person Medicare spending. Yet, only 4% of current recoveries of improper payments come from audits of these two items and little from the highest spending locations. Why doesn’t Medicare spend more and go after the remaining overpayments, you may wonder? The simple answer is that Congress gives Medicare too little money for administration. Direct overhead expenses of Medicare amount to only about 1.5% of program outlays—6% if one includes the internal administrative costs of private health plans that serve Medicare enrollees. Medicare doesn’t need to spend as much on administration as the average of 19% spent by private insurers, because for example, Medicare need not pay dividends to private shareholders or advertise. But spending more on Medicare administration would both pay for itself—$2 for each added dollar spent, according to the conservative estimate in the President’s most recent budget—and improve the quality of care. With more staff, Medicare could stop more improper payments and reduce the use of approved therapies in unapproved ways that do no good and may cause harm. Taxes. Compare two numbers: $540 billion and $468 billion. The first number is the amount of taxes owed but not paid. The second number is the projected federal budget deficit for 2015, according to the Congressional Budget Office. Collecting all taxes legally owed but not paid is an impossibility. It just isn’t worth going after every violation. But current enforcement falls far short of practical limits. Expenditures on enforcement directly yields $4 to $6 for each dollar spent on enforcement. Indirect savings are many times larger—the cop-on-the-beat effect again. So, in an era of ostentatious concern about budget deficits, you would expect fiscal fretting in Congress to lead to increased efforts to collect what the law says people owe in taxes. Wrong again. Between 2010 and 2014, the IRS budget was cut in real terms by 20%. At the same time, the agency had to shoulder new tasks under health reform, as well as process an avalanche of applications for tax exemptions unleashed by the 2010 Supreme Court decision in the Citizens United case. With less money to spend and more to do, enforcement staff dropped by 15% and inflation adjusted collections dropped 13%. One should acknowledge that enforcement will not do away with most avoidance and evasion. Needlessly complex tax laws are the root cause of most tax underpayment. Tax reform would do even more than improved administration to increase the ratio of taxes paid to taxes due. But until that glorious day when Congress finds the wit and will to make the tax system simpler and fairer, it would behoove a nation trying to make ends meet to spend $2 billion to $3 billion more each year to directly collect $10 billion to 15 billion a year more of legally owed taxes and, almost certainly, raise far more than that by frightening borderline scoff-laws. Disability Insurance. Thirteen million people with disabling conditions who are judged incapable of engaging in substantial gainful activity received $161 billion in disability insurance in 2013. If the disabling conditions improve enough so that beneficiaries can return to work, benefits are supposed to be stopped. Such improvement is rare. But when administrators believe that there is some chance, the law requires them to check. They may ask beneficiaries to fill out a questionnaire or, in some cases, undergo a new medical exam at government expense. Each dollar spent in these ways generated an estimated $16 in savings in 2013. Still, the Social Security Administration is so understaffed that SSA has a backlog of 1.3 million disability reviews. Current estimates indicate that spending a little over $1 billion a year more on such reviews over the next decade would save $43 billion. Rather than giving Social Security the staff and spending authority to work down this backlog and realize those savings, Congress has been cutting the agency’s administrative budget and sequestration threatens further cuts. Claiming that better administration will balance the budget would be wrong. But it would help. And it would stop some people from shirking their legal responsibilities and lighten the burdens of those who shoulder theirs. The failure of Congress to provide enough staff to run programs costing hundreds of billions of dollars a year as efficiently and honestly as possible is about as good a definition of criminal negligence as one can find. Nine million people in America today are receiving Social Security Disability Insurance, double the number in 1995 and six times the number in 1970. With statistics like that, it’s hardly surprising to see some in Congress worry that more will enroll in the program and costs would continue to rise, especially since government funding for disability insurance is expected to run out by the end of next year. If Congress does nothing, benefits would fall by 19% immediately following next year’s presidential election. So, Congress will likely do something. But what exactly should it do? Funding for disability insurance has nearly run out of money before. Each time, Congress has simply increased the share of the Social Security payroll tax that goes for disability insurance. This time, however, many members of Congress oppose such a shift unless it is linked to changes that curb eligibility and promote return to work. They fear that rolls will keep growing and costs would keep rising, but findings from a report by a government panel conclude that disability insurance rolls have stopped rising and will likely shrink. The report, authored by a panel of the Social Security Advisory Board, is important in that many of the factors that caused disability insurance to rise, particularly during the Great Recession, have ended. Baby-boomers, who added to the rolls as they reached the disability-prone middle age years, are aging out of disability benefits and into retirement benefits. The decades-long flood of women increased the pool of people with the work histories needed to be eligible for disability insurance. But women’s labor force participation has fallen a bit from pre-Great Recession peaks, and is not expected again to rise materially. The Great Recession, which led many who lost jobs and couldn’t find work to apply for disability insurance, is over and applications are down. A recession as large as that of 2008 is improbable any time soon. Approval rates by administrative law judges, who for many years were suspected of being too ready to approve applications, have been falling. Whatever the cause, this stringency augurs a fall in the disability insurance rolls. Nonetheless, the Disability Insurance program is not without serious flaws. At the front end, employers, who might help workers with emerging impairments remain on the job by providing therapy or training, have little incentive to do either. Employers often save money if workers leave and apply for benefits. Creating a financial incentive to encourage employers to help workers stay active is something both liberals and conservatives can and should embrace. Unfortunately, figuring out exactly how to do that remains elusive. At the next stage, applicants who are initially denied benefits confront intolerable delays. They must wait an average of nearly two years to have their cases finally decided and many wait far longer. For the nearly 1 million people now in this situation, the effects can be devastating. As long as their application is pending, applicants risk immediate rejection if they engage in ‘substantial gainful activity,’ which is defined as earning more than $1,090 in any month. This virtual bar on work brings a heightened risk of utter destitution. Work skills erode and the chance of ever reentering the workforce all but vanishes. Speeding eligibility determination is vital but just how to do so is also enormously controversial. For workers judged eligible for benefits, numerous provisions intended to encourage work are not working. People have advanced ideas on how to help workers regain marketplace skills and to make it worthwhile for them to return to work. But evidence that they will work is scant. The problems are clear enough. As noted, solutions are not. Analysts have come up with a large number of proposed changes in the program. Two task forces, one organized by The Bipartisan Policy Center and one by the Committee for a Responsible Federal Budget, have come up with lengthy menus of possible modifications to the current program. Many have theoretical appeal. None has been sufficiently tested to allow evidence-based predictions on how they would work in practice. So, with the need to do something to sustain benefits and to do it fast, Congress confronts a program with many problems for which a wide range of untested solutions have been proposed. Studies and pilots of some of these ideas are essential and should accompany the transfer of payroll tax revenues necessary to prevent a sudden and unjustified cut in benefits for millions of impaired people who currently have little chance of returning to work. Implementing such a research program now will enable Congress to improve a program that is vital, but that is acknowledged to have serious problems. And the good news, delivered by a group of analysts, is that rapid growth of enrollments will not break the bank before such studies can be carried out. By webfeeds.brookings.edu Published On :: Tue, 27 Oct 2015 00:00:00 -0400 Two recently posted papers by Brookings colleagues purport to show that “even a large increase in the top marginal rate would barely reduce inequality.”[1] This conclusion, based on one commonly used measure of inequality, is an incomplete and misleading answer to the question posed: would a stand-alone increase in the top income tax bracket materially reduce inequality? More importantly, it is the wrong question to pose, as a stand-alone increase in the top bracket rate would be bad tax policy that would exacerbate tax avoidance incentives. Sensible tax policy would package that change with at least one other tax modification, and such a package would have an even more striking effect on income inequality. In brief: A stand-alone increase in the top tax bracket would be bad tax policy, but it would meaningfully increase the degree to which the tax system reduces economic inequality. It would have this effect even though it would fall on just ½ of 1 percent of all taxpayers and barely half of their income. Tax policy significantly reduces inequality. But transfer payments and other spending reduce it far more. In combination, taxes and public spending materially offset the inequality generated by market income. The revenue from a well-crafted increase in taxes on upper-income Americans, dedicated to a prudent expansions of public spending, would go far to counter the powerful forces that have made income inequality more extreme in the United States than in any other major developed economy. The best lack all conviction, While the worst are full of passionate intensity.’ It is unclear whether these words, penned in 1919 referred only to the Irish war of independence or somehow expressed a prescient vision of what Yeats called ‘the blood-dimmed tide’ that would soon engulf Europe. But there can be little doubt that these words eerily convey the tone and content of much that passes today for political speech in the United States. Why are things falling apart? Why are so many Americans rejecting those in both parties whom they have trusted in the past to lead them? Why are they turning to rebels and outsiders so disturbingly full of passionate intensity? I believe that the answer resides in three identifiable strands in recent history, largely separate but temporally linked. One is a belief that traditional elites whom the public has long trusted to lead them lack the will and the capacity to act in the nation’s best interest. The second is a series of economic developments that have fallen with particular severity on those Americans with less-than-college education. The third is a shift in values and norms of behavior that have liberated many but that threaten others and are at war with deeply held convictions of many. Chasm-like differences in values separate people with shared economic interests. Ordinarily, blunders by those in power cause voters to switch allegiance from one set of leadership elites to another with a more appealing agenda. Successful candidates have long run against Washington, often from state governorships, but never in rebellion against the core ideas of their parties. The debate in both parties is different this year. The insurgent in the Democratic primaries, a long-serving Senator, is tapping into anger among many Democrats who believe that party leaders have been too willing to compromise on ideas to which the party faithful are devoted but that party leaders regard as dubious policy (protectionism), impracticable (single-payer health reform), or both (highly progressive taxes). The debates among the Republican candidates are redolent with something more visceral—fear, anger, and sadness that, as they see it, the fundamentals that define American life are in mortal jeopardy. Republican primary voters have turned to candidates who promise an end to compromise with and even civility toward those whose policies and values they reject. The decline of trust in elected officials is stunning and crosses party lines. In 1964, 77 percent of Americans trusted the federal government to do what is right always or most of the time. And with good reason. The administration of Franklin Delano Roosevelt had struggled mightily, with mixed results to be sure but always with irrepressible confidence, to restore prosperity after the Great Depression. The federal government—the president and Congress acting jointly—had organized the nation to fight and win the largest and bloodiest war in world history. A quarter century of rapid economic growth followed the war. Incomes of all economic groups increased. Success fostered trust. The two major parties differed, of course, often bitterly, exemplified by the Red Scare and McCarthyism of the 1940s and 1950s. But the range of views within each party far exceeded the average difference between them. Conservative, segregationist, and anti-union Democrats of the South had little other than a party label in common with liberal, intergrationist, and pro-union Democrats of the North and West. A gap only slightly narrower separated the internationalist, ‘modern’ Republicans led by Dwight Eisenhower, Henry Cabot Lodge, and Arthur Vandenberg from the conservative, isolationist Republicans represented by Robert Taft and John Bricker. The Republican party encompassed similarly wide differences as recently as the administration of Ronald Reagan, seen incorrectly by many as ideologically unified. In order to succeed, aspirants for party leadership had to master the art of compromise. Party standard-bearers for whom intra-party political bargaining and compromise were second nature, found it natural to apply those same skills in inter-party dealings. In the glow of post-World War II America, few recognized how unusual it was for Americans to have confidence in the efficacy of the federal government. The founding fathers deeply distrusted centralized power. They divided authority among three branches of government expressly to frustrate the exercise of such power. They reserved to the states all powers other than those the Constitution explicitly granted to the central government. The first decades in the life of the new nation saw repeated and sometimes violent resistance to actions of the national government, culminating in the Civil War, the bloodiest war in our history. Erosion of the post-World War II interlude began in earnest with the Vietnam War and Watergate. Then the economy turned sour, buffeted by the first OPEC ‘oil shock’ and the recession that followed. Growth of productivity slowed. So did growth of per worker earnings. Inequality, which had fallen for more than four decades, began to increase. Faith in the federal government rebounded during the Reagan administration in part and paradoxically because he appealed to the abiding distrust of Washington. It fell again toward the end of the eighties, but recovered briefly in the 1990s following the well-managed, ‘good war’ against Iraq and the only decade since the 1960s during which incomes grew across the entire income distribution. Trust in government reached a high of 60 percent in October 2001, one month after 9/11. Then, based on inaccurate information or downright lies about weapons of mass destruction by its leaders, the United States invaded Iraq. Thousands of soldiers died, tens of thousands were wounded, and trillions of dollars were spent. When America withdrew, chaos ensued. It is not hard to understand why voters would bitterly blame elites for the self-inflicted wounds from a misbegotten war. On the home front, blinkered or feckless elites were blind to the emerging real-estate bubble, to rampant financial mismanagement, and to plain fraud, practiced not only by get-rich financial scammers by also by their complicit customers. In 2007 and 2008, the financial system teetered and nearly collapsed. Economic chaos ensued. Elites suffered sharp losses, but regained most of those losses during a recovery in which the top few percent of the income and wealth distribution enjoyed most of the gains. Public policy shored up financial system, a move that doubtless saved Main Street as well. It also supported incomes of the middle class through such government programs as Unemployment Insurance and food assistance. But relief for the financial sector struck those suffering unemployment, foreclosures, and vanishing home-equity as evidence of cozy collusion between policy-makers of both parties and the plutocrats who caused mass suffering and epidemic insecurity. The U.S. economy has since recovered better than those of most other developed nations. It has done so despite prematurely restrictive fiscal policy, adopted before recovery was well advanced, out of a bizarre belief that imagined future problems from future budget deficits posed a greater threat to the nation than did current mass unemployment. Average earnings, stagnant for four decades, remained flat. Earnings of workers with less than college education actually fell. Expansion of such government programs as the earned income tax credit and Medicaid offset such losses to a degree. But they are a poor substitute for the across-the-board income growth of the post-World-War-II decades. And they have done little or nothing to offset forces, including the decline of unions and competition from low-wage workers abroad, that have hammered earnings of low-skilled workers. Can one be surprised that by 2015 the fraction of Americans who said that the federal government will do the right thing always or most of the time had fallen to 26 percent among Democrats and to a dismal 11 percent among Republicans? A dispassionate outsider might point out that the United States remains an island of stability to which millions around the world flock for refuge and opportunity and that the U.S. economy is still stronger than that of any other developed nation. But that same dispassionate observer could also note that social and economic mobility, never as great as popular myth supposed, had fallen well below that in other nations and that U.S. economic inequality surpassed that of any other developed nation. With a cold eye, that observer might well conclude that the dyspeptic majorities in both parties have reason to reject leaders who failed them so often and so catastrophically. Although anger at the objective failures of leadership elites has a solid rational basis, rational anger cannot fully explain the emotional intensity of alienation among large swaths of the American population. To understand that depth of feeling, it is necessary recognize that shifts in values, sex roles, and civil rights—changes that have enhanced lives of most Americans—have also eroded the objective condition and subjective sense of security, status, and well-being of many of our fellow citizens. Women, summoned from domesticity to factory and office jobs during World War II, returned to birth the Baby Boom. When that was done, they began an inexorable march back to paid work. At first they were confined to such ‘appropriate’ occupations as teachers, secretaries, and nurses—career ghettos with short job ladders and low ceilings. A succession of rebellions against such limits became a massive civil rights revolution, spawning exhilarating opportunities for half of the population. The flood of women into the labor force and into occupations from which they had largely been excluded was a boon not just for them but also and for U.S. economic capacity. It was, however, a decidedly mixed blessing for many men—for those working men who lost monopoly possession of many occupations, for married men threatened more by the erosion of economic dominance within the family than appreciative of added income from empowered economic partners, and for single men who found themselves devalued as potential ‘husband-providers.’ For African Americans, the Emancipation Proclamation ended legal slavery, but not repression. Official policy—federal, state, and local—and private collusion perpetuated subjugation well into the 20th century. Litigation and direct political action eventually curbed those practices, albeit slowly, painfully, and incompletely. Here too, there were gains and losses...gains for African-Americans and other people of color, whose rights to live and work where they wanted expanded, and gains for the nation as a whole, which benefitted from an expanded pool of talent and from the first steps in expiating opprobrious behavior toward fellow citizens. Again, not everyone gained. Some have had to confront new economic competition. Some, rightly or wrongly, have seen affirmative action as depriving them of access to services once exclusively theirs. Others react against favoritism even toward groups long egregiously disfavored. And still other whites, lacking wealth or status, lost the unpriced yet priceless satisfaction of feeling superior to others. As women and people of color entered occupations from which they had long been excluded, technical change and competition from abroad eroded the base of well-paid jobs for those with comparatively little education. Unionized jobs disappeared, as did the extra earnings and fringe benefits that unions extracted from resistant employers. White men without college degrees and the women who were their partners no longer could count on rising wages and the improved status that comes with seniority in career jobs. The toll was not only economic but physical. While life-expectancies of middle and upper income men and women rose sharply, life-expectancies of lower-income women fell and of lower-income men barely increased because of drug use, depression, and other self-destructive personal behaviors An upheaval in social norms and values accompanied these market-place developments. The contraceptive revolution weakened the link of sex to marriage. Cohabitation, once known as ‘living in sin,’ became a normal precursor or alternative to marriage—the ‘first union’ for 70 percent of women with less-than-college education. Women increasingly came to bear children as single mothers and to do so without shame, or with much less of it than in the past. Homosexuality, formerly regarded as abnormal at best and criminal at worst, emerged from the shadows to become generally, if not universally, accepted. Whites males, once economically, culturally, and politically dominant, saw one area of ascendancy after another slipping from their control, as women achieved economic and sexual independence and as people with skins darker than theirs emerged from the social and economic shadows. Demographers heralded the imminent emergence of a majority-minority nation. The idea of white ascendancy, if not superiority, morphed from accepted truth into anachronistic myth. These three forces—bald failures of leadership, changes in the relative standing of races and sexes, and upheavals in accepted values—explain the moods within each political party. The weights attached to each of these forces varies across the political spectrum. Bernie Sanders cites growing economic inequality, favoritism toward the rich, and past foreign policy blunders. Donald Trump exploits resentment, particularly that of white males with little education, with scattershot attacks on virtually every other group he can find and indicts leaders for what he sees as current as well as past foreign policy mistakes. Ted Cruz, unabashedly asks voters in a nation founded on religious tolerance to allow immigration only of Christians-at least for now. The electorate will choose a new president and new legislators a few months hence. That election will determine who is president and who serves in the House and Senate. But it will not remove the forces that have caused so many to scorn leaders they once trusted. The center may hold once again. But if it does, it will do so tenuously, and it will be on probation. can To help low-income American households, we have to close the "work gap" By webfeeds.brookings.edu Published On :: Tue, 31 May 2016 11:00:00 -0400 When Franklin Roosevelt delivered his second inaugural address on January 20, 1936 he lamented the “one-third of a nation ill-housed, ill-clad, ill-nourished.” He challenged Americans to measure their collective progress not by “whether we add more to the abundance of those who have much; [but rather] whether we provide enough for those who have too little.” In our new paper, One third of a nation: Strategies for helping working families, we ask a simple question: How are we doing? In brief, we find that: The gulf in labor market income between the haves and have-nots remains wide. The median income of households in the bottom third in 2014 was $24,000, just a little more than a quarter of the median of $90,000 for the top two-thirds. The bottom-third households are disproportionately made up of minority adults, adults with limited educational attainment, and single parents. The most important reason for the low incomes of the bottom third is a “work gap”: the fact that many are not employed at all, or work limited hours. The work gap The decline in labor force participation rates has been widely documented, but the growing gulf in the work gap between the bottom third and the rest of the population is truly striking: While the share of men who are employed in the top two-thirds has been quite stable since 1980, lower-income men’s work rates have declined by 11 percentage points. What about women? Middle- and upper-income women have increased their work rates by 13 percentage points. This has helped maintain or even increase their family’s income. But employment rates among lower-income women have been flat, despite reforms of the welfare system and safety net designed to encourage work. Why the lack of paid work for the bottom third? Many on the left point to problems like low pay and lack of access to affordable childcare, and so favor a higher minimum wage and more subsidies for daycare. For many conservatives, the problem is rooted in family breakdown and a dependency-inducing safety net. They therefore champion proposals like marriage promotion programs and strict work requirements for public benefits. Most agree about the importance of education. We model the impact of a range of such proposals, using data from the Census Bureau, specifically: higher graduation rates from high school, a tighter labor market, a higher minimum wage, and “virtual” marriages between single mothers and unattached men. In isolation, each has only modest effects. In our model, the only significant boost to income comes from employment, and in particular from assuming that all bottom-third household heads work full time: Time to debate some more radical solutions It may be that the standard solutions to the problems of the bottom third, while helpful, are no longer sufficient. A debate about whether to make safety net programs such as Food Stamps and housing assistance conditional on work or training is underway. So are other solutions such as subsidized jobs (created by some states during the Great Recession as a natural complement to a work-conditioned safety net), more work sharing (used in Germany during the recession), or even a universal basic income (being considered by Swiss voters in June). Recent efforts by the United States to reform immigration policy, re-establish diplomatic relations with Cuba, and reform our approach to drug policies at home and abroad have generated greater optimism about the future of inter-American relations. This Summit provides an opportunity to spark greater collaboration on development, social inclusion, democracy, education, and energy security. However, this Summit of the Americas is also convening at a time when the hemisphere is characterized by competing visions for economic development, democracy and human rights, and regional cooperation through various institutions such as the Organization of American States, the Union of South American Nations, and the Community of Latin American and Caribbean States. can Unilever and British American Tobacco invest: A new realism in Cuba By webfeeds.brookings.edu Published On :: Thu, 14 Jan 2016 00:00:00 -0500 The global consumer products company Unilever Plc announced on Monday a $35 million investment in Cuba’s Special Development Zone at Mariel. Late last year, Brascuba, a joint venture with a Brazilian firm, Souza Cruz, owned by the mega-conglomerate British American Tobacco (BAT), confirmed it would built a $120 million facility in the same location. So far, these are the two biggest investments in the much-trumpeted Cuban effort to attract foreign investment, outside of traditional tourism. Yet, neither investment is really new. Unilever had been operating in Cuba since the mid-1990s, only to exit a few years ago in a contract dispute with the Cuban authorities. Brascuba will be moving its operations from an existing factory to the ZED Mariel site. What is new is the willingness of Cuban authorities to accede to the corporate requirements of foreign investors. Finally, the Cubans appear to grasp that Cuba is a price-taker, and that it must fit into the global strategies of their international business partners. Certainly, Cuban negotiators can strike smart deals, but they cannot dictate the over-arching rules of the game. Cuba still has a long way to go before it reaches the officially proclaimed goal of $2.5 billion in foreign investment inflows per year. Total approvals last year for ZED Mariel reached only some $200 million, and this year are officially projected to reach about $400 million. For many potential investors, the business climate remains too uncertain, and the project approval process too opaque and cumbersome. But the Brascuba and Unilever projects are definitely movements in the right direction. In 2012, the 15-year old Unilever joint-venture contract came up for renegotiation. No longer satisfied with the 50/50 partnership, Cuba sought a controlling 51 percent. Cuba also wanted the JV to export at least 20% of its output. But Unilever feared that granting its Cuban partner 51% would yield too much management control and could jeopardize brand quality. Unilever also balked at exporting products made in Cuba, where product costs were as much as one-third higher than in bigger Unilever plants in other Latin American countries. The 2012 collapse of the Unilever contract renewal negotiations adversely affected investor perceptions of the business climate. If the Cuban government could not sustain a good working relationship with Unilever—a highly regarded, marquée multinational corporation with a global footprint—what international investor (at least one operating in the domestic consumer goods markets) could be confident of its ability to sustain a profitable long-term operation in Cuba? In the design of the new joint venture, Cuba has allowed Unilever a majority 60% stake. Furthermore, in the old joint venture, Unilever executives complained that low salaries, as set by the government, contributed to low labor productivity. In ZED Mariel, worker salaries will be significantly higher: firms like Unilever will continue to pay the same wages to the government employment entity, but the entity’s tax will be significantly smaller, leaving a higher take-home pay for the workers. Hiring and firing will remain the domain of the official entity, however, not the joint venture. Unilever is also looking forward to currency unification, widely anticipated for 2016. Previously, Unilever had enjoyed comfortable market shares in the hard-currency Cuban convertible currency (CUC) market, but had been largely excluded from the national currency markets, which state-owned firms had reserved for themselves. With currency unification, Unilever will be able to compete head-to-head with state-owned enterprises in a single national market. Similarly, Brascuba will benefit from the new wage regime at Mariel and, as a consumer products firm, from currency unification. At its old location, Brascuba considered motivating and retaining talent to be among the firm’s key challenges; the higher wages in ZED Mariel will help to attract and retain high-quality labor. Brascuba believes this is a good time for expansion. Better-paid workers at Mariel will be well motivated, and the expansion of the private sector is putting more money into consumer pockets. The joint venture will close its old facility in downtown Havana, in favor of the new facility at Mariel, sharply expanding production for both the domestic and international markets (primarily, Brazil). A further incentive for investment today is the prospect of the lifting of U.S. economic sanctions, even if the precise timing is impossible to predict. Brascuba estimated that U.S. economic sanctions have raised its costs of doing business by some 20%. Inputs such as cigarette filters, manufacturing equipment and spare parts, and infrastructure such as information technology, must be sourced from more distant and often less cost-efficient sources. Another sign of enhanced Cuban flexibility: neither investment is in a high technology sector, the loudly touted goal of ZED Mariel. A manufacturer of personal hygiene and home care product lines, Unilever will churn out toothpaste and soap, among other items. Brascuba will produce cigarettes. Cuban authorities now seem to accept that basic consumer products remain the bread-and-butter of any modern economy. An added benefit: international visitors will find a more ready supply of shampoo! The Unilever and Brascuba renewals suggest a new realism in the Cuban camp. At ZED Mariel, Cuba is allowing their foreign partners to exert management control, to hire a higher-paid, better motivated workforce, and it is anticipated, to compete in a single currency market. And thanks to the forward-looking diplomacy of Raúl Castro and Barack Obama, international investors are also looking forward to the eventual lifting of U.S. economic sanctions. can Can the International Criminal Court and the African Union Repair Relations? Relations between the two were once solid with strong support from AU member countries. The ICC has had support from African countries because of the court’s ability to prevent Rwandan genocide-type atrocities and ease power differentials between small and large African nations in international trial situations. Brookings nonresident scholar, John Mukum Mbaku, discusses the rising tensions between the ICC and African countries in his contribution to Foresight Africa, a collection of short briefs on the top challenges and opportunities for Africa in 2014. Read the related paper » According to John Mbaku, some African countries see the ICC as quite problematic because of the perceived bias that the court brings mostly African criminal cases to trial. Other countries feel their sovereignty is threatened by the court. The African Union has gone so far as to ask member countries not to comply or cooperate with the ICC and has attempted (unsuccessfully) to withdraw from The Hague. A major trigger for these the recent issues with the ICC and African countries was the election of Uhuru Kenyatta as president of Kenya. Kenyatta was indicted by the ICC for crimes against humanity and for allegedly inciting ethnic violence following the highly disputed 2007 elections in Kenya. John argues that repairing the ties between African countries and the ICC will be difficult, but might be possible through reforms to the ICC process and commitment to stronger judicial systems in African nations. can The African Union: Which way forward? By webfeeds.brookings.edu Published On :: Thu, 11 Feb 2016 13:13:00 -0500 The 26th Ordinary Session of the African Union (AU) Executive Council has just concluded in Addis Ababa, Ethiopia, under the theme, “2016: African Year of Human Rights with a particular focus on the Rights of Women.” Addressing the delegates, who included some of the continent’s most important political leaders and a collection of distinguished foreign dignitaries, the chair of the AU Commission, Dr. Nkosazana Dlamini Zuma, reminded delegates of the organization’s vision as embodied in Agenda 2063. This pledge, a blueprint for the social, political, and economic transformation of the continent, emphasizes a bottom-up, inclusive, participatory, and people-driven approach to development. As envisioned by the agenda’s architects, Africa’s diverse peoples should spearhead the continent’s transformation and direct its development. Dr. Zuma also made note of 2016’s theme, which is the protection of human rights, with particular emphasis on the rights of women. Since it became operational, the AU has faced many challenges, some of them linked to problems that have plagued the continent for many decades (e.g., chronic poverty; political instability and violent mobilization by various subcultures; corruption and other forms of impunity) and others (e.g., terrorism and violent extremism) that have come to the fore since the turn of the century. At the recent Addis Ababa meeting, the AU leadership spoke specifically of “Agenda 2063: The Africa We Want,” which is heralded as a new development strategy that will enhance the ability of Africans to use their resource endowments fully and effectively for their own development. Although this 50-year initiative has many objectives, the overall aim is to encourage Africans to own their problems, take control of their resolution, and build, by themselves, a prosperous continent “based on inclusive growth and sustainable development.” [1] The AU’s 26th Ordinary Session gives us a chance to reflect on the continental organization’s recent performance and examine how much further it needs to go. The challenges that the AU faces can be classed into two categories—those that require immediate attention and those whose resolutions can be undertaken through a long-term process. Although cooperation of the international community is critical for the effective resolution of many of the problems and challenges that Africa currently faces, it is important to reiterate the fact that full and effective resolution lies with the African countries themselves. The AU must not be timid but rather act boldly and aggressively, especially in situations of gross violations of human rights and where people are being massacred and others pushed into forced exile (e.g., Burundi, Darfur, Somalia) and provide the leadership needed to prevent genocide and minimize further deterioration in political and economic conditions in many communities throughout the continent. Issues requiring urgent and immediate attention from the AU and other continental actors Coordinating the fight against terrorism and violent extremism: Terrorism and rising violent extremism are major obstacles to peace efforts, national integration, nation building, and the effective management of diversity throughout the continent. From the destruction of economic infrastructures and the massacre of university students in Kenya by al-Shabab; the slaughter of villagers and the kidnapping of school girls in northeastern Nigeria by Boko Haram; the indiscriminate killing of people at hotels in Mali and Burkina Faso; and the downing of an airliner in Egypt, terrorism and violent extremism continue to constrain the ability of Africans to live together peacefully and create the wealth that they need to fight poverty and improve their living conditions. These affiliated and unaffiliated extremist groups—which also include the Lord’s Resistance Army, al-Qaida in the Islamic Maghreb, the Islamic State, and others—are just a few of the entities that threaten to derail Africa’s transition to good governance and inclusive development, respect for human rights, and peaceful coexistence. Fighting terrorism in the continent requires a coordinated effort at both the regional and national levels. The AU, through the Algiers Convention of 1999, has created a comprehensive counterterrorism strategy for the continent. Unfortunately, the atrocities listed above show that the AU’s counterterrorism framework does not seem to be working and is not being implemented timely and effectively at the level of individual countries. In fact, in addition to the years-long delay of the Algiers Protocol coming into force, less than a third of the African countries have ratified the convention. In addition, only a few African countries have enacted national legislation and restructured their legal and judicial systems to deal with terrorism. The AU must take bold steps to make sure that the necessary steps are taken at the national level to implement policies that significantly enhance the fighting of terrorism at the continental level (e.g., processes for information sharing and consultation; harmonization of immigration policies, etc.). Of course, the AU must also make certain that national leaders do not use anti-terrorism laws to oppress and exploit innocent citizens. It is important to note that only inclusive economic growth and development and the establishment, within each African country, of governance systems that guarantee the rule of law, including respect for human rights, can deal fully with terrorism and other types of violent and destructive mobilization. Analysts argue, however, that fighting terrorism effectively is a long-term effort. It is important to note that only inclusive economic growth and development and the establishment, within each African country, of governance systems that guarantee the rule of law, including respect for human rights, can deal fully with terrorism and other types of violent and destructive mobilization. African countries must fully address those issues (e.g., extreme poverty; severe inequality in access to opportunities for self-actualization, as well as in the distribution of income and wealth; and religious and ethnic persecution) that enhance radicalization and render joining extremist groups an attractive option for many of the continent’s youth. Pressing South Sudanese leaders for peace: South Sudan gained independence on July 9, 2011 and was immediately faced with a multiplicity of problems. In addition to the fact that the new government lacked the capacity to deliver necessary public goods and services to all citizens, as well as the fact that the country faced significantly high levels of venality in the public sector, it was not able to manage diversity effectively. By the summer of 2013, the country had plunged into a major political crisis, which eventually deteriorated into civil war as President Salva Kiir fought forces loyal to his former vice president, Riek Machar, to remain the country’s chief executive. The struggle soon took on ethnic dimensions since Kiir gets significant support from the Dinkas, and Machar gets support from ethnic Nuer. Both parties signed a peace agreement in 2015 but have failed to meet a January 22, 2016 to form a Transitional Government of National Unity. It is important that South Sudan’s leaders place the interests and welfare of the people above their own and form an inclusive government, which can create the conditions necessary for effective state reconstruction. The AU should hold the country’s leaders accountable for meeting the commitments that they made in the peace agreement. Significant pressure must be put on these leaders by the international community, including especially the Intergovernmental Authority on Development (IGAD), to act responsibly and form an inclusive government that would move the country forward in a peaceful and productive manner. Ending the crisis in Burundi: President Pierre Nkurunziza’s decision to defy the constitution and seek a third term in office unleashed violent and destructive mobilizations that have killed more than 400 people and created a major humanitarian crisis in the region. The United Nations says that since April 2015, as many as 240,000 people have fled the country into exile. Are we about to see a repeat of the past—that is, the manipulation of ethnicity by political demagogues that eventually produced a brutal civil war that killed as many as 300,000 people? Some analysts believe that without a quick stop to what the locals simply call “La Crise,” the country is on the verge of being visited by the ghosts of its violent past. The AU, which had planned to send 5,000 peacekeepers to secure the peace and help restore stability, has abandoned that initiative in view of fierce opposition from Nkurunziza. Even a visit from the U.N. Security Council was not enough to convince Nkurunziza to either allow the AU force to enter Burundi or for the government to engage in dialogue with opposition parties without preconditions. After their recent visit to Burundi, members of the U.N. Security Council “stressed the urgency of addressing the situation” in the country “before it deteriorates further and possibly takes on ethnic dimensions, despite the position of the government of Burundi that the situation is not of such concern.” But can the AU deploy peacekeepers without Burundi’s approval? Article 4(h) of the Constitutive Act of the African Union grants the AU the right to intervene in any member country “pursuant to a decision of the Assembly in respect of grave circumstances, namely: war crimes, genocide and crimes against humanity.” However, a top diplomat at the AU has been quoted as saying that unilateral deployment would be an “unimaginable” act. In addition, it is ironic that at the same time the AU was opting not to act forcefully to secure the peace in Burundi and avert what could be another genocide, the incoming chairman of the AU (President Deby of Chad) was declaring that “[t]hrough diplomacy or by force...we must put an end to these tragedies of our time. We cannot make progress and talk of development if part of our body is sick. We should be the main actors in the search for solution to Africa’s crises.” The AU and the Libyan crisis: The events of the Arab Spring represented a new modality of regime change that the AU had never before encountered. When military forces of the National Transitional Council (NTC) captured Tripoli on August 22, 2011 and drove away then Libyan President Muammar Qaddafi’s forces, members of the NATO-led military alliance that had been providing “aerial bombardment support to the NTC” immediately proceeded to pressure the African Union to recognize the NTC as the only legitimate government of Libya. Nevertheless, when the democratic uprising morphed into a de facto civil war, the AU’s response was a roadmap, which was informed by the organization’s long-established approach to dealing with intra-state conflicts, which called for a ceasefire and negotiations for an inclusive interim government. The NTC, however, rejected the roadmap, arguing that it did not make allowance for Qaddafi’s immediate departure. The position taken by the NTC was significantly enhanced by the support that it was receiving from the NATO countries, the Arab League, the United Nations, and several African countries. Although it denounced what it believed was an illegal regime change in Libya orchestrated by NATO powers supposedly to protect Libyan civilians, the AU went ahead, although reluctantly, and recognized the NTC as Libya’s legitimate government and granted the NTC the right to represent the country in the AU. Some analysts have examined the AU’s failed efforts to mediate the peace in Libya’s political crisis and have argued that "the most important reason for this failure was the decision by France, the United Kingdom, and the United States to “undermine and sideline the AU.” Other reasons for the failure of the AU’s roadmap are said to include the inability of the AU to garner coherent support among African countries for its position on Libya and the fact that the AU never really gained the confidence of either the Qaddafi regime or the NTC. Although Qaddafi’s regime was recognized as both oppressive and repressive towards the country’s citizens, the AU did not approve the decision by the NTC to transform a democratic uprising into a civil war. The AU became even more adamant about its non-violent approach to the Libyan crisis after the NATO countries effectively became agents of forceful regime change in Libya. However, some observers have argued that the AU’s emphasis on the fact that the regime change was unconstitutional must be weighed against the fact that the Qaddafi regime was not only unconcerned about democratic governance but promoted basic laws that were designed to perpetuate and entrench Qaddafi’s hold on power. To retain its relevance, the AU must provide the leadership to fully and timely resolve various continental problems, such as democratic and popular uprisings, terrorism and violent extremism, armed conflicts, and of course, the necessary political and economic transformations to enhance inclusive growth and development and participatory governance. It has been argued that the recognition of the NTC by the AU was inconsistent with the organization’s legal positions [2] regarding the illegal/unconstitutional changes of regime on the continent. But, what can be learned from the AU’s handling of the Libyan crisis? While the AU is quite clear about its opposition to unconstitutional regime changes on the continent, it is important for the organization to put in place clear and specific mechanisms to deal with popular uprisings such as those that occurred in North Africa, including Libya. As much as resolving armed conflicts is important, the AU needs to actively engage in other transformative activities on the continent, including especially, those activities that fundamentally transform the critical domains (i.e., the political, administrative, and judicial foundations of the state) and provide institutional arrangements that foster inclusive economic growth, peaceful coexistence of each country’s various subcultures, and enhance participatory and inclusive governance. Perhaps, had the AU developed such a specific mechanism for dealing with popular uprisings, it would have been able to more effectively confront the present uprising in Burundi. To retain its relevance, the AU must provide the leadership to fully and timely resolve various continental problems, such as democratic and popular uprisings, terrorism and violent extremism, armed conflicts, and of course, the necessary political and economic transformations to enhance inclusive growth and development and participatory governance. African countries must not and should not continue to rely on intervention by external actors (e.g., the EU, the U.N., the ICC, and the United States) to help them resolve domestic problems. Long-term challenges Support good governance: While it is quite clear that countries such as Somalia, the Central African Republic, and South Sudan are in urgent need of institutional reforms to guarantee the rule of law, enhance the protection of human rights, and advance inclusive economic growth, it is important to note that even countries that appear peaceful are still suffering from governance systems that are pervaded by corruption, rent seeking, the lack of government accountability, and impunity. One long-term goal for the African Union should be to galvanize grassroots support throughout the continent for institutional reforms to produce (1) constitutions that cannot be easily manipulated by political elites (as occurred in Burundi and Burkina Faso) to prolong their stay in power; and (2) governing processes that are undergirded by some form of separation of powers, with checks and balances—at the minimum, judicial independence must be safeguarded and the legislative branch granted enough independence so that it can effectively check on what have been, in many African countries during the last several decades, imperial presidencies with virtually no check on the exercise of government power. Create institutions for improving the livelihood of the average citizen: Institutional arrangements that provide citizens with the wherewithal to resolve conflicts peacefully, organize their private lives and engage in those activities (e.g., start and operate a business for profit; practice their chosen religion; get married and raise a family—that is, engage freely in self-actualizing activities) that enhance their ability to maximize their values and protect themselves from abuse by state- and non-state actors, as well as participate fully and effectively in governance, including being able to hold their governors accountable for their actions. Strengthen the African Court of Justice and Human Rights: The court needs the authority to actually serve as an effective legal instrument for the protection of human rights in all countries in the continent, including dealing with crimes that are currently being referred to the International Criminal Court in The Hague. Facilitate economic integration: Currently, many African countries have economies that are relatively small and not very viable and hence, are not capable of engaging in production processes that can effectively utilize and benefit from technological economies of scale. Integration can significantly increase the size of these economies and enhance their ability to produce goods that are competitive globally in both price and quality. In fact, integration at the regional level, especially if supported by the AU, for example, can help small countries more effectively construct and maintain infrastructures such as roads and bridges, universities and research centers, and other projects that require large initial investments but are characterized by significant scale economies. Transform the AU from observer to actor: During the last several years, as the continent has been devastated and ravaged by terrorist attacks, the AU has remained essentially an observer. When it comes to the fight against terrorism, the AU should make the plight of the victims of these insidious crimes—not state claims of sovereignty and independence—the main basis for its decisions. The AU, of course, must work with national governments and regional organizations (e.g., ECOWAS in West Africa) but must not allow these local groups to constrain its ability to intervene when doing so would save lives or prevent situations that could deteriorate into mass pogroms. Thus, the AU should act purposefully and forcefully to develop an effective anti-terrorism framework that can deal effectively with terrorism and help member states target and address those issues that enhance extremism. The current one just doesn’t cut it. Address poverty and inequality: Extreme poverty and unequal access to opportunities for self-actualization remain serious challenges for virtually all African countries. Already, in its Agenda 2063, the AU has promised to address these issues and enhance what it calls “inclusive economic growth and sustainable development.” [3] These issues, of course, are interrelated and tied to many of the recommendations listed above. For example, without peace, it is not likely that any African country will be able to engage in the types of entrepreneurial activities that enhance inclusive growth and development. Hence, it is important for the AU to promote the rule of law and thus create the enabling environment for the emergence of the entrepreneurial communities that offer all citizens the opportunities for self-actualization. Respond effectively to pandemics: As evidenced by the response to the Ebola pandemic that devastated Liberia, Guinea, and Sierra Leone beginning in March 2014, few African countries have health care systems that can effectively and fully respond to pandemics. In addition, there is no continent-wide framework that can timely deal with such health threats and effectively prevent them from becoming pandemics. The AU must take the lead in helping develop a continent-wide response framework to future health threats. Ensure the equitable allocation of and access to water: The continuing struggle between Egypt and Sudan, on the one hand, and Ethiopia and the other upstream riparian states, on the other hand, over access to the waters of the Nile River, has reminded us of the need for African countries to develop effective legal frameworks for the equitable allocation of existing water resources. With increased demand for water for household use and for irrigated farming—due to rapid population increases, urbanization, and the effects of global warming—it has become evident that African countries must develop and adopt effective legal frameworks to govern the allocation of water resources, as well as deal with other water-related issues such as ecosystem degradation, conservation, and water treatment and reclamation. The AU can provide the mechanisms for regional discourses on water management and enhance the ability of member countries to develop and adopt effective systems to manage international watercourses. The way forward for the AU The African Union is in a position to provide the leadership for Africa to develop into a much more effective competitor in the global economy and a full participant in global governance. To do so, the AU must move aggressively to deal with some pressing issues in order to secure peace and security in several countries and avert descend into anarchy and genocide. In the long-run, the AU should help its member countries develop and adopt institutional arrangements and governing processes that guarantee the rule of law, enhance the protection of human rights (including especially those of women and other vulnerable groups), and promote inclusive growth and development. The timid and extremely cautious approach that the AU is taking with respect to the crisis in Burundi is almost tantamount to a dereliction of duties. The AU leadership must not allow claims of sovereignty and independence made by the governments of member states to inform, and perhaps, cloud its decisions. Emphasis should be placed on the plight of the people who are being exploited, displaced and forced into homelessness and/or exile, maimed, and killed by the violence in these countries. Given the fierce battle for the chairperson position in 2012; and as the AU has increasingly been called upon to assume more responsibility for various issues that affect the continent—from the Ebola pandemic that ravaged West Africa in 2013-14 to civil wars in several countries, including Libya, Central African Republic, and South Sudan, both the AU Commission and its leadership have become very important and extremely prestigious actors. The upcoming elections are not symbolic: They are about choosing trusted and competent leaders to guide the continent in good times and bad. Structure of the African Union The African Union (AU) [1] came into being on July 9, 2002 and was established to replace the Organization of African Unity (OAU). The AU’s highest decisionmaking body is the Assembly of the African Union, which consists of all the heads of state and government of the member states of the AU. The chairperson of the assembly is the ceremonial head of the AU and is elected by the Assembly of Heads of State to serve a one-year term. This assembly is currently chaired by President Idriss Déby of Chad. The AU’s secretariat is called the African Union Commission [2] and is based in Addis Ababa. The chairperson of the AU Commission is the chief executive officer, the AU’s legal representative, and the accounting officer of the commission. The chairperson is directly responsible to the AU’s Executive Council. The current chairperson of the AU Commission is Dr. Nkosazana Dlamini Zuma of South Africa and is assisted by a deputy chairperson, who currently is Erastus Mwencha of Kenya. The likely nominees for chairperson Dr. Zuma has decided not to seek a second term in office and, hence, this position is open for contest. The position of deputy chairperson will also become vacant, since Mwencha is not eligible to serve in the new commission. Notably, the position of chairperson of the AU Commission does not only bring prestige and continental recognition to the person that is elected to serve but also to the country and region from which that person hails. Already, the Southern African Development Community (SADC), Dr. Zuma’s region, is arguing that it is entitled to another term since she has decided not to stand for a second. Other regions, such as eastern and central Africa, have already identified their nominees. It is also rumored that some regions have already initiated diplomatic efforts to gather votes for their preferred candidates. In April 2016, SADC chose Botswana’s minister of foreign affairs, Dr. Pelonomi Venson-Moitoi, as its preferred candidate. Nevertheless, experts believe that even if South Africa flexes its muscles to support Venson-Moitoi’s candidacy (which it is most likely to do), it is not likely to succeed this time because Botswana has not always supported the AU on critical issues, such as the International Criminal Court, and hence, does not have the goodwill necessary to garner the support for its candidate among the various heads of state. Venson-Moitoi is expected to face two other candidates—Dr. Specioza Naigaga Wandira Kazibwe of Uganda (representing east Africa) and Agapito Mba Mokuy of Equatorial Guinea (representing central Africa). Although Mokuy is relatively unknown, his candidacy could be buoyed by the argument that a Spanish-speaking national has never held the chairperson position, as well as the fact that, despite its relatively small size, Equatorial Guinea—and its president, Teodoro Obiang Nguema—has given significant assistance to the AU over the years. Obiang Nguema’s many financial and in-kind contributions to the AU could endear his country and its candidate to the other members of the AU. In fact, during his long tenure as president of Equatorial Guinea, Obiang Nguema has shown significant interest in the AU, has attended all assemblies, and has made major contributions to the organization. In addition to the fact that Equatorial Guinea hosted AU summits in 2011 and 2014, Obiang Nguema served as AU chairperson in 2011. Thus, a Mokuy candidacy for the chairperson of the AU Commission could find favor among those who believe it would give voice to small and often marginalized countries, as well as members of the continent’s Spanish-speaking community. Finally, the opinion held by South Africa, one of the continent’s most important and influential countries, on several issues (from the political situation in Burundi to the International Criminal Court and its relations with Africa) appears closer to that of Equatorial Guinea’s than Botswana’s. Of course, both Venson-Moitoi and Kazibwe are seasoned civil servants with international and administrative experience and have the potential to function as an effective chairperson. However, the need to give voice within the AU to the continent’s historically marginalized regions could push Mokuy’s candidacy to the top. Nevertheless, supporters of a Mokuy candidacy may be worried that accusations of corruption and repression labeled on Equatorial Guinea by the international community could negatively affect how their candidate is perceived by voters. Also important to voters is their relationship with former colonial powers. In fact, during the last election, one argument that helped defeat then-Chairperson Jean Ping was that both he and his (Gabonese) government were too pro-France. This issue may not be a factor in the 2016 elections, though: Equatorial Guinea, Uganda, and Botswana are not considered to be extremely close to their former colonizers. Finally, gender and regional representation should be important considerations for the voters who will be called upon to choose a chairperson for the AU Commission. Both Venson-Moitoi and Kazibwe are women, and the election of either of them would continue to support diversity within African leadership. Then again, Mr. Mokuy’s election would enhance regional and small-state representation. The fight to be commissioner of peace and security Also open for contest are the portfolios of Peace and Security, Political Affairs, Infrastructure and Energy, Rural Economy and Agriculture, Human Resources, and Science and Technology. Many countries are vying for these positions on the commission in an effort to ensure that their status within the AU is not marginalized. For example, Nigeria and Algeria, both of which are major regional leaders, are competing to capture the position of commissioner of Peace and Security. Algeria is keen to keep this position: It has held this post over the last decade, and, if it loses this position, it would not have any representation on the next commission—significantly diminishing the country’s influence in the AU. Nigeria’s decision to contest the position of commissioner of Peace and Security is based on the decision by the administration of President Muhammadu Buhari to give up the leadership of Political Affairs. Historically, Nigeria has been unwilling to compete openly against regional powers for leadership positions in the continent’s peace and security area. Buhari’s decision to contest the portfolio of Peace and Security is very risky, since a loss to Algeria and the other contesting countries will leave Nigeria without a position on the commission and would be quite humiliating to the president and his administration. Struggling to maintain a regional, gender, and background balance Since the AU came into being in 2002, there has been an unwritten rule that regional powers (e.g., Algeria, Kenya, Nigeria, South Africa) should not lead or occupy key positions in the AU’s major institutions. Thus, when Dr. Zuma was elected in 2012, South Africa was severely criticized, especially by some smaller African countries, for breaking that rule. The hope, especially of the non-regional leaders, is that the 2016 election will represent a return to the status quo ante since most of the candidates for the chairperson position hail from small- and medium-sized countries. While professional skills and international experience are critical for an individual to serve on the commission, the AU is quite concerned about the geographical distribution of leadership positions, as well as the representation of women on the commission, as noted above. In fact, the commission’s statutes mandate that each region present two candidates (one female and the other male) for every portfolio. Article 6(3) of the commission’s statutes states that “[a]t least one Commissioner from each region shall be a woman.” Unfortunately, women currently make up only a very small proportion of those contesting positions in the next commission. Thus, participants must keep in mind the need to create a commission that reflects the continent’s diversity, especially in terms of gender and geography. Individuals that have served in government and/or worked for an international organization dominate leadership positions in the commission. Unfortunately, individuals representing civil society organizations are poorly represented on the nominee lists; unsurprisingly, given the fact that the selection process is controlled by civil servants from states and regional organizations. Although this approach to the staffing of the commission guarantees the selection of skilled and experienced administrators, it could burden the commission with the types of bureaucratic problems that are common throughout the civil services of the African countries, notably, rigidity, tunnel vision, and the inability, or unwillingness to undertake bold and progressive initiatives. No matter who wins, the African Union faces an uphill battle The AU currently faces many challenges, some of which require urgent and immediate action and others, which can only be resolved through long-term planning. For example, the fight against terrorism and violent extremism, and securing the peace in South Sudan, Burundi, Libya, and other states and regions consumed by violent ethno-cultural conflict require urgent and immediate action from the AU. Issues requiring long-term planning by the AU include helping African countries improve their governance systems, strengthening the African Court of Justice and Human Rights, facilitating economic integration, effectively addressing issues of extreme poverty and inequality in the distribution of income and wealth, responding effectively and fully to pandemics, and working towards the equitable allocation of water, especially in urban areas. Finally, there is the AU’s dependence on foreign aid for its financing. When Dr. Dlamini Zuma took over as chairperson of the AU Commission in 2012, she was quite surprised by the extent to which the AU depends on budget subventions from international donors and feared that such dependence could interfere with the organization’s operations. The AU budget for 2016 is $416,867,326, of which $169,833,340 (40 percent) is assessed on Member States and $247,033,986 (59 percent) is to be secured from international partners. The main foreign donors are the United States, Canada, China, and the European Union. Within Africa, South Africa, Angola, Nigeria, and Algeria are the best paying rich countries. Other relatively rich countries, Egypt, Libya, Sudan, and Cameroon, are struggling to pay. Libya’s civil war and its inability to form a permanent government is interfering with its ability to meet its financial obligations, even to its citizens. Nevertheless, it is hoped that South Africa, Nigeria, Angola, Egypt, and Libya, the continent’s richest countries, are expected to eventually meet as much as 60% of the AU’s budget and help reduce the organization’s continued dependence on international donors. While these major continental and international donors are not expected to have significant influence on the elections for leadership positions on the AU Commission, they are likely to remain a determining factor on the types of programs that the AU can undertake. Dealing fully and effectively with the multifarious issues that plague the continent requires AU Commission leadership that is not only well-educated and skilled, but that has the foresight to help the continent develop into an effective competitor in the global market and a full participant in international affairs. In addition to helping the continent secure the peace and provide the enabling environment for economic growth and the creation of wealth, this crop of leaders should provide the continent with the leadership necessary to help states develop and adopt institutional arrangements and governing systems that guarantee the rule of law, promote the protection of human rights, and advance inclusive economic growth and development. One of the most important functions that the delegates were expected to perform was to elect the chairperson of the AU Commission to replace the present chairperson, South Africa’s Dr. Nkosazana Dlamini Zuma, who had indicated that she would not seek re-election. Three candidates were standing for the position of chairperson of the AU Commission. These were Dr. Pelonomi Venson-Moitoi, foreign minister of Botswana, Dr. Specioza Waigaga Wandira Kazibwe, former vice president of Uganda, and Mr. Agapito Mba Mokuy, foreign minister of Equatorial Guinea. There was great expectation that the election of any one of these three candidates would significantly advance gender and regional balance, with respect to key leadership positions in continental institutions. Hence, the election of either one of the two female candidates would have been welcomed by supporters of gender balance. However, if the delegates had opted for Mr. Mokuy, such a choice would have been welcomed by the Spanish-speaking community, as well as the continent’s smaller and historically marginalized states. Given the fact that the outgoing chairperson of the AU Commission, Dr. Zuma, is a woman, the hope within the central African community was that Mr. Mokuy would emerge victorious and represent the region, as well as serve as a sign of hope for the heretofore marginalized regions. No clear winner among the three candidates leads to stalemate Reports from Kigali are that the election for the chairperson has been postponed until January 2017. It is reported that the AU took that decision based on the fact that none of the three candidates had secured the two-thirds majority of votes needed to win. During the election’s first round, Dr. Venson-Moitoi received 16 votes, Mr. Mokuy received 12 votes, and Dr. Kazibwe received 11 votes. Those who abstained from voting claimed that the candidates were not qualified to lead the commission. After receiving the least votes in the first round, Dr. Kazibwe withdrew from the competition. That left Dr. Venson-Moitoi and Mr. Mokuy to compete for the position. Although Dr. Venson-Moitoi garnered 23 votes in the next round, that number was less than the 36 votes to constitute the two-thirds majority needed to emerge victorious. Part of the reason for this quagmire, as the news from Kigali is indicating, is that as many as 15 heads of state abstained from voting in the first round of the competition and that in the second round, 20 acted similarly. These many abstentions derailed the process and made certain that none of the remaining candidates would emerge victorious. While these may be legitimate issues to raise, one wonders why these issues were not raised and fully resolved before the delegates actually assembled in Kigali. Indeed, the AU assembly chair, President Idriss Déby of Chad, cited the boycott as a deciding factor in the failure of any of the three candidates to secure the necessary votes to win. He then announced that the elections had been postponed until January 2017 and that the heads of state had opened up the contest to more candidates—a decision that appears to be a slap in the face of the current candidates. Notably, this appears to support the Economic Community of West African States (ECOWAS) bloc’s pre-election petition that the elections be postponed because, as they argued, none of the candidates was qualified to lead. That petition, however, had been previously denied. The argument for new candidates and postponement: Determining who is qualified President Déby argued, in his post-election proclamation, that the delay would provide candidates and their respective regions with the time to adequately prepare for the elections in January 2017. What appears to be implied by this declaration is that preparations for the failed July elections were inadequate and that with this extra time, the type of behavior exhibited by some representatives during the recently concluded elections would not occur in January. However, unless the AU puts in place rules to prevent such an eventuality, there is no guarantee that January 2017’s elections would not be marred by such last-minute maneuvering again. What is to prevent other blocs from engaging in similar strategic behavior (i.e., boycotting the election) in order to promote their own candidates for the various leadership positions in the commission? Nevertheless, the AU is a continental organization, and no country or region should be allowed to dominate and monopolize leadership positions in its institutions. Those who abstained from voting claimed that the candidates were not qualified to lead the commission. Dr. Kazibwe’s candidacy was questioned on the grounds that she was previously convicted of abusing state funds. Mr. Mokuy was taken to task for his country’s human rights record, while Dr. Venson-Moitoi’s candidacy was questioned because her home country, Botswana, has often taken positions that are contrary to those of many other AU members, notably on the issue of Africa’s relations with the International Criminal Court. While these may be legitimate issues to raise, one wonders why these issues were not raised and fully resolved before the delegates actually assembled in Kigali. Certainly, the AU must have mechanisms to vet individuals who are nominated for leadership positions in its institutions to determine their fit for office. During such a vetting process, groups and individuals within the AU can make known their objections to candidates that they believe are not qualified to perform the jobs for which they are being nominated. Of course, such a vetting process must be governed by rules chosen in an earlier period such as those presented in The Statutes of the Commission of the African Union, which provide information on the minimum qualifications and experience of the commissioners. Hence, any challenge to the qualifications of an individual running to serve on the commission should begin with and be governed by such rules. How the African Union can stay unified Once candidates have been fully vetted and determined to meet the minimum qualifications to stand for the positions for which they have been nominated, no head of state (i.e., elector) should boycott the voting. Of course, it is not surprising that electors would prefer to vote for candidates from either their own countries or region. Nevertheless, the AU is a continental organization, and no country or region should be allowed to dominate and monopolize leadership positions in its institutions. Hence, the AU Commission’s leadership must reflect the continent’s diversity, with specific emphasis on gender and geographic balance. Efforts by heads of state or blocs (e.g., ECOWAS) to engage in last minute strategic maneuvering (e.g., boycotting of elections) in order to secure certain political advantages should be discouraged. Such opportunistic behavior can seriously undermine the AU’s electoral system and place the organization in a very precarious position. In fact, one could argue that the outcome of the July 2016 commission elections in Kigali betray an organization that appears to be adrift and without proper leadership and one that is not willing to follow its own rules. As the AU looks forward, it must make certain that no voting bloc within the organization is allowed to grant itself the power to derail the electoral process. Such opportunism and capriciousness on the part of any group within the AU can prevent the deepening and institutionalization of democratic principles within the organization and effectively hold hostage the interests of the continent to those of a smaller group or region. Thus, the process through which the member states of the African Union choose individuals to serve in and manage their institutions must be competitive and based on democratic principles. The AU should learn a lesson from what happened in Kigali and put legal mechanisms in place to deal fully and effectively with any future efforts by groups, individuals, and factions to engage in any behavior that can frustrate the functioning of the organization and its institutions. Perhaps the failure of the AU to anticipate such behavior is due to its inexperience. Nevertheless, the organization must provide itself with the wherewithal to prevent this type of stalemate. For, come January, another region may, at the last minute, register its dissatisfaction with all candidates and seek to replace them. If the AU is to teach member states the principles of good governance, it must first put its own house in order and lead by example. As the AU looks forward to the January 2017 round of elections, Senegalese politician and diplomat, Abdoulaye Bathily, has already indicated his interest in competing for the position of chairperson of the AU Commission. To avoid the problems that were encountered by the electoral process in Kigali, he, his country, and his region should commence the formal nomination process in order to provide all interested parties with the opportunity to properly vet his candidacy and determine his fit for office. In fact, other candidates who are planning to stand for the elections in January 2017 should also have themselves formally nominated as soon as possible so that the vetting process can be completed and a final list of qualified candidates agreed before the delegates meet in January 2017. If the AU is to teach member states the principles of good governance, it must first put its own house in order and lead by example. It must, for example, make its electoral decisions through a democratic and competitive process. It must be governed by the rule of law in order for it to stand as a beacon of light for the many countries in the continent that are trying to deepen and institutionalize democracy. Unless the AU puts into place mechanisms to deal with the types of behaviors that derailed the commission elections in Kigali in July 2016, it risks descending into a quagmire from which it might not get out uninjured.
