Leaders from the world’s largest economies are gathering in Cannes, France for the second round of G-20 talks this year. The most pressing issue on the agenda is the ongoing sovereign debt crisis that is still looming despite a plan to help stabilize the fiscal free fall in Greece. The call from all quarters is for leaders to hammer out an action plan that spurs global growth, promotes investment and facilitates trade. Nonresident Senior Fellow Colin Bradford says dealing with the eurozone debt crisis presents an opportunity for leaders to make a serious commitment to a serious problem.

OVERVIEW: COMPARATIVE PERSPECTIVE ON THE CANNES G20 SUMMIT

Despite the euro zone crisis, the profile of the G20 was raised in many member-state capitals, and G20 leaders and media did focus on other agenda items and domestic issues.

Reporting from 13 G20 countries reveals that, through the eyes of the national media, the euro crisis “overwhelmed,” “dominated,” “totally sidetracked” or “hijacked” the Cannes G20 Summit on Thursday night through Friday afternoon, November 4-5, 2011. Only Argentina seems to have been captivated by the bilateral meeting between US President Barack Obama and their leader, President Cristina Kirschner, to such a degree that it overshadowed the global preoccupation with the Greek debt crisis and its implications for the euro zone and the global economy. As she did at other G20 summits, Cristina Kirschner found a way to project her own priorities and portray them to the Argentine public through deliberate preparation with her cabinet beforehand and in regional consultations, and this also held true at her appearance at the B20 (G20 business summit) held just before the G20.

Other Issues

G20 leaders and the national media in G20 capitals were, nonetheless, able to focus on several other G20 issues of vital interest to their publics.

Kirschner and other leaders were indeed able to project to the national media in their capitals other issues and priorities, despite the euro crisis capturing public attention around the world. The two most frequently profiled international issues in the G20 capitals surveyed here, were the financial transactions tax proposal and the G20’s work on tax havens that began in London in 2009. Among the other issues discussed was the strong focus on development by Chinese President Hu Jintao and on least-developed countries by South African President Jacob Zuma. The Financial Stability Board (FSB) action on “too big to fail” banks was highlighted by The Washington Post on Saturday morning, as well as by the Canadian media, in part because Canada’s central bank governor, Mark Carney, was named head of the FSB, replacing Mario Draghi. Japanese Prime Minister Yoshihiko Noda was able to keep his country’s media focused on his priorities.

What was also of interest to NPGL country observers was the extent to which some G20 leaders were able to profile their domestic concerns, linking the Cannes G20 deliberations on either Europe or the on-going G20 agenda to jobs and growth at home. Canadian Prime Minister Stephen Harper highlighted the fact that the G20 Action Plan on Growth and Jobs, which was endorsed in Cannes, corresponded exactly to the title of his government’s 2011 budget. Brazilian President Dilma Rouseff highlighted the International Labour Organization’s social initiative on the G20 agenda, likening it to her government’s domestic program of social inclusion.

South Africa’s Jacob Zuma emphasized jobs as crucial to South Africa’s future, which coincided strongly with the Congress of South African Trade Unions labour leader’s meeting with Nicolas Sarkozy in Cannes. U.S. President Barack Obama’s major thrust in Cannes was to support the Europeans’ efforts to resolve the euro crisis themselves as being critical to jobs and growth in the United States against a background of a U.S. job report the same day. In her appearance at the B20 meeting, Cristina Kirschner declared herself against the “anarchic financial capitalism” that had dramatically impacted people in the real economy, not just bankers and banks.
 
Despite the overwhelming force of events in Greece, Italy and global financial markets on the same days that the Cannes summit took place, events which riveted the world’s attention, G20 leaders and the national media in their capitals were, nonetheless, able to focus on several other G20 issues of vital interest to their publics.

The global crisis managed to create a higher profile for the G20 in many G20 capitals.

Our NPGL colleagues from China begin their commentary by saying: “the first thing that should be reported from Beijing is that China’s media have begun to pay more attention to the G20 than in the past.”

From Germany, we learn that “the Cannes event generated a higher volume of media coverage than previous G20 summits.”
 
“This summit had a great deal of relevance for the Argentine public,” we are told by our NPGL colleague in Buenos Aires. “After London, the summit in Cannes has received the greatest attention by the media,” she adds. “The Cannes summit was seen to have a large impact on the Argentine public.”
 
And in South Africa, “surprisingly, media coverage was not cynical, such as ridiculing G20’s role, which we have witnessed in the recent past. Again this probably was due to the magnitude of the issues at stake, and in that sense, probably more closely resembles the political dynamics around the London summit.”

From Tokyo, “Japanese public and media attention to the G20 meeting in Cannes was higher this time.”

But, interestingly, in contrast to massive attention to the G20 summit held in Seoul a year ago, “very little attention” was paid to the Cannes G20 Summit by the Korean media and public.

Other Leaders, Leading

In this intense context, two sets of leaders stood out visibly in most G20 capitals as the euro crisis–G20 drama unfolded: Nicolas Sarkozy and Angela Merkel battling for the core of Europe against George Papandreou and Silvio Berlosconi on the periphery. Barack Obama was given lots of space in the media in France, the United States, Mexico, Australia and South Africa, but he was seen as “marginal” in Germany, “detached” in the United Kingdom, and “not given special attention” in Canada, for example. Christine Lagarde, the new head of the International Monetary Fund (IMF), seemed to be given more play in the G20 emerging market economies media, than in the G20 industrial economies of the West. Leaders were varied in the intensity of their participation in the summit and their interactions with the global and national media.

Concluding Remarks

In the end, the euro crisis took centre stage at the Cannes summit in the eyes of most of the world, but as observed through the media in G20 capitals, other issues managed to surface for public attention, and national leaders from G20 countries were able, in several cases, to project their own priorities amid the welter of events in Athens and Rome, as well as Cannes, during those two turbulent days in early November 2011. The profile of the G20 was strikingly more visible in many capitals, but serious questions were raised in Mexico and Korea, especially about the future of G20 summits.

Our NPGL colleague in Mexico noted that “the fact that no specific goals, financial commitments or timelines were set for the principal agenda items included in the communiqué was highlighted in commentaries [in Mexico] that focused on why the leaders’ level G20 is not really the ‘premier’ forum its founders proclaimed it to be and why its very existence as a global steering committee is at stake.” From Korea, we heard that “the image of the G20 leaders that prevailed in Korea was one of a confused and ineffective bunch.” The sense in Australia, however, was that the G20 is “the best option on offer.”

As Mexico prepares to take up the presidency next year, and as we look ahead to Russia and Australia’s presidency in the years ahead, it is clear that many challenges remain.

UNITED STATES

As surely was the case in other countries, the Greek debt drama, with the proposed referendum, withdrawn referendum and the vote of confidence, overshadowed and seemed to stymie action by G20 leaders in Cannes. But the competing headlines in Washington focused on the jobs report for October, which showed mixed results with public sector jobs falling significantly while private sector employment grew steadily again, and the debate in Congress between Republican and Democratic versions of a jobs bill. CNN’s John King was called upon to comment on the G20 summit from his perch in Iowa, reminding viewers that there was a seamless connection between the president’s efforts to push Europeans to deal with their debt and financial fragility, and his reelection prospects.

There is no doubt that in Washington, Athens was more visible than Cannes, and that the G20 summit took a back seat to the euro crisis. The Financial Times opined that the “forum’s high ambitions delivered meager results” as a headline. This certainly is borne out by the communiqué, which indeed did not push forward the specifics of the G20 agenda.

President Obama made his position extremely clear in his actions and words at Cannes, that he regarded the euro crisis as a European problem and the solutions were within Europe’s grasp and did not require outside support for the moment — a geopolitical strategy, which revealed his conviction that Europe is pivotal for the United States economically and strategically, keeping China and Asia more in the background. The fact that the Cannes summit put out an Action Plan on Growth and Jobs and the interdependence of the United States and Europe is the centerpiece for global growth, linked well to his domestic agenda of recovery and employment.

Other Issues

Importantly, the G20 summit approved an FSB report, making public for the first time a list of 29 “too big to fail” banks that would be subject to more vigorous FSB oversight and higher capital requirements, in order to protect taxpayers from bailing out failed banks. This is a highly significant G20 accomplishment, following directly from the seminal London G20 Summit in April 2009, at which the expanded FSB was established, incorporating all G20 countries into what was a highly euro-centric predecessor, and carrying forward the London G20 priority on strengthening national andglobal mechanisms for financial oversight, supervision and regulation. Interestingly, only The Washington Post carried this story as part of its G20 coverage — no articles on this G20 action appeared in The New York Times or the Financial Times.

Communications

President Obama’s press conference at the conclusion of the Cannes G20 Summit was carried live on CNN late on the morning of November 4, with wide CNN commentary afterward, linking Obama’s thrust in Europe with his domestic economic and political agenda. The Washington Post on November 5 grasped the strategic point of the president in an editorial: “Cannes heat: President Obama delivers the right message to Europe.” The Post argued, based on Obama’s remarks in Cannes, that “even if we [the United States] had the money to rescue the euro, it’s not clear that we should make such an investment, unless and until Europe itself had exhausted its resources, which it has not yet done… if the Europeans mean it when they say that the fate of their union itself depends on saving the euro, they will find a way.”

So, whereas the G20 profile receded in the face of the euro avalanche, US global interests were projected clearly and forcefully by the American president to European leaders and to the US public, from his participation in the Cannes G20 Summit. The link between US domestic political imperatives and a global strategic thrust was forged and made visible by Obama’s presence in Cannes.

Other Leaders, Leading

The image of the G20 leaders that prevailed in the US media from the Cannes G20 Summit was predominantly Obama with European leaders, not with Asian leaders or leaders from other parts of the world represented in the G20 grouping. Even The Washington Post editorial contained a photo nested into the editorial itself of Obama, Merkel, Sarkozy and Cameron talking in an animated fashion with the G20 France imprimatur in the background. This was clearly consistent with the dominance of the euro crisis in the meeting itself, and with Obama’s strategic focus and message. In other G20 summits, Obama with Hu Jintao in London, or Berlusconi thrusting himself between Obama and Medvedev in Pittsburgh, were memorable images. In Washington, the West was shown at Cannes as being front and centre stage, with The New York Times carrying an amusing and insightful portrait of the relationship between Barack Obama and Nicolas Sarkozy.

Using National Education Accounts to Help Address the Global Learning Crisis


Financial Data as Driving Force Behind Improved Learning

During the past decade, school enrollments have increased dramatically, mostly thanks to UNESCO’s Education for All (EFA) movement and the UN Millennium Development Goals. From 1999 to 2008, an additional 52 million children around the world enrolled in primary schools, and the number of out-of-school children fell by 39 million. In Sub-Saharan Africa alone, enrollment rates rose by one-third during that time, even with large population increases in school-age children.

Yet enrollment is not the only indicator of success in education, and does not necessarily translate into learning. Even with these impressive gains in enrollment, many parts of the world, and particularly the poorest areas, now face a severe learning crisis. The latest data in the EFA Global Monitoring Report 2011 reveal poor literacy and numeracy skills for millions of students around the world. In Malawi and Zambia, more than one-third of sixth-grade students had not achieved the most basic literacy skills. In El Salvador, just 13 percent of third-grade students passed an international mathematics exam. Even in middle-income countries such as South Africa and Morocco, the majority of students had not acquired basic reading skills after four years of primary education. Although the focus on children out of school is fully justified, given that they certainly lack learning opportunities, the failure to focus on learning also does a disservice to the more than 600 million children in the developing world who are already in school but fail to learn very basic skills.

Brookings Isaiah Berlin Senior Fellow in Culture and Policy Leon Wieseltier delivered featured remarks on the moral dimensions of the refugee crisis. Wieseltier is currently completing an essay on certain moral, historical, and philosophical dimensions of the refugee crisis. Michael Ignatieff, Edward R. Murrow professor of practice at the Harvard Kennedy School, moderated a question and answer session following Wieseltier’s remarks.

The second panel featured experts addressing the first-step policies needed to ameliorate the crisis. Bruce Katz, Brookings centennial scholar, Tamara Wittes, director of Brookings’s Center for Middle East Policy, Elizabeth Ferris, research professor at Georgetown University and Brookings nonresident senior fellow, spoke to the multiple aspects of the refugee crisis. Brookings Executive Vice President Martin Indyk moderated the panel discussion.

War in Syria: Next steps to mitigate the crisis


Editor's note: Tamara Cofman Wittes testifies before the Senate Committee on Foreign Relations for a session on aggravating factors and ways to stem the violence in the Syrian conflict. Read her full written testimony below or watch the live coverage.

Thank you, Mr. Chairman and Senator Cardin, for the invitation to appear before you today. I’d like to request that my full statement be entered into the record, and I’ll give you the highlight reel. And let me begin by emphasizing, as always, that I represent only myself before you today – the Brookings Institution does not take institutional positions on policy issues.

Opportunities Lost

When I last testified before this committee regarding Syria, in April 2012, I expressed my concern that American reticence to act to shape the emergent civil war and the involvement of regional powers in it risked enabling an unbridled escalation of the conflict. I suggested then that uncontrolled escalation could entrench sectarian violence, empower radicals, destabilize the neighborhood, and generate wide human suffering. While the Obama Administration has taken incremental steps over the last four years to try and shape both the battlefield and the context for diplomacy, those steps have proved too little and too late to alter the conflict’s fundamental dynamics.

President Obama’s initial read of the Syrian conflict as holding only narrow implications for American interests was a signal failure to learn the lessons of the post-Cold War period, and the civil wars of the 1990s, by recognizing the risk that Syria’s civil war could spill over in ways that directly implicated U.S. interests. The experience of the 1990s clearly suggested how a neglected civil war offered easy opportunities for a violent jihadist movement—just as the Afghanistan war did for the Taliban in the mid-1990s—and how large-scale refugee flows would destabilize Syria’s neighbors, including key U.S. security partners like Jordan and Turkey. And as we now know, ISIS used the security and governance vacuums created by the Syrian civil war to consolidate a territorial and financial base that the United States has been seeking since late 2014, with limited success, to undermine.

Unfortunately, the realistic policy options available to the United States have narrowed considerably since 2012, the violence is entrenched, the spillover is creating serious challenges for the neighborhood and for Europe, and the number of actors engaged directly in the Syrian conflict has proliferated. All of this means that the continuation of the Syrian civil war has direct and dire consequences today, not just for regional order, but for international security. This reality, combined with the tremendous human suffering this war generates every day, drives two clear imperatives for U.S. policy: to intensify efforts to contain the spillover and misery, and to seek an end to the conflict as soon as possible.

Ending the War

We must be realistic, however, about what steps will, and will not, end the Syrian conflict. Recently, some policy experts have suggested that, in the name of advancing great-power concord to end the war, the United States should relax its view that Bashar al-Assad’s departure from power is a requisite for any political settlement. This view rests on the assumption that Russia will not bend in its insistence on Assad’s remaining in place, and on the assumption that a U.S.-Russian agreement on leaving Assad in place would override the preferences of those fighting on the ground to remove him. Both of these premises, in my view, are incorrect.

We must therefore understand clearly the interests and imperatives driving the major players in this conflict, and we must understand, too, that the battlefield dynamics will heavily condition the prospects of any political settlement. Ending the bloody war in Bosnia in the 1990s involved getting the major external powers with stakes in the outcome – the United States, the Europeans, and Russia – to agree on basic outlines of a settlement and impose it on the parties. But imposing it on the parties required a shift in the balance of power on the battlefield, brought about by Croat military victories and ultimately a NATO bombing campaign. Bosnia also required a large-scale, long-term United Nations presence to separate the factions and to enforce and implement the agreement.

So I believe that, absent a change on the ground, diplomacy alone is unlikely to end the Syrian war – but I certainly agree with diplomatic efforts to advance a country-wide cessation of hostilities and advance a vision for a political settlement. A full-scale cease-fire could create more space for political bargaining, and in the meantime reduce human suffering and mitigate the spillover effects of the ongoing violence. Right now, however, the Assad government and its patrons in Tehran and Moscow have no interest in a sustained cease-fire, because the battleground dynamics continue to shift in their favor. They used the partial cease-fires of the past weeks to consolidate territorial gains from opposition forces and to further weaken those forces through continued air attacks. Without agreement amongst the various governments around the table as to which fighting groups constitute terrorist organizations, a ceasefire will inevitably disadvantage opposition factions as the Assad regime targets them in the name of counterterrorism. That will likewise advantage the most extreme among the rebel factions as well as jihadi groups like ISIS and Al Qaeda’s affiliate, Jabhat al-Nusra, who will all continue to use force to acquire and hold territory and to force their political opponents and inconvenient civilians off the field.

Likewise, some suggest that the sectarian nature of the conflict, and the deep investment of regional powers in backing their preferred sides, mean that it is not possible to hasten an end to the war at all, and that it must be allowed to “burn itself out.” This policy option is infeasible for the United States, from moral, political, and security standpoints. The scale of death and destruction already, over nearly five years of war, should shame the conscience of the world. Those seeking to escape this misery deserve our succor, and those seeking to end the carnage deserve our support. And it is beyond question that Bashar al-Assad and his allies are the ones responsible for the vast majority of this death, destruction, and displacement.

In political and security terms, the war’s spillover into neighboring countries and now into Europe can still get worse. Key states like Lebanon and Jordan are at risk of destabilization and/or extremist terrorism the longer the conflict goes on and the more of its consequences they must absorb. Turkey, as we know, has already suffered attacks by extremist groups. And the war has continued to be a powerful source of recruitment for extremists, drawing fighters and fellow travelers from around the world. ISIS and Al Qaeda feed on the civil conflict and the chaos on the ground is what gives them room to operate. It is indeed imperative that the United States remain engaged, and intensify its engagement as needed, to secure an end to the conflict as soon as possible.

Understanding the Geopolitical Context

In the ongoing diplomacy over how the conflict ends and what political settlement results, there are two issues on which the parties involved in the Vienna talks demonstrate sharp disagreement, and about which the United States needs to advance clear views. The first is a disagreement over the primacy of preserving the central Syrian government, currently headed by Assad. Russia, along with some regional actors (even some opponents of Assad), believe that the most important determinant structuring a political settlement must be the preservation of the Syrian central government, even if that means preserving Bashar al Assad in office. If Assad is ousted without an agreed-upon successor in place, they argue, then Syria will become a failed state like Libya, in which ISIS will have even more space to consolidate and operate, with dire consequences for regional and international security. It is this concern over state collapse and the desire for strong central authority that keeps Russia united with Iran behind Assad.

It’s understandable to desire the preservation of Syrian government institutions as a bulwark against anarchy, and to want a central government in Syria with which to work on counterterrorism and postwar reconstruction. The problem with elevating this concern to a primary objective in negotiations is its embedded assumption that any Syrian government based in Damascus will be able to exercise meaningful control over most or all of Syria’s territory after rebels and government forces stop fighting one another. That’s a faulty assumption, for several reasons.

First, it is extremely unlikely that we’ll see swift or effective demobilization and disarmament of sub-state fighting factions in favor of a unified Syrian military force. If the central government remains largely in the form and structure of Assad’s government, and even more so if Assad himself remains in power, it is hard to imagine rebel groups agreeing to put down their weapons and rely on security provided by the central government. Thus, local militias will remain important providers of local order and also important players in either defeating or enabling extremist groups like ISIS and Al Qaeda.

Second, effective governance from Damascus is extremely difficult to imagine, much less implement. The degree of displacement, the extent of physical destruction, and the hardening of sectarian and ethnic divisions due to five years of brutal conflict (and decades of coercive rule before that) all present steep challenges to centralized rule. Those with resources and capacity within local communities will end up being the primary providers of order at the local level – and it is local order, more than a central government, that will enable communities to resist ISIS infiltration. Thus, countries concerned with having effective governance in Syria as a bulwark against extremists need to recognize the value and importance of local governance in any post-war scenario.

Finally, there is the unalterable fact that Bashar al-Assad and his allies have slaughtered perhaps as many as 400,000 of Syria’s citizens; have used chemical weapons against civilians; have imprisoned and tortured thousands and displaced millions; and, through Assad’s own horrific decisions, have broken Syria’s government, the Syrian state, and the Syrian nation to bits. Those who demand his ouster as a prerequisite for ending the war are justified in their view that Assad does not have and will not have legitimacy to govern from a majority of Syrians, that his continued rule would be divisive and destructive of Syrian unity and security, and that he should instead face justice for war crimes and crimes against humanity. As a practical matter, and because of all this, many Syrian fighting factions on the ground and their supporters, are committed to Assad’s ouster. US-Russian concurrence on setting that goal aside will not induce them to end their fight. The only way that might occur is if Turkey, Qatar, and Saudi Arabia – who are committed to Assad’s ouster – relent on their demands and agree to curtail support to rebel factions who continue to fight. This is hard to imagine in the current circumstances.

In other words, while preserving the Syrian state is a laudable goal, it will not alone achieve the objectives set by those who hold it out as the primary imperative in the political negotiations over the future of Syria. I would suggest that, while the fate of Bashar al Assad is not perhaps of primary concern from the perspective of U.S. interests, the United States should be pressing Russia and others involved in the talks to relax their fixation on Syria’s central government (and who runs it) as a counterterrorism goal, and to recognize that a significant degree of decentralization and international engagement with local actors inside Syria will be necessary to preserve the peace, to carry out reconstruction, and to defeat ISIS. Likewise, the Syrian opposition and those states demanding Assad’s ouster as a precondition for peace must recognize that they have even more to gain from insisting on decentralization and local autonomy than they do from Assad’s departure from power. They might even be able to trade their current demand for Assad’s immediate departure against robust assurances for empowerment of local authority, release of detainees and internationally guaranteed transitional justice.

The second major issue under contention regarding a negotiated end to the Syrian war is the role that Iran will play in post-conflict Syria. Iran’s efforts to expand its infuence – in Syria and in the region as a whole – present a concern that unites all of the United States’s partners in the region, and should be a major concern for Washington as well. The gains made by the Assad regime (with Russian and Iranian help) over the past eight months enhance the disturbing prospect of a Syrian government remaining in power in Damascus that is dependent on Iranian funding, Iranian military support, and the importation of Iranian-backed militias. While the Russians are perhaps concerned more about the Syrian state as a bulwark against extremism, Iran is deeply committed to the survival of its Alawi client and the maintenance of Syria as a channel for Iranian support to Hizballah. And while some Sunni Arab states embrace the goal of preserving Syrian territorial integrity and the central government, all are troubled at the prospect that this government would be under the thumb of Tehran. Any political settlement that institutionalizes Iran’s overwhelming role in Syria will likewise increase Iran’s ability to impact to threaten Israel’s northern border, to destabilize Lebanese and perhaps also Jordanian politics, and to interfere with ongoing efforts to assuage the anxieties of Iraqi Sunnis and bring them back into alignment with the government in Baghdad.

The rising likelihood of an Iranian-dominated Syria emerging from the war has induced a change in attitude toward the Syrian conflict by America’s closest regional partner, Israel. Israeli officials took a fairly ambivalent stance toward the civil war for several years, although they were always wary of the Syrian-Iranian alliance. But today, they judge Assad’s survival as possible only through effective Iranian suzerainty, putting their most powerful enemy right on their border. Iranian domination of post-conflict Syria would also likely spell an escalation in Iranian weapons transfers to Hizballah – and Israel cannot expect to have 100% success in preventing the provision of increasingly sophisticated rocket and missile technology to Hizballah. These and other types of support from Iran through Damascus could increase Hizballah’s capacity to wage asymmetric war against Israel, at great cost to Israel’s civilian population. Israeli observers are increasingly alarmed at this scenario, and Israeli officials now state clearly that, if faced with a choice, they’d prefer to confront ISIS than Iran across the Israeli-Syrian frontier.

American diplomacy in Vienna must take greater account of the destabilizing implications of an Iranian-dominated Syrian government, even a rump government that does not control all of Syrian territory. A U.S. focus on constructing a political settlement that limits Iran’s influence in postwar Syria could induce greater coherence among American partners in Vienna currently divided over the fate of Assad; and it could prevent a situation in which the United States trades the threat of ISIS in Syria for the threat of Iranian-sponsored terrorism and subversion emanating from Syria.

Al Qaeda and the Syrian conflict

Al Qaeda’s affiliate Jabhat al-Nusra has particularly benefited from the war’s continuation, from the weakness and partiality of the ceasefires negotiated earlier this year, and from the inability of the U.S.-Russian diplomatic process to generate any progress toward a political transition. Shrewdly, Nusra has focused on building its reputation as the most consistent, and most effective, military opponent of the Assad regime, and on its readiness to cooperate with anti-Assad factions with whom it has other, ideological and political, disagreements. The failures of diplomacy feed Nusra’s strength and win it allies amongst more nationalist rebel factions. And while it’s tempting for American efforts to focus on rallying forces to defeat ISIS, our diplomats and decision makers must beware that leaning too far back on the issue of political transition for the sake of building an anti-ISIS coalition might just end up pushing more hardline opposition elements into the arms of a different extremist movement, one with demonstrated intent and capability to attack the United States.

To summarize, it’s imperative that American diplomacy to produce a political settlement of the Syrian war be firmly focused achieving two goals crucial to the interests of the United States and its regional partners: first, enabling and institutionalizing local governance as a bulwark against ISIS (more than central government institutions), and second, establishing hard limits on Iran’s role in a post-conflict Syria and on its ability to use Syria as a conduit for support to Hizballah.

Managing Spillover and Restoring Stability

A second major priority for US policy, in addition to this refocused diplomacy, must be stepped-up efforts to mitigate the destabilizing consequences of the Syrian war, no matter how long it goes on. And, while the United States continues to work through diplomacy and pressure to produce an end to the war, work must also begin now to prepare for the long-term and wide-scale effort needed for post-conflict stabilization and reconstruction.

The scope of death, displacement and destruction threatens to rob Syria of the basic ingredients for social stability, regardless of what lines might be drawn at a negotiating table in Vienna. Without concerted effort to ameliorate the effects of this conflict for people on the ground, to rebuild social trust, and to nurture resilience within these battered communities against conflict and division, any peace settlement could quickly unravel the face of local security dilemmas and intercommunal tensions, as well as in light of the unaddressed scars and grievances of Assad’s brutality against the Syrian people.

Meeting this challenge requires at least four lines of effort:

• doing more to engage Syrians in building local governance and community resilience, especially skills and platforms for conflict resolution;
• doing more to stabilize and secure frontline states, including support for integrating refugees into the economy and society;
• helping more refugees create new lives far from the conflict zone, including much more resettlement in the United States; and
• working diligently with regional partners to tamp down the sectarianism that both drives and is driven by the war, and that feeds extremist recruitment and violence.

As we have seen, ISIS markets itself partly on the order it provides to local communities – a brutal order to be sure, but still a contrast with the chaos and insecurity of civil war. To counter ISIS effectively, we must help local communities with governance and service delivery. More can be done even now to put into place the ingredients for successful and sustainable conflict resolution for Syrians. These steps include enabling and encouraging Syrians displaced by the fighting, whether in neighboring countries or in areas of Syria not under ISIS or regime control, to engage in dialogue over, and planning for, their own communal future. Neighboring states accepting refugees have understandably sought to tamp down political discussion and debate within refugee camps, for example. But these refugee populations need to engage in dialogue to build the basis, in social trust, that will enable them to manage daily governance and resolve differences peacefully if and when they are no longer living under refugee agencies and host-government security services. These processes can also connect, over time, to negotiating efforts on a political transition in which the Syrian opposition is represented, yielding greater legitimacy and efficacy to that more formal political process.

Too often, in discussing Syria, we posit a choice between working with the central government and working with unsavory non-state actors. There is an obvious additional option, already in play, that deserves greater emphasis: empowering and engaging local municipalities, local business sectors, local civil society, and other actors who exist in territory not under extremist or regime control and who have an obvious stake in the success of their own communities and their defense against coercion either from ISIS or from the Assad government. It is these local actors who will make or break the implementation of any political settlement, because they are the ones who will give it life and legitimacy. They are the ones who will help manage differences within their own communities and with their neighbors to avoid outbreaks of violence, and they are the ones who will lead the establishment of a new social compact to enable long-term stability in Syria. USAID and its implementing partners have been creative in developing programs to engage local communities and local governing institutions, and this work deserves robust, sustained support from Congress.

The United States continues to lead in international support for refugee relief – but it lags woefully in refugee resettlement. Only about 1300 of the 10,000 Syrian refugees the Obama Administration promised to admit into the United States have been resettled here so far; and the United States can and should accept more.

In addition, American policy efforts to address the refugee crisis must go beyond humanitarian relief and expanded resettlement. Working with European partners, the United States government can work to save lives along the transit routes for refugees fleeing the region, can support successful integration of refugees into European cities (again, working at the municipal level), and can do more to support social stabilization, livelihoods, and development for the large refugee communities in Lebanon, Jordan, and Turkey and for the societies hosting them.

On June 14 and 15th, the Brookings Institution will convene a high-level gathering of regional, European, and American leaders to develop new responses and more robust forms of cooperation to meet this global humanitarian crisis. I look forward to reporting back to you on our results.

Slow and steady wins the race?: Regional banks performing well in the post-crisis regulatory regime


Earlier this summer, we examined how the Big Four banks – Bank of America, Citigroup, JPMorgan Chase, and Wells Fargo – performed before, during, and after the 2007-09 financial crisis.  We also blogged about the lending trends within these large banks, expressing concern about the growing gap between deposits taken and loans made by the Big Four, and calling on policymakers to explore the issue further.  We have conducted a similar analysis on the regional banks - The regional banks: The evolution of the financial sector, Part II - and find that these smaller banks are actually faring somewhat better than their bigger counterparts.

Despite the mergers and acquisitions that happened during the crisis, the Big Four banks are a smaller share of banking today than they were in 2007.  The 15 regionals we evaluated, on the other hand, are thriving in the post-crisis environment and have a slightly larger share of total bank assets than they had in 2007.  The Big Four experienced rapid growth in the years leading up to the crisis but much slower growth in the years since.  The regionals, however, have been chugging along: with the exception of a small downward trend during the crisis, they have enjoyed slow but steady growth since 2003.

There is a gap between deposits and loans among the regionals, but it is smaller than the Big Four’s gap.  Tellingly, the regionals’ gap has remained basically constant in size during the recovery, unlike the Big Four’s gap, which is growing.  Bank loans are important to economic growth, and the regional banks are growing their loan portfolios faster than the biggest banks.  That may be a good sign for the future if the regional banks provide more competition for the big banks and a more competitive banking sector overall.

Post-crisis, community banks are doing better than the Big Four by some measures


Community banks play a key role in their local communities by offering traditional banking services to households and lending to nearby small businesses in the commercial, agriculture, and real estate sectors. Because of their close relationship with small businesses, they drive an important segment of economic growth. In fact, compared to all other banks (and to credit unions), small banks devote the greatest share of their assets to small business loans.

In this paper, titled "The community banks: The evolution of the financial sector, Part III," (PDF) Baily and Montalbano examine the evolution of community banks before, through, and after the financial crisis to assess their recovery.

The authors find that despite concerns about the long-term survival of community banks due a decline in the number of banks and increased Dodd-Frank regulations, they continue to recover from the financial crisis and are in fact out-performing the Big Four banks in several key measures.

Although the number of community banks has been steadily declining since before 2003, most of the decline has come from the steep drop in the smallest banking organizations—those with total consolidated assets of less than $100 million. Community banks with total consolidated assets that exceed $300 million have in fact increased in number. Most of the decline in community banks can be attributed to the lack of entry into commercial banking.

In a previous paper, Baily and Montalbano showed that the gap in loans and leases among the Big Four has widened since the financial crisis, but the new research finds that community banks seem to be returning to their pre-crisis pattern, although slowly, with the gap between deposits and loans shrinking since 2011. While total deposits grew gradually after 2011, though at a pace slower than their pre-crisis rate, loans and leases bottomed out in 2011 at $1.219 trillion.

The authors also examine community banks' return on assets (ROA), finding it was lower overall than for the Big Four or for the regionals, and has come back to a level closer to the pre-crisis level than was the case for the larger banks. The level of profitability was slightly lower for community banks in 2003 than it was for the larger banks—about 1.1 percent compared to 1.7 percent for the regional banks—but it did not dip as low, reaching a bottom of about -0.1 percent compared to -0.8 percent for the regional banks.

Baily and Montalbano also find that total assets of the community banks increased 22.5 percent (adjusted for inflation, the increase was 7 percent); the average size of community banks has increased substantially; total bank liabilities grew steadily from 2003-2014; the composition of liabilities in post-crisis years looked largely similar to the composition in the pre-crisis years; and securitization—which plays a relatively small role in the community banking model—has been steadily increasing in the time period both before and after the crisis.

As the sixth anniversary of Citizens United v. FEC approaches on January 21, both experts and ordinary citizens believe the United States is confronting a campaign finance crisis. Citizens United and related court cases have unleashed a flood of dark money that many believe could drown our democracy. It is estimated that over $5 billion will be spent on the 2016 presidential race—more than 3 times the amount spent in 2008 (already the most expensive election cycle in history). A comprehensive poll conducted by the New York Times and CBS News in the spring of 2015 showed that 84 percent of adults—including 90 percent of Democrats and 80 percent of Republicans—believe that money has too much influence in American political campaigns. Even the richest Americans agreed: 85 percent of adults making $100,000 or more share that same belief.

There has been much handwringing about this state of affairs. But there has been too little public attention paid to finding solutions. On the sixth anniversary of Citizens United, the Governance Studies program at Brookings hosted current and former government officials, lobbyists, donors, advocates, and other experts to discuss how to resolve the campaign finance crisis. They focused on innovative reform efforts at the federal, state, and local levels which offer the hope of addressing the problem of big money in politics.

Finding solutions to the campaign finance crisis


Last week, over 100 experts from across the U.S. came together at the Brookings Institution on the sixth anniversary of the Citizens United decision to analyze its disastrous consequences and how to repair them. The room was as diverse as it was packed. Two dozen current and former members of Congress, representatives of the executive and judicial branches, both state and federal, attended. They sat side-by-side with business leaders and lobbyists, activists and scholars. Conservatives and Tea Party leaders mingled with liberals and progressives. All were united by their agreement that the current system is broken—and their determination to fix it.

Several points of consensus emerged from the half day event.

First, we are facing a crisis due to the flood of money that is drowning American democracy. For example, Congressman Steve Israel expanded on his recent New York Times op-ed describing why he his quitting Congress. He related his experience of calling potential campaign donors from a small cubicle off the Capitol grounds—a practice referred to as “call time.” Invoking images from The Wolf of Wall Street, Congressman Israel compared the practice to “selling penny stocks, only it’s shares of democracy that are being traded.” The result is voter disillusionment– voters increasingly feeling like their voices are not heard because they cannot make large political contributions. Author Peter Schweizer, President of the Government Accountability Institute, argued that businesses suffer under this system as well. From his perspective, “Businesses … are targeted by politicians in the search for cash,” in a type of extortion by which politicians use their influence to benefit only those who can pay up. The Executive Director of Take Back our Republic, John Pudner, argued that the campaign finance system is the single greatest threat to national security—if domestic interests can purchase influence in our system, international interests can figure out a way to do so as well.

Second, there is hope for a fix. There are a wide range of innovative solutions at hand, many of which have already been successfully deployed at the state and local levels. Commissioner and outgoing Chair Ann Ravel of the Federal Election Commission laid out a reform agenda for that organization. John Bonifaz of Free Speech for People advocated for a 28th amendment allowing for campaign spending limits, reminding the audience, “We have done this before in our nation’s history; 27 times before. Seven of those times to overturn egregious Supreme Court rulings.” Fred Wertheimer urged strategies to capitalize on the small donor revolution that technology has ushered in, as well as a renewed push for public finance. Judges and legislators from states across the union discussed how public finance and other remedies are working at the state and local levels. Still others advocated solutions including a pledge that would commit politicians to ethical fundraising standards and campaign finance reform agendas when in office; reform in the Federal Election Commission to allow greater enforcement authority; corporate governance policies that require publically held companies to openly disclose political contributions and be accountable to their shareholders; and many, many more specific solutions to tackle the problem from all sides.

Third, and perhaps the most important takeaway from the event, was that those fixes are in political reach. Expert after expert, all from vastly different backgrounds and political orientations, argued that we are much closer to achieving these solutions than we think. The entire program was evidence of that—the size, diversity, and passion of the attendees mirroring a nation of voters who are demanding their representatives do what’s necessary to fix our broken campaign finance system. In the concluding panel, Congressman John Sarbanes predicted, “I think the public is going to demand this. That’s why the time is now. The broad public has arrived at a moment where they are demanding a response to the way they feel. If they don’t get it from some of the solutions we’re proposing, because we don’t educate them that those solutions are there, they’re going to grab a pitchfork and they’re going to go somewhere else. But there’s plenty of evidence that the public will not be denied some remedy to the way they feel.”

Has Military Intervention Created a Constitutional Crisis in Burkina Faso?


On Friday, October 31, 2014, President Blaise Campaoré, who had ruled Burkina Faso for the last 27 years, was forced out of office. The resignation and subsequent military takeover of the government has created instability and questions over leadership in the country—especially since the constitutional line of succession has been broken by the insertion of military leaders. The power of the military is clear, especially since it has already influenced a second change in leadership. This interruption, subsequent transition and suspension of the constitution, then, have seriously threatened the strength of the rule of law and the future of the Burkinabé government.

President Campaoré Resigns and Flees to Côte d’Ivoire

The violent demonstrations that eventually forced President Campaoré to flee with his family into exile in Côte d’Ivoire could have been avoided had he not considered himself above the law. The impetus for the mass demonstrations was his attempt to change the country’s constitution in order to secure for himself another five-year term in office. Campaoré’s initial reaction to the violent demonstrations was to dissolve the government but retain his position as president until new elections were carried out to select a new government. He also agreed not to seek another term in office. The opposition, however, insisted that he resign. Interestingly, in his resignation statement, issued shortly before he fled the country, President Campaoré called for “free and transparent” elections to be held in 90 days to form a new government.

Shortly after the president’s resignation, General Honoré Traoré, Campaoré’s aide de camp, proclaimed himself president of the republic. This immediate military intervention into Burkinabé politics betrays either a lack of appreciation for constitutional democracy or a willful attempt by the military to take advantage of the instability occasioned by the planned constitutional changes to maximize their corporate interests. But, could someone who had risen to the head of the Burkinabé military have such little understanding of and appreciation for the constitutional order? In announcing that he had assumed the office of head of state, Traoré actually stated as follows: “In line with constitutional measures, and given the power vacuum . . . I will assume as of today my responsibilities as head of state.”

Importantly, there is no provision in the constitution of Burkina Faso for the head of the military or some other military officer to assume the powers of the president in case of a vacancy in the office. Succession, in the case of a vacancy in the presidency of the republic, is governed by Article 43 of the Constitution of Burkina Faso, 1991, which states that, in a case like this, the functions of the presidency should be performed by the president of the senate. The People Reject General Traoré and Colonel Isaac Zida Emerges as New Leader

After Traoré’s quick takeover, the leaders of the protests rejected the government headed by such a close and trusted advisor of the ousted president, claiming it would not represent a full and effective break with the painful past, especially the attempted constitutional changes. In fact, according to Al Jazeera, many of the protesters proclaimed that “[t]he general is linked to Campoaré, and they don’t want anyone linked to Campaoré to lead the country.”

Thus, early on Saturday, November 1, 2014, Colonel Isaac Zida declared that the army had taken control of the state to prevent further violence and that he had assumed the functions of head of state, leading what he referred to as a “peaceful transition”—one that would guarantee the “continuity of the [Burkinabé] state.” He, however, was extremely vague, providing few details, especially regarding how long this transitional government would stay in power or if the elections planned for 2015 will be held. Again, it is difficult to imagine that Zida, like Traoré, was not aware that the resignation and subsequent exit of the president from the political scene did not call for military intervention in the political system. In fact, a military officer of his standing should have had enough familiarity with the constitution to be aware of Article 43.

Oddly, the protesters appeared to have accepted the leadership of Zida, who is said to have been the deputy head of Campaoré’s elite presidential guard. It appears that the deciding factor in the struggle between the two men to assume the position of head of state was acceptance by the military: In a statement issued early on Saturday, November 1, 2014, the military indicated that Zida had been unanimously elected by military chiefs to lead the post-Campaoré transitional government. But, again, in making this decision, were these military leaders not aware of Article 43 of the constitution, which sets out the succession procedures in case of a temporary or permanent vacancy in the presidency? If, indeed, they had knowledge of the provisions of Article 43, then why did they interfere with what should have been a constitutionally mandated succession?

The Constitutional Crisis and the Quickly Changing Role of the Military

The international community has called on all sides in the Burkinabé political crisis to follow “constitutionally mandated” procedures for the transfer of power. The international community (especially the African Union) is asking the Burkina Faso military not to exploit the constitutional crisis for its own benefit but to respect the desire of the majority of Burkinabé for democracy and peaceful coexistence. That, of course, calls for respect by all Burkinabé, including the military, for the constitution.

The president’s resignation in itself did not create a constitutional crisis in Burkina Faso. The Constitution of 1991 specifically anticipates the resignation or incapacitation of the president and prescribes procedures for succession. According to Article 43, if the president is temporarily incapacitated and is incapable of carrying out his or her duties, “his powers shall be provisionally exercised by the Prime Minister.” As noted above, in this particular case, where the president has resigned and created a permanent vacancy in the presidency, the constitution states that the functions of the presidency should be performed by the president of the senate. [2] The military should not have intervened—military intervention in the country’s political system actually created what is fast becoming a major constitutional crisis. The military has suspended the constitution and, without the guidance provided by it, the military is now governing the country extra-constitutionally through decrees. The military can end this unfolding crisis by restoring the constitution and handing power back to a civilian regime, led, as prescribed by their constitution, by the president of the senate. The latter will, of course, serve as a transitional head of state until elections are completed in 2015 to select a permanent president. International organizations, including especially the African Union, support this approach—on November 3, 2014, the AU issued a statement asking the Burkinabé military to exit the political system and hand power to a civilian ruler.

But what about the riots and violence that had enveloped the city of Ouagadougou and were gradually spreading to other cities? Should the army not have been called upon to quell the riots and bring about peace? In virtually all countries, including Burkina Faso, the police—not the army—should be the institution enforcing the law and maintaining order. There is no indication that military intervention was necessary to bring the rioting under control or that it actually did. Most of the people participating in the riots voluntarily stopped their activities after the president resigned and left the country.

However, what the army did was interfere with the constitutional process and in doing so, actually created this constitutional crisis—shortly after declaring himself head of state and leader of the transition, Zida suspended the constitution, as noted above. Although Zida has assured the people that the military will strive to quickly return Burkina Faso to democratic governance, such guarantees appear hollow, especially given the military’s past history of intervention—every time the Burkinabé military has intervened in politics, it has remained in power for a very long time, 27 years in the case of the Campaoré-led intervention of 1987.

Article 43 of the Constitution of Burkina Faso also states that elections should be held between 60 and 90 days after a vacancy has been declared in the presidency. Zida, who is now the de facto head of state in Burkina Faso, has stated that his would be a transitional government and that it would seek input from all stakeholders to organize and undertake democratic elections to choose a new government. However, the constitution, which would have provided the necessary guidelines for carrying out such elections, has been suspended. In addition, he has closed the country’s borders and imposed a general curfew, which severely restricts the right of citizens to live freely. Such restrictions could have a significant impact on economic activities and negatively affect what is already a relatively fragile economy. These initial draconian and extra-constitutional measures do not augur well for an early exit of the military from politics and the return of constitutional rule to the country. If history teaches us anything about the military and Burkinabé politics, it is that this military, like the one that intervened in 1987, is likely to stay in politics much longer than the 90 days needed to elect a new civilian government.
