U.S. Attorney’s offices across the nation are partnering with the Civil Rights Division to target their enforcement efforts on a critical area for individuals with disabilities through a new Barrier-Free Health Care Initiative, the Justice Department announced today. The announcement comes on the 22nd anniversary of the Americans with Disabilities Act (ADA), which was passed on July 26, 1990. Assistant Attorney General Thomas E. Perez announced the new initiative today at an event celebrating the anniversary of the ADA in Washington, D.C.

Rafael Joaquin Beltre-Beltre, 35, formerly of Caguas, Puerto Rico, pleaded guilty to one count of conspiracy to commit identification fraud, one count of conspiracy to commit alien smuggling for financial gain and one count of international money laundering.

Two former officers of Arizona-based residential mortgage loan originator American Mortgage Specialists Inc. (AMS) pleaded guilty today for their roles in a $27 million scheme to defraud North Dakota-based BNC National Bank.

Minor Vargas Calvo, 61, a citizen and resident of Costa Rica, is the majority owner of Provident Capital Indemnity (PCI) Ltd., an insurance and reinsurance company registered in the Commonwealth of Dominica and doing business in Costa Rica.

Leopoldo Valencia-Urrea, 50, was sentenced by Judge Kathleen Cardone in U.S. District Court in El Paso, Texas.

Jose Sergio Garcia-Ramirez, 37, formerly of Rockford, Ill., was sentenced by U.S. District Judge Gustavo A. Gelpí, in the District of Puerto Rico.

William Kirk Montgomery, 23, from Puckett, Miss., and Jonathan K. Gaskamp, 20, from Brandon, Miss., pleaded guilty today in U.S. District Court in Jackson, Miss., to conspiracy and federal hate crime charges in connection with their roles in the assault of African-Americans in Jackson, the Justice Department announced today. Defendants Deryl Paul Dedmon, 20; John Aaron Rice, 19; and Dylan Wade Butler, 21, all from Brandon, Miss., have previously entered guilty pleas in connection with their roles in these offenses. The conspiracy culminated in the death of James Craig Anderson, who was assaulted and killed on June 26, 2011.

Billy James Hammett, 28, and Perry Sylvester Jackson, 27, were arrested today in Yuba County, Calif., on federal hate crime charges for their racially motivated attack on an African American woman and white man in Marysville, Calif., on April 18, 2011.

Martina Montero-de-Ortiz, 52, formerly of Elizabeth, N.J., was sentenced by U.S. District Judge Gustavo A. Gelpí in the District of Puerto Rico.

A Dominican national was sentenced today to 63 months in prison for his leading role in trafficking the identities of Puerto Rican U.S. citizens and corresponding identity documents.

Jesus Enrique Rejon Aguilar, aka “Mamito” and “Caballero,” a high ranking member of the “Los Zetas” drug cartel, pleaded guilty today to conspiracy to import multi-ton quantities of cocaine and marijuana into the United States.

A federal grand jury has indicted two members of the Compton 155 street gang on federal hate crime charges related to a racially motivated attack on four African-American juveniles at a residence in the city of Compton, Calif., on New Year’s Eve.

Gilberto Lerma Plata, a former commander of the Mexican State Police and member of the Gulf Cartel, pleaded guilty today to conspiracy to import multi-ton quantities of marijuana into the United States.

Sulaiman Abu Ghayth, a/k/a “Suleiman Abu Gayth”, a former associate of Usama Bin Laden, has been arrested and charged in an indictment unsealed today in New York City with conspiracy to kill U.S. nationals.

"We cannot rest as long as crime rates in many tribal communities remain far above the national average. We cannot rest as long as tribal members suffer disproportionately from violence, property offenses, and other criminal acts," said Acting Associate Attorney General West.

Former Congressional candidate Justin Lamar Sternad pleaded guilty today in Miami to violating the Federal Election Campaign Act during his 2012 campaign.

Sean Rosales pleaded guilty in Miami federal court to one count of an indictment pending against him, charging conspiracy to commit mail and wire fraud.
