There is no tension between a sentencing scheme that is effective and fair and one that is tough and equitable. We must work toward these twin goals and we must do so now.

The Department’s Civil Rights Division held a conference today titled 2009 Title VI Conference: Celebrating the 45th Anniversary of the Legislation and Exploring Current Issues in Enforcement at the FDIC Conference Center in Arlington, Va. Approximately 400 representatives from federal, state and local agencies, community organizations and advocacy groups gathered to share new ideas and discuss trends in Title VI enforcement.

“Youth violence isn’t a Chicago problem, any more than it is a black problem or a white problem. It’s something that affects communities big and small, and people of all races and colors. Today is the beginning of what will be a sustained, national effort on behalf of this entire administration to address youth violence and to make our streets safe for everyone,” Holder said.

“The history of the Environment and Natural Resources Division reminds us of the importance of our nation’s public lands and natural resources to the development of this country, and the important role of the division in protecting these resources for future generations,” said Attorney General Holder.

"We at the Justice Department have recommitted ourselves to this work. We’re strengthening civil rights protections in employment, housing, voting, and sentencing, and we’ve launched a new initiative aimed at expanding access to justice."

"It’s a special honor to be part of this anniversary and to continue one of our nation’s most important conversations – the crucial, ongoing dialogue between law enforcement and members of the Arab-American community," said Attorney General Holder.

"Today, we commemorate the 20th Anniversary of the Americans with Disabilities Act and the legacy of progress that the ADA helped to create," said Attorney General Holder.

Two foreign subsidiaries of Alliance One International Inc., a global tobacco leaf merchant headquartered in Morrisville, N.C., pleaded guilty today to violating various provisions of the Foreign Corrupt Practices Act (FCPA).

The Justice Department today issued a report marking the 10th anniversary of the Religious Land Use and Institutionalized Persons Act (RLUIPA), showing that the law has had a positive impact on protecting the religious freedom of a wide range of faith groups, and had a particularly significant impact protecting the religious freedom of minorities.

"Today, we commemorate the 10th Anniversary of the Trafficking Victims Protection Act," said Attorney General Holder.

"The Trafficking Victims Protection Act was a landmark piece of legislation," said Assistant Attorney General Breuer.

"Human trafficking is a grave affront to human rights and to our nation’s core values, and there can be no higher calling in our commitment to vindicating the individual rights of all people than eradicating this form of modern-day slavery," said Assistant Attorney General Perez.

In honor of the 50th anniversary of Robert F. Kennedy’s swearing-in as the nation’s 64th Attorney General, the Justice Department today welcomed Kennedy family members, including Ethel Kennedy, renowned civil rights leaders, historians and current and former Justice Department employees to pay tribute to Attorney General Kennedy’s service.

"Today, we come together to celebrate the achievements and enduring contributions of our nation’s 64th Attorney General – a man whose legacy continues to guide us, whose memory continues to touch us, and whose example continues to inspire us."

"For the last century, since the Holy Ghost Fathers founded this law school in 1911, Duquesne has stood as a force for progress – and as an institution dedicated to training highly skilled, ethical lawyers and to strengthening the effectiveness and integrity of our justice system."

The Justice Department announced today the unsealing of a criminal information earlier today, charging four defendants with conspiracy to commit wire fraud involving a nation-wide reverse mortgage scam that defrauded elderly borrowers, financial institutions and the Department of Housing and Urban Development (HUD).

"This evening, as we reflect on the impact and importance of this organization – we have many reasons to be proud, and to be encouraged about the days ahead," said Attorney General Holder.

"You and your team – as well as NLADA’s board members and network of partners and supporters – have had an extraordinary, and transformative, impact on our country," said Attorney General Holder.

The Justice Department today celebrated the 25th anniversary of the 1986 amendments to the False Claims Act. The False Claims Act has been called the single most important tool that American taxpayers have to recover funds when false claims are made to the federal government, including health care fraud, mortgage fraud, and procurement fraud.

"For nearly 150 years – since its initial passage during the Lincoln Administration – the False Claims Act has provided ordinary Americans with essential tools to combat fraud, to help recover damages, and to bring accountability to those who would take advantage of the United States government – and of American taxpayers," said Attorney General Holder.

"Our primary weapon for deterring and redressing fraud is the False Claims Act, which makes it illegal to submit fraudulent claims to the government," said Assistant Attorney General West.

"Every day, Legal Aid attorneys are in the courtroom – standing up for survivors of domestic violence; helping families facing eviction, and veterans who have been denied their benefits; and making sure adults and children alike have an understanding of the rights and protections to which they are entitled. And, because of your consistent focus on pro bono work, you are helping to rally the entire bar to this cause," said Attorney General Holder.

"The benefits of Plyler are felt by all of us, wherever we or our ancestors were born. Three decades after Plyler, immigrant students have made and continue to make vast and deep contributions to America’s cultural, civic, and economic landscape," said Assistant Attorney General Perez.

"Thanks to the work of so many of you in this room, the ADA has both literally and figuratively opened millions of doors for individuals with disabilities across this nation. Just as importantly, it has revolutionized the way our society thinks about individuals with disabilities, and it has revolutionized the way people with disabilities live in our communities," said Assistant Attorney General Perez.

Attorney General Eric Holder released the following statement today on the 18th anniversary of the Violence Against Women Act.

Today the United States filed a civil action against ATP Oil &s Bureau of Safety and Environmental Enforcement (BSEE) and the U.S. Environmental Protection Agency (EPA). The complaint addresses the defendants’ alleged unlawful discharges of oil and unpermitted chemical dispersants from the defendants’ floating oil and gas production platform, the ATP Innovator, into the Gulf of Mexico.

"This Hall symbolizes the fusion of two core principles here at the Department: Our respect for the majesty of the law, represented by the figure on your right; and our conviction that law’s proper role is in the service of justice, portrayed by the figure on your left," said Acting Associate Attorney General West.

"Today – together – it’s time to declare, once again, that this is unacceptable – and unworthy of a legal system that stands as an example for all the world. It’s time to reclaim Gideon’s petition – and resolve to confront the obstacles facing indigent defense providers. Most of all, it’s time to speak out – with one voice – to rally our peers and partners at every level of government and the private sector to this important cause," said Attorney General Holder.

"Clarence Earl Gideon made a difference. Now it is up to every one of us to make his vision – and the words of the U.S. Supreme Court in his case – a reality. You have started on that path here in Texas," said Acting Senior Counselor Leff.

It is an honor to join so many friends and colleagues for today’s observance – as we mark the twelfth anniversary of the deadliest terrorist attacks ever carried out against the United States; remember the nearly 3,000 innocent people whose lives were lost; and pay tribute to the 72 brave law enforcement officers who were called, on that beautiful autumn morning, to make the ultimate sacrifice.

We come together today because we’re still striving, as they once did, to realize the dream that Dr. King shared with us 50 years ago last month – on the steps of a memorial to America’s Great Emancipator – when he spoke of an Alabama where children of all races and backgrounds would be able to play together, to learn together, and to grow together.

That, at its core, is what defines us as Americans: a people born of revolution and tested by civil war. A nation founded on equality but built by those in chains. A country first imagined, centuries ago, by imperfect people driven by a near-perfect vision – a vision conceived by patriots who dared to reach beyond themselves and defended later by activists who fought for equal justice – and who challenge us, even today, to make this promise real.

Today, we are privileged to be joined by two national leaders who have worked tirelessly to "pay it forward" by devoting their lives to promoting justice, fairness, and equality.

History is not just a series of events; it is the people who create those events. It is the impact of the stories—told and untold—of the many trailblazers and unsung heroes whose tireless sacrifices and relentless dedication have resulted in justice, equality, opportunity, and freedom for all.

In honor of these brave public servants – and in order to preserve, perpetuate, and promote the Marshals Service’s singular history – it my privilege today to unveil three commemorative coins. These coins were commissioned by an act of Congress. And they will be struck by the U.S. Mint.

Thank you, John, not only for that kind introduction but also for your exemplary leadership as chair of the LSC Board. LSC really exemplifies that spirit Attorney General Robert Kennedy used to talk about – that as lawyers, we have an obligation to enlist our skills and ourselves in engagements that reach beyond the horizons of our parochial legal practices. And over the last five-and-a-half years I’ve served in this Administration, I’ve been fortunate to get to know John and LSC President Jim Sandman, and I know the movement for expanding access to justice in this country is better and stronger because they’re helping to lead this effort, so my thanks to them.

Thank you, Dean [Martha] Minow, for those kind words – and thank you all for being here. I also want to recognize, and thank, my good friends John Levi and Jim Sandman for their leadership of the Legal Services Corporation over the years – and for the lifetimes of tireless work that they have dedicated to vulnerable populations from coast to coast. In any public health or policy issue, it is important to consider the language used to discuss the people affected. The nation’s prolonged opioid crisis continues to touch many communities and families, and the way in which experts and others talk about substance use disorders, their causes, and the solutions is evolving.
