Agencies and organizations deploy various strategies in response to environmental challenges, including the formulation of policy, programs, and regulations. Citizen-based environmental stewardship is increasingly seen as an innovative and important approach to improving and conserving landscape health. A new research focus on the stewardship of urban natural resources is being launched by the U.S. Forest Service in the Pacific Northwest region. Early scoping efforts are addressing various scales of human systems ranging from individuals to organizations to the entire positive "footprint" of stewardship on the land. This report addresses a fundamental need—to understand and describe civic environmental stewardship in urban settings. Stewardship has been described and defined in diverse ways within a variety of contexts, including the philosophical literature of environmentalism, agency program descriptions, and outreach by sponsoring organizations. Constructing a framework to convey the layered meanings of stewardship will help to focus and guide future research. A cognitive mapping technique was used to elicit responses to the question "What is environmental stewardship?" Semistructured interviews were conducted with representatives of nine Seattle environmental organizations, a group of practitioners who collectively represent over 100 years of experience in the field. Program planners and managers have particularly direct experiences of stewardship. Cognitive mapping enables participants to explore, then display, their particular knowledge and perceptions about an idea or activity. Analysis generated thematic, structural representations of shared concepts. Results show that the practitioners have multilayered perceptions of stewardship, from environmental improvement to community building, and from actions to outcomes. The resulting conceptual framework demonstrates the full extent of stewardship activity and meaning, which can aid stewardship sponsors to improve stewardship programs, leading to better experiences for participants and higher quality outcomes for projects and environments.

We conducted an experimental study of infection, transmission, and persistence of a nucleopolyhedrovirus (NPV) of Douglas-fir tussock moth (Orgyia pseudotsugata) to better understand mechanisms determining the efficacy of the virus when it is used as a microbial control agent. In a field experiment, we quantified infection rates of larvae exposed to either Tussock Moth Biocontrol-1, the strain currently used for control by the U.S. Forest Service, or a wild-type strain isolated from a natural population. We first allowed each pathogen to decay on experimental branches for 0, 1, or 3 days before allowing uninfected larvae to feed on the branches, and then we fit both a generalized linear model and an epidemiological model of virus transmission to the infection data. Longer decay of the NPV resulted in lower infection rates, but evidence that overall virus transmission differed between wild and pesticide isolates of NPV was weak. The short persistence time of the virus suggests that it does not last long on foliage, in turn suggesting that application of TM Biocontrol-1 must be carefully timed to ensure maximum mortality.

Prior to the existence of the National Environmental Policy Act (NEPA), Forest Service district rangers had considerable latitude to make resource management decisions and execute management plans with relatively little encumbrance by documentation and process requirements.

The H.J. Andrews Experimental Forest (Andrews Forest) is both an idea and a particular place. It is an experimental landscape, a natural resource, and an ecosystem that has long inspired many people. On the landscape of the Andrews Forest, some of those people built the foundation for a collaborative community that fosters closer communication among the scientists and managers who struggle to understand how that ecosystem functions and to identify optimal management strategies for this and other national forest lands in the Pacific Northwest. People who worked there generated new ideas about forest ecology and related ecosystems. Working together in this place, they generated ideas, developed research proposals, and considered the implications of their work. They functioned as individuals in a science-based community that emerged and evolved over time. Individuals acted in a confluence of personalities, personal choices, and power relations. In the context of this unique landscape and serendipitous opportunities, those people created an exceptionally potent learning environment for science and management. Science, in this context, was largely a story of personalities, not simply a matter of test tubes, experimental watersheds, or top-down management sponsored by a large federal agency or university. Ideas flowed in a constructed environment that eventually linked people, place, and community with an emerging vision of ecosystem management. Drawing largely on oral history, this book explores the inner workings and structure of that science-based community. Science themes, management issues, specific research programs, the landscape itself, and the people who work there are all indispensable components of a complex web of community, the Andrews group. The first four chapters explore the origins of the Forest Service decision to establish an experimental forest in the west-central Oregon Cascades in 1948 and the people and priorities that transformed that field site into a prominent facility for interdisciplinary research in the coniferous biome of the International Biological Programme in the 1970s. Later chapters explore emerging links between long-term research and interdisciplinary science at the Andrews Forest. Those links shaped the group's response to concerns about logging in old-growth forests during the 1980s and 1990s. Concluding chapters explore how scientists in the group tried to adapt to new roles as public policy consultants in the 1990s without losing sight of the community values that they considered crucial to their earlier accomplishments.

The Forest Service system of experimental forests and ranges (EFRs) and other sites of long-term silvicultural, watershed, and ecological research have contributed to science and natural resource management for more than a century. An important aspect of the success of EFR programs is strong collaboration between the research and land manager communities. This guide offers suggestions for effective research management partnerships based at EFRs and other long-term research sites. Keys to success include mutual understanding and respect, shared commitment to learning, and joint projects and communications programs.

I am a longtime resident of Johnson County, currently in my 25th year of law enforcement. I worked for the Coralville Police Department in the late 1990’s and transferred to the Cedar Rapids Police Department in 1999 where I am a sergeant of the patrol division. I have degrees in criminal justice and organizational leadership and have advanced leadership training from Northwestern University in the School of Police Staff and Command.

Working in the second-largest city in the state has offered me many opportunities to lead. I have taught in the police academy and defensive tactics and as a field training instructor. I was the director of the Eastern Iowa Heroin Initiative, where I founded CRUSH of Iowa (Community Resources United to Stop Heroin). CRUSH is a community-based, grassroots organization helping all those affected by substance abuse disorder.

My passion has been community outreach. Currently I am a member of the Johnson County Human Trafficking Coalition and the Johnson County Prevention Partnership. Through these partnerships I will create a criminal interdiction team to fight the trafficking of humans, weapons and narcotics.

As sheriff, my top three concerns are substance abuse, mental health and human trafficking. I believe in creating long-lasting relationships with the community. I believe in common sense solutions without the haze of political bias. I believe that every citizen has a voice and should be heard. I believe in building a proactive and progressive law enforcement agency that serves with professionalism, compassion and dedication to the citizens. Serving as state representative of House District 85 for the past few years has been a privilege and an honor. No one could have predicted this pandemic but as Iowans, we need to do our best to limit contact and the spread of this disease. My sincere appreciation goes to those workers on the frontlines of this crisis: the healthcare workers, store owners, businesses, farmers, teachers and workers who show up every day to keep this state moving forward. One in five people will have some kind of mental illness in their lifetime. Yet despite how common these conditions are — as common as silver cars, and more common than being left-handed — stigma remains the greatest barrier to individuals seeking help regarding their mental illness.

May is Mental Health Awareness Month. This serves as a great opportunity for our community to begin eliminating stigma by starting conversations and increasing understanding about mental illness.

Now, more than ever before, it is important to talk about mental illness. Many of us could be feeling increased anxiety, stress and feelings of isolation due to the COVID-19 outbreak and social distancing requirements. For those Iowans who already live with a mental illness, this pandemic could be causing symptoms to compound.

A recent study released by a team at Iowa State University states that increased unemployment and social isolation measures related to COVID-19 could result in an increase in suicide rates of close to 50,000 individuals.

Despite the challenges created by the COVID-19 pandemic, there still is help available: Telehealth services during this crisis is critical. Our state leaders, Iowa Insurance Commissioner Doug Ommen and Gov. Kim Reynolds responded immediately by encouraging health providers, insurers and businesses to work together to remove barriers and ensure telehealth is accessible.

Your Life Iowa, a state-operated service, offers referrals for problems related to alcohol, drugs, gambling, mental health or suicidal thoughts and can be contacted by phone, text or online chat 24/7.

Between March 1 and April 19, Your Life Iowa received nearly 500 contacts related to COVID-19 and traffic on the website — YourLifeIowa.org — is up 27 percent. Crisis lines and mental health counselors around the state and country are also reporting an uptick in patients reaching out for resources or virtual counseling. This is important progress.

However, the greatest barrier for those in need of mental health services is stigma.

If you know someone who is struggling, be a voice of support. The silence around mental illness is preventing our fellow Iowans — our friends, neighbors, co-workers and family members — from feeling better. By breaking down the stigma around mental illness, we can help them access the resources and treatment they deserve.

Willems et al.'s fundamental lemma asserts that all trajectories of a linear system can be obtained from a single given one, assuming that a persistency of excitation condition holds. This result has profound implications for system identification and data-driven control, and has seen a revival over the last few years. The purpose of this paper is to extend Willems' lemma to the situation where multiple (possibly short) system trajectories are given instead of a single long one. To this end, we introduce a notion of collective persistency of excitation. We will then show that all trajectories of a linear system can be obtained from a given finite number of trajectories, as long as these are collectively persistently exciting. We will demonstrate that this result enables the identification of linear systems from data sets with missing data samples. Additionally, we show that the result is of practical significance in data-driven control of unstable systems.

We define local indices for projective umbilics and godrons (also called cusps of Gauss) on generic smooth surfaces in projective 3-space. By means of these indices, we provide formulas that relate the algebraic numbers of those characteristic points on a surface (and on domains of the surface) with the Euler characteristic of that surface (resp. of those domains). These relations determine the possible coexistences of projective umbilics and godrons on the surface. Our study is based on a "fundamental cubic form" for which we provide a closed simple expression.

We empirically evaluate an undervolting technique, i.e., underscaling the circuit supply voltage below the nominal level, to improve the power-efficiency of Convolutional Neural Network (CNN) accelerators mapped to Field Programmable Gate Arrays (FPGAs). Undervolting below a safe voltage level can lead to timing faults due to excessive circuit latency increase. We evaluate the reliability-power trade-off for such accelerators. Specifically, we experimentally study the reduced-voltage operation of multiple components of real FPGAs, characterize the corresponding reliability behavior of CNN accelerators, propose techniques to minimize the drawbacks of reduced-voltage operation, and combine undervolting with architectural CNN optimization techniques, i.e., quantization and pruning. We investigate the effect of environmental temperature on the reliability-power trade-off of such accelerators. We perform experiments on three identical samples of modern Xilinx ZCU102 FPGA platforms with five state-of-the-art image classification CNN benchmarks. This approach allows us to study the effects of our undervolting technique for both software and hardware variability. We achieve more than 3X power-efficiency (GOPs/W) gain via undervolting. 2.6X of this gain is the result of eliminating the voltage guardband region, i.e., the safe voltage region below the nominal level that is set by FPGA vendor to ensure correct functionality in worst-case environmental and circuit conditions. 43% of the power-efficiency gain is due to further undervolting below the guardband, which comes at the cost of accuracy loss in the CNN accelerator. We evaluate an effective frequency underscaling technique that prevents this accuracy loss, and find that it reduces the power-efficiency gain from 43% to 25%.

We establish versions of Conley's (i) fundamental theorem and (ii) decomposition theorem for a broad class of hybrid dynamical systems. The hybrid version of (i) asserts that a globally-defined "hybrid complete Lyapunov function" exists for every hybrid system in this class. Motivated by mechanics and control settings where physical or engineered events cause abrupt changes in a system's governing dynamics, our results apply to a large class of Lagrangian hybrid systems (with impacts) studied extensively in the robotics literature. Viewed formally, these results generalize those of Conley and Franks for continuous-time and discrete-time dynamical systems, respectively, on metric spaces. However, we furnish specific examples illustrating how our statement of sufficient conditions represents merely an early step in the longer project of establishing what formal assumptions can and cannot endow hybrid systems models with the topologically well characterized partitions of limit behavior that make Conley's theory so valuable in those classical settings.

Architectures and techniques are provided to control the rendering of supplemental content associated with electronic books. For example, electronic books may be associated with content that is in addition to the content originally provided to an individual acquiring the electronic book, such as annotations, social networking site information, media outlet information, and the like. Individuals may control the supplemental electronic book content that is rendered via their client devices via actuation of a physical input device or a representation of an input device shown via a touch sensitive display. The amount of supplemental content that is rendered may correspond to information associated with a specified number of categories of supplemental electronic book content based on a supplemental content rendering level. In other implementations, the amount of supplemental electronic book content that is rendered may correspond to an amount of supplemental content to be rendered for each category of supplemental content.

In certain embodiments, the present invention provides a compound power converter in which the majority of power passes from input to output through only a single stage of power conversion. At least one embodiment includes a main converter with an auxiliary output. The auxiliary output energizes a reservoir that provides input power for a supplemental converter capable supplying the main output. The supplemental converter improves regulation and can provide holdover power for Power Factor Correction (PFC) or Uninterruptible Power Supply (UPS) operation.

A method and system for tracking a body's bio-readings and environmental information in which such bio-readings are generated is disclosed. Conventional bio-reading sensor technology may be used in combination with technology for receiving information from electronic tags associated with items in a body's environment. Such technology may include RFID smart tags associated with items in an environment. Such smart tags store information describing the item associated with the smart tag. An RFID smart tag reader may be provided for retrieving item description information stored in such smart tags. The combination of bio-reading data and environmental data provide a power tool in evaluating behavioral and environmental variables that affect a body's bio-readings.

The present invention is a method and material for using a sorbent material to capture and stabilize mercury. The method for using sorbent material to capture and stabilize mercury contains the following steps. First, the sorbent material is provided. The sorbent material, in one embodiment, is nano-particles. In a preferred embodiment, the nano-particles are unstabilized nano-Se. Next, the sorbent material is exposed to mercury in an environment. As a result, the sorbent material captures and stabilizes mercury from the environment. In the preferred embodiment, the environment is an indoor space in which a fluorescent has broken.

Methods and structures are disclosed to minimize the presence of vapor clouding in the path between an energy (e.g., radiation) source and the dampening fluid layer in a variable data lithography system. Also disclosed are conditions for optimizing vaporization of regions of the dampening fluid layer for a given laser source power. Conditions are also disclosed for minimizing re-condensation of vaporized dampening fluid onto the patterned dampening fluid layer. Accordingly, a reduction in the power required for, and an increase in the reproducibility of, patterning of a dampening fluid layer over a reimageable surface in a variable data lithography system are disclosed.

A gaseous-fluid environmental sensor having a gaseous-fluid flow system that defines a flow path coupling an intake port to an exhaust port. The gaseous-fluid flow system includes a blower and a flow sensor. The blower includes a motor and the flow sensor is for sensing a flow parameter. The controller is configured to drive the motor with a first commutation sequence and to drive the motor with a second commutation sequence different than the first commutation sequence. A coffin in an environmentally friendly material with a special shape and fittings at the places where the coffin is to be lifted, which is new in that the coffin itself has vertical recesses directed inwards, which cover both the coffin box and the lid, and wherein at each side of the coffin box bottom, a transverse lever or pipe has been placed, and wherein said pipe or lever is through-going to each and across each recess.

In a cooled component system, a heat exchanger mounted on a surface of the industrial component is housed in an isolated access compartment adjacent to but separated from the primary compartment containing the industrial component. Housing the heat exchanger in a separately accessible compartment permits access to the heat exchanger for cleaning or other purposes without having to shut down the industrial component being cooled. A means for moving a cooling media over the surface a the heat exchanger might also be included to maximize heat exchange.

A corner block has spaced-apart front and rear sections interconnected by two spaced-apart side sections that jointly define an internal cavity. Upper protrusions are provided on the top face of the block, and inner protrusions are provided inside the cavity at the bottom of the block. The upper and inner protrusions are configured and arranged relative to one another so that when two corner blocks are stacked one atop another with one block rotated 90° relative to the other, the upper protrusions of the lower block interlock with the inner protrusions of the upper block to interlock the two blocks. The corner blocks are constructed in two variants, a corner block A and a corner block B, which are mirror images of each other. The corner blocks A and B are alternately stacked upon one another to construct a 90° corner of a segmental wall structure.

An incremental forming machine binder is provided that has a blank holding opening that may be subdivided into smaller blank holding openings. The opening is subdivided by one or more clamping modules that are connected by connecting modules to each other and the frame. Clamps are attached to the clamping modules to clamp blanks in the blank holding openings. Multiple blanks may be secured to the binder for incremental forming.
