fro Mumbai: 90-yr-old woman recovers from COVID-19, discharged By www.mid-day.com Published On :: 6 May 2020 05:23:48 GMT A 90-year-old woman was discharged from the civil hospital here in Maharashtra on Tuesday after recovering from COVID-19, the district administration said. Besides, a seven-month-old boy tested positive for coronavirus in Mira-Bhayander township of Thane district. The district on Tuesday reported 121 new COVID-19 cases, taking its tally to 1,399, an official release said. These include 452 cases from Thane municipal limits, 395 from Navi Mumbai, 224 from Kalyan-Dombivali, 189 from MiraBhayander, 50 from Thane rural, 42 from Badlapur, 20 from Bhiwandi-Nizampur, 16 from Ulhasnagar and 11 from Ambernath municipal limits. So far, the district has recorded 38 deaths due to the disease, the release said. It also said that 11 coronavirus positive cases reported from Kalyan-Dombivali on Tuesday included five policemen, it said. Kalyan Dombivli Municipal Commissioner Vijay Suryavanshi on Tuesday said residents of the area working in Mumbai will not be allowed to leave or enter Kalyan from May 8 in view of the rising number of COVID-19 cases. BJP MP from Bhiwandi, Kapil Patil, urged Chief Minister Uddhav Thackeray that those from the powerloom town working in the essential services in Mumbai be accommodatednear their workplace. In the Mira Bhayander township, the local civic body had earlier only allowed milk and medicine shops to open. But, in an amended order issued on Tuesday, it allowed photocopy outlets to also open in order to facilitate migrant labourers to compile their documents for obtaining permission to travel to their native places. Among the new cases are two APMC staffers, a police officer, a kidney patient, a homemaker and a BEST employee. The PMC, which falls under the Raigad district, was initially declared an orange zone, as was the entire Raigad district but within 24 hours, the collector put PMC areas in the red zone. Ramesh Lengarekar, Deputy Municipal Commissioner, PMC, informed mid-day that PMC was a part of Mumbai Metropolitan Region (MMR), like Thane, Navi Mumbai, Kalyan and Dombivli, etc, and considering the entire MMR is in the red zone, PMC, too, falls under the said category. "While the government has the power to decide the zones (red, orange, green), the collector has been empowered to list a zone from orange to red or green to orange." 12L population in PMCSo far, two deaths have been reported from the PMC region, which has a population of 12 lakh. The number of positive cases in Raigad district, excluding PMC, is lesser and is, therefore, in the orange zone. Areas under the PMC — Panvel, Kamothe, Kalamboli, Kharghar, Ulve and Taloja — will follow the national lockdown period till May 17 with prohibitory orders under Section 144 (no assembly of more than five people) in force. "As per the central government directives, we are making an attempt to keep some additional shops (five) other than medical and general stores open. A decision on this will be taken soon," a senior PMC official said. Infection from MumbaiThe BEST staffer who tested positive is attached to the Govandi bus depot, and the police sub-inspector is attached to a police station in the Central Mumbai region. A thorough screening of every vehicle entering and exiting APMC should be done and at every entry point within the PMC area. This needs to be done to curtail any community outbreak of the virus," Kamble added. Over 100 COVID-19 cases in APMCDr Satish Choudhari, nodal officer for COVID at Gram Vikas Bhavan, Kharghar said, "At present, we have around 24 positive cases in the quarantine centre here. All those people who have a cold, cough, fever for more than three to five days are sent to the Gram Vikas Bhavan for quarantine and are referred to sub-district hospital Panvel or to MGM hospital in Kamothe if they need further treatment." On Friday, mid-day had reported how Lokmanya Tilak Municipal General Hospital admitted patients in the ward that had bodies piled on the beds. Earlier, a video had surfaced online, showing a man escaping out of the window due to the pathetic condition of the hospital. While the BMC has initiated an enquiry into the past incidents, the latest video has raised concern about the patients' safety at the hospital. A 40-year-old woman from Dharavi was recently admitted to the casualty ward of Sion hospital with high fever. "She was given saline and asked to share a bed with another female patient. We don't know what the other patient is suffering from. What kind of isolation is this?" asks the daughter. A Dharavi resident, 40, is made to share a bed with another patient at Sion hospital In the video, several beds were seen occupied by at least two patients at a time. A 25-year-old man suffering from high fever was made to lie down with a 45-year-old patient. "I have been made to share a bed with a man who is more than 45 years old. I have been told that the doctor will visit me only in the morning. What if the man beside be is already a COVID-19 patient? Will he not pass on the virus to me?" he questioned while speaking to mid-day. Another patient, Vishnu Sarathi, a 34-year-old resident of Antop Hill was brought to Sion hospital by her neighbours after he complained of stomach pain. He also had high fever. However, the doctors gave him medicine and sent him back home. Sources in the hospital said they take all the patients to the casualty ward when they arrive and due to lack of beds, they have to sit or lie down beside other patients. In case of fever, we give them medicines and if it subsides, we send them home, said the sources, adding that the rest are admitted. At present, the number of patients in the hospital is higher than that of the beds. Some hospital staffers, who tested positive for COVID-19 but are asymptomatic, complained that they are being made to share wards with other high-risk patients. "Their report has come back positive but they do not have any symptoms," said one of the staffers. Patients made to share a bed at Sion hospital "We have tested positive, but there are no symptoms of COVID-19. We are afraid that our health might suffer by being among the high-risk patients," said another. A visitor in the hospital was also seen without a mask on Friday, which violates the instructions given by the administration and also poses a risk to others. Sion hospital Dean Pramod Ingale did not respond to mid-day's requests for comment. "I found that saffron, which has been synonymous with all things Indian, was extensively used in Spanish food," he says. Years later, when he joined the BKC restaurant, Adhikary decided to experiment with saffron in European dishes. "It offers an intense flavour, colour and taste, and has qualities that blend beautifully with European cuisine," he says, moving on to list ways in which the ingredient can be used. To prepare the saffron hollandaise sauce, a fragrant mix with a hint of sweetness, you need 125 gm clarified butter, two eggs, 2 ml white wine, 2 gm thyme and 2 gm fennel seeds. "First, add 1 gm saffron to 50ml lukewarm water to get the saffron water ready," he says, instructing us to extract the egg yolk, add the reduction and vigorously whisk the yolk with clarified butter. Once done, we are asked to place the bowl in a saucepan containing simmering water. "Continue to whisk until the mixture thickens. Then, slowly, drizzle the saffron water till you are content with the consistency." This simple recipe, he adds, is the perfect accompaniment to veggies. The Hindi film industry is devasted by his loss, and this came a day after we lost yet another gem - Irrfan Khan. The bereaved Kapoor family issued a statement on Rishi's passing, which read, "Our dear Rishi Kapoor passed away peacefully at 8:45 am IST in hospital today after a two-year battle with leukaemia. The doctors and medical staff at the hospital said he kept them entertained to the last. He remained jovial and determined to live to the fullest right through two years of treatment across two continents. Family, friends, food and films remained his focus and everyone who met him during this time was amazed at how he did not let his illness get the better of him." The statement further said, "He was grateful for the love of his fans that poured in from the world over. In his passing, they would all understand that he would like to be remembered with a smile and not with tears." The worst part is that I couldn't be there with him and his family for the final rites. I met him in the latter part of 2019. He was jovial. I remember looking at him and thinking that the worst phase of his life is behind him. There wasn't an iota of [weakness] in his eyes. One couldn't, from his body language, gauge that he was enduring any pain or difficulty. The unfortunate turn of events was unexpected. More than being his co-star, I was a fan. I loved Rishi and Neetu, as a couple, and wouldn't miss a single film of the duo. For me, the turning point [in my career] came when I signed a movie with him. Rishi was the one who recommended my name to Nasir Hussain, and that's how I landed up in Zamane Ko Dikhana Hai. The first shot that we did together was for the song Poocho na yaar kya hua. I remember it vividly. I had to do a dance sequence and then hug him. I was shivering because I was a fan. We shot [Hoga tumse pyara kaun] on a train, and it was a surreal experience. It was hot, and we were trying to look our best, and do the best that we could. Unfortunately, my scarf caught fire, and, like a true hero, Rishi ran towards me and rescued me. He was a foodie. I'd get prawns and fish curry to the sets and we would eat together. More than him, we loved his Punjabi lunch that Neetu would send. Neetu would send healthy food, but she never knew that he'd, in fact, be eating his co-stars' meals. He is going to be missed. My heart goes out to Ranbir and Ridhima. Forget that filmmaker Shirish Kunder's last feature film was Joker, forget that the leading lady of his fresh film, Mrs. Serial Killer, is Jacqueline Fernandez. And just read this premise- A helpless and hapless wife takes the suicidal decision of going on a murderous rage and becoming a serial killer when her husband is arrested on the charges of brutally killing six unmarried and pregnant women. In short, a woman will go to any lengths to save her husband. Any film with this plot can amalgamate its narrative with both thrill and tragedy. You first feel a sense of sympathy for the man who has been wrongly accused and unfairly imprisoned. You feel empathetic towards the woman who now has to fight what could be the most traumatic battle of her life. And then you feel the tension and thrill of wanting to know how she would execute all her murders! What unfolds is your perfect Bollywood potboiler, driven by drama and fueled by unpredictability. But what we see in Mrs. Serial Killer is a puerile and almost-preposterous telling of an unseen and unknown CID episode. The performances are all ham-and-cheese, and not even worthy of being your enjoyable and entertaining guilty pleasure stuff. It's juvenile and joyless from start to finish. If Manoj Bajpayee played your perfect hero in The Family Man, Fernandez plays your loyal family woman in this film who readily agrees to become Mrs. Serial Killer to save her husband. Kunder does what no other filmmaker even imagined he would, he gives her more screen time than Bajpayee and let her have her moment of glory. To say she falters would be an understatement, she collapses ever before her mission has begun. Watch the trailer of Mrs. Serial Killer Her performance is both annoying and alarming and makes you smile more than scared and that too in all the incorrect ways and at the incorrect moments. Look how she reacts when a gatekeeper refuses to let her in, look how she reacts when a receptionist refuses to let her meet a gynecologist, look how she reacts when she successfully unlocks her husband's laptop, and look how she reacts when she's about to drug and almost kill her prey. And after a while, you stop looking at all. Kunder has certainly been unwise while casting someone deadpan for a deep role. There's barely anything that works, not even Manoj Bajpayee. He's hardly there and dedicates all his screen time in hamming. A languid Mohit Raina nearly puts you off to sleep, and the climatic twist suggests nothing but the sheer limitations and lunacy of everyone involved in this Netflix nonsense. Kunder's debut, Jaan-E-Mann, although a commercial failure, was earnest in its craftsmanship and entertaining in its moments, but his repertoire has deteriorated ever since. Mrs. Serial Killer is his weakest film to date, worsened by its frustratingly limited leading lady. It does deliver unintentionally comical moments and there are plenty of them. It's been a month since Nigam, who is currently holed up in Dubai, began the cumbersome task of breathing life into a passion-project, the brainchild of his industry associate Srinivas. Along with Indian Singers Rights Association CEO Sanjay Tandon, the duo reached out to 100 artistes from across India for the creation of the 14-language track, One nation one voice, which is set to be unveiled by Lata Mangeshkar. "We had been struggling to find a Sindhi [singer], and that's when we reached out to Ghanshyam Vaswani. Though disconnected from mainstream [music], he has been a ghazal singer for decades. My mother was proficient in Sindhi. So Ghanshyamji and I collaborated for those portions. Similarly, Papon [worked on] the Assamese [verses], Bhajan Soporiji and Kailash Kher did the Kashmiri track, Mame Khan crafted Rajasthani [verses] and Krishna [Beura], the Odia portions," Nigam tells mid-day of the song that also includes lines in Bengali, Marathi, Malayalam, and Tamil. The coalescing of an assortment of home-bound artistes for a single track becomes simpler when employing a digitally transferable background score that they can individually lay their vocals on. But Nigam was creating an acapella piece, which didn't have instruments to play second fiddle in supporting his endeavour. "We sent two songs to all the singers. One [included] the base track that had been created by [a select few], and included sounds, layers and harmonies. No instruments were used to create this, and it was upon this piece that the singers [recorded their vocals]. We also gave them a reference piece of how we wanted the song to sound, but offered an empty space [for them to experiment]." Those singers who do not have a home-studio had to let the acapella piece play in the background as they recorded their vocals over it, he informs. There's a peculiar cheer in his voice when he talks of Asha Bhosle's involvement in this number. "With her being by our side, this project has become invaluable. At 86, she has opened this song like a boss. You find yourself wondering how someone at that age can sing so beautifully. I was reduced to tears on hearing her 30-second performance." She says Irrfan pushed her in the right direction during her initial days of struggle. "As I was struggling in the nineties and feeling disheartened, I would say that I wanted to quit acting because there was nothing that I could get from here, especially substantial work that I was looking forward to. Subsequently, Irrfan produced a segment of the TV show, "Star Bestsellers", titled "Hum Saath Saath Hain Kya?" that was written by his wife Sutapa Sikdar and directed by Dhulia. He cast Tisca in the segment. "He gave me the right kind of challenges for an actor to stay at my battle. Along with him, Tigmanshu and few more people gave me the scope to overall challenge the scene of entertainment. He was surely instrumental in my career," shared Tisca. Irrfan passed away on April 29 in Mumbai, at the age of 53, due to colon infection. While the sudden demise of the actor left the film industry shocked and sadden, Tisca said: "Now that few days have gone by, emotionally I am in a better stage. I am talking and thinking why so many people reacted to Irrfan's demise as a personal loss. I think, even if you do not know him personally, through his acting, he showed us expressions that we usually reserve for our family, friends and intimate people." She added: "As an actor he had the courage to show us that vulnerability. So even as an audience when you watch his film, through his performance you experience the story along with those characters. You, as an audience did not look at Irrfan, you looked with him at the world of that story. That is why it is intimate. That is why Irrfan belonged to his audience. Arhaan withdrew the money when Rashami was still inside the "Bigg Boss" house, it has been claimed. The accusations have mostly been levelled on Twitter by netizens who claim to Rashami's fans. They also shared screenshots of bank statements of monetary transactions from an account with the name Shivani Ajay Kumar Desai. A user tweeted in Hindi claiming Arhaan Khan has taken Rs 15 Lakh from the actress' account in 15 days. Another user alleged that Arhaan has even taken money for subscribing to a popular OTT platform. A Fanclub of Rashami Desai tweeted: "We need justice for @TheRashamiDesai. She has earned money with lot of her hardwork and #FraudArhaanKhan misused her money. What a shame to society." Calling Arhaan a "gold digger," Rashamians, as Rashami's fans like to call themselves claimed in a tweet: "This is a call to all fandoms - any and everyone who is sane enough to see the wrong in this situation- keep aside your Bigg boss grudges for once and please help us expose and shame a gold digger. #FraudArhaanKhan." However, there has been no substantial basis to any such claim on the part of fans. During her stay in the "Bigg Boss" house in the latest season, Rashami Desai was heartbroken after learning about Arhaan Khan's child and former wife. The two eventually parted ways. The accused identified as Tawab Ali Jaffer Ali Shaikh, who was once an owner of a petrol pump was caught in a vicious circle of drugs settled on stealing batteries to finance his addiction. When produced in court today, he was remanded to judicial custody. The VB Nagar police received a piece of information that a man in his 30s will be stealing batteries placed as a power back up for ATMs. Acting on the tip-off, the police team activated their informer network to find out about an unidentified man showing CCTV footage while stealing in Ghatkopar, Vakola, and Kurla. Senior Inspector Rajesh Pawar formed a team under the leadership of Assistant Police Inspector Bapu Salunkhe. "An informer told us that the person in CCTV is Tawab Ali Jaffer Ali Shaikh, a resident of Kurla (W). We tracked him down and arrested him on Sunday," said an officer from VB Nagar Police station. After interrogating Tawab, the police officials found the shocking story of his downfall. "Whatever information we have been able to gather from him and his elder brother, Tawab belongs to an affluent family that had ownership of a petrol pump at Reay Road. The family was well off making a handsome income," told an officer. "Tawab studied till 12th standard and then got married. He has two kids," the officer added. "Four years back Tawab got addicted to drugs. Initially, he was taking synthetic ones but as his finances dried down he started taking Mephedrone (MD)," said another officer. "But, for a few months, as he couldn't afford MD too, he started with taking buttons (sleeping tablets). For this, he was stealing batteries," added the officer. "In such an attempt, he was caught in the CCTV camera in which he was seen stealing batteries and keeping them inside his SUV. He was arrested on Sunday and while searching we have found a German-made revolver, a screwdriver, and knife," said Rajesh Pawar, Senior Inspector VB Nagar Police station. Tawab was booked under Arms Act and was produced in Kurla Court on Monday where he was sent in judicial custody. The police are now in process to book him for theft of batteries and will seek his custody again for further investigation. In Delhi, coronavirus has infected around 1,640 and claimed 38 lives. The petition by a lawyer on Thursday alleged that after the Tablighi event, Kejriwal via his tweets "deliberately" classified several affected cases under a separate caption -- "Masjid Markaz". The petitioner, advocate M M Kashyap, claimed that such reporting of the coronavirus cases has led to "communal antagonism" and perpetrating of hatred against a specific religious community. It contended that when the atmosphere was already tense and sensitive in Delhi, post the riots in north east parts of the national capital, such reporting of COVID-19 cases would only deteriorate the situation. The plea, filed through advocates Fozia Rahman and M Qayam-ud-din, said that it was the need of the hour that the nation is united in the fight against coronavirus and giving communal angle to the cases would hamper the same. The petition, likely to be heard on April 20, contends that communal reporting of the Tablighi Jamaat incident needs to be stopped immediately and any delay in doing so would promote ill-will, enmity and hatred towards Muslim community. It also contended that Kejriwal has violated the advisory or guidelines issued by the World Health Organisation (WHO) which has strictly advised to refrain from religious profiling of coronavirus cases. The petition seeks directions to Kejriwal and Delhi government to prohibit and stop dissemination of coronavirus infection data allegedly on the basis of religious or communal classification. fro COVID-19: Containment ops to stop 28 days from last case, says government By www.mid-day.com Published On :: 18 Apr 2020 02:30:52 GMT Containment operations will be scaled down if no secondary positive case of COVID-19 is reported from a quarantine zone for at least four weeks after the last confirmed test has been isolated and all his contacts have been followed up for 28 days, the Union Health Ministry said. According to the ministry's 'Updated containment plan for large outbreaks COVID-19', a containment operation (large outbreak or cluster) is deemed to be over 28 days from the date the last case in that zone tests negative. The closing of the surveillance for the clusters could be independent of one another provided there is no geographic continuity between clusters. However, the surveillance will continue for severe acute respiratory infection (SARI) and influenza-like illness (ILI). States shall ensure that all required steps are taken to contain clusters within the large outbreak and chain of transmission is broken, it said. The document stated that in India also, clusters and large outbreaks have been noted in parts of the country and unless they are contained in time, the risk of further spread remains very high. Large number of cases has been reported from Maharashtra, Delhi, Tamil Nadu, Madhya Pradesh and Rajasthan. The Centre has declared 170 hotspots — 123 hotspot districts with large outbreaks and 47 hotspot districts with clusters. Besides, it has identified 207 non-hotspot districts with clusters. In a bid to utilise the extended lockdown period to the maximum extent to contain the spread of Coronavirus, states have been asked by the ministry to classify districts witnessing higher number of cases or high growth rate as hotspots, districts where some cases have been found as non-hotspots, and those which have reported no cases as green zones. Centre is saying that we should not relax the lockdown in the containment zones/hotspots. All the 11 districts of Delhi are declared hotspots. So, according to the Centre, no relaxation can be given in Delhi," he added. He also said wherever people are following orders, cases are not increasing. "However, there are places where cases are increasing as people are not following orders," the Chief Minister said. He said though the cases are on the rise, the situation is still under control. "We all have to follow orders. About 1,900 cases are in the city and 26 patients are in the ICU and six are on the ventilators," the Chief Minister added. Union Home Secretary, Ajay Bhalla issued an order excluding the non-essential items from the cart of e-commerce companies. The order said the following clause — "e-commerce companies. Vehicles used by e-commerce operators will be allowed to ply with necessary permissions" — is excluded from the guidelines. Asked why the government made a U-turn on the matter, Joint Secretary in the Home Ministry, Punya Salila Srivastava said the COVID-19 situation has been very dynamic and the government is taking decisions on a day-to-day basis. When the government has realised that allowing non-essential commodities to sell through e-commerce platforms may affect the proper implementation of the lockdown, the decision was reviewed and reversed, she said at a daily joint briefing on the COVID-19 outbreak. The April 15 order had said e-commerce platforms were allowed to sell such items from April 20. The reason for reversing the order was not known immediately, but there was a talk of some retail traders mounting pressure on the government that local shops be also allowed to sell non-essentials items, like e-commerce giants. e-commerce platforms, however, are allowed to sell essential commodities such as food, pharmaceutical and medical devices. The previous order said, "Supply of essential goods is allowed, as under: All facilities in the supply chain of essential goods, whether involved in manufacturing, wholesale or retail of such goods through local stores, large brick and mortar stores or e-commerce companies should be allowed to operate, ensuring strict social distancing without any restriction on their timing of opening and closure." A day later, Home Ministry officials said electronic items such as mobile phones, TVs, refrigerators, laptop computers, ready-made garments, stationery items for schoolchildren would be available on the e-commerce platforms from April 20. According to the officials, the deceased, Jamalo Madkam, who left home in Bijapur’s Aded village just two months ago, was barely 11 km away from reaching there when she collapsed, Indian Express reported. Officials also said that Madkam is suspected to have died of electrolyte imbalance as she was walking for three days with 13 others working in Telangana to her village, covering the distance of 100 km. The girl has also tested for Coronavirus that came negative. The results of the test came a day after she died. Other than Madkam, the group included three children and eight women. Madkam’s father Andoram said that he had heard she left with a group from Peruru village in Telangana on April 16. “They decided to come back after realising that the lockdown had got extended and they would not get any work,” he said. They'd gone to Telangana to work in chilli fields. Since there's no mode of transportation they walked from Telangana. Her body was preserved&samples were sent for testing as a precautionary measure. Medical Officer of Bijapur district Dr B R Pujari was quoted by the newspaper as saying that the group had walked through forests and in one place, the girl had a fall. The newspaper quoted sources saying that the girl had died at 8 am on Saturday when the group had reached the border of Bijapur district. They could not inform her family earlier as only among them carried a phone whose battery died. When the group reached Bhandarpal village, they managed to inform the girl’s family by requesting a resident of the village to help them make a call to her parents. They also informed the police about the girl’s death to the police. Pujari said that the medical team rushed to the spot as soon as they got the news. “Since Telangana had cases, we immediately sent our teams, but we couldn’t find them,” he said. Then the team found the group who handed over Madkam’s body to them. The group was then sent to a quarantine facility whereas the girl’s body was sent to a morgue. Andoram and Sukamati collected the girl’s body on Sunday evening. Chhatisgarh chief minister Bhupesh Baghel announced Rs 1 lakh compensation for the girl’s family on Monday. In the agricultural sector, the relaxation has been extended to facilities for export or import such as pack houses, inspection and treatment facilities for seeds and horticulture produce. It also includes relaxation to research establishments dealing with the agriculture and horticulture activities and the inter- and intra-state movement of planting materials and honey bee colonies, honey and other beehive products. The Union Home Ministry also also ordered Standard Operating Procedure for the sign-on and sign-off of Indian seafarers (crew members) at Indian ports and their movement. According to the SOP laid down for sign-in of a Indian crew member, the ministry said that the seafarer will have to intimate their travel and contact history for the last 28 days to the ship owner or the recruitment and placement service. The SOP can be followed through email, as per procedure laid down by the Director General of Shipping. In a late development, the Home Ministry released a detailed SOP for disembarking and subsequent repatriation of seafarers stranded in ships and different ports-of-call across the world in view of the COVID-19 pandemic. The development, which was welcomed by Goa Chief Minister Pramod Sawant late on Tuesday, comes on a day when more than 60 Goan crew-members onboard cruiseship Marella Discovery, anchored off Mumbai, had released a video urging Sawant to allow them to disembark urgently, with the ship scheduled to sail for Europe on Wednesday. "I thank Prime Minister Narendra Modi and Home Minister Amit Shah for permitting the disembarking of seafarers at Indian ports. Goans stranded on the high seas will now soon be back home. I would request all the seafarers and their families to support the government in safe return of all our stranded brothers and sisters," Sawant said in a social media post on Tuesday. According to government sources, the cruiseship currently has more than 100 Indian sailors, out of which more than sixty are from Goa. Earlier on Tuesday, after the video by the ship's Goan crew members went viral, the Opposition MLAs urged Sawant as well as Prime Minister Narendra Modi's urgent intervention in the issue. "The crew member however will be tested for COVID-19 before boarding the ship and will be allowed to sign-in only if he is tested negative," the ministry said. "For sign-off purposes, the Indian seafarer arriving on the vessel would undergo the COVID-19 test for confirmation that he/she is negative for COVID-19," it added. The crew member will be kept in a quarantine centre until the report arrives. According to Goa CM Sawant, more than 8,000 seafarers of Goan origin, are stranded in various anchored ships and ports-of-call across the world. Sawant had said that the process for repatriation would only begin after the SOP was released by the MHA. The SOP mandates testing of all sailors disembarking on Indian ports for Covid-19, followed by quarantine at a facility operated either by the port or by the respective state government where the port is located, until the test reports are received. "If the seafarer is tested as positive for COVID-19, he/she will be dealt as per the procedures laid down by the Union Ministry of Health and Family Welfare," the SOP states. "For the seafarers tested negative and signed off, the local authority in the area where the seafarer disembarks will be intimated about his/her clearance for sign-off and for issue of a transit pass from the place of disembarkation to the place of his/her residence," it also states. fro Lockdown tales: Two families shell out Rs 1.4 lakh for an ambulance ride from Chennai to Tripura By www.mid-day.com Published On :: 23 Apr 2020 09:06:32 GMT Two families from Agartala in Trupura who had visited Chennai for medical treatmnet got stranded due to the nationwide lockdown imposed by the government to curb the rising number of coronavirus cases in India. But what followed was quite extraordinary as the families had to pay a whopping Rs 1.4 lakh to hire an ambulance to take them back to Tripura. One family resides in South Tripura district's Udaipur area while the other stays at Mohanpur area of West Tripura district. Interestingly, the two families shelled out the huge sum and travelled over 3,700 kilometres for five days to reach Tripura from Chennai. While speaking to Times of India, Chanchal Majumder, who stays in Udaipur said, "Both families had travelled to Chennai on March 20 for treatment and had planned to return in a week," He said that they were stuck in a hotel in the Southern Metropolis of Chennai after Prime Minister Narendra Modi announced a 21-day nationwide lockdown due to COVID-19 crisis. Recalling the experience in Chennai, Majumder said, "Life became terrible as we were confined to one room and were suffering from shortage of amenities." He further said that till April 14 (the last day of 21-day lockdown) they could manage somehow but things started to get tougher since then and more so, he had to return home as his daughter's wedding is fixed to talke place on May 8. Talking about how he managed to get transport amid the lockdown crisis, Majumder said that on April 15, they finally managed to hire an ambulance to get back home. On their way back home, the ambulance in which the two families were travelling was stopped at over hundred checkpoints but Majumder said that the police were kind enough to let them pass through after listening to their story. "Food and water was not a problem. In many places, NGOs and and police officers offered us meals and water," Majumder stated. Upon reaching Tripura, both the families were sent in isolation for 14-days at a quarantine facility. Tripura health officials said, "All five are doing good and none of them have shown any COVID-19 symptoms so far. However, just to be extra cautious, we have sent their samples for testing." fro Coronavirus outbreak: Dearness Allowance for Central government employees frozen till July 2021 By www.mid-day.com Published On :: 23 Apr 2020 13:08:11 GMT In view of the crisis arising out of COVID-19, government on Thursday decided to freeze payment of additional instalment of dearness allowance (DA) to the Central government employees and dearness relief (DR) to pensioners falling due from January 1, 2020. The decision comes after the Union Cabinet on March 14 approved a four per cent hike in DA to 21 per cent in a bonanza for 1.13 crore Central government employees and pensioners applicable from January, 2020 costing the exchequer Rs 14,595 crore. In an office memorandum, department of expenditure, ministry of finance said that additional instalment of DA and DR falling due from July 1, 2020 and January 1, 2021 will also not be paid. However, the allowance will continue to be paid at current rates. The Central government employees will also not get any arrears in any future revision of DA/DR from from July 1, 2021. However, If a decision to revise DA rates is taken for July 1, 2021 period, the rate of allowance as effective from January 1, 2020, July 1, 2020 and January 1, 2021 will be restored prospectively and will be subsumed in the cumulative revised rates effective from July 1, 2021, the office memorandum said. Though the government did not give an estimate of how much it would save by disallowing DA revision for its employees, a four per cent raise approved by cabinet last month meant additional expenditure of around Rs 15,000 crore. For three half yearly periods, going by this yardstick, would result in savings of close to Rs 45,000 for the Centre. Any change in DA rates benefits about 48 lakh Central government employees and 65 lakh pensioners.
