Background: The Chais Conference for the Study of Innovation and Learning Technologies: Learning in the Technological Era, is organized by the Research Center for Innovation in Learning Technologies, The Open University of Israel. The 12th Chais Conference was held at The Open University of Israel, Raanana, Israel, on February 14-15, 2017. Each year, selected papers of the Chais conference are expanded and published in IJELL. Methodology: A qualitative conceptual analysis of the themes and insights of the papers included in the ninth selection of IJELL special series of selected Chais Conference best papers. Contribution: The presentation of the papers of this selection emphasizes their novelty, as well as their main implications, describes current research issues, and chronicles the main themes within the discourse of learning technologies research, as reflected at the Chais 2017 conference. Findings: Contemporary research goes ‘beyond the walls of the classroom’ and investigates systemic and pedagogical aspects of integrating learning technologies in education on a large scale. Recommendation for Researchers: Researchers are encouraged to investigate broad aspects of seizing the opportunities and overcoming the challenges of integrating innovative technologies in education. Impact on Society: Effective application of learning technologies has a major potential to improve the well-being of individuals and societies. Future Research: The conceptual analysis of contemporary main themes of innovative learning technologies may provide researchers with novel directions for future research on various aspects of the effective utilization of learning technologies.

Introduction to Series: Informing Science Perspectives on Fake News

Aim/Purpose: This series of papers on Fake News: Bias, Misinformation, and Disinformation examines fake news from an Informing Science perspective. As such, the papers in this special series make novel con-tributions to the field by viewing the issues through the transdisciplinary lens of informing science. This series makes no claim to summarize or review all that has been written on this topic. Rather it provides a glimpse into this immense literature from the perspective of informing science. Background: It is one small step on the 20+ year quest by the editor to explore better ways to inform from an approach that transcends academic disciplines (Cohen, 1998, 1999) and a 20 year quest to under-stand the issues of how we become misinformed and disinformed (Cohen, 2000). The series pro-vided here gains thrust for two reasons. One reason is that the study has become more popular with academicians due to the blathering of politicians and the attacks by national powers on de-mocracy. The second reason is more mundane; without the deadline that the end-of-year affords, the papers would become richer, fuller, and more detailed. Recommendation for Researchers: Taken together, the results brought forth across these papers is truly scary. Due to their biases, when presented with information, people can and do generate their own misinformation. People tend to communicate such misinformation that they self-generated with others in groups sharing their beliefs, strengthening the misinformation by some and silencing those do not share these thoughts. This process creates divisions in society. How can humanity seek wise decisions when we cannot agree even upon the facts. We see the results of this syndrome in Operation SIG and cur-rent divisions within politics in the West.

Issue 72 of the CBD Technical Series: Earth observation for biodiversity monitoring

Issue 72 of the CBD Technical Series is now out focusing on "EARTH OBSERVATION FOR BIODIVERSITY MONITORING : A review of current approaches and future opportunities for tracking progress towards the Aichi Biodiversity Targets". The issue shows how earth observation technologies can and should fit into systems for biodiversity monitoring, as well as demonstrates how these approaches could further improve relevant indicators for the Aichi Biodiversity Targets. It illustrates a clear track from observations done by remote sensing platforms through Essential Biodiversity Variables to biodiversity indicators and ultimately to the assessment of progress towards the Aichi Biodiversity Targets and ultimately in support of evidence-based decision making. EU BON is also featured in this report.

The goal of the CBD Technical Series is to contribute to the dissemination of up-to-date and accurate information on selected topics that are important for the conservation of biological diversity, the sustainable use of its components and the equitable sharing of its benefits. A large and growing body of evidence has clearly established the need to disseminate synthesis publications relevant to CBD objectives and selected reports presented at CBD meetings.

The CBD Technical Series is intended to:

  • Foster scientific and technical cooperation;
  • Improve communication between the Convention and the scientific community;
  • Increase awareness of current biodiversity-related problems and concerns; and
  • Facilitate widespread and effective use of the growing body of scientific and technical information on conserving and using biological diversity.

The full report is available here.

Making the most out of biological observations data: first of a series of EU BON publications in RIO

Creating and maintaining a biodiversity data collection has been a much-needed worldwide exercise for years, yet there is no single standard on how to do this. This has led to a myriad of datasets often incompatible with each other. To make the most out of biodiversity data and to ensure that its use for environmental monitoring and conservation is both easy and legal, EU BON published recommendations that provide consistent Europe-wide Data Publishing Guidelines and Recommendations in the EU BON Biodiversity Portal.

The report "Data Policy Recommendations for Biodiversity Data. EU BON Project Report" featured in the Research Ideas & Outcomes (RIO) journal, is the first contribution in a pioneering comprehensive project outputs compilation taking advantage of RIO's unique option to publish collections of project results.

Biodiversity data and information provide important knowledge for many biological, geological, and environmental research disciplines. Additionally, they are crucial for the development of strong environmental policies and the management of natural resources. Information management systems can bring together a wealth of information and a legacy of over 260 years of biological observations which are now dispersed in a myriad of different documents, institutions, and locations.

EU BON aims to build a comprehensive "European Biodiversity Portal" that will incorporate currently scattered Europe-wide biodiversity data, while at the same time helping to realize a substantial part of the worldwide Group on Earth Observations Biodiversity Observation Network (GEO BON). To achieve this ambitious plan, EU BON identifies the strong need for a coherent and consistent data policy in Europe to increase interoperability of data and make its re-use both easy and legal.

"Biodiversity data and information should not be treated as commercial goods, but as a common resource for the whole human society. The EU BON data sharing agreement is an important step in this direction," comments the lead author of the report Dr. Willi Egloff from Plazi, Switzerland.

In its report, the EU BON project analysis available single recommendations and guidelines on different topics. On this basis, the report provides structured guidelines for legislators, researchers, data aggregators, funding agencies and publishers to be taken into consideration towards providing standardized, easy-to-find, re-shareable and re-usable biodiversity data.

"We are extremely happy that EU BON is among the first to take advantage of our project outputs collections option in RIO. The first report they are publishing with us deals with issues of opening up data, and digitizing and collecting scientific knowledge, all close to RIO's mission to open up the research process and promote open science," says Prof. Lyubomir Penev, Founder and Publisher of RIO.
