"By helping to strengthen our state and federal criminal justice systems, fighting to expand access to legal services, and advancing critical public safety initiatives and consumer protections, you’ve addressed persistent challenges and improved countless lives," said Attorney General Holder.

"Over the last four years, an emphasis on becoming smarter and tougher on crime has infused – and informed – the Department’s work on a range of policy questions. And it’s driving current efforts to partner with NACo members, and an array of other government and private sector leaders, to develop comprehensive solutions to even the most complex and intractable challenges," said Attorney General Holder.

While incarceration is a necessary part of the strategy for ensuring public safety, we know it is not the only answer in every case -- especially for the low-level drug offender. If any of us hope to change the behavior of our criminal population – and make our communities safer – we must make the investment to treat individuals with substance use disorders and others in need of help as a part of the criminal justice system.

The reality is that police don’t always have the luxury of time to get their most highly-trained, best-equipped officers on the scene. To save lives, the first officers to arrive must sometimes be the ones to directly engage an active shooter. That’s why all law enforcement officers must have the best equipment and most up-to-date training to confront these situations. We owe these officers nothing less.

There can be no doubt that we share a common goal to hold accountable those whose actions contributed to the last financial crisis, which was felt not just at the national or global level, but in the countless communities you represent, as well.

It is a pleasure to be with you today. And it’s an honor to join so many distinguished jurists, dedicated public servants, devoted members of the private bar, hardworking students, and good friends in discussing the challenges we face – and the opportunities now before us – to expand access to justice; to strengthen the rule of law; and to improve America’s legal system across the board – so we can move our nation closer to its founding ideals of equality, opportunity, and justice for all.

The Department of Justice’s Office of Justice Programs (OJP), in partnership with the International Association of Chiefs of Police (IACP), today released a seminal model policy regarding police interaction with children who are impacted when a parent is arrested and law enforcement carries out its investigative and arrest responsibilities. Reflecting the collective input of a wide range of subject-matter experts and stakeholders, and understanding that interactions between children and law enforcement create lasting impressions, the resulting model policy, Safeguarding Children of Arrested Parents , provides strategies for law enforcement to improve their procedures and positively impact the communities they serve
