California Governor Gavin Newsom announced Friday that he had signed an executive order to mail ballots to the state’s 20.6 million registered voters, citing potential health risks due to the ongoing coronavirus pandemic.“There’s a lot of excitement around this November’s election in terms of making sure that you can conduct yourself in a safe way, and make sure your health is protected,” Newsom said Friday. It was a buzzing Sunday on Day 2 of the plastic ban for shops across the state - not in terms of business, but with respect to the flurry of activity from the relentless raids by the respective civic bodies and the fines slapped on establishments found in possession of banned items.

On Day 2 of the ban on single-use plastic, BMC fined 72 shops of the 867 inspected establishments. Also, inspection report was issued to five shops for not paying fine. Most of this happened in Chembur and surrounding areas.

Deputy chief of PMC Suresh Jagtap said, "Today [Sunday] being a holiday, we didn't conduct any raid; but tomorrow, we will go full throttle. We've appealed to citizens to hand over plastic in their homes to the respective ward office."

Four-year-old Mayank Patil, who underwent a liver transplant at Jupiter Hospital, Thane, was discharged on Thursday, after over a thousand donors from across India and overseas helped his family by contributing through crowd-funding platforms. Nearly R16.5 lakh was raised overnight through social media, after mid-day's story on Wednesday, 'Hellish health turn for Nashik family'.

The management of Jupiter Hospital had also extended support to the family. They waived off half the billing amount and stood by their quotation given to Mayank's father at the time of the transplant, Rs 15 lakh. The hospital was paid around Rs 18.45 lakh (Rs 16.50 collected from milaap, Rs 1.45 lakh from trusts and charitable institutions, and Rs 1 lakh from the Chief Minister's Fund).

"Unfortunately, in Mayank's case, his stay and treatment in the hospital prolonged due to certain complications. In all cases of post-operative complications in pediatric transplant patients, Jupiter Hospital, as a policy, waives off the amount incurred in the bill beyond the pre-fixed package cost. In an effort to relieve the family from any stress related to money, our team also raised a substantial amount through various foundations and trusts that the hospital was following up with," said the hospital spokesperson.

"We are grateful to the Good Samaritans who have generously donated and helped us in getting back the smile on the little child's face. The additional funds that have been collected through these funds, will be used for the medicines and follow-ups once Mayank goes home," added the hospital spokesperson.

Donations overnight
mid-day readers from Mumbai and overseas had contacted Harish Patil, Mayank's father, who directed them to the milaap portal (a crowd-funding platform), which had started an online campaign. The portal collected almost Rs 16.50 lakh overnight, donated by 1,142 Good Samaritans from India and overseas for Mayank. Anoj Viswanathan, president and co-founder milaap said, "The kindness of strangers was the miracle that saved Mayank's life. The entire amount of nearly R16.50 lakh was raised overnight through social media. It is extremely heartening how the world stepped forward to help the Patils."

Asked if people still can donate for Mayank, the portal spokesperson replied in the negative, stating, "Since we have already collected more than the required funds, the page will be paused for any further donations." Another crowd-funding portal, Ketto, collected R15,175 contributed by eight donors, which will be given to the parents soon. "This is one of the most amazing examples of how the community nowadays steps up to help families with financial problems," said Varun Sheth, CEO Ketto. Some Good Samaritans even visited Jupiter Hospital to give financial support to Harish. Rishi Gangoli, senior manager at ESPN, and his colleagues, contributed Rs 30,000, a cheque for which was handed to Harish.

Doctor overwhelmed, too
Dr Gaurav Chaubal, Chief Liver Transplant Surgeon at Jupiter Hospital said, "We have asked Mayank's parents to get him to hospital for a regular follow-up at least for next one month and have advised them to give him only home cooked food. I am also overwhelmed to see such an amazing number of people come forward overnight to help the cause."

'Every paisa for Mayank'
Both Harish, 35, and Jyoti, 29, Mayank's parents, are overwhelmed with the financial support that they received. "We had only heard that Mumbaikars have a heart that cares. We are grateful to every donor who opened his/her heart for my Mayank. We will always be indebted to them," said an emotional Harish.

Harish also thanked this newspaper for highlighting Mayank's case. When it was suggested that he could get Jyoti's reconstructive surgery performed through these funds, Harish responded firmly saying, "This money has come from people who have read about my son's health condition. I will ensure that every paisa is only used for his treatment. I will work hard and raise funds for my wife's surgery." He has rented a place in Ulhasnagar at Rs 3,500 a month, to take Mayank to the hospital for regular check ups.

Maharashtra minister Eknath Shinde has expressed confidence that the BJP-Shiv Sena alliance will win the Lok Sabha polls and asked the coalition workers to work for increasing the victory margin this time. Addressing a meeting of Shiv Sena-BJP workers at Dombivli town in Maharashtra's Thane district on Sunday night, the senior Sena leader also asked them not to be reckless or underestimate the rival candidates. "Our victory is definite this time also.

Our target should be to ensure maximum difference of votes between the winning and losing candidates," said Shinde, who is also the guardian minister of Thane. Lauding Srikant Shinde, the sitting Sena MP from Kalyan seat in Thane, for the work done by him in his constituency in the last five years, the minister claimed the voters would elect him this time also. State minister Ravindra Chavan said voters in Dombivli segment of the constituency earlier supported the BJP and Shiv Sena and this time also they will ensure victory for the alliance candidate.

"This election is an important one and the party workers should ensure that our candidate wins by the maximum victory margin," he said. Srikant Shinde is the saffron alliance's candidate from Kalyan where his main rival is Babaji Patil of the NCP. Lok Sabha elections to total 48 seats in Maharashtra will be held in four phases on April 11, 18, 23 and 29 and the results will be declared on May 23.

Stretching from the imposing skyrises of Colaba and Malabar Hill to the fishermen's colonies in Worli, the prestigious VVIP Mumbai South Lok Sabha constituency is the richest in the country making it a high-stakes affair for the two main contestants - Shiv Sena sitting MP Arvind G. Sawant and rival Milind M. Deora of the Congress.

Despite being wealthy, the constituency is barely 'generous' in exercising its franchise - it was way back in 1967, when George Fernandes won on a single point agenda of providing sufficient water supply to all, that 67.42 per cent electorate voted.

Again in 1991, the voting percentage plummeted to an abysmal 38.65, giving credence to the belief that people in high-rises remain indifferent to the political process. But in 2014 the percentage went up to a modest 52.48.

The population of Mumbai South is approximately 20 lakh and the voter strength is 14,85,846 including 15 per cent of some of the country's richest, a large 70 per cent dollop of middle-class and a sprinkling of 15 per cent eking out an existence in slums in what is one of the few fully urbanized constituencies of India.

Unconcerned by the turnout figures, Shiv Sena's Sawant exudes is optimistic of winning again.

"I am the voice of the masses and the classes. I have been present whenever and wherever I was needed in the past five years," Sawant told IANS.

On his rival Deora, he shot back: "Where was he for the past four years and nine months? This is what commoners and business community ask me. It is my work for all sections and my contacts with the masses that will decide the election."

Though incommunicado despite repeated attempts by IANS, the former Union Minister Deora has remained unflustered by the opposition barbs.

After all, in a political-corporate coup of sorts, last fortnight, he secured the open support of key players from India Inc, sending panic waves in the ruling Bharatiya Janata Party-Sena combine.

Ranked as one of the most cosmopolitan constituencies, Mumbai South is beset with many problems that have remained unresolved over the years.

"There are hundreds of old buildings, ancient sewage lines, house gullies, traffic congestion and slum pockets in Darukhana, BPT, Colaba and Worli which are of great concern," Waris Pathan, All India Majlis-e-Ittehadul Muslimeen's sole Mumbai MLA, told IANS.

Though there is the ambitious Coastal Road project coming up, Patyan says "a lot will depend on its implementation, or it will be disastrous for the entire city".

Besides, there is the gnawing problem of security in the region which has witnessed two of the worst terror strikes in the country - the 1993 serial bomb blasts and the 2008 terror strikes.

Not surprising, since this constituency is home to the country's most affluent business districts which contribute hugely to the national exchequer, some of the poshest residential complexes, Indian and foreign banks, and national and international firms are headquartered here.

There are also offices of global corporates, airlines, embassies, luxury hotels, swanky restaurants and pubs, global tourist attractions, open shopping plazas, malls and multiplexes, reputed schools, colleges, an array of heritage buildings, the official residences of Maharashtra Governor, Chief Minister, the Chief Justice of Bombay High Court and other judges, the Legislature and the Mantralaya.

Voting day is here, but not all of us remember how exactly to go about it. Don't worry, mid-day's refresher has it all covered. Among the most important things to remember is to not forget to carry any one of the 11 accepted identity proof documents (see: Valid proof of identity) and to not use your mobile phone in and around the polling booth. Voting begins at 7 am sharp and will last until 6 pm.

While some of us may have got the voting slips, those who haven't got theirs need not panic. All you need to do is go up to one of the helpdesks set up at street corners and look for your name. If your name is on the list, the corresponding voting booth number and other details will be mentioned there. You can also look for your name online before leaving the house on https://electoralsearch.in. If your name is not on this list, you cannot vote. No argument. Do remember to register yourself on https://www.nvsp.in before the assembly elections.

No mobile phones

Mobile phones cannot be used within 100 metres of the polling booth, but for the working population of the city, who either votes on its way to or from work, you may carry your phone with you but must remember to either switch it off or keep it on silent mode. Cars and bikes, too, will have to be parked 100 metres away from polling booths. Only designated vehicles carrying people with disabilities will be allowed close to polling booths.

Only 11 valid ID documents

Please remember that the voter slip is not proof of identity. You have to also carry any one of the 11 identity cards. If you have none of them, once again, you cannot vote.

Please do not argue with the election duty staff, they have no role to play in this.

Shivaji Jondhale, Mumbai City Collector, said, "If there is no name on the electoral list, then people cannot vote. It is very important to be a registered voter. Further, if there is no voting slip but your name is on the electoral list of the Election Commission and you have a valid ID card, then by checking with the help desk you can find out the polling station and can exercise your right to vote."

Wait for the beep

The confusion about the long press while registering your vote on the electronic voting machine was cleared by Collector officials. They said your vote is considered registered once the long beep is heard. Do keep your finger pressed on the button until you hear it or your vote will not be registered.

Come out and vote!

The Election Commission has taken various measures to ensure citizens come out and vote. The total number of voters in the city, is 96.39 lakh. The EC and Collector offices of the city are aiming at a voting percentage of at least 61% this time from 41% in 2009 and 51% in 2014.

Citizens, too, have come forward to help increase voter turnout. An ALM from Juhu has organised a pick-up for senior citizens to the polling booths. The EC, too, has organised help for people with disabilities. Further, in order to ensure proper transport system during the voting process, the Collector offices have organised 2,985 vehicles in Mumbai suburban district and 1,769 vehicles in Mumbai Island City.

There is a staff of 15,000 working in the island city and over 60,000 in the suburbs on election duty. There are 2,601 polling stations in the island city which has two constituencies, and 7,472 polling stations in the suburbs that have four constituencies, said officials.

Students, take that selfie!

This year, the EC and government officials have been explaining the electoral process to young students in the hope that it reaches their parents at home. One of the initiatives is the 'selfie' movement, where students have been urged to take their parents to polling booths and put up selfies on social media with their parents after voting.

With the city going to the polls today, a total of 422 polling stations has been declared 'critical', which includes 65 from Mumbai suburban and 357 from the Island City. As part of the special arrangements made at polling stations, live web-casting and video-recording will be done. The procedures will be monitored closely and immediate action would be taken in case of any suspicious activities.

As per the instructions given by the Election Commission (EC), the booths that polled more than 75 per cent votes in the last elections or where the same candidate got 75 per cent votes have been marked as 'critical'. Even the law and order situation of the last election has been taken into consideration before deciding on this.

According to sources, live web-casting will be done at more than 10 per cent (763) of the total 7,472 polling stations in suburban Mumbai. The procedure will be carried out based on the terms of the 65 'critical' polling stations out of the 763. Whereas, in proper Mumbai, of the 357 polling stations declared critical, web-casting will be conducted at 260. As part of the security arrangements, additional force, including teams of the Central Industrial Security Force, will be deployed within a 100-metre radius of polling centres.

Speaking to mid-day, a senior official said, "No polling station has been found to be sensitive even after a detailed study, but even the critical ones will be monitored closely by us. The live web-casting will be continuously monitored by the EC-appointed observers."

With Saturday evening marking the last day of campaigning, most candidates spent Sunday at their office, after a month of being on the field to woo voters. Most of them held meetings with party workers.

Speaking to mid-day, Shiv Sena-BJP candidate from Mumbai North West constituency, Gajanan Kirtikar said, "I am really happy with the support we have got during campaigning and it will work in my favour because the Shiv Sena-BJP has delivered on the promises that were made. The added advantage for Shiv Sena-BJP is that we have a very good force of party cadres on ground and their efforts will help us achieve success. I would also appeal to voters to come out in large numbers and cast their votes."

While many candidates interacted with party workers and people from the constituency, many also studied voting patterns to understand where they stand, instead of having a relaxing day at home. Shiv Sena workers have been assigned various tasks including interacting with voters in their localities and requesting them to come out and vote in large numbers.

Mumbai North West Congress-NCP candidate Sanjay Nirupam said, "There has been a good response to our campaigning and all I can say is that people should come out in large numbers and exercise their right of voting." Other candidates such as Rahul Shewale (Mumbai South Central), Eknath Gaikwad (Mumbai South Central) and Gopal Shetty (Mumbai North) spent the Sunday in their offices similarly.

A missing platform stands between Mumbaikars and the restored tram the Brihanmumbai Municipal Corporation (BMC) had promised to set up for display at Bhatia Baug, by the first week of April. While the tram coach is nearly ready, the tender for construction of the platform, which will serve as its base, didn't receive an adequate response, and a second tender cannot be floated until after the Lok Sabha elections in the city.

The BMC floated a tender last month to appoint a contractor who will construct a 3 feet tall platform. The tram, as well as part of tracks, will be installed on top of it. The overall of cost of restoration of the tram and construction of the platform is estimated to be R28 lakh. "We received a response from a single bidder so we have to float another tender. However, since the model code of conduct is in place, we will have to wait for the elections to get over," said Kiran Dighavkar, assistant municipal commissioner of A ward. He added that they will float the tender next week and it will remain open for a period of eight days.

Based on the plan, the BMC is considering letting people enter the tram under certain conditions. Before the final setup, however, the BMC will need the approval of the heritage committee. Unlike most projects that are approved based on documents, for this project, the committee members will have to inspect the tram. On April 24, A ward officials wrote to the heritage committee asking them to inspect the tram and give their approval for the project. Dighavkar added that the tram will be brought to a godown in Cuffe Parade from Rabale sometime this week.

Over the past couple of months, the tram was restored in a workshop in Rabale using the parts of another tram that was functional in Kolkata between 1874 and 1907. Once the tram has been assembled at Bhatia Baug, the BMC is planning to set up lighting in the area to attract visitors. Civic officials are also planning to install LED screens inside the tram which will display information about the history of trams in Mumbai from the horse drawn ones till the electrical ones which were taken off the road around 50 years ago.

Polling for the fourth phase of the Lok Sabha polls began on Monday in 71 Lok Sabha constituencies spread across nine states. Over 12.79 crore voters will decide the fate of 945 candidates today. Polling started on a peaceful note in 17 Lok Sabha constituencies in Maharashtra for the fourth and final phase of 2019 parliamentary elections, officials said on Monday.

As many as 3,11,92,823 voters, including 1418 transgenders, are eligible to exercise their franchise for which the Election Commission of India has set up a total 33,314 polling stations in these constituencies, deployed 68,018 balloting units, 39,977 control units and 43,309 VVPAT-EVMs.

In the first three phases, voting has been held in 302 Lok Sabha constituencies, and 168 more seats will go to polls in the last three phases. Election to 542 Lok Sabha seats is being conducted in seven phases between April 11 and May 19. Election in Vellore constituency in Tamil Nadu has been cancelled following excess use of money power. Results will be declared on May 23.

As Mumbaikars set out to vote in the Phase 4 of Lok Sabha elections 2019 a glitch in the EVM machine led to delay in voting at a polling booth in Malad west.

Voting was yet to begin at booth number 162 of Malad West, Daulat school in Mumbai when this report was being filed. A technical glitch was detected in the EVM machine that led to the delay.

The machine was being replaced by the poll authorities.

A total of 422 polling stations have been declared critical which include 65 from the suburbs of Mumbai and 357 from the Island city. 

The instructions given by the Election Commission said that the booths that polled more than 75 per cent votes in the last elections or where the same candidate got 75 per cent votes have been marked as critical. Law and order situation has also been kept in mind. 

Meanwhile, veteran actress Shubha Khote, BJP MP Paresh Rawal and his wife Swaroop Sampat have already cast their vote.

In yet another constituency, voting got delayed at booth no 19 in Sion Koliwada in Pratikshanagar as the EVM machine was not working. The voting process got delayed by an hour by the time the glitch was fixed. 

However, a senior official who spoke to mid-day said, "No polling station has been found to be sensitive even after a detailed study, but even the critical ones will be monitored closely by us. The live webcasting will be continuously monitored by the EC-appointed observers."

Polling for the fourth phase of the Lok Sabha polls began on Monday in 71 Lok Sabha constituencies spread across nine states. Over 12.79 crore voters will decide the fate of 945 candidates today. Mumbai Police on Twitter shared a heartwarming post of senior citizens at the polling booths.

The Mumbai police is also seen helping the elderly voters at the polling booths by holding their hand and offering them assistance as they walk towards the booth.

Polling began at 7 am and long queues were seen outside many booths. BJP MP Poonam Mahajan, industrialist Anil Ambani, Congress nominee Urmila Matondkar and actor Rekha were among the early voters in Mumbai. NCP chief Sharad Pawar pitched for a stable government at the Centre and urged citizens to come out in large numbers to cast their votes as he exercised his democratic right on Monday. In Maharashtra, polling was being held in 17 seats, including Mumbai. "Today is an important day for the country. It is required that a stable government is formed. A dog with pro-BJP stickers on its body was detained along with his master in north Maharashtra's Nandurbar town where polling for the Lok Sabha elections took place Monday.

Eknath Motiram Chaudhary (65), a resident of Navnathnagar area, was spotted with his dog near Andhare hospital Monday afternoon. The dog's body was found covered with stickers bearing the BJP's symbol and the message "Modi Lao, Desh Bachao" (Vote for Modi and save the country), a local police official said.

As the polling was underway, police had received a complaint about the dog and his master who were roaming around the town, he said.

A case was registered against Choudhary under section 171 (A) of the IPC for violation of election rules which prohibit campaigning on polling day. The police have asked the municipal corporation to take custody of the dog, the official added.

According to provisional polling estimate release on Monday evening, the city scored about 54 percent, three percent more than its 2014 feet. The figures are expected to be revised after the final data crunching on Tuesday. In 2014, Mumbai had registered a turnout of 51.6 percent, which was an improvement from a low of 41.4 percent in the 2009 General elections.

Of the city's six segments of varied demography, South Mumbai couldn't match up with its previous mark while Mumbai North Central, Mumbai North, Mumbai North West, Mumbai North East, and Mumbai South Central performed better. Mumbai North, where actor Urmila Matondkar (Congress) fought against BJP's sitting MP Gopal Shetty, recorded the highest turnout (59.32 percent) in the city with a major spike of 6.25 percent.

A fierce contest in North Central Mumbai between MP Poonam Mahajan (BJP) and former MP Priya Dutt (Congress) saw a jump of 4.17 percent. Mumbai Congress president Milind Deora and Shiv Sena MP Arvind Sawant's South Mumbai polled at a percentage similar to that of 2014. However, former Mumbai Congress president Sanjay Nirupam, who was worried about the possibility of a higher turnout, shouldn't be much upset as his North West fight with Sena's sitting MP Gajanan Kirtikar raised the bar by a 4.14 percent.

BJP's eleventh-hour candidate from North East, Manoj Kotak, who replaced sitting MP Kirit Somaiyya, claimed a 4.61 percent increase in polling that would possibly benefit Kotak against NCP's sole candidate in the city and ex-MP Sanjay Dina Patil.

Mumbai South Central which had former MP Eknath Gaikwad pitted against incumbent Rahul Shewale crossed the 2014 figure by 2.26 percent. The average voter turnout in the city's six Lok Sabha elections was 41.40 percent (2009), 47.30 percent (2004), 45 percent (1999), 50.40 percent (1998), 45.10 percent (1996) and 41.60 percent (1991).

State does better

After the fourth phase of polling, the state's polling average was 60.68 percent, said Chief Electoral Officer Ashwani Kumar. According to CEO, today's average polling in the 17 constituencies, including Mumbai's six, was 57 percent — much less than that recorded in the first (63.46 percent), second (62.88 percent) and third phase (62.36 percent). Gadchiroli (71.98 percent) registered the highest voter turnout in the state while Kalyan that went to polls on Monday had the lowest turnout of 44.27 percent, said Kumar.

Monday marked the last phase of polling in Maharashtra which has 48 Lok Sabha constituencies, second highest after Uttar Pradesh. The outcome of the state will have a bearing on the formation of the government at the Centre, as both the BJP-Sena and Congress-NCP are banking heavily for the electoral gains here. In 2014, the BJP-Sena and their other allies had won a record 42 seats in the state while the Congress was reduced to a mere two seats and NCP managed just four.

In times when Mumbaikars are criticised for not turning up to vote, many people in the North constituency could not vote because their names were missing from the electoral list. All of them have been voting in many elections, even from the same polling booths.

Gyanchand Somani, a 61-year-old Gorai resident, was frustrated after running around from one polling station to another, to find his and his wife's name in the voters' list. "This is not the first time I am voting. And my address has also not changed. How is it possible that my name is not in the list?" questioned Somani.

Bharat Desai's name was also missing

Bharat Desai, a 71-year-old resident of Eksar was also shocked to find that his name was not in the list. "I have been living on D N Mhatre Road for so many years and have always voted from St Rocks' school poll station," said Desai.

Nityanand Nair, who was born and brought up in LIC Colony in Borivali west had the same story to tell. "My entire family is missing from the list whereas we have been voting regularly," said Nair.

A 22-year-old Babhai resident, Disha Shah, who was excited to vote for the first time was also disappointed. "My family members names were there, but mine was missing," she said.

Initially Mitali Sarvankar, a 21-year-old Kandivali resident was disappointed that her name was not in the list, but she managed to find it. "I found my name in Oxford Public School's list, thanks to the helpdesks set-up by different political parties," said Mitali who excitedly showed her inked finger.

Ganesh Mandals help

In areas such as Borivali and Kandivali, Ganesh Mandals, Senior Citizen's groups etc helped voters find their names in the lists and where they had to go to vote. "Though we are registered as Ganesh Mandals, we are all friends from this locality and hold several other activities. Setting up a helpdesk is part of our work," said Deepak Thorat, president of the Shree Siddhivinayak Navatarun Mitra Mandal.

Vijay Kate and his friends, all senior citizens also set up helpdesks. "So many people are frustrated with their names missing from voters' list. There have been instances when two family members' names are there and others are missing," said Kate.

Local restaurants pitch in

Several local restaurants had put up stalls to give out coupons of 10 per cent discount to voters. Many voters made it a point to stop by to pick them up.

Amid the busy polling booths across the city, was a special room at the Mumbadevi polling station called the Sakhi Matadan Kendra - a polling booth managed entirely by women. The room had four female election officers dressed in sarees and the centre was entirely guarded by female police officers too.

The Election Commission began this unique initiative of an all-female polling centre in every constituency to make the electoral process more women-friendly. The booths were also decorated with rangoli and other art while cold drinks were offered to all the voters at these booths.

A senior officer at the booth told mid-day that the balloon and flower decorations and an all-women staff was meant to "encourage more female voters to cast their votes. It also provided a sense of refreshment among the chaos and tension of elections," she said. The Sakhi Matadan Kendra took up one room among the four at the Mumbadevi polling station.

The 'glamourless' north east Parliamentary constituency saw a lot of drama on voting day since morning. Comprising six assembly constituencies, it saw 55.35 per cent voter turnout. In 2014 the constituency had registered a 51.70 per cent turnout. Of this Ghatkopar east topped the list with 60.30 per cent followed by Mulund at 60.10 per cent, Vikhroli at 59.03 per cent, Bhandup west at 57 per cent, Ghatkopar west at 53.81 per cent and Mankhurd Shivaji Nagar at 44.02 per cent.

'Polling centre goes missing'

The day started with voters at Bhandup east complaining of an entire polling centre gone missing and alleged that it had been shifted two km away without prior notice. Citizens said they realised it only after reaching the spot and did not know what to do.

Bhandup resident Chandra Sreenivasan alleged that it was a ploy to discourage voters. "I wanted to vote. I fought with the election officer on duty and said that such tricks would not put off voters if they intended to do that. We have been voting at the same BMC garden every time and this time when we got the election slip, it had the same address but when we reached the spot, there was nothing there. A few locals then told us that it had been shifted near the old Bhandup phatak which is about 2 km away from the location," she told mid-day.

"The old and ill will not travel 2 km to an unknown spot, but I did not give up. I took an auto and went all the way there and fired the election staff on duty. When I questioned them, they said that they had just received a message in the morning to report here," she added. Election officials, however, said that it was decided to shift the polling centre from the garden to a building and a notice had been put up in the garden, though Sreenivasan said there were no notices.

Candidate posters put up

The BJP's secretary Vivekanand Gupta said they had reported a complaint against the NCP candidate after they found a banner with his photograph within 100 metres of the polling booth in Bhandup. He requested the EC to direct police officials to remove it immediately.

Faulty EVMs

Several complaints of faulty Electronic Voting Machines (EVMs) came to the fore during voting throughout the day, delaying the processes from 45 minutes to one hour. At some centres, there were issues with the Voter Verified Paper Audit Trail (VVPAT) slip as it was not visible after voting and in some cases there was an error displayed. At booth 93 at Sharon English School in Mulund the voting had to stopped after the EVM developed a snag and an engineer had to be summoned to fix it. Voting restarted after 45 minutes.

Candidate's switch disabled

An independent candidate, Anil Hebbar said his name was disabled on EVMs, and after his complaint the machines were replaced. "At booth 155/272 in Mulund, button no 14 next to my name was disabled. The officer in-charge discovered it before polling started and changed the ballot unit leading to a delay of 1 hr and 15 min," he said.

A voter, Reena Verghese, alleged that she cast her vote in booth 243 at St Pius School in Mulund west, but her finger was not inked. She went again inside the booth to get the mark on her finger when she realised this.

Sr citizen's name missing

Kalawati Tambe, 86, missed out on voting as her name was missing from the electoral list. A resident of Kannamwar Nagar building 14, all her neighbours' names were on the list but her's did not figure. She said she came to vote though she was in her hometown for past few days. She complained that she had to climb onto the first floor, her legs were paining and she was very unhappy that she could not vote.

Jugaad chairs

At many places the election commission had put up jugaad chairs tied to sticks like a palkhi to carry senior citizens to upper floors in buildings where there were no lifts. "They showed videos of all those fancy automatic chairs, but they assembled such jugaad plastic chairs," Harkishan Rai, a senior citizen said. The rule of not allowing mobile phones was also leniently followed with cops telling voters that they could carry phones, but requested them to switch them off.

One of the major issues faced by the voters of the Mumbai North West constituency was that most of their names were missing from the voters' list, and they did not get much guidance at the polling booths. Those who did not find their names on the list, had to return without casting their votes, and they even complained that the officials posted at the polling stations could not address their queries.

The fight in the constituency is between sitting MP and Shiv Sena – BJP candidate Gajanan Kirtikar and Congress NCP candidate Sanjay Nirupam. Due to the scorching summer heat, most people preferred to vote in the early morning and evening hours. Long queues were spotted outside polling stations at Jogeshwari East, Goreagaon, Dindoshi, Andheri East and Versova.

A family of three — senior citizen Parashar Pathak, his wife Anju Pathak and daughter Silky Pathak had landed at the Gyan Kendra School in Andheri West early to cast their votes, however they were shocked to find their names missing from the list. Speaking to mid-day, Silky said, "My mother had a doctor's appointment, so we decided to first cast our votes and then head to the clinic. But we were shocked to see that our names were missing. The officials at the polling station could not help us in any way, and after wasting two hours we left."

Shilpa Ajgaonkar from Goregaon East, who faced the same problem, said, "Though my husband's name was there on the voters' list, my name was missing. I had no option but to return after two hours without voting because even the polling officials could not help." Forty-six-year-old Genevieve Da Silva said that the election officials at the entrance of the St Anthony High School told her that her name was not there on the electoral roll. However, her husband, Clinton, could vote.

Even though senior citizens of the North West constituency showed a lot of enthusiasm this time, many of them said that the facilities at the polling centres could have been better. A residents' association in Juhu had arranged for a pick-up and drop facility for senior citizens and even wheelchairs were available at polling stations.

Speaking to mid-day, Juhu resident Shankar Adnani, 82, said, "We are happy that adequate arrangements had been made for senior citizens at our centre and we did not face any difficulty in reaching the polling booth." However a youngster, who voted at the Gyan Kendra School polling station in Andheri West, said, "At the Gyan Kendra school, ramps for senior citizens were kept only at one place. Some of them, who had to vote at the adjacent building, were made to sit on chairs, which were then carried to the booth."

Meanwhile, first-time voter Muskan Gupta, who cast her vote at the Gyan Kendra School, said that an official at the booth forgot to mark her finger with ink. "I have cast my vote but the official in-charge might have forgotten to ink my finger. Even I was not aware of the exact process."

More youngsters should come out and vote because this is the process of nation building." Versova resident Mahesh Babaji Padyal, who is also a first-time voter, said, "I have been waiting to cast my first vote since over a year now and finally I could do it. I feel happy that my vote will play an important role in deciding the fate of the candidate, who will represent us in the Lok Sabha."

Couple begins 36th anniversary by casting votes

Ramanlal Bakliwala, an 81-year-old resident of Colaba arrived at the polling booth to cast his vote along with his 77-year-old wife Ranibai. It was a special day for them because it was their 36th anniversary which they started with a "noble" cause. "Every year, we first go to the temple to seek blessings but today, we came here to cast our votes as it is more important. We wanted to start the day with a noble cause. We missed the previous elections as we were out of Mumbai. This time we thought there is no better way to celebrate our anniversary than by first voting for the development of our nation," said Ramanlal holding Ranibai's hand.

Like thousands of Mumbai residents, Sanjay Jain, a 48-year-old businessman, left home early with his family to cast his vote at Mumbai Central. But he had to run from pillar-to-post for hours as his name was missing from the voters' list. "When I reached the polling booth, I was told that my name is missing. Then I was told to go to the main office where after almost two hours of searching, I was told that by mistake they have put another similar name in my place. After almost three hours of waiting, I had to return home without casting my vote," he said.

Lalitadevi Deviprasad Kejarival, an 81-year-old resident of Pedder Road, fractured her leg few months back and was advised bed-rest. On Monday, she was determined to cast her vote. But the lack of basic facilities at the polling station meant she couldn't do so. "Her serial number was at booth No 2 which was on the first floor. She can't move so it was impossible for her to climb 22 steps. She requested she be allowed to cast her vote on the ground floor but the officials told her that it is not allowed. But don't rules say that for senior citizens there should be volunteers and other facilities? This is a very sad state of affairs," said her son, Anil Kejarival.

A doctor working at a hospital for treatment of coronavirus patients here in Maharashtra has revealed the tough task and challenges they face in collecting swab samples of the suspected patients. The process of swab sample collection of a person does not take more than 30 to 40 seconds, but it is a "high-risk job", Dr Pushkar Dahiwal, who collects 80 to 100 swab samples in a day at the government hospital in Aurangabad, told PTI.

"We work for three days and then remain self- quarantined for 14 days," he informed. During the six-hour duty, doctors have to keep wearing the personal protective equipment (PPE) and amidst the fast-paced work, they do not even get a chance to drink water, he said. "We need to finish the work in a short time to avoid contact with patients and also with those who come to give their swab samples," the doctor said. A 10 to 12 cm long stick is used to collect a sample from a person's throat, while the stick used for collecting a sample from the nose is comparatively longer and thinner, he said.

"Before the person coughs or sneezes, we need to finish the sample collection. Being a dentist, I have the practice of handling the patient's mouth area," he said. Dahiwal also said that at times they need to counsel coronavirus suspects as some of them think they don't have the infection but carry fear in mind. "Some of the people think the test is something different and dangerous. But, we explain the procedure to them so that there should be no need to collect another sample of the person," Dahiwal said.

The nurse and other accompanying staff also need to stay alert as the swab samples are to be sealed immediately and kept in a proper storage facility, he said. "If the swab sample falls, it would be a problem. All these things have to be completed in a very short span of time. So, there is no scope for mistake," he added. Dahiwal also recalled that he took care of victims of the 26/11 terror attack in 2008 at the Saint George Hospital in Mumbai. "I left the Chhatrapati Shivaji Maharaj Terminus in Mumbai just 20 minutes before the attack began. At that time, we had feared the attackers may come from any side. That incident keeps coming to my mind every time when I collect swab samples of suspected coronavirus patients," he said.

In a significant development, Maharashtra Governor Bhagat Singh Koshyari has urged the Election Commission to declare polls to the nine vacant seats in the state Legislative Council "at the earliest". These seats have been lying vacant since April 24 and filling up the same would end the current political uncertainty in the state, said an official.

In a letter to the EC, Koshyari said that the Centre has announced many relaxation measures regarding the lockdown enforcement in the country, and accordingly, the elections for the MLC seats can be held with certain guidelines.

"Since the Chief Minister Uddhav Thackeray is not a member of either house of the state Legislature, he needs to get elected to the Council before May 27," the Governor pointed out. The EC had postponed the election process for these nine seats in view of the Coronavirus crisis and the ongoing lockdown.

Political circles pointed out that with this development, the requests of the Maha Vikas Aghadi (MVA) government to nominate Thackeray in one of the two MLC seats from his quota has virtually been rejected by the Governor. 

Since the past nearly a month, leaders of the Shiv Sena, Nationalist Congress Party and Congress have been repeatedly appealing to the Governor to name Thackeray for one of his quota seats to avert a constitutional crisis in the state.

On Monday, Thackeray spoke with Union Home Minister Amit Shah, and on Tuesday he called up Prime Minister Narendra Modi, reportedly on the same issue. After passing two resolutions to the effect, almost the entire state cabinet led by Deputy Chief Minister Ajit Pawar had called on the Governor this week and urged him to do the needful.

Besides, several Sena leaders and ministers have also met the Koshyari with a similar request, and the NCP-Congress have issued statements to the effect.  A Congress leader said that with the Governor now throwing the ball in the EC's court, the political situation would be clear only after May 3, when the national lockdown is slated to end.

Not a member of either house of legislature, Thackeray was sworn-in as CM on November 28, 2019, and now must become a MLC, failing which there could be constitutional deadlock, according to official sources.

A day after the Ministry of Home Affairs issued orders to facilitate the transportation of people stranded due to the lockdown between states by road, the Maharashtra government has told district collectors to execute the evacuation plan. Three senior Mantralaya bureaucrats will supervise the mass exercise that is expected to kick-start from May 4.

Other than the state-arranged facility, people who want to travel to their home states have been allowed to hire transport or use their own vehicles.

BUT every person will have to register with the government, procure documents for the same and undergo mandatory medical assessment before moving out. People could travel in groups but not without adhering to COVID-19 guidelines. Persons with COVID-19-like symptoms will not be allowed to travel but sent to quarantine and treatment. People who don't produce fitness certificates will not be allowed to travel.

Chief Minister Uddhav Thackeray instructed the administration to take utmost care in implementing the plan, because a couple of lakh people are expected to be moved between far-flung places. The CM has repeatedly asked the Centre to operate special trains to transport migrant workers and might reiterate the appeal once the extended lockdown is lifted in some places, and relaxed in some places barring red zones.

Thackeray deputed Additional Chief Secretary (revenue) Dr Nitin Karir, Principal Secretary (woman and child welfare) I S Kundan and Director of State Disaster Management Abhay Yavalkar, to supervise the travel plan in which stranded people from Maharashtra will also be brought back home from other states. Other than district collectors, Yavalkar has also been authorised to issue travel permits. Many district collectors have the data of migrant workers who were stopped at inter-district borders. The workers are staying in state-provided shelters where they get food and medical care. The unconfirmed number of stranded migrants in Maharashtra is over 6 lakh and at least half of these are willing to go home. However, the number of migrants going out of Maharashtra will be much higher than the people coming here from other states.

Buses ready for transportation

Sources said the Maharashtra government was in talks with other states to make the arrangements and share the enormous cost of travel. The cost issue will factor as Maharashtra will deploy some buses to transport people where Maharashtrians are not stranded.

The state transport company has readied over 10,000 buses to be sent to hundreds of destinations. These buses will take migrants from Maharashtra to other states and ferry Maharashtrians back. The process is expected to take some time, so people who make arrangements on their own, might get through earlier than the people who depend solely on the home state's support.

What the stranded should do

• Contact your district collector’s office to register passenger names/residential address/phone numbers, vehicle (if you have it or hired one), travel route and expected travel time so that you are given transit passes and your names are forwarded to your home states for cross-checking on arrival.
• You may also contact the State Disaster Management Cell @ 022-22027990, 022-22023039 and E-mail to controlroom@maharashtra.gov.in
• The vehicles must be sanitised and passengers seated in accordance with social distancing norms
• You will undergo a mandatory 14-day home quarantine. You will be sent to institutional quarantine if symptoms show.
• You will be compulsorily asked to download Arogya Setu mobile app in order to facilitate tracking of your health and movement in quarantine

A swimming pool maintenance employee working at the Bombay Presidency Radio Club (BPRC) in Colaba amid the Coronavirus lockdown died of electrocution on Thursday. Ramchandra Bhuneshwar's body was seen floating in the swimming pool by another staffer.

Deputy Commissioner of Police Sangramsinh Nishandar said an Accidental Death Report has been filed. "Prima facie, a 42-year-old man in charge of maintaining the swimming pool at Colaba's Radio Club died of electrocution. We have registered a case under Section 188 (disobedience to order duly promulgated by public servant) of the Indian Penal Code against Radio Club officials and the contractor for breaking lockdown norms," he said.

Senior police inspector of Colaba police Shivaji Phadtare said Bhuneshwar was taking water out of the pool with the help of an electric pump when he got electrocuted.
Sources said that Bhuneshwar, a contractual employee, was asked by his contractor Babu Khomrekar to clean the water of the swimming pool a week ago. "At the time of conducting the panchnama, Khomrekar was called by Colaba police. He told the police that Adi Mistry, a Managing Committee Member working as the Chairman of Swimming Pool and Gym at the Radio Club, told him to get Bhuneshwar to change the pool water," a source working at the Radio Club said.

Bhuneshwar is survived by wife, Vimal, two daughters and a six-year-old son. His relative, Siddhant Gaikwad, said, "Bhuneshwar was asked to continue maintenance work at Radio Club's swimming pool even during the lockdown. He lives in Murud Janjira. When no permanent staff is working at the club, why was he forced to continue his work?"

President of Radio Club, Harish Kumar Garg, said, "I am not aware how Bhuneshwar died and what was he doing at the Radio Club amid a lockdown as I am a 72-year-old man and I have been staying home."

Sources said nearly a dozen Radio Club employees living at the premises spoke to the Colaba police during the panchanama. "Committee members forced these workers to leave the club amid the lockdown because they spoke to the police," source added.

Advocate Ravi Goenka, a member of the club, said, "We all are following the lockdown rules and sitting at home. And the rich and powerful people who are on the committee of tony clubs (i.e Radio Club) call staff to work in spite of the lockdown."

The Radio Club committee refused to answer calls. A club member said angrily, "Calling in staff to work is exploitation and violation of the lockdown."

Several members expressed surprise that the pool was filled with water and not drained as no one swims there amid the lockdown. Another member said, "We do not want this brushed away as an Accidental Death Report. A poor employee has lost his life, let us get to the bottom of this through a thorough investigation."

Ahead of the crucial Legislative Council election in the state, Maharashtra Chief Minister Uddhav Thackeray on Friday paid a courtesy visit to Raj Bhavan here on the occasion of Maharashtra Day and met Governor Bhagat Singh Koshyari. Their meeting lasted for around 20 minutes. The move comes at a time when the Election Commission of India (ECI) is scheduled to hold a meeting over elections to the Legislative Council in Maharashtra. The meeting is scheduled to begin at 9.30 am today. Every year, Governor and Chief Minister meet on Maharashtra Day in a traditional parade at Shivaji Park but this year the celebrations are curtailed due to COVID-19. So, the Chief Minister went to Raj Bhavan to call on the Governor, a CMO official said.

Earlier, Governor Koshyari had requested the ECI for the election to nine seats of the Legislative Council in the state. The Governor has made the request in a letter to the Election Commission, to fill the 9 seats in the legislative council, that has been lying vacant from April 24, "with a view to ending the current uncertainty in the state." He has stated that the Central government has announced many relaxation measures regarding the enforcement of lockdown in the country. As such the elections to the council seats can be held with certain guidelines, said Koshyari.

Earlier, Election Commission had withheld the election process for these 9 seats in view of the COVID-19 situation in the country. This came after Maharashtra Chief Minister Uddhav Thackeray on Wednesday called Prime Minister Narendra Modi about his nomination to the State Legislative Council. According to sources, Thackeray sought Prime Minister Modi's help, saying if it doesn't happen, he will have to resign.

Prior to that, the Maharashtra Cabinet had on April 28 once again had asked Governor Koshyari to nominate Chief Minister Thackeray to the State Legislative Council.

Before that on April 9, the state cabinet had recommended Thackeray's name for one of the two vacant MLC seats that were to be nominated by Koshyari to the Legislative Council to avoid a constitutional crisis.

The family of a retired BMC employee has alleged that a BMC-run hospital in Mulund, MT Agarwal Hospital, neglected him which led to his death. The incident occurred on Friday morning when the family of 62-year-old Rajaram Bhoir rushed him to the hospital and the medical staff there didn't attend to him for the first three hours. The family claimed that despite them telling the hospital staff about the condition of Bhoir, and highlighting that he is an ex-employee of the BMC, they didn't pay any attention to him. Bhoir started feeling breathless on Thursday evening and after spending a restless night at home, his family decided to take him to the hospital. They moved him to the ICU and waited for a doctor to attend to him for almost two hours, but nobody showed up.

"At around 8 am, some doctors came to the ICU and asked us to shift him to another hospital. The doctors checked him and pronounced him dead," revealed the grieving son. When contacted, Dr Pradeep Angre, the dean of the hospital, responded, "I have ordered an enquiry."

The Brihanmumbai Municipal Corporation (BMC) on Wednesday night amended its previous order and allowed reopening of standalone electronics and hardware shops in the city during the coronavirus-enforced lockdown. Civic commissioner Praveen Pardeshi said there was an urgent need to keep such shops open to some extent. "It has been observed that many essential and life- saving medical equipment, IT systems related to health systems and machines,vehicles are in a state of disrepair due to closing down of electronics and hardware shops.

"Hence, there was an urgent need to keep such shops open to some extent," read the BMC's amended order signed by Pardeshi. Pardeshi directed all assistant commissioners of wards to permit one standalone electronic and hardware shop on each road to remain open during the lockdown. According to BMC officials, in view of the order some electronics and hardware shops could be opened from Thursday.

On Tuesday night, Pardeshi, in an order, had directed closure of all non-essential services, including liquor shops, in the city.

Ferrari's Charles Leclerc claimed a second victory in the Formula One Esports Virtual Grand Prix championship on Sunday, marking his Shanghai win by cooking pasta. Leclerc started on pole and finished ahead of Red Bull's Alex Albon and Guanyu Zhou, who races in Formula 2.

"I'm actually enjoying very much playing, and streaming. And I enjoy it even more when I win," tweeted 22-year-old Leclerc who also has two wins in the real F1 world championship. "But the post-race celebrations are somehow feeling a bit different. "Switching off the computer and go cook white pasta is a bit less glamour than spraying champagne on the podium."

The Formula One world championship has yet to get underway this season due to the spread of the coronavirus. Nine of the scheduled 22 races have either been cancelled or postponed.

Pistol ace Manu Bhaker has got a new electronic target installed at the makeshift shooting range at her home in Haryana in place of an archaic manual machine that was breaking down frequently and hampering her Olympics preparation. The old machine was causing her "immense irritation". Delighted by the reboot in her training, the teenaged star has got down to preparing with renewed vigour, sure in her mind that the Olympics will take place next year despite the uncertainty in the world of sports due to the COVID-19 pandemic.

"I have recently got the machine installed at my home and this will be surely more beneficial in my training," Bhaker told PTI from her home at Goria village. Her father set up the range after she showed exceptional skills in the precision sport. Bhaker thanked the Sports Authority of India (SAI) and Olympic Gold Quest (OGQ), the organisation that manages her, for promptly getting the machine -- an avant-garde target -- delivered at her home despite the nationwide lockdown enforced to contain the COVID-19 pandemic.

"I was facing a lot of issues with the old machine as it was manual. The thread would come off and often it would break down on and off. Now it's very different with the new machine," the 18-year-old Bhaker said. "Since I feel there is unlikely to be any outdoor action and competitions for another three-four months, I thought it will be useful to get this installed at this point in time."

A medallist at ISSF World Cup, Commonwealth Games and the Youth Olympics, Bhaker was primed for success at sport's grandest and biggest stage in Tokyo which was to happen this year, but the unprecedented health crisis intervened and forced a postponement of the Games by a year. With the world still far away from bringing the situation under control, there are doubts if the Tokyo Games would be held even next year.

"Yes, the Indian shooters were in great form heading into the Games, but health is a bigger concern," Bhaker said. "I am very hopeful of the Olympics taking place next year and also confident of maintaining my game and hitting peak form there. This is a difficult time for the world but I have no negative thoughts and I am mentally prepared."

The target HS10 machine from Swiss company SIUS Ascor is designed for all air guns for distance ranging from 10 to 20 meters. Some of the salient features of the machine are its accuracy, integrated high-intensity LED target illumination, low operating costs (no paper rolls/rubber rolls) and it is also suitable for outdoor shooting.

Amitabh Bachchan has shot for the upcoming season 12 of "Kaun Banega Crorepati" from the confines of home, in the wake of the ongoing COVID-19 pandemic. The new season of the popular quiz show is also set to go digital with the entire selection process.

Filmmaker Nitesh Tiwari remotely directed the registration promo featuring Big, where the actor invites KBC aspirants. "Har cheez ko break lag sakta hai, sapno ko nahi (everything can take a break, but not dreams)," he announces.

"Each year, when we start deliberating about KBC, we go through various insights that may trigger an impactful narrative. This time, however, the very environment that we are in, sets the context of the film," said Tiwari.

"KBC is not just a game/quiz show for people. It's more than that. It's an opportunity to realise one's dreams. One doesn't stop dreaming given the adversity. In fact, the dreams only become more significant, and that was the trigger for this film. Shooting this film was a challenge, though. First, I shot a scratch film with myself and shared it with Mr. Bachchan, for him to get an idea about my vision. After which, Mr. Bachchan shot the entire film at his own home, all by himself. I hope this campaign strikes a chord with the audience and they participate wholeheartedly," he added.

Registrations for the new season will start from May 9.

"We are certainly excited to announce the 12th season of our iconic show 'Kaun Banega Crorepati'. And for the first time in the history of KBC, the entire screening and selection will be managed digitally," said Amit Raisinghani, Head, business planning and communication, Sony Entertainment Television.

The show will be produced by StudioNEXT and the selection process will be conducted digitally, through SonyLIV.

The Maharashtra government has taken serious note of complaints, alleging illegal collection of relief funds in the name of Covid-19 pandemic by certain organisations, according to officials here on Wednesday.

Following a specific complaint to Chief Minister Uddhav Thackeray, Chief Secretary Ajoy Mehta asked the Home Department to take necessary action, said lawyer Vinod Tiwari, the complainant.

In his representation, the lawyer presented several social media posts and calls seeking funds for providing coronavirus relief.

"Most of these are solicited by registered or unregistered organisations, certain political parties, some media, individuals or entities without any credential checks by the authorities, like the Collector. This is in violation of the Disaster Management Act, 2005, Section 53/54 and also the Income-Tax Act rules," Tiwari told IANS.

He said such collections were nothing but 'unjust enrichment' by some elements out to exploit the Covid-19 pandemic, as there were no accounts available of how much was collected or spent, and for what purposes.

"Besides, this is directly hampering the official fund-raising drive by the Chief Minister Relief Fund-Covid-19 or the PM-CARES Funds, which should be the only such means as accountable and permissible," Tiwari said.

He said similar shady fund collection drives were on all over the country, which must be immediately stopped and be acted against in the public interest.

Seeking the government intervention, he demanded seizure of all the illicit amounts collected by such entities, sealing their bank accounts and transferring the funds to the official PM-CARES Fund or the CMRF-Covid-19, besides initiation of criminal action against all them.

The couple, who met on the set of their forthcoming movie, 'Deep Water,' were seen last week taking de Armas' dog for a walk.

During that walk, they opted to go mask-free but the 31-year-old actress did show off her 2,600 USD Gucci tracksuit.
