2015 is a critical year for humanity. Our civilisation has never faced such existential risks as those associated with global warming, biodiversity erosion and resource depletion. Our societies have never had such an opportunity to advance prosperity and eradicate poverty. We have the choice to either finally embark on the journey towards sustainability or to stick to our current destructive “business-as-usual” pathway.

The international discussions under way in the course of this vital year–including July’s Finance for Development Meeting in Addis Ababa, the agreement of a new set of universal Sustainable Development Goals at the UN in September and the climate change summit in Paris at the end of 2015–represent a remarkable and unprecedented opportunity to establish what might be called a “Magna Carta for the earth” for our times.

In January of this year I visited the Mexican state of Tabasco– a state crossed by rivers and facing the Gulf of Mexico. The state’s population has doubled over the past 30 years and its economy relies heavily on oil and natural gas resources. It has its challenges as well: unemployment, poverty and a lack of resources.

For the past decade or so, there has been a lot of debate in policy circles on how to get governments and the private sector to work together more collaboratively in order to catalyse the transition to green growth. The good news is that in that time many factors have come together to make this more of a reality.

Taxes are potentially among the most effective ways of cutting pollution and greenhouse gas emissions, but they are currently – with very few exceptions – underused; and even where used, they are frequently designed in a sub-optimal way.

Participants to the Arrangement on Officially Supported Export Credits have agreed new rules on official support for coal-fired power plants, including restrictions on official export credits for the least efficient coal-fired power plants, the OECD announced today.

The world’s oceans are being damaged by a constant and unprecedented accumulation of waste known as marine debris. The waste, mostly from effluent human activities, is brought to the oceans through currents and often carried far from where it originated.

With marine biodiversity deteriorating at an alarming rate, there will soon be little left of the “octopus’s garden” that The Beatles once sang about. According to "Marine Protected Areas: Economics, Management and Effective Policy Mixes", pollution, overfishing and rising temperatures have damaged or destroyed 60% of the earth’s marine ecosystems.

Ending poverty and combating climate change: two years after the adoption of the UN Sustainable Development Goals and the Paris Climate Agreement, these inter-related challenges remain as daunting as ever, not least in developing countries.

Covering 74 policies and measures from 37 countries and 5 regional initiatives, this publication outlines an action-oriented twin-track agenda to guide national and international policies and practices to successfully tackle green growth.

With 7 billion people in the world today and 9 billion by 2050, we must invest in development that will meet the growing demands for food, water and energy. The new OECD publication Putting Green Growth at the Heart of Development suggests that these investments could define a path for inclusive growth and sustainable development by focusing on people’s needs and prospects while respecting the environment.

The rapid pace of development in many developing countries raises the stakes for investments in development, but also begs reflection on the patterns or types of growth that are appropriate for a particular country context.

In partnership with the Swedish Public Employment Service, Swedish Association of Local Authorities and Regions (SALAR), Swedish Ministry of Employment and the World Association of Public Employment Services (WAPES), LEED held the 10th Annual Meeting of the Forum on Partnerships and Local Development in Stockholm 23 April – 25 April, on the theme of ‘job creation just ahead: building adaptable labour markets’.

OECD countries are seeing a trend away from traditional employment towards part-time and temporary work and self-employment. However, there are concerns that part-time and temporary work are contributing to inequality and poverty. Policy needs to focus on ensuring that these "non-traditional" jobs are stepping stones to better jobs, not dead ends.

In collaboration with the Federal Government of Germany, the OECD organised four workshops at the International Regulatory Reform Conference (IRRC) 2013 in Berlin. The workshops focused on the use of cost-benefit analysis in governmental decision making, as well as on the role of key actors of regulatory governance in the regulatory policy cycle: Parliaments, regulatory agencies and audit offices.

The OECD Working Group on Bribery doubts Argentina’s commitment to fight foreign bribery. Argentina still has no law to punish companies for foreign bribery or prosecute its citizens who commit this crime abroad. Widespread delays continue to plague complex economic crime investigations.

The OECD and the EC are inviting individual teachers and schools to submit case studies about their strategies, practices and achievements in promoting entrepreneurship in schools and VET. Participation in the Call requires a submission of an abstract of 1-2 pages by email to Joseph.Tixier@oecd.org indicating in the subject line "Entrepreneurship360- Call for case studies". Deadline for submission is 30 April 2014.
