Thank you for inviting me to speak with you today about the Department of Justice’s efforts to combat health care fraud through criminal prosecution.

From the very first day of this investigation, prosecutors from the Justice Department’s Criminal Division and the U.S. Attorney’s Office in El Paso have worked around-the-clock with our law enforcement partners in Mexico and the United States to find those responsible for these heinous crimes and bring them to justice.

"This conference comes at an important moment in Russia’s efforts to strengthen its rule of law. In the Justice Department, we have long recognized corruption as a transnational problem. Corruption affects countries rich and poor, large and small, and it has particularly harmful effects on emerging economies."

The newsletter provides information about the recent activities and accomplishments of the Antitrust Division for the general public as well as the legal and business communities.

The Justice Department’s National Security Division today announced the launch of a system for the electronic filing of registration statements and supplements with the Justice Department under the Foreign Agents Registration Act (FARA).

"President Obama and Attorney General Holder recognize that civil rights enforcement is about protecting individual rights and helping entire communities," said Assistant Attorney General Perez.

After a thorough investigation, the Antitrust Division determined that the proposed merger between Southwest Airlines and AirTran Airways is not likely to substantially lessen competition.

Marking the eighth annual Earth Day Service Celebration today, Deputy Attorney General James Cole and Assistant Attorney General Ignacia S. Moreno commended volunteers from the Justice Department’s Environment and Natural Resources Division as they began work on a future Community Greening Center near Marvin Gaye Park in Northeast Washington, D.C.

After a thorough review of the evidence, the Antitrust Division concluded that the facts did not support challenging the proposed transaction between Perdue and Coleman Natural Foods.

At its 10th annual conference in The Hague, the Netherlands, the International Competition Network (ICN) adopted new materials on how to assess market dominance, resolve cartel cases and manage competition projects effectively.

"Today, a 50-count superseding indictment was unsealed charging 13 leaders, members and associates of the Philadelphia La Cosa Nostra Family with crimes that spanned more than a decade."

The Department of Justice today released an updated version of the Antitrust Division’s Policy Guide to Merger Remedies.

"In every district, the Attorney General’s anti-violence strategy will require close coordination among state, local, and tribal law enforcement. In the Attorney General’s view – and I share his vision as well – fighting violent crime requires more than just putting offenders in jail. It also requires preventing crime before it occurs, and smoothing the transition of released prisoners back into society."

The Antitrust Division obtained extensive information from Google, Admeld and a wide range of market participants in connection with its merger investigation of the proposed transaction. After a thorough review of the evidence, the division concluded that the transaction is not likely to substantially lessen competition in the sale of display advertising.

“The dedicated public servants we are recognizing today have each made significant achievements in furthering the mission of the Justice Department,” said Assistant Attorney General Breuer.

Americall Group Inc. (AGI), a Naperville, Ill., telemarketing company specializing in sales for financial service and insurance companies, has agreed to settle charges that AGI violated “do not call” provisions of the Telemarketing Sales Rule.

Attorney General Eric Holder today announced revisions to the Uniform Crime Report’s (UCR) definition of rape, which will lead to a more comprehensive statistical reporting of rape nationwide. The new definition is more inclusive, better reflects state criminal codes and focuses on the various forms of sexual penetration understood to be rape.

Acting Assistant Attorney General Sharis A. Pozen announced her resignation from the Department of Justice today, effective as of April 30, 2012.

The Antitrust Division closed its investigations into Google Inc.’s acquisition of Motorola Mobility Holdings Inc., the acquisitions by Apple Inc., Microsoft Corp. and Research in Motion Ltd. (RIM) of certain Nortel Networks Corporation patents, and the acquisition by Apple of certain Novell Inc. patents.

The Department of Justice’s Antitrust Division issued the following statement today after announcing the closing of its investigation into Highmark’s affiliation agreement with West Penn Allegheny Health System (WPAHS).

Attorney General Eric Holder presented the 2012 John Sherman Award to James F. Rill for his lifetime contributions to the development and enforcement of antitrust law and the advancement of antitrust policy internationally. Rill served as an Assistant Attorney General for the department’s Antitrust Division from 1989 to 1992 and is currently a partner at Baker Botts LLP in Washington, D.C.

"It is an unfortunate reality that unlawful discrimination in voting persists, just as it does in the workplace, in schools, and in so many other parts of our lives," said Assistant Attorney General Perez.

We live in a nation where education is considered perhaps the single most important factor in determining whether an individual will find success in life. As a government – and as attorneys tasked with protecting our children’s ability to succeed in schools across the country - we have a critical responsibility to work together to break down any barriers a child might face in accessing his or her right to a quality education.

My time at the division has been a remarkable experience and I welcome this opportunity to highlight the division’s great work and achievements on behalf of American consumers.

"The racial disparities in the treatment of African-American children raise serious constitutional concerns under the equal protection clause," said Assistant Attorney General Perez.

"Over the past three years, the President and federal agencies throughout the government have taken crucial steps to support LGBT individuals and their families," said Acting Assistant Attorney General Delery.

"The purpose of the investigation is to determine whether the University and the law enforcement agencies acted promptly, adequately, and fairly to protect the safety of women and whether the university, the police, and the county attorney have comprehensive and integrated systems in place to do so," said Assistant Attorney General Perez.

"From Los Angeles, to Chicago, to Miami, these defendants allegedly submitted over $450 million in fraudulent claims to the Medicare program. This represents the largest Medicare fraud takedown in Department history, as measured by the amount of alleged fraudulent billings," said Assistant Attorney General Breuer.

"Today, the Department of Justice did something it has done only once before in the 18-year history of our civil police reform work; we filed a contested lawsuit to stop discriminatory and unconstitutional law enforcement practices," said Assistant Attorney General Perez.

"The Abbott resolution was the most recent result of the President’s initiative to crack down on health care fraud," said Acting Assistant Attorney General Delery.
