ocu Sociocultural effects of tourism in Hoonah, Alaska By www.fs.fed.us Published On :: Wed, 07 Nov 2007 08:00:00 PST This report examines the growth and development of the tourism industry in Hoonah, Alaska, and its effects on community life and resource use. The report describes the gradual development of tourism in Hoonah and presents resident perceptions of tourism's effect on the natural and social environment. A multisited ethnographic approach was used featuring indepth, open-ended interviews with local residents, tourism providers, business owners, and government officials. Data were analyzed using Ethnograph, a software program used to assist in coding data based on prominent themes. Results indicate that tourism has brought changes to the lives of Hoonah residents, particularly those relying on natural resources for everyday survival. Expansion of nature-based tourism in the area surrounding Hoonah resulted in conflicts between resource users. The growth of the charter fishing fleet led to competition with commercial fishers. Nature tour operators using remote recreation sites experienced conflicts with local hunters and fishers as well as other commercial guides. The development of a cruise ship destination on private land outside of Hoonah led to shifts in use of this historic site by local residents as well as in use of other private lands used for subsistence. Findings may enable Forest Service planners to identify factors involved in the relation between tourism growth and community well-being. It also may assist small southeast Alaska communities in decisionmaking related to tourism development. Full Article
ocu Procurement Contracting In The Affected Counties of The Northwest Forest Plan: 12 Years of Change By www.fs.fed.us Published On :: Fri, 13 Jan 2006 12:00:00 PST As part of the 10-year socioeconomic monitoring of the Northwest Forest Plan, this report evaluates changes in Forest Service and Bureau of Land Management (BLM) procurement contracting between 1990 and 2002 by asking, (1) How much and what kind of work did the Forest Service and BLM contract during this period, and (2) who received economic benefits from this procurement contracting? Procurement contracting is a particular focus of the socioeconomic monitoring because one expectation of the Northwest Forest Plan was that the Forest Service and BLM would create high-skill, high-wage private sector jobs in public land restoration through contracting to partially offset job losses in timber production, harvesting, and processing. This report finds that, to the contrary, the Forest Service reduced its contracting of land management activities on national forests in the Northwest Forest Plan area from a high of $103 million in 1991 to a low of $33 million in 2002. By contrast, BLM spending was fairly constant at just under $20 million annually. Both the Forest Service and the BLM changed the type of activities that they contracted, shifting from activities associated with intensive forest management such as tree planting in clearcuts to activities associated with ecosystem management. Contractors located near national forests and BLM lands and rural communities captured a similar proportion of contracts in both the earlier and later parts of the study period. However, the significant decline in Forest Service contract spending resulted in considerable decline in the amount of money flowing to rural communities through contracting. Thus, it is unlikely that federal land management contracting created a net increase in jobs to replace jobs lost in mills and logging operations in public lands communities. Full Article

They’re more likely than native-born Americans to be laboring to keep our essential services running, especially in the food processing sector that has been ravaged by the pandemic.And yet immigrants living here illegally — including many food industry workers, their family members and people who have been living here since they were children — do not get the same coronavirus relief that legal citizens do, such as the $1,200 federal payment millions of Americans are receiving.To remedy the situation, Iowa could coordinate direct cash payments to undocumented immigrants who were left out of the federal program. California announced such a program last month, offering $500 payments to thousands of undocumented Californians.The public health crisis is tightly bound to the immigration crisis. It has exposed disparities in the workforce and also given rise to protectionists who want to restrict migration.Iowa’s meat processing industry has been slammed by the virus, with at least one plant in Iowa reporting more than half of its workers have tested positive. Those production lines are heavily populated by immigrants. Well over 1,000 combined cases have been reported at four major packing facilities.Nationally, 28 percent of agriculture workers and 29 percent of food processing workers are foreign-born, according to the pro-immigration New American Economy Research Fund.Most immigrant workers have legal status, but many don’t. Some of those who are legal have family members who are undocumented. An influx of cash would help bring some stability to struggling families so they can weather the crisis.At the same time we are asking essential workers to risk their health to sustain us, the anti-immigration lobby has used the pandemic as an opportunity to ramp up their campaign to cut off the flow of workers across borders. As one recent example, four GOP senators — including Iowa’s Sen. Chuck Grassley — sent a letter this week to the Trump administration, asking for guest worker visas to be suspended until next year.In the pandemic, the idea of giving people money quickly gained political support. Direct payments are not mucked up by the corporate cronyism that plagues traditional economic development, a la checks to companies and targeted tax breaks. When politicians and bureaucrats pick certain businesses to stimulate, they do a bad job.As long as the government is doing stimulus, the best avenue is writing checks to individuals. People need to buy stuff and as long as the economy limps on, they can buy stuff with money. Immigrants are people, even if they came here illegally. They are also workers, caretakers and taxpayers.Direct payments would not be a special kickback or a reward for people living in the country illegally. It would be just like the $1,200 direct deposit I got from the government. In those 22 counties, beginning Friday, malls and retail stores may reopen provided they operate at no more than 50 percent of capacity and take other steps, and fitness centers may reopen for appointments only.In a statement, Coralville’s Coral Ridge Mall said it would reopen under those conditions starting at 11 a.m. Saturday. Shoppers there should expect to see hand-sanitizing stations, frequent cleanings and social distancing directions among other precautions.“As Coral Ridge Mall prepares for this ‘new normal,’ we are thankful for the opportunity to reopen our doors and look forward to welcoming guests back into the shopping center,” senior general manager Monica Nadeau said in a statement.Representatives of another large mall in the Corridor — Lindale Mall in Cedar Rapids — did not return calls Thursday for comment on its plans.The governor’s new guidelines are in effect until May 15 unless she changes them. Recent Transformer language models like BERT learn powerful textual representations, but these models are targeted towards token- and sentence-level training objectives and do not leverage information on inter-document relatedness, which limits their document-level representation power. For applications on scientific documents, such as classification and recommendation, the embeddings power strong performance on end tasks. We propose SPECTER, a new method to generate document-level embedding of scientific documents based on pretraining a Transformer language model on a powerful signal of document-level relatedness: the citation graph. Unlike existing pretrained language models, SPECTER can be easily applied to downstream applications without task-specific fine-tuning. Additionally, to encourage further research on document-level models, we introduce SciDocs, a new evaluation benchmark consisting of seven document-level tasks ranging from citation prediction, to document classification and recommendation. The self-supervised learning is achieved by minimizing a photo-consistency loss, which is evaluated between a video frame and its neighboring frames warped according to the estimated depth and the 3D non-rigid motion of the human body. To solve this non-rigid motion, we first estimate a rough SMPL model at each video frame and compute the non-rigid body motion accordingly, which enables self-supervised learning on estimating the shape details. Experiments demonstrate that our method enjoys better generalization and performs much better on data in the wild. Full Article

Due to the special structure of the blockchain, it has been deemed impossible to directly trade between traditional currencies and cryptocurrencies or between different types of cryptocurrencies. Generally, trading between different currencies is conducted through a centralized third-party platform. However, it has the problem of a single point of failure, which is vulnerable to attacks and thus affects the security of the transactions. In this paper, we propose a distributed cryptocurrency trading scheme to solve the problem of centralized exchanges, which can achieve trading between different types of cryptocurrencies. Our scheme is implemented with smart contracts on the Ethereum blockchain and deployed on the Ethereum test network. We not only implement transactions between individual users, but also allow transactions between multiple users. The experimental result proves that the cost of our scheme is acceptable. Full Article
