America’s criminal justice system is in need of targeted reform. Throughout this country, too many Americans are trapped – and too many communities are weakened – by a vicious cycle of poverty, criminality, and incarceration. Too many people go to too many prisons for far too long – and for no truly good law enforcement reason. The U.S. prison population has grown at an astonishing rate over the last three decades – by almost 800 percent since 1980, despite the fact that America’s overall population has increased by only about a third.

It was nearly half a century ago when President Lyndon Johnson signed the landmark Voting Rights Act of 1965 into law – in order to preserve what he called “the dignity of man, and the decency of democracy.” Near the height of the Civil Rights Era, he reaffirmed his commitment to President Kennedy’s ambitious agenda by joining countless Americans – seemingly ordinary, but all extraordinary – in rejecting the forces of bigotry and injustice.

Good morning everyone, and thank you for being here today as we announce the latest law enforcement action in our ongoing, criminal investigation of the manipulation of LIBOR, a critical benchmark interest rate used by banks around the world. I am joined here today by our close partners – David Meister, the head of enforcement for the Commodity Futures Trading Commission, and Timothy Gallagher, the Special Agent in Charge of the FBI Washington Field Office’s Criminal Division.

Clearly, the consequences of inaction in the face of such trauma would be too great to ignore. And the associated costs – in human, moral, and even economic terms – are far too much to bear. In fact, the cost of failing to intervene in the life of a young person who’s at risk of becoming delinquent could add up to more than $3 million over the course of his or her lifetime.

The impact of this violence, and of our acquiescence, is greater than it appears on the surface. We can see the immediate physical damage it does, and we know it causes emotional trauma in the kids it touches.

There were more than a dozen separate conspiracies each operating independently but all targeting the U.S. automotive industry. Some of the price-fixing conspiracies lasted for a decade or longer, and many car models were fitted with multiple parts that were fixed by the auto parts suppliers.

Today, we are announcing that nine Japan-based companies and two executives have agreed to plead guilty – and to pay a total of more than $740 million in criminal fines – for their roles in separate conspiracies to fix the prices of more than 30 different products sold to U.S. car manufacturers and installed in cars sold in the United States and elsewhere.

Today, I am pleased to be in Detroit to announce that – in addition to our ongoing enforcement of antitrust and consumer protection laws – as part of the Obama Administration’s commitment to supporting the City of Detroit, the Justice Department will take a variety of actions to provide direct assistance to city leaders and local law enforcement authorities in order to improve public safety throughout the metropolitan area.

We are here to announce that the Justice Department will file suit today against the State of North Carolina to challenge portions of the State’s highly restrictive new voting law.

The reality is that police don’t always have the luxury of time to get their most highly-trained, best-equipped officers on the scene. To save lives, the first officers to arrive must sometimes be the ones to directly engage an active shooter. That’s why all law enforcement officers must have the best equipment and most up-to-date training to confront these situations. We owe these officers nothing less.

We come together this year at a time of reflection and renewal – in a moment of progress and possibility; of challenge as well as opportunity. It was 14 years ago, in Washington, D.C., when then-Vice President of the United States Al Gore convened the very first Global Forum on Fighting Corruption and Safeguarding Integrity – an initiative that reflected a growing international willingness to acknowledge corruption as a problem that every country must face. Since that time, international leaders have repeatedly come together – in a variety of ways – to foster widespread consensus on the need for collective action in the face of shared challenges. And our nations have together accomplished a great deal.

We are here to announce that Johnson & and that they paid kickbacks to both physicians and pharmacies for prescribing and promoting these drugs.

There are kids and younger people who are going to be looking at you all and who are going to learn from you, from your example. You have a unique opportunity and I think a responsibility to give something back and to make better the lives of those youngsters who will be looking up to you.

No one understood this better than Gerardo Hernandez – a passionate public servant who stood on the front lines of our struggle to prevent terrorism. But what made Gerardo Hernandez a hero was not only how he died – in the line of duty, becoming the first member of the Transportation Security Administration to lose his life in service of his country.

The Department of Justice filed a proposed settlement with US Airways and American Airlines that, if approved by the court, would resolve our lawsuit challenging their proposed merger. Under the agreement, we are requiring US Airways and American Airlines to divest critically important facilities at seven key airports across the country

As we gather for this year’s Tribal Nations Conference – here in our nation’s capital, during American Indian and Alaska Native Heritage Month – it’s appropriate that we celebrate these and other momentous achievements.

For at-risk young people—and particularly those affected by violence—the services provided by the Affordable Care Act represent more than an insurance policy; they are a lifeline. They are the tools of prevention and reorientation that can mean the difference between a life of fulfillment, and one that perpetuates a cycle of trauma and violence.

Now perpetrators of domestic and dating violence will be held accountable, whether they’re Indian or non-Indian, and countless Indian women will enjoy safer lives as a result. Section 904 of VAWA 2013 recognizes the inherent power of “participating tribes” to exercise “special domestic violence criminal jurisdiction” over certain defendants, regardless of their Indian or non-Indian status, who commit acts of domestic violence or dating violence or violate certain protection orders in Indian country.

As all of you know, banking and financial services play a vital role in our country. They spawn growth, spread risk, facilitate the creation of jobs, and generally drive our economy. Without it, much of the prosperity that allows for our freedoms and our power in the world would not exist.

As all of us know too well, domestic violence inflicts severe harm on our society. So many women, men and children in our country – of every background, ethnicity, age, disability and sexual orientation – are damaged by this devastating crime. According to the 2010 National Intimate Partner and Sexual Violence Survey, 1 in 3 women in the United States will experience rape, physical violence or stalking by an intimate partner at some time in their lives.

Together, we can grow smarter on crime by implementing reforms and enacting legislation that ensures fairness in sentencing; by focusing scarce resources on incarcerating only those who pose the greatest threats; and by providing safe and productive paths forward for those who have paid their debts to society.

Support for the sciences and emphasis on evidence comes from the very top of the Obama Administration. The President has set a management agenda that calls for a “smarter, more innovative, and more accountable government.” The Office of Management and Budget has emphasized the use of evidence to support budget requests by all federal agencies.

Over the course of a remarkable and highly-varied career – spanning more than two decades of service to the legal profession – Zach Fardon has demonstrated his commitment to the cause of justice, and to the highest ideals of America’s legal system.

Caremark LLC, a pharmacy benefit management company (PBM), will pay the government and five states a total of $4.25 million to settle allegations that it knowingly failed to reimburse Medicaid for prescription drug costs paid on behalf of Medicaid beneficiaries, who also were eligible for drug benefits under Caremark-administered private health plans.

It’s a great privilege to join you in congratulating our 2013 Civil Division award recipients. And it’s an honor to help welcome all of the proud family members, friends, and distinguished guests who have taken the time to be here in the Great Hall, and whose support – and sacrifices – have been essential to everything that our awardees have accomplished. Make no mistake: every one of you shares in the recognitions that we are about to bestow.

As we administer the Oath of Office to him today, there can be no question that Kenneth Polite is well-suited – and superbly qualified – to lead the hardworking men and women who serve this important United States Attorney’s Office, and to extend the tradition of excellence and integrity that has always defined our very best United States Attorneys.

ifty years ago Attorney General Robert Kennedy came here to Bismarck and spoke of the "tragic irony" of First Americans living in the freest country in the world yet imprisoned by conditions of poverty and deprivation -- conditions not found in the natural order of things but manmade, imposed and perpetuated by bigotry and greed and violence.

As we move forward with these and other reforms, we will continue to stand and work alongside you, drawing upon your experience, relying on your expertise, and depending on your engagement to refine and strengthen each new proposal.

I know it hasn’t always been easy to be related to such a renowned, respected, and dedicated public servant – whose passion for the law, and determination to help his country address the toughest legal challenges, has often kept him at the office late into the night – and made him absent from too many family dinners and special occasions.

Particularly in the wake of the Supreme Court’s flawed decision, earlier this year, to strike down a key part of the Voting Rights Act, your steadfast commitment to the aggressive enforcement of all federal voting protections has signaled our determination to use every tool available to us in the fight for enfranchisement and against discrimination.

Today, we announce significant developments in a securities fraud investigation involving the large-scale theft of client funds by a global brokerage and trading firm.

"Too often, so-called “zero-tolerance” policies – however well-intentioned – make students feel unwelcome in their own schools. They disrupt the learning process. And they can have significant and lasting negative effects on the long-term well-being of our young people – increasing their likelihood of future contact with juvenile and criminal justice systems," said Attorney General Holder.

More than 30 years ago, LISC was launched in a moment of great challenge – at a time when distressed neighborhoods across the country faced uncertain futures. After decades of rising crime and deteriorating fortunes in parts of America’s most vibrant cities, the Ford Foundation and its allies stepped forward. And they established the Local Initiatives Support Corporation to take what was – at the time – a novel approach to addressing community challenges.

Since its inception just over two years ago, this Veterans Treatment Court has shown tremendous promise in helping eligible men and women to break the destructive cycle of criminality and incarceration that traps too many people and weakens too many communities across America.

The recent revelations about the massive thefts of financial information from large retail stores have served as a stark reminder to all of us about how vulnerable we are to cyber criminals who are determined to steal our personal information.

Each of the contributions we’ve come together to recognize – and the awardees we’ve gathered to honor – has made a meaningful, measurable difference in the lives of countless Americans. I know I speak for leaders throughout the Administration – as well as the American people we’re privileged to serve – when I say “thank you” for your service. Thank you for your leadership. And thank you for everything that you continue to help us achieve.

"I want to talk with you today about the crisis we have in our criminal justice system. A crisis that is fundamental and has the potential to continue to swallow important efforts in the fight against crime. This crisis is the crushing prison population."

The fact that we cannot compel other federal, state, and local laboratories and units to adopt this Commission’s guidance does underscore the need to be mindful of the diversity of practice and resources across the country. We must delicately balance the desire to develop meaningful policy with the reality of limited funding at the federal, state, and local levels. And we must do so without taking shortcuts.

At the same time, our Civil Rights Division is fighting to achieve justice for victims of hate crimes, and to safeguard those who are targeted just because of their sexual orientation or gender identity. And countless Americans from all backgrounds and walks of life are proudly standing alongside Sweden and other democratic nations in calling for the protection of our LGBT citizens; in working to secure recognition for the equal love and equal humanity of all people; in supporting local advocates in other countries so they can bring about change from within; and in speaking out for the fundamental truth that no matter where you live, who you love, or who you are – whether you’re a public servant or a businessperson; an educator, a scientist, or an athlete competing at the highest level and on a world stage – every human being is, and must be, free and equal in both dignity and rights.

Since the founding of the Human Rights Campaign more than three decades ago, this organization has brought people together to make a profound, positive difference in the lives of millions of Americans.

From its earliest days, our Republic has been bound together by its extraordinary legal system, and by the enduring values that define it. These values – of equality, opportunity, and justice under law – were first codified in our founding documents. And they are put into action every day by leaders like you – and the talented men and women who learn, at great institutions like Georgetown, what it means to be a steward of the law – and an advocate for those whom it protects and empowers.

Six decades ago, with the Supreme Court’s landmark decision in Brown v. Board of Education, our nation took a historic step toward ending the injustice of “separate but equal” – and building the momentum of a modern Civil Rights Movement.

Let us reaffirm our commitment to the safety and health of tribal communities. And let us rededicate ourselves to giving native children a future unclouded by violence and brightened by hope. This is the responsibility of every one of us.

Each and every day, the award recipients before me – and their colleagues throughout the Division – have helped to advance this Department’s efforts to ensure justice; to promote public safety; to empower victims; to strengthen international alliances; and to uphold the rule of law. You’ve worked closely with foreign allies, as well as state and local law enforcement partners, to identify and investigate emerging national security challenges that know no geographic boundaries – and implicate American interests within the United States and across the globe.

Through their hard work, each of our awardees has helped to leverage vital resources and improve the way we do business. You have shown the power of innovation, energy, and creativity by uniting a broad array of partners to streamline the Department’s operations and bolster information-sharing. Some of you have worked to identify and implement opportunities for savings through mail processing, facilities, and technology enhancements – as well as a wide range of consolidation projects.

There can be no doubt that we share a common goal to hold accountable those whose actions contributed to the last financial crisis, which was felt not just at the national or global level, but in the countless communities you represent, as well.

"The unfinished struggle for equal opportunity and justice is one in which we all have a part. This year, as we mark the 50th anniversary of the Civil Rights Act of 1964, the Civil Rights Division remains committed to combating discrimination in all its forms."

It’s a special privilege to share the stage with Deputy Marshal [Kirk] Bowden, who, as we’ve just heard, stood on the literal front lines of this fight during a critical moment in the Civil Rights Movement – at a time when young students, law enforcement officials, National Guardsmen, and brave citizens risked their lives to integrate historic institutions across the Deep South.
