Hot off the press – here is Littler’s mid-year report!  As federal regulators, states and cities continue to pass new workplace regulations through the calendar year, we summarize each state’s notable labor and employment law updates. Some states, like Maryland, have at least a dozen new laws and regulations taking effect this summer, tackling everything from vaping at work to pay discrimination.  Other states have just one, such as the state of West Virginia, which now restrains employers from acting against employees who store firearms in their vehicles on company property.

This report addresses existing trust service infrastructures that operate in different regions of the world and their possible mutual recognition/global acceptance. The report identifies ways to facilitate cross recognition between EU trust services and trust services from other schemes. The trust services are based on ETSI standards and support the eIDAS Regulation (EU) No 910/2014.

The ETSI Technical Committee on Core Network and Interoperability Testing (TC INT) has just released a Technical Report, ETSI TR 103 626, providing a mapping of architectural components for autonomic networking, cognitive networking and self-management. This architecture will serve the self-managing Future Internet.

The ETSI TR 103 626 provides a mapping of architectural components developed in the European Commission (EC) WiSHFUL and ORCA Projects, using the ETSI Generic Autonomic Networking Architecture (GANA) model.

The objective is to illustrate how the ETSI GANA model specified in the ETSI specification TS 103 195-2 can be implemented when using the components developed in these two projects. The Report also shows how the WiSHFUL architecture augmented with virtualization and hardware acceleration techniques can implement the GANA model. This will guide implementers of autonomics components for autonomic networks in their optimization of their GANA implementations.

The TR addresses autonomic decision-making and associated control-loops in wireless network architectures and their associated management and control architectures. The mapping of the architecture also illustrates how to implement self-management functionality in the GANA model for wireless networks, taking into consideration another Report ETSI TR 103 495, where GANA cognitive algorithms for autonomics, such as machine learning and other AI algorithms, can be applied.

This study paves the way for technical requirements to monitor the activities and the performance of such lifts and describe their interaction with IoT devices and applications.

The ETSI Human Factors Technical Committee has released ETSI TR 103 455, a Technical Report that assesses the different citizen-related issues that smart city-related standardization in the ICT domain needs to address. These include fundamental aspects such as accessibility, usability, interoperability, personal data protection and security, and how services to citizens are to be designed to maximize benefits to the community. The study gives an overview of existing ETSI and other SDOs standards in that field, including ETSI community indicators. It aligns well with the UN Sustainable Development Goal 11 "Make cities inclusive, safe, resilient and sustainable".

The ETSI Multi-access Edge Computing group (ETSI ISG MEC) has recently released the Group Report ETSI GR MEC 031 that describes the key issues, solution proposals and recommendations for MEC integration into 3GPP 5G systems.

ETSI ISG MEC started their endeavour with the 3GPP 5G system specification when working on their White Paper published in June 2018. This White Paper confirmed the great synergies between the 3GPP 5G and MEC systems and how they both complemented each other in serving the edge computing demands of the 5G era. The Paper also highlighted main topics for further study, which provided the motivation for the creation of the ETSI GR MEC 031 MEC 5G Integration Report.

ETSI Report Paves the Way for First World Standards in Securing Artificial Intelligence

The ETSI Securing Artificial Intelligence Industry Specification Group (SAI ISG) last month released its first Group Report, ETSI GR SAI 004, which gives an overview of the problem statement regarding the securing of AI. ETSI SAI is the first standardization initiative dedicated to securing AI.

The Report describes the problem of securing AI-based systems and solutions, with a focus on machine learning, and the challenges relating to confidentiality, integrity and availability at each stage of the machine learning lifecycle. It also points out some of the broader challenges of AI systems including bias, ethics and ability to be explained. A number of different attack vectors are outlined, as well as several cases of real-world use and attacks.

ETSI has recently released ETSI GR SAI 005, a report which summarizes and analyses existing and potential mitigation against threats for AI-based systems. Setting a baseline for a common understanding of relevant AI cyber security threats and mitigations will be key for widespread deployment and acceptance of AI systems and applications. This report sheds light on the available methods for securing AI-based systems by mitigating known or potential security threats identified in the recent ENISA threat landscape publication and ETSI GR SAI 004 Problem Statement Report. It also addresses security capabilities, challenges, and limitations when adopting mitigation for AI-based systems in certain potential use cases.

In 2016 the US National Institute of Standards and Technology (NIST) announced their intention to develop new standards for post-quantum cryptography. They subsequently initiated a competition-like standardization process with a call for proposals for quantum-safe digital signatures, public-key encryption schemes, and key encapsulation mechanisms. NIST have stated that they intend to select quantum-safe schemes for standardization at the end of the current, third round of evaluation.

The Report of this multi-vendor interoperability (IOP) event, held remotely, is now publicly available for download. NFV and MEC overall interoperability reached a 95% to 100% success rate.

ETSI is pleased to release the Report of its sixth MCX Plugtests event. Organized with the support of the European Commission, EFTA, TCCA and UIC, it was held in hybrid mode from 8 to 19 November 2021, with LTE assisted testing at University of Malaga, Spain. Vendors had the possibility to send equipment to the University of Malaga (UMA) for participating in end-to-end testing. They could use the LTE test network available on the premises and rely on the UMA experts onsite to run interoperability test sessions on the network without being present.

The European Telecommunications Standards Institute (ETSI) has published a significant new technical report, "ETSI TR 103 936 V1.1.1 (2024-01): Cyber Security; Implementing Design Practices to Mitigate Consumer IoT-Enabled Coercive Control". This pioneering document addresses the increasingly important issue of safeguarding individuals from coercive control through the misuse of consumer Internet of Things (IoT) devices.

Coercive control encompasses a range of abusive acts such as security breaches, privacy invasions, harassment, physical assault, and other patterns of behaviour that can limit autonomy or cause emotional harm to potential targets.

ETSI is pleased to announce the release of the first two Group Reports developed by its Terahertz Industry Specification Group (ISG THz). They are addressing key elements in this initial phase of the pre-standardization works for THz communications: the use-cases and the spectrum. The role of ETSI ISG THz is to develop an environment where various actors from the academia, research centres, industry can share, in a consensus-driven way, their pre-standardization efforts on THz technology resulting from various collaborative research projects and global initiatives, paving the way towards future standardization. Complementing the work of other ETSI Technical Bodies and other SDOs, the group concentrates on establishing the technical foundation for the development and standardization of THz communications.
