Three-time National Award-winning actor Naseeruddin Shah is utilising a substantial part of his lockdown hours catching up on the plays of William Shakespeare. "I am one of those people who can stay at home and enjoy a lot of indoor. I am watching movies, reading books. I have started helping in the kitchen that I kind of stopped after marriage. I did not cook for a long time. I am reading a couple of plays of Shakespeare to my son. We are spending quality time," the veteran actor told IANS.

Shah has two sons, Vivaan and Imaad, both actors. His 2017 film, "The Hungry" directed by Bornali Chatterjee, was a modern day adaptation of Shakespeare's "Titus Andronicus".

A man died after he fell into an uncovered drain near Kurla signal at Eastern Express Highway in Mumbai. The incident took place last night. The identity of the man is yet to be ascertained.

The locals in the area said that they had been facing problems because of the open drain since past few days.

One of the locals told ANI, "There are several uncovered manholes in the area. We had been complaining about this for a year."

The body has been shifted to the hospital for autopsy and probe has been initiated.

There's no doubt that the fifth victim of the Ghatkopar plane crash, architect Govind Dubey, 32, was in the place at the wrong time. But his family is not willing to accept mere bad luck as explanation for his death — they want to know whom to blame. After the family embarked on a sit-in at Rajawadi hospital, refusing to take Govind's body, MLA Jitendra Awhad assured them of compensation and investigation in the matter. With these assurances, the Dubeys finally claimed the body last evening.

Govind was merely passing by when the plane came hurtling down on him. He died on the spot with 100 per cent burns. Due to the extent of his injuries, he was identified only yesterday with the help of his half-burnt wallet. The last location update on his phone also confirms that he was at the spot. The architect hailed from Uttar Pradesh, from where his family has come to collect his body. To his brother's surprise, though, not a single government official has contacted them to assure compensation or action against the culprits.

“It has been over 24 hours since I lost my brother in the incident. It was my brother's bad luck that he at the spot when it happened. But isn't it the responsibility of the government to come forward to give us justice?” said Arvind Dubey, Govind's brother. He added, “We have decided to file a police complaint against the aircraft company for the accident. The government must conduct an inquiry and imprison the person at fault.”

A day before the tournament, the engineer came to the ground and said, 'Let's clear this ground so that they can have a kick-about.' I told him that football is not just about kicking a ball, it is about playing a sport. Then the contractor started laughing. His job is not to laugh at us. And what was he trying to get at by laughing? That we can't achieve anything?'" Salma Ansari tells us, about the jibes they encountered before organising the most important event of Parcham, an NGO she co-founded, last Sunday. Ansari's organisation is a Mumbra-based women's collective that works extensively with marginalised communities.

The ground the engineer was referring to is an empty plot adjacent to Mumbra's Maulana Azad Stadium. It is a space that Parcham fought for, to build a safe space for women where they can exercise their right to play. When we arrive at Mumbra's MM Valley, where the ground is located, four members of the NGO are ready to get the ball rolling in their sports shoes and black jerseys. Workers and tractors are busy clearing out the rubble from the space and levelling the ground with laal mitti. "People asked us, 'Yeh kaisa ground hai? Stadium ki tarah nahi hai.' But we knew why it is important for us to play here and once we did, not a single person cared about the state it was in," Muskaan Sayed, 20, tells us.

A day after receiving the petty comments, Ansari and her team organised and inaugurated the first women's-only Fatema Bi Savitri Bai Football Tournament in the playground meant solely for women. It was in 2012 that Parcham first collaborated with the Maharashtra Mahila Parishad, who helped them practise football in a small ground near Shankar Mandir. "But after some time, we noticed that boys would come there, play cricket, throw balls around and just not move. Then we started a campaign to get a separate ground and gathered 900 signatures from women all over Mumbra. We then took it to our MLA, Jitendra Awhad. The processing took about a year before everything was finalised on paper, and we finally got this five-acre space which is listed as a recreational ground in the Development Plan. We applied for a special reservation for girls and women through the Thane Municipal Corporation," Ansari says.

Work is scheduled to be completed by May 1, when the ground's management will be handed over to the NGO. "It is the first ground in India that will be only for women. We want to provide facilities for football and basketball. We will also make arrangements for security, washrooms, changing rooms and a gymnasium," Awhad of NCP shares, though when we ask him about the funds that have been allocated for this project, the MLA doesn't comment.

Parcham has been instrumental in introducing football to Mumbra. There was no trace of the game before 2012. With their own academy comprising 20 members, the NGO has been in talks with the Western India Football Association for training.

The ground, Awhad has said, will be called Fatima Savitri Stadium. But the women have suggested naming it Fatima Bi Savitri Bai Stadium. "That's because Fatima and Savitri can be anyone's name. When you add the 'Bi' and 'Bai', only then do you recall history — which also tells you that these two [eminent educators] were friends. We want to celebrate their friendship," Ansari says, with Sayed adding, "We also want the religious divide to end. This name itself is impactful. If in the past, they could be friends, then why is there so much hatred now? We don't want to just play football; we want to overcome all of this one in one shot."

Although the collective will primarily focus on football, the space is open to women and girls to play and hang out in. Ansari adds, "That being said, general spaces that are open to both men and women should not be ignored, and we will practise there, too. This ground, though, is for those whose parents tell their daughters, 'Tu logon ke saamne jaa kar khelegi? Mat jaa'."

One97 Communications Limited, the firm that owns digital payment major, Paytm, announced the unification of bank transfers for its customers with the new 'My Payments' feature on its app.

This will enable Paytm users to make recurring, high-value payment and other monthly expenses in an instant. Using the Paytm app, bank transfers can be done from and to any bank account, making it easier for customers to make payments at zero charge, a facility which even non-KYC Paytm users can avail.

With this new addition to its multilingual app, Paytm is aiming to process Rs 60,000 crore in monthly bank transfers alone by the end of this year. The company is also planning to invest Rs. 5000 crore in its core business, expecting to increase the number of transactions from one billion to two billion this year.

"We have now simplified these payments with 'My Payments' and are expecting six-fold growth owing to this rapid shift in consumer behavior in favor of going cashless. Our users understand that Paytm is more than just a digital wallet company and we will continue adding more such customer-centric features while educating users about the convenience they can experience by using Paytm every day," said Paytm Senior Vice President, Deepak Abbot.

The poet-artist, for whom this is the second Glo/NaPoWriMo attempt, says, "Platforms like these are precious to a poet, because of the sense of community and writing in unison that they offer. Writing to new prompts every day is a challenge in itself, and an exciting one; I say this because I have seen unexpected beautiful verses emerge out of my pen [or mouse]." For Bhoumik, it's tough to pinpoint where her tryst with poetry began, "I have grown up with poetry as a background motif in an environment of science and engineering that dominated my Bengali household. So, its aesthetics have been with me all along. Though I took up writing much later, it was as if I had written it all my life. It just flowed," she says.

Ritu Poddar

A NaPoWriMo novice, Poddar says for her, the takeaways are many. "This has been the most productive and creative month of my life so far. I learnt that passion alone cannot take you anywhere but, passion combined with discipline can," she shares. Speaking of the challenges she faced, Poddar says, "There were days when I would easily find inspiration or an idea to write about. But on others, even the prompts could not help. I have stayed up all night to ensure I don't break the chain of writing continuously."

Collecting from every corner of my body

When Washington-based poet and publisher, Maureen Thorson began the National Poetry Writing Month (NaPoWriMo) in 2003, little did she realise that it was going to turn April into the busiest month for poets across the world? The objective is to pen down 30 poems in 30 days — spurred on by prompts (available on the official NaPoWriMo blog) and a general camaraderie that allows you to find the much sought-after inspiration writers are constantly pining for. Today, this has become a global community, with most preferring to call it Glo/NaPoWriMo. It has found its way into the lives of many Indian poets.  We speak to four of them as the month comes to an end.

Rakhee Panth

Panth quit her job as a school teacher to pursue writing full time. This was her first NaPoWriMo attempt and she says the experience was exhilarating. She began writing when she was 11 and published her first short story at 14 in Children's World Magazine. "Writing is a lonely profession. This forum encourages writers across the world to stay inspired and motivated as a community [albeit virtual]. It is believed that creativity often follows its own graph but NaPoWriMo pushes you to harness your creative energy every day and expand your horizon in a guided manner — something that many writers are hungry for in our country. It helps inculcate discipline and is a creative and fun alternative to structure your writing process," she says.

Aashish Vaidya

The blog, which is maintained by Thorson features a participant every day. Aashish Vaidya was one of the few Indians to be named. Originally from Vadodara, Gujarat, Vaidya says that his foray into poetry was encouraged by his grandfather, and began with their affinity for Hindi ghazals. "Ghazal singing is that beautiful confluence of good poetry, good singing and good music. I wrote poems and articles sporadically in high school, and in college, for newsletters and community magazines. But, I can relate to Picasso's quote 'Every child is an artist. The problem is how to remain an artist once we grow up.' So for many years, the desire to write lay dormant, as the proverbial life happened," he says. Vaidya, who is participating in the challenge for the fourth time, believes its significance is manifold. "It provides this huge nudge to write. And if you tap into the NaPoWriMo blog community, you can also find other individuals around the globe, who are writing. And in many cases, they are struggling to write, like you, at this maddening pace." he says.

Download a money management app to track your expenses
If you have never been the type to track your expenses, now is a good time to start. You can download an app that tracks your spends and set a budget, keep a watch on your upcoming credit card and utility bill payments, as well as see how much you owe or have to get from others. This is the first step to getting your finances streamlined.

Make a plan and set goals for yourself
Set short-term (a few months ahead) and long-term (a year and beyond) goals. It could be anything from taking up a new hobby like learning the guitar, to buying a new phone/laptop/camera, getting married, buying a new house or being debt-free by a certain date, and so on. Based on the plan, break it down into quarterly and monthly goals so you know how much to save, how much is safe to spend and so on. Having a plan will give you an overview and much better control of your finances.

Set up an emergency fund
Once you're tracking your spends and have set goals, you know how much money you need to allocate to each of them. You would also get an estimate of your spending pattern and expenses for each month. Based on this, have an emergency fund in place that will take care of at least 6-8 months' worth of living expenses so that in case of a mishap or a loss of job, you don't go broke, and have something to fall back on. You can set it up so that a certain percentage of your salary/income each month is automatically transferred to this fund. It could be in a different bank account, a fixed deposit, or even a liquid fund -- and most importantly, it should be accessible easily and quickly when needed urgently.

Set limits for your spend categories
Take a look at your spends in greater detail to understand where the money goes each month. Assign limits to each of these categories for the month and see how you're doing at the end of the month. This will give you an idea of your lifestyle and if you're spending more than you earn, as well as where you can cut down on unnecessary spends.

Stay debt-free
Credit cards can be extremely useful -- for regular spends as well as during emergencies, and over time, with a good payment history, can boost your credit score too. However, if you're the type of person who cannot pay off credit card bills in full each month or who just pays the minimum amount due, stick to using your debit card or cash, or even a Line of Credit, which has a lower interest rate. Revolving credit on a credit card can be dangerous for your finances, and it can take you several years to repay the entire outstanding amount.

There will always be changes in situations, your current needs and requirements as well as your cash flow, so every 3-6 months, you should re-look at your plan and goals, and modify as needed to stay on top of your finances.

As the morning sunlight casts a warm glow on a terrace in Andheri, Yash Soni hands us a small glass bottle with a cork stopper. It fits between our thumb and index finger. Glinting at us from within is a tiny guitar carved out of the nib of a pencil.

A ‘wow’ escapes our lips as we squint to check out the intricate details — there are strings, tuning pegs, a saddle and Soni’s name carved on the instrument’s body. “It took me four hours to make it,” says the 26-year-old artist, one of the few in the city creating microscopic art out of pencil lead. This weekend, he will present a live carving session at Maker Mela, an event that celebrates art, engineering and science with a DIY mindset, at KJ Somaiya’s Vidyavihar campus.

Russian inspiration
With a professional background in event management, Mumbai-born Soni’s tryst with pencil art began two years back, when he came across the works of experimental Russian artist Salavat Fidai on Instagram. “He carved a heart within a heart on a pencil. I was fascinated. Since art had been a hobby (he has created graffiti and speed painting works), I decided to try this too. I bought a pencil, a five-rupee cutter, and tried to carve a heart in a car, while travelling to Thane, and I was able to do it,” recounts the self-taught artist, who watched Fidai’s art-making videos repeatedly to learn the finger movements. “Now, we correspond too. His advice to me: be gentle and use minimal movements with fingertips,” he says.

Be patient
Till date, Soni has created over 50 pencil carvings, including a key, a stiletto, a champagne glass, a watch, a chair, the Eiffel Tower, a fist with a detachable mic, a windmill with rotating blades and even a needle and spool, carved entirely out of the wood and lead of the pencil. On his wishlist are a scooter, a neckpiece and Mukesh Ambani’s tower of blocks, Antilla.

“Carving on pencil requires a lot of patience. Since I prefer to focus on the details, it takes about four to five hours to make a piece, though I can make a heart in 20 minutes,” reveals Soni. The artist uses three basic tools — two scalpels with surgical blades and a needle fitted into a pen-like holder. “I start by shaving the wood with the scalpel and then, use a needle to carve the finer shape and details,” he adds. When we ask if he works in a particular kind of light, he confesses, “Initially, I would use a USB LED lamp attached to my laptop as a source of light when I needed to carve at night. My parents were anxious about it affecting my eyesight. Now, I’ve become more careful but I can work from any spot,” he adds.

Pencil matters
Soni uses a range of pencils, from 2B to 8B leads with a shiny finish, graphite pencils featuring matte-finish leads and carpenter pencils with a flatter surface. “Indian pencils aren’t great in quality and often, the lead within the pencil is already broken. The biggest challenge is breakage. 8B leads are thicker which helps me carve more intricately,” says Soni, who preserves the pencils in glass bottles or in customised frames.

Last week, he conducted a workshop-cum-exhibition at IIT-Chennai. Now, he also customises his works and sells them, starting from `4,000. “Most people are dismissive of the art since it’s on a pencil. My aim is to give micro sculpting the credibility it deserves,” he signs off.

The HRD Ministry is prepared to conduct the pending board examinations for classes 10 and 12 for 29 crucial subjects at the first possibility, officials said. The ministry has also directed states to start the evaluation process for the exams already conducted and facilitate the Central Board of Secondary Education (CBSE) in evaluation of answer sheets. "We are prepared to conduct board exams for class 10 and 12 pending due to lockdown in wake of the COVID-19 situation in the country. The exams will be conducted for 29 subjects crucial for promotion and admissions to undergraduate courses, at the first possibility. The students will be given at least 10-days notice before exams are conducted," a senior ministry official said.

"States have been asked to start the evaluation process for the exams already conducted and have been advised to facilitate evaluation of answer sheets. CBSE will also issue instructions for marking or assessment of non-important subjects not included in the list of 29 subjects," the official said. HRD Minister Ramesh Pokhriyal 'Nishank' had on Tuesday interacted with education ministers of states. Delhi Deputy Chief Minister Manish Sisodia had suggested that students be marked on basis of internal assessment as it is not feasible to conduct the pending exams now.

Sisodia, who is also the education minister, said students of Delhi will be more effected due to delay in conduct of exams as different states have their own boards, while the national capital only follows CBSE. Education ministers from different states also put forward deliberations being made about their respective state boards.
The Bihar board has already announced results for three streams of class 12 and is in the process of evaluation of class 12 exams. The Uttar Pradesh board is yet to begin the evaluation and will take a call in this regard soon.

¿Recently there has been lot of speculation regarding CBSE board exams. It is reiterated that board's decision to take board exams for 29 subjects of class 10, 12 stands the same as announced earlier,¿ the CBSE clarified in a tweet on Wednesday. According to the HRD ministry officials, as of now there are plans to conduct competitive exams including JEE and NEET in June for admission to engineering and medical colleges.

For other undergraduate admissions, the University Grants Commission (UGC) is working on an alternative calendar for the new academic session which will notify the timeline within a week. A seven-member panel set up to study the issue has recommended that the undergraduate admission process be started in July-August and the new session for freshers be started from September. However, no final decision has been taken in this regard yet.

The CBSE has already announced that it will not be conducting any exams for students in foreign countries. Universities and schools across the country have been closed since March 16 when the Centre announced a countrywide classroom shutdown as one of the measures to contain the COVID-19 outbreak.

Later, a nationwide lockdown was announced on March 24, which has now been extended till May 3.

The Brihanmumbai Municipal Corporation (BMC) has started mobile dispensaries to curb the spread of COVID-19. Currently they will move about in the areas most affected by the disease such as Worli, BDD chawls, Lower Parel, Currey Road etc.

It was decided to start mobile dispensaries to prevent the spread by reaching out to people and detecting patients. While the service began on Wednesday in the severely affected G South ward, the doctors will move to other areas later. More than 600 COVID-19 positive patients have been found in G South Ward.

A doctor, a nurse and an assistant will be available in the mobile dispensary. It will be stocked with medicines for cold, cough and fever, and in case of a suspicious patient of COVID-19, a thermal scanner has also been placed in the vans. The vans will provide the service from 10 am to 7 pm.

After their check-ups, people will be treated with pills for minor fever etc. But if a suspected patient of COVID-19 is found, she or he will be hospitalised. The mobile dispensaries aim to find such patients in red zones to help curb the spread of the disease.

The mobile dispensaries were launched at the NSCI club in the presence of Mayor Kishori Pednekar. In all five mobile dispensaries have been started.

Mayor Pednekar told mid-day, "Medicines for cold, cough and fever are available in these dispensaries. If a suspect patient is found during the check-up, he will be taken to the OPD of a COVID-19 deisgnated hospital and examined immediately."

Saddened by the news of the passing away of veteran Bollywood actor Rishi Kapoor, Maharashtra Navnirman Sena (MNS) chief and politician Raj Thackeray paid rich tributes to the late actor. On Thursday, the MNS leader took to social media to pay homage and penned a heartfelt note calling Rishi Kapoor the first 'Chocolate boy' of the Bollywood film industry.

Rishi Kapoor, who was diagnosed with cancer back in 2018, was admitted at Sir HN Reliance Foundation Hospital in Mumbai around three weeks ago and he passed away on Wednesday morning at 8:45am in the hospital.

The COVID-19 lockdown is turning out to be a blessing in disguise for all of Mumbai's pending rail work. Re-girding of a bridge on the Churchgate-bound fast line in the Bandra-Mahim section, which would have otherwise required cancellation of at least 250 local train services, was completed within 14 hours on April 30.

The steel bridge, which spans 9.15 metres and has seven cross-girders of length 5.8 metres is located on the Mithi River. The steel girders needed to be immediately replaced as they had got corroded.

Speaking to mid-day, Western Railway chief spokesperson, Ravinder Bhakar, said, "Mumbai suburban is one of the busiest rail networks of the world and to carry out work of such magnitude is a daunting task. This work required complete shutdown of traffic for eight hours on three consecutive days, which would have resulted in cancellation of at least 250 suburban services and cancellation/delay of at least 60 passenger trains in the section."

Sources said that the Railways decided to utilise the lockdown period and carry out the re-girding work by following all the social-distancing norms. Two cranes of 200 MT capacity, eight Farana cranes, 20 Hydra cranes and 18 excavators were deployed at the site.

Apart from this, the work was carried out by 30-40 track maintainers and contractual labourers, and a dedicated team of supervisors and officials.

All pre-block activity was completed on April 29 and the cranes were set up at the location. On April 30, work started from 9 am and the track part was completed by 8 pm. After that the overhead wires were fitted by 11.30 pm and the track was declared fit for train movement.

Revising the COVID-19 lockdown guidelines further, the state government has allowed stand-alone liquor shops to reopen in Mumbai and its metropolitan areas from Monday.

However, shops in the demarcated containment zones in Mumbai Metropolitan Region (MMR), will remain shut. Permit rooms and restaurants serving alcohol have not been allowed to operate.

The order for liquor shops also applies to Pune Metropolitan Region and other red zones. The shops will have to comply with strict measures such as social distancing.

The local authorities like municipal chiefs and district collectors have been tasked with deciding the number of shops in each area for preventing mass gathering.

Sources said the state government has convinced the Centre despite national restrictions on non-essential business in red zones.

The Centre was told red zones had non-containment clusters that were unaffected. Liquor production and sale will also replenish the state's depleted coffers.

Several ruling leaders and Maharashtra Navnirman Sena (MNS) chief Raj Thackeray have been demanding the opening of liquor shops for revenue's sake.

Alcohol retail shops will be open from 10 am to 6 pm. Only sealed (bottled) liquor is allowed to be sold. The shops will have to work on 50% staff strength and the employees will have to be tested for body temperature and other symptoms.

Liquor factories, which give maximum revenue on site, have also been allowed to start production. Thermal screening of staff and access control will be required.

In addition, urban standalone shops selling non-essential commodities like clothes, footwear, stationery, electronic and electrical/domestic appliances will be opened in non-containment zones, but only 5 shops will operate in one lane/street. Spas, barber shops and salons will not open in red zones.

"Medical shops and and grocers will not have a five-shop restriction and no restrictions on business hours," said Bhushan Gagrani, principal secretary, in-charge of media relations for COVID-19 mitigation plan.

Travel by air, train and metro, inter-state road movement, opening of educational institutions, hotels and malls, places of worship and large gathering will not be allowed anywhere.

However, goods supply will not be affected. Industry with access control and urban industry have been allowed in orange and green zones.

Major Anuj Sood, 31, one of the five officers killed in an encounter with terrorists at a village in Rajwar forests of North Kashmir, had already completed his operational tenure in the Valley and was about to get a new posting when the lockdown happened. As a result, Sood, who lived in Pune with his wife Aakriti, had to continue his tenure in Kashmir.

Speaking to mid-day over phone from Dharamshala, Aakriti, daughter of a retired Marine Commando from Indian Navy, Commander Kashmira Singh, said, “He was posted in J&K and the last time I saw him was on November 30, 2019.” Aakriti, who worked as an HR professional in a French company in Pune, resigned in March and left for Dharamshala with her father on March 17, as Major Sood was supposed to get a new posting.

However, due to the lockdown he had to continue with his tenure in the Valley. Aakriti and Major Sood became friends and got married on September 29, 2017.

“A few days after the marriage, Major Sood left to join duty in J&K,” said Commander (retd) Singh. Major Sood's father is a retired Army officer and lives in Chandigarh where his mortal remains will be taken on Monday to conduct his final rites. He is survived by his parents and two sisters, Shruti, who is settled in Australia and Harshita, who is a captain in the Indian Army.

Speaking to mid-day, his father, brigadier (retd) Chanderkant Sood, said he received the news of his death around 8.30 am on Sunday. “He had come on leave in November to attend a family wedding and then returned to join work in December. Though his tenure in the Valley was already over, it got extended due to the lockdown. But we were in constant touch with each other over phone and WhatsApp. Three days ago we spoke over the phone,” he added. Due to his father's transferable job, Major Sood studied in the Army public schools in Delhi, Luckow, Jaunpur, etc. “He always wanted to serve the nation as a defence officer and also wished to study in the same school where I completed my education. He joined the National Defence Academy (NDA) in July 2008. He completed his NDA training in May 2011 and the training for Indian Military Academy on June 9, 2012,” added Brigadier (retd) Sood.

“My younger daughter Harshita is also in the Indian Army and posted in Rajouri. She is a national level shooter and at present she is undergoing a training in Mau,” he said. The parents and wife of Major Sood are in touch with the defence personnel in J&K for regular updates about the ongoing operation there.

Soon after Maharashtra government directive allowing standalone liquor shops to open in COVID-19 red zones (except the containment areas), AIMIM Lok Sabha MP Imtiaz Jaleel has said if liquor shops are opened in Aurangabad, he would force their closure, adding that it is not a time to sell alcohol and create problems for women.

"Government decides to open liquor shops even in red zone! If shops in Aurangabad open we will break lockdown restrictions and forcibly close these shops. Will make many women come out on the streets. This is not time to sell liquor and create problems for mothers and sisters," the Aurangabad lawmaker tweeted in a series of tweet.

Lambasting the Maharashtra government, he further asked what is the hurry to sell liquor in this difficult time. He further stated if this is the case then why not allow selling everything, why this "privilege only to liquor shops".

The state government had on Sunday issued a list of activities that will be allowed in different zones of the State during the lockdown."The state government has decided to allow standalone shops including liquor shops to open in red zone also except the containment zones. Though there is no restriction in the number of essential shops that can be opened, only five non-essential shops can be opened in each lane," the government order stated.

In view of the financial hit the state is likely to take owing to the pandemic, the state government has taken several austerity measures.

New schemes, construction, purchases by the state have been barred while new jobs will not be created. Employees will not be transferred and promoted this financial year.

A resolution issued by the chief secretary on Monday said that the current schemes will have to run on 33 per cent grant instead of 100 per cent. Health, medical education, relief and rehabilitation, food and civil supplies departments will get priority in state funding.

'Review schemes'
The departments have been asked to review current schemes and work on them with a limited budget.

However, there will be no cut in essential spendings like salaries and pension payments.

Pending bills to be paid
Buying gizmos, furniture and hiring offices have not been allowed. The expenses on event management have been curtailed. The pending bills will be paid using whatever the finances are available.

Spotting a tiger during a walk is not an encounter you would wish to experience. With stories of wild animals being spotted in unusual places during the lockdown, seeing a tiger on the loose is the last thing you want and which might lead to chaos! This is exactly what happened when few people in countryside Kent in England called the police for help saying that they had spotted a tiger in the neighbourhood.

Armed policemen and a helicopter arrived at the scene to locate the tiger but to their surprise, they found that it was just a sculpture that looked like a real tiger!

The incident was narrated by Twitter user Martha Simpson. She said that the tiger sculpture that armed cops with a helicopter came to hunt for, was made by her grandmother. She also shared the pictures of the incident in which the police officers were investigating the sculpture.

Simpson was quoted by the Guardian as saying that her 85-year-old grandmother Juliet built the sculpture using chicken wires and resin 20 years ago. She said that her son called her on her phone to tell her about the armed police coming at her doorstep with their helicopters. "Ten of them! By then I could see the helicopter above, and I thought, goodness me. So then I walked up the road and saw the police Land Rover. I went up and said: 'Do you want to be introduced to this tiger?'" she was quoted by the Guardian.

Simpson went on to say that tiger’s sculpture never bothered anyone before this incident apart from dogs, adding that the police left after looking into the matter and establishing that the sculpture did not pose any risk to the public.

But the sculpture that created a buzz attracted some attention from netizens.

While the Ministry of Human Resource Development (MHRD) provided respite to students by announcing the dates for JEE-Main and NEET on Tuesday, the Maharashtra government has not yet declared any date for Maharashtra Common Entrance Test (MHT-CET) or the pending college exams, thereby making the students anxious.

Higher education minister Uday Samant did conduct a meeting on Tuesday with officials and Vice-Chancellors of all state universities to take decision based on University Grants Commission (UGC) guidelines declared earlier. However, after the meeting, it was declared that final decision would be announced soon with an assurance that no student will face any academic loss.

Moreover, the state government's higher education department has decided to start counselling centres for students, parents at all districts to answer their queries regarding pending examinations, project submissions, viva and other aspects related to evaluation and assessment process.

"Every small district will have one, while bigger ones will have two such counselling centres to help the students and parents who are currently worried about their examination. These centres will have people who will resolve all their exam-related queries," announced Samant.

Special provisions for timely board results

To speed up the process of evaluating class X and XII exams, the state government will now allow teachers to travel for transporting answer sheets. Education department wrote a letter to all civic bodies, saying that teachers will have to carry the state board letter certifying their duty and I-Card to travel amid lockdown. The aim is to ensure that both results are declared before June 10 adhering to Supreme Court guidelines.

The Brihanmumbai Municipal Corporation (BMC) on Wednesday night amended its previous order and allowed reopening of standalone electronics and hardware shops in the city during the coronavirus-enforced lockdown. Civic commissioner Praveen Pardeshi said there was an urgent need to keep such shops open to some extent. "It has been observed that many essential and life- saving medical equipment, IT systems related to health systems and machines,vehicles are in a state of disrepair due to closing down of electronics and hardware shops.

"Hence, there was an urgent need to keep such shops open to some extent," read the BMC's amended order signed by Pardeshi. Pardeshi directed all assistant commissioners of wards to permit one standalone electronic and hardware shop on each road to remain open during the lockdown. According to BMC officials, in view of the order some electronics and hardware shops could be opened from Thursday.

On Tuesday night, Pardeshi, in an order, had directed closure of all non-essential services, including liquor shops, in the city.

The Maharashtra government on Friday announced a compensation of Rs 500,000 to the next of kin of all the migrants who were run over by a goods train near Aurangabad. Expressing deep anguish over the incident which killed 16 migrants, Chief Minister Uddhav Thackeray said that all the expenses for the treatment of all those injured in the mishap will be borne by the state government. "We are in constant touch with the Centre to make arrangements for running as many trains as possible for the migrants to return to their homes. I appeal to them not to give up hopes," Thackeray urged.

The Chief Minister said that the victims were working for a steel company in Jalna and were proceeding along the railway lines, apparently to their homes in neighbouring Madhya Pradesh. At night they slept on the railway tracks but early Friday a goods train ran over them, killing 16 and injuring many others.

Thackeray said in the past 4-5 days around 100,000 migrants have reached home safely and more trains are being organized, including from Mumbai, to send the other stranded workers to their respective states.

A few days ago, I was at a ice lolly stall in my neighbourhood. It was late afternoon and the heat had got to me. I ordered for a lime lolly. As I waited for my order, I saw this girl at the cart. In a second, I felt attracted to her. I kept looking at her. Realising it, she felt conscious and moved away. She was with her friends and we kept looking at each other. When they left, I tailed them till they entered a housing complex in the vicinity. Ever since, I have been going to the ice lolly cart every other day hoping to see her again. This girl haunts me. How do I know who she is? I think she is the girl for me. I have been visiting the ice lolly and juice centre at different timings, but to no avail. How do I know where exactly she lives? Thanks to my frequent trips to the centre, the attendants have realised what is on my mind. One of the extra friendly guys at the cart tells me she does visit regularly, but our paths have not crossed.

My wife and I have been married for four years now. Both of us have had very different upbringings. While I have been living away from my parents for over ten years, my wife has always lived with her parents. Although she is a free-thinking and independent woman, I feel that she is overly dependent on her parents. No matter what issues she faces, her parents are the first ones to know. I do not have a problem with her discussing her issues with them, the issue I have is that she should be able to filter what she discusses with them and draw a line. Just the other day, she was telling them about a fight we had and how to resolve it. Do they need to know everything? Sometimes I feel that I am overreacting and should accept her for what she is but then again, why do her parents need to know everything that's going on in our lives? I have tried talking to her but she thinks that I am overthinking. What do I do? Please help.

Dear Rakesh,
Your situation is slightly tricky but with a little effort you can resolve the issue. First, you need to understand that everyone shares a different kind of rapport with their parents. May be you are okay not calling yours often since you are used to that kind of set up but just like your wife there are several others for whom parents come first no matter what the situation is and they need to discuss everything with them. I suggest you sit down and talk to her about what you expect from her. Politely tell that that you don't mind her talking to her parents often but she needs to know the boundaries. Also, converse often because may be it's the lack of communication that makes her vent to her parents in the first place.

The National Basketball Association (NBA) has planned to reopen practice facilities in states and municipalities that were easing shutdown restrictions amid the coronavirus pandemic.

The states of Texas and Georgia have reopened businesses this weekend and players can return to team facilities for voluntary individual workouts but are still prohibited from holding group workouts or team activities, according to ESPN.

However, this is not an indication of the NBA approaching a new timetable for resuming the season.

The season has been suspended since March 11 due to the pandemic.

The US has reported 939,235 coronavirus cases, with 53,934 deaths, both tallies the highest in the world.

According to ESPN, a few team executives and General Managers have expressed their misgivings about the safety of the move considering the volume of medical opinions against the reopening of businesses, the lack of enough testing and a vaccine.

There are other executives however, who have been clamoring for players to be able to get back to training facilities, which they believed to be the safest places in current circumstances.

In places with more restrictive governance of stay-at-home orders, the NBA is telling teams the league will work with franchises to help find alternative arrangements for their players.

For Bandra resident Sophia Netto, the month of September meant eight days of festivities, courtesy the iconic Bandra Fair that the suburb hosts annually. Held in four lanes that dot Bandra's Mount Mary Basilica neighbourhood, it celebrates the birthday month of Mother Mary. "You could spend an entire day at the fair. There would be pageants like September King and Queen, games and cane product stalls that everyone would throng to, and all-night long jam sessions by Catholic bands at Mount Carmel's September Garden with an entry fee of `1. We would binge on potato chops, candy floss and kadio bodio, a deep-fried sweet stick of refined flour dipped in sugar. Even black chana would be heaped at stalls," recollects 54-year-old Netto, who offers black chana and kadio bodio as complimentary treats at BKC's SodaBottleOpenerWala as part of the outlet's ongoing festival, Bandra Feast, which recreates the fair experience.

East Indian Pork Sorpotel

In collaboration with chef de cuisine Danesh Vakshoor, Netto has created a special menu comprising East Indian and Goan delicacies. The menu features Mutton Potato Chops (Rs 195), where fried-till-golden breadcrumb crusted mashed potato shell is stuffed with minced meat, and Vegetarian or Chicken Lonvas (Rs 295), cooked with the famous East Indian bottle masala and thick coconut milk. It also stars East Indian Pork Sorpotel (Rs 295) and East Indian Vindaloo (Rs 295) where the pork is marinated overnight and slow-cooked. "Most homes in Bandra would be open to guests till midnight, who would arrive from different parts of the city and beyond to seek blessings at the basilica. I remember my mother making kilos of sorpotel and vindaloo. I've used her traditional recipes for the menu," she adds. End the meal with Thali Sweet (Rs 175), a festival speciality made with coconut semolina and eggs.

The restaurant has also been dressed up with ribbons and balloons that are a throwback to the helium balloons, which were a common sight at the fair. The line-up also includes a retro jam session with in-house DJ Farhan and saxophonist Amar Sukhi on Thursday night, and breakfast housie on Sunday. The idea, says Netto, is to revive the fair's charm. "Unfortunately, it has now turned into an extension of the Hill Road hawking zone," she rues.

Sumeet Vyas (Farhan Hussain) will play the role of the Vice President of the school just like season one. The makers of the show released the teaser of season 2 recently, which gives us a glimpse of the 'privileged rich kids of the Jefferson World School' from Esha's viewpoint.

Rishi Kapoor's death will always be remembered as one of the most devastating news the Hindi film industry woke up to. He passed away today morning at 8:45 am in hospital after two years of battle with leukaemia. Tributes from the industry have been pouring in since morning and his presence will always be felt.

Coming to the tributes, Janhvi Kapoor wrote a heartfelt note on the actor and all his fans will surely get teary-eyed. Sharing a classic photo of the actor from his early days in Hindi Cinema, the actress wrote - "An icon. In every way. You've left a ceaseless void in this industry and world- somehow even for those who never had the chance of really knowing you. But you have also left with us a plethora of legendary work and innumerable stories of your candour, humour and zest for life that'll remain with us forever. Rest in peace." (sic)

It's still hard to swallow the fact that two of Hindi Cinema's giants, Rishi Kapoor and Irrfan Khan, are no longer amongst us. Irrfan Khan passed away on April 29 at 11:11 am at the Kokilaben hospital due to complications arising out of Colon infection. And on April 30, we lost Rishi Kapoor. Battling leukaemia for the last two years, he passed away at 8:45 am IST in hospital. Tributes began pouring soon on social media.

Director Nikkhil Advani who brought both the acting giants on-screen in D-day recalled fond memories of the duo. Speaking to Mumbai Mirror, the D-day director said, "We were shooting in the desert and while Irrfan and a lot of teams bunked out in tents, Chintuji would drive two hours back to the hotel. He was averse to early morning shoots but there was this sunrise shot we had to shoot with him and he was refusing to comply, saying, 'I'm an actor, not a doodhwala'. It took Irrfan bribing Rishi with 'chicken jungli and alcohol' for him to stay in the desert. It was a near-impossible feat in Kutch, but he delivered on his promise and I got my shot".

Advani also shared a funny moment while shooting with Rishi and Irrfan. "Today, a scene from my 2013 film, D-Day, flashes through my mind. Irrfan (Khan) looking at Chintuji, and laughing, amazed that they had finally managed to capture this much-wanted terrorist, despite their plans have failed. "I remember Irrfan urging me to let the camera continue to roll and what emerged was this moment of delicious irony."

D-day, released in 2013, remains the only film in which Rishi and Irrfan had shared screen space. Rishi Kapoor played the role of D-company leader, while Irrfan portrayed the character of a RAW agent.

Earlier, the Kal Ho Na Ho director had mourned the loss of his co-star by sharing a small still from the film along with a heartfelt message.

Versatile Bollywood actor Irrfan Khan passed away at the age of 53 on Wednesday, April 29, 2020 at 11:11 am due to colon infection. The actor was undergoing treatment for Neuroendocrine cancer and was admitted at Mumbai's Kokilaben Dhirubhai Ambani Hospital due to a colon infection. The actor's last rites were performed on the same day in the presence of his family, close relatives and friends. Irrfan is survived by his wife Sutapa and sons – Babil and Ayan.

Soon after news of Irrfan's death broke on the internet, social media was flooded with messages from fans and celebrities expressing their grief. Son Ayaan also mourned the loss of his father by sharing beautiful memories of his father through his childhood pictures.

In the picture, Irrfan is seen riding a bike with Ayaan sitting in front. He captioned the black and white picture, "The flesh we roam this earth in is a blessing, not a promise (sic)". In another photo, the father-son duo looks handsome.

Earlier, Irrfan's elder son Babil had shared has posted a video of the late actor indulging in pani puri after a shoot. "When you're on diet for so long and then the shoot ends and you can have pani puri," Babil captioned the video posted on Instagram.

Earlier, Babil had shared a heartfelt note on his Instagram handle. In the note, Babil thanked everybody for their support and condolence messages as his family faced with the most difficult challenge. He wrote: "I'm deeply grateful for all the condolences you beautiful friends are pouring in for me. Although I hope you understand that right now I’m not being able to reply because my vocabulary is dizzy. I will get back to each one of you but just not right now. Thank you so much. I love you (sic)."

On April 28, the Piku actor was admitted to Mumbai's Kokilaben Dhirubhai Ambani hospital with a colon infection and was in the Intensive Care Unit. In 2018, Irrfan was diagnosed with neuroendocrine tumour and was undergoing treatment for the same.

What is so fascinating about the world of crime that filmmakers keep exploring its grit and gore? And how does a filmmaker ensure he attempts to say something nobody has said before? Paatal Lok walks on a tight rope, a show that has been created by Sudip Sharma and produced by Anushka Sharma's Clean Slate Filmz.

The ensemble is solid- Jaideep Ahlawat, Gul Panag, Abhishek Banerjee, Neeraj Kabi, and Vipin Sharma. As the reopening of liquor shops in some parts of the country created chaos, actor Randeep Hooda on Tuesday created a meme on the re-opening with one of his looks from his latest film 'Extraction.'

The 'Highway' actor related his exhausted look to the look of people who successfully return from liquor shops after buying alcohol which seems a daunting task given the congestion of people at the shops.

Long queues and crowds were seen at liquor shops across the national capital on Tuesday despite a 70 percent tax hike imposed by the Delhi government on the Maximum Retail Price (MRP) of liquor.

This comes a day after liquor shops in East Delhi were closed following the violation of social distancing norms by people.

Arbaaz Khan tied the knot with Malaika Arora in 1998 and have a son, Arhaan Khan together. The duo shocked everyone when they announced the news of their separation in 2016. In a recent interview, Giorgia Andriani opened up about the speculations surrounding her wedding with Arbaaz. Speaking to Bollywood Hungama, she said, "People may assume whatever they want. But I am quite serene as a person, so if and when that (marriage with Arbaaz) will happen, I would definitely let everybody know. I don't have any problem with that. In the meantime, they can think whatever they want. I don’t own anybody's mind."

About Arbaaz, Giorgia says, "He's got a wit. He is always fun. Even if you have some things going in your mind, he is a really nice person to talk to, have fun and make jokes."

Geeta Basra has been maintaining a lockdown diary. She has been jotting down her thoughts and reactions daily to happenings. Moved by the struggles of those hit hard in the present scenario, she says one should be grateful for what we have in these unprecedented times. The actor is keen that her three-year-old daughter Hinaya read these notes some years later to understand that nothing in life can be taken for granted.

On the professional front, Geeta Basra was seen in The Train and Dil Diya Hai. In an interview, Geeta shared, "My relationship started with Harbhajan the moment The Train had released, I had met him. And, I think, I had entered the industry at a very different time for a girl. For me, at that time, my priority lied in my relationship."

She added, "I did Zila Ghaziabad after Lock (Punjabi film) and Second Hand Husband, but then we got married and I decided that my focus was our relationship, our family, and that became the priority. So, I let go of a couple of good projects and I had to shift base also because after I got married, we shifted to Punjab for a while. We just returned like a year back to Mumbai."

Geeta and Harbhajan tied the knot on October 29, 2015, and were blessed with a beautiful baby girl Hinaya Heer Plaha on July 27, 2016.

And given the response that Cold Lassi received, will there be a season 2 and will the story continue? She spoke, "Coming to Cold Lassi, its next season is supposed to come this year but I think it will be pushed further. But, I am waiting for a really good project. I won't shy away from saying that I am waiting for some challenging character to come my way. I am itching to do something different."

Sexual harassment at workplaces and in Bollywood has unfortunately been rampant for years. There are multiple names that have come out and shared their horrific and shocking stories. And the recent one is Divyanka Tripathi, who recalled an incident when a guy at a cinema hall touched her in an insolent manner.

Talking to SpotBoyE, she recollected what exactly unfolded on that fateful day and how she reacted. She said, "It happened in one of the theatres, these were the days when tickets were sold in Black at single screens. So, there should be a lot of rush. I had gone to watch a film and was in the cue to buy tickets. There was this guy who was taking advantage of the crowd and touching me inappropriately."

She added, "I lost my cool, held his hand, and of course, after that I slapped him hard and in no time public was all over him." There's a lot of stigmas attached to speaking openly about one's bitter experiences and especially when you're an actor. The fear of being judged looms large and that unfortunately and incorrectly keeps them away from speaking up. But now, given the power of social media, actors and actresses have become fearless and ferocious. They now know how to give it back!

Compared to the pre-COVID period, television viewership in India increased by 40 per cent as more and more people stay at home due to the restrictions, said a report on Thursday. In the week starting April 11, individuals watching TV for all seven days increased to 48 per cent, according to the latest report by TV viewership monitoring agency BARC (Broadcast Audience Research Council) and data measurement firm Nielsen.

For the study, the pre-COVID-19 period referred to January 13-February 2. The highest growth in TV viewership was recorded in some of the biggest metros like Delhi and Mumbai, according to the report.

The results showed that viewership growth in the 15-21 age group is driven largely by the urban market. he 15-21 age group contribute to 16 per cent of the total TV viewership in India, said the report.

Compared to the pre-COVID period, average time spent on TV in Mumbai grew by one hour and 42 minutes. In Delhi, the time spent rose by around an hour and 26 minutes. In Mumbai and Delhi, where COVID-19 cases are among the highest in the country, news consumption on TV grew by 251 per cent and 177 per cent respectively.

Growth in movie viewership is coming largely from pay platforms across urban and rural markets - 82 per cent and 69 per cent respectively. News stays strong in the Hindi speaking market with over 200 per cent growth in week 15 over the pre-COVID period, said the report.

Soon after the announcement of COVID-19 lockdown extension by Prime Minister Narendra Modi, the Indian Railways on Tuesday stated that it is suspending all passenger services till May 3. "All passenger train services on Indian Railways including Premium trains, Mail/Express trains, Passenger trains, Suburban Trains, Kolkata Metro Rail, Konkan Railway etc shall continue to remain suspended till the 2400 hrs of 3rd May," he added.

However, freight movement will continue to carry essential commodities across the country. Informing about the cancellation of ticket booking, Bajpai stated that all booking counters of rail journey tickets for reserved/unreserved travel at railway stations and outside railway station premises will also be closed till May 3.

Earlier, the railways had also ordered the closure of all rail museums, heritage galleries and heritage parks as a preventive measure to control the spread of the deadly virus. So far, India has reported 10,363 COVID-19 cases. Out of the total, 1036 have been cured and 339 have died due to the infection.

Earlier today in his address to the nation, Prime Minister Modi announced that the country will remain under lockdown till May 3 to contain COVID-19 cases. The 21-day lockdown, which was announced by the Prime Minister last month, was slated to end today.

Odisha, Punjab, Maharashtra, Telangana, Tamil Nadu and Puducherry have already announced the extension of lockdown. India's total number of coronavirus positive cases has climbed to 10,363 including 8,988 active cases, 1,035 cured/discharged/migrated and 339 deaths, the Ministry of Health and Family Welfare said today.

A district magistrate court in Rohtak opened its doors on the night of April 13 to solemnise the wedding of a local boy marry a Mexican girl under the Special Marriage Act as both could not tie the knot due to the ongoing lockdown imposed to curb the spread of coronavirus. The couple met on a language learning app in 2017 and got engaged the next year.

According to Niranjan Kashyap, who hails from Surya Colony in Rohtak he and and his Mexican-origin partner Dana Joheri Oliveros Cruise applied to get married under the Special Marriage Act on February 17. "We met on a language learning app. In 2017, she came to India on my birthday. Then this February 11, Dana and her mother came to India for the wedding. On February 17, we applied for marriage under the Special Marriage Act which has a 30-day notice," Kashyap told ANI.

"The notice was to end on March 18 but by then the lockdown began so we could not get married. We submitted an application to the District Collector after which he conducted our wedding," he said. He further said that Dana had booked a flight back to Mexico on March 24 but with the lockdown being extended further till May 3 she has now rescheduled her flight to May 5

Dana said, "I came to meet him in 2017. We later got engaged in December 2018 and I returned to Mexico. I spent two years in Mexico. Due to lockdown, we couldn't marry. Deputy Commissioner helped us to marry."

Advocate Niranjan Kashyap, who helped the couple get married said: "Both of them came to us. Since the girl was from Mexico, they can marry under the Special Marriage Act. Later, we approached the District Magistrate and he sent requests to the Mexican Embassy and other offices for a no objection certificate. After NOC was obtained, the District Magistrate opened the court and performed the marriage on April 13 at 8 pm."

Industrial units in rural areas will be allowed to function from April 20 provided they follow social distancing norms while all kinds of public transport will be barred and public places closed till May 3, according to guidelines issued on Wednesday to enforce the second phase of the lockdown.

Wearing masks/face covers in public places is now compulsory across the country. Besides, strict ban enforced on the sale of liquor, gutka, tobacco etc under the new Ministry of Home Affairs guidelines that come a day after Prime Minister Narendra Modi announced the extension of the nationwide lockdown till May 3.

The PM also said necessary activities will be allowed from April 20 in identified areas of the country. Laying out the dos and don'ts for phase two of the pan India lockdown, the guidelines state that all work places should make adequate arrangements for temperature screening and must provide sanitisers at convenient places.

Services provided by self-employed electricians, IT repair personnel, plumbers, motor mechanics and carpenters will be allowed from April 20. Inter-state, inter-district movement of people, Metro, bus services will be prohibited till May 3. Manufacturing, industrial units with access control in SEZs, export oriented units, industrial estates, industrial townships will also be allowed to function from that date. Educational institutions, coaching centres, domestic, international air travel, train services will remain suspended, the ministry said. Public places such as cinema halls, malls, shopping complexes, gyms, sports complexes, swimming pools and bars will be shut too till May 3.

Leave without pay for Vistara employees

Vistara chief Leslie Thng on Wednesday announced that senior employees will be going on compulsory leave without pay for up to three days between April 15 and 30 as a measure to further conserve the airline's cash flow amid lockdown to combat the COVID-19 threat. On March 27, the airline had also introduced compulsory leave without pay for up to three days between April 1 and April 14 for the same set of senior employees.

'Monsoon will be normal this year'

Southwest monsoon will be normal this year, the India Meteorological Department (IMD) said on Wednesday in its forecast for the four-month rainfall season in the country. In an online briefing, IMD Director General, M Mohapatra said the Long Period Average (LPA) of monsoon will be 100 per cent which falls in the "normal" category. "Monsoon will be normal this year," he said.

Gujarat CM Rupani goes into isolation

Gujarat Chief Minister, Vijay Rupani has decided to run the state administration without meeting anyone for the next one week after a Congress MLA whom he met tested positive for Coronavirus. Rupani's health is fine and he will run the state administration through technological facilities like video-conference, video-calling and tele-calling, Chief Minister's Office (CMO) secretary, Ashwani Kumar said on Wednesday. "No visitor will be allowed at the chief minister's residence for the next one week," Kumar said.

Doctors attacked in Moradabad

Stones were pelted at an ambulance carrying a team of medical personnel and police, which had gone to escort family members of a person who died of COVID-19 in UP's Moradabad, to a quarantine facility. "When our team boarded the ambulance a crowd started pelting stones. Some doctors are still there. We are injured," said the ambulance driver.

'Farmers will be paid in 3 days'

Union Minister of State for Agriculture and Farmers Welfare, Kailash Chaudhary said the farmers will be paid within three days of their crops purchased by the government. He has also asked the states to make arrangements for procurement. The government procurement of wheat in many states, including MP and Punjab, has started from Wednesday. Haryana has announced to start purchasing mustard first and then wheat from April 20.

Maharashtra Navnirman Sena president Raj Thackeray here on Thursday asked the state government to drop 'moral issues' and permit liquor shops and restaurants to resume forthwith to enable it earn badly-needed revenue for its near-empty coffers.

In a letter to his cousin and Chief Minister Uddhav Thackeray, the MNS chief said since March 18, the state was in lockdown -- first till March 31, then till April 14 and now extended to May 3 -- with no certainty when it would be lifted.

In such times, there was no harm in keeping this option (wine shops) open since it's not intended to cater to the needs of the alcohol consumers but to start generating income for the government, Raj Thackeray said.

"The excise duty generated for the state via liquor amounts to Rs 41.66 crore daily, or Rs 1,250 crore monthly and Rs 14,000 crore yearly," he said.

In view of the 35 days of lockdown till now and future extensions, the loss of revenue from this sector could be calculated till now and also the future losses that might happen if the shutdown was prolonged, he said.

"It's not that there was a liquor ban in our state and we are asking to remove that. Prior to lockdown, the wine shops were open. The state government should not try to get caught in some moral issues at such a crucial time and take the necessary action," Raj urged Uddhav.

His statement came a couple of days after Health Minister Rajesh Tope made an open-ended statement that there should be no problems in permitting liquor shops, provided they followed social distancing norms.

Taking up cudgels on behalf of restaurants, Raj said big and small eateries were a sheer necessity in Mumbai where millions live on the affordable 'rice plate'. Besides, there are homes that need their services as they don't have the supplies or resources for cooking meals, and the government must consider this category also.

Touching upon other essentials like food, vegetables and fruits, he said while these were open and available, they needed to be organised and coordinated to revive the economic cycle. The MNS said it pertained not just to Maharashtra but also all other states since when and how much central assistance would come was uncertain.

"Let's face the reality and find solutions instead. The need of the hour is to be economically self-reliant and this solution provided needs to be taken seriously," said Raj Thackeray.

After a late night order on reopening of shops amid the Coronavirus lockdown, the Ministry of Home Affairs on Saturday issued a clarification saying that only standalone shops are allowed to open. It further stated that the order does not apply to COVID-19 containment zones or liquor stores. "In urban areas, all standalone/neighbourhood shops and shops in residential complexes are allowed to open. Shops in markets/market complexes and shopping malls are not allowed to open," the ministry clarified.

The ministry clarified that sales by ecommerce companies will continue to be restricted to essential goods only. It also cleared that liquor stores will be shut as the relaxations do not apply to them. "Sale of liquor and other items continues to be prohibited as specified in the National Directives for COVID-19 management," it added.

Don't hurry: CAIT to traders
The largest traders' body Confederation of All India Traders lauded the decision, but issued a caution to the traders to follow orders by their state governments in the matter and also sanitise shops and market places before resuming business. CAIT's national general secretary Praveen Khandelwal said, "The central government has taken this decision only after fully assessing the present circumstances." "We appeal to traders across the country to not open their shops in their extreme enthusiasm. Since trade and shops is a state subject, only states governments are empowered to take the decision," Khandelwal added.

Shops to open in Gujarat
The Gujarat government on Saturday declared that all the individual shops, neighbourhood shops and other small commercial activities outside containment zones will be permitted from Sunday.

No gatherings in UP
Uttar Pradesh Chief Minister Yogi Adityanath on Saturday made it clear that no public gatherings will be allowed in the state till June 30. "CM Adityanath has given strict instructions to the officers that no crowd of any kind can gather until June 30," Mrityunjay Kumar, media advisor to Aditynath, said on Saturday.

4 N-E states COVID-19 free
With the recovery of the second patient in Tripura on Saturday, four of the eight northeastern states—Tripura, Manipur, Arunachal Pradesh and Sikkim—have become Coronavirus-free, officials said on Saturday morning. According to health officials, there are 15 active cases in Assam, 11 in Meghalaya and one in Mizoram, besides a 33-year-old trader from Dimapur, Nagaland, undergoing treatment at the Guwahati Medical College and Hospital since April 12.

'Halting DA unnecessary'
Former Prime Minister Manmohan Singh on Saturday opposed the Central government's decision to cut back hike in dearness allowance of government employees and pensioners. In a video message released by the Congress, Singh said, "We should be on the side of people whose DA is being cut. I believe it is not necessary at this stage to enforce hardship on government servants and armed forces personnel."

A man in Delhi allegedly killed his wife after an argument over their children's future turned violent. The couple has nine children and the ongoing lockdown created uncertainty over their future. This was the second marriage for both of them. The accused himself informed the police about the incident. The incident took place in Madipur JJ Colony, which has been declared a containment zone by the authorities. The accused used a stick to kill her.

The portals of Kedarnath Temple were thrown open at 6.10 am on Wednesday after a six-month-long winter break. Amid the nationwide lockdown, pilgrims are prohibited from visiting the shrine. Covered in a thick layer of snow, the temple was decorated with 10 quintals of marigold flowers.

The process of opening the doors of Kedar Dham began at 3 am. Shiva Shankar Linga, the chief priest of the shrine, carried out the tradition of opening the doors. The first ''pooja" was performed in the name of the Prime Minister Narendra Modi, said a statement. A representative of the Devasthanam Board, BD Singh, along with 20 employees from Panchagai, was present here when the religious rituals and aarti were performed. Apart from this, around 15 policemen and administration officials participated in the aarti. All participants maintained social distancing during the rituals.

Meanwhile, Uttarakhand Chief Minister Trivendra Singh Rawat has extended warm wishes to the devotees and administration of the shrine. He prayed for everyone's good health and happiness. "With the blessings of Baba Kedar, we will surely be able to defeat corona. This time devotees could not visit the shrine but Lord Kedar's blessings are with us," he said.

This year Army band did not participate in the religious ceremony at a time of opening the portals of the shrine due to lockdown restrictions.

With the opening of the doors of Kedarnath Dham, three of the four dhams of Uttarakhand will be opened. While Gangotri-Yamunotri Dham opened on April 26 on the occasion of Akshaya Tritiya, the portals of Badrinath Dham will open on May 15.

Indian origin actor in Hollywood, actor Kal Penn, says he has a lot in common with the character of Mikku the mongoose, which he has voiced in the animated show Mira, Royal Detective. He also finds Mikku extremely adorable. "I have a lot in common with Mikku. We both love to eat a lot," Kal said

"Mikku is also super inquisitive in his own way so he's very excited to take direction from Mira and learn through her and help her out however he can," he added. Set in the fictional land of Jalpur, "Mira, Royal Detective" follows the life of Mira, a commoner who is appointed to the role of royal detective by the queen.

The series features an all-star cast of prominent South Asian actors including Jameela Jamil, Freida Pinto, Hannah Simone, Utkarsh Ambudkar, Aasif Mandvi and Aparna Nancherla amongst others. It also introduced 16-year-old newcomer Leela Ladnier as the voice of Mira. The show airs in India on Disney Channel India.

Earlier in an interview to IANS, talking about the show, Kal said: "When I first heard about the show, read the script, I was selfishly very excited towards it. I would get to do something for kids, because my earlier works (comedy or drama) were not that child friendly. And now, I have nieces and nephews so that was quite exciting to me. Next was obviously the whole South Asian cast and that it takes place in a fictional land of India, that was real fun. Then, I came to know the South Asian American performers as the cast that was a rarity in any kind of art (action or cartoon)."

"So I think it was a perfect combination. My character Mikku is super adorable and he wears these glasses and I was like, it is going to be the most fun and at the same time a meaningful project to be a part of," he added.

Actor Sean Penn was spotted getting tested for coronavirus with a nasal swab here. The 59-year-old star was at the free Malibu testing site set up by his organisation CORE (Community Organised Relief Effort), reports www.dailymail.co.uk.

He kept his backpack on as he leaned back in an outdoor chair to be tested by a staff member in a mask, gloves, face shield, and hazmat suit.

CORE, which Penn founded in 2010 to help with earthquake relief in Haiti, is now collaborating with LA Mayor Eric Garcetti to combat the ongoing health crisis. The non-profit's goal is to establish free drive-in testing sites in Los Angeles, working with both the mayor and fire department, according to USA Today.

Penn's goal is to "save lives and alleviate the depletion of resources" with the program. He himself works at the testing site in Malibu where he lives.

"We have an infrastructure in place to respond, and so we decided that we would if we could be value-added. It's something that we can adapt to very quickly with the training of the Los Angeles Fire Department initially. And then we're able to take all those firemen and put them back in to serve the people in the way that we need them to," he said last week.

He has been booked under section 153(B) of the Indian Penal Code. Primary information revealed that he was frequently seen misbehaving even while duty. At least 45 Central Reserve Police Force (CRPF) personnel have been killed in an explosion in Awantipora area of Kashmir on Thursday, in one of the deadliest terror attacks on security forces in the valley in over a decade, police sources said. The incident took place when some 2,547 CRPF personnel were coming in a convoy of 78 vehicles from the transit camp in Jammu and headed to Srinagar. The attack took place at around 3.15 pm when CRPF convoy was moving from Jammu to Srinagar, they said. The convoy comprised 70 buses in which around 2500 personnel were travelling, according to Home Ministry sources in Delhi. The toll is expected to go up, the sources said.
