The Government of India and the Asian Development Bank (ADB) signed a $1.5 billion loan that will support the government's response to the novel coronavirus disease (COVID-19) pandemic, focusing on immediate priorities such as disease containment and prevention, as well as social protection for the poor and economically vulnerable sections of the society, especially women and disadvantaged groups. Earlier, the ADB's Board of Directors approved the loan to provide budget support to the government to counter and mitigate the adverse health and socio-economic impact of the pandemic.

A church in Pakistan's Punjab province was allegedly vandalised by a group of armed men over a land dispute on Saturday, police said. The incident came at a time when the Human Rights Commission of Pakistan (HRCP) in its latest report has pointed out that religious minorities in Pakistan, including the Hindu and Christian communities, continued to suffer in 2019, facing forced conversions and persecution under blasphemy laws. The minorities remained unable to enjoy the freedom of religion or belief guaranteed to them under the country's Constitution, the HRCP had said in its annual report -- State of Human Rights 2019 -- released recently in Islamabad. The Haryana government said on Friday a three-member SIT, which will be headed by a senior IAS officer, has been constituted to investigate the huge stock of liquor going missing from two godowns in Sonipat, and the alleged sale of illicit liquor in the state. With several bootlegging incidents being reported during the lockdown when liquor vends were closed, the SIT will also probe sale of illicit liquor in the state during the period, Haryana Home Minister Anil Vij said. Maharashtra Cyber has registered 363 offences of rumour mongering, spreading misinformation, hatred and fake news on social media during the COVID-19 lockdown, an official said on Saturday. The state police's cyber wing has been monitoring online activities to prevent the spread of misinformation about the COVID-19 pandemic. As many as 196 persons were arrested for sharing or uploading objectionable posts, videos and photographs on social media, the official said. In Sangli district, a case was registered against some people for uploading a Tik-Tok video about a particular community being responsible for the pandemic and also using abusive language against prominent social reformers, he said. At least 14 offences were registered by the cyber wing in the district since the lockdown was enforced, he added. Experts from the All India Institute of Medical Sciences visited the civil hospital in Gujarat's Ahmedabad city on Saturday and interacted with frontline staff amid concerns over the rise in COVID-19 fatalities. The Delhi High Court has asked the All India Institute of Medical Sciences (AIIMS) to ensure that dispensation of medicines from its pharmacy, which was functioning in limited capacity due to the coronavirus lockdown, resumes without any delay. A bench of justices Vipin Sanghi and Rajnish Bhatnagar asked AIIMS to work out the modalities and file a compliance report before May 14, the next date of hearing. The order came on a PIL claiming that outstation non-coronavirus patients who had come for treatment at AIIMS are not being provided medication from the hospital's pharmacy anymore due to the lockdown. The petitioner, Rachna Malik, further claimed that patients were unable to procure medicine as there was no endorsement on their OPD cards permitting dispensation of medicines as the OPD of AIIMS was closed due to COVID-19 lockdown. Healthcare firm HLL Lifecare on Saturday said its arm HLL Infra Tech Services has floated a tender seeking supply of over 1 lakh units of medical supplies towards COVID-19 testing on behalf of the Indian Council of Medical Research (ICMR). "The tender is seeking quotations for 40,000 units of viral transport media, 33,000 RNA extraction kits and 29,000 Combo RT-PCR COVID-19 tests," HLL Lifecare Ltd said in a statement. The tender is closing by May 10, the state-owned company added. "The viral transport media is used for transport of swabs collected for testing, RNA extraction kits are used to draw out RNA, which are single strand genetic materials of viruses, from samples which are then converted into reverse-transcribed into DNA while Combo RT-PCR tests has proven to be the 'gold standard' of COVID-19 diagnosis,"it said. Nearly 3,000 patients were provided assistance for treatment and medicines by the Srinagar district administration in Jammu and Kashmir through its helpline amid teh coronavirus-driven lockdown, officials said. The IVRS-based call centre was inaugurated by Lt Governor Girish Chandra Murmu on April 17 and it replaced a series of helpline numbers launched in March aimed at attending to health emergencies on priority during the lockdown.
