Public comments are invited on a discussion draft which deals with action 12 (Mandatory Disclosure Rules) of the BEPS Action Plan.

On 31 March 2015, interested parties were invited to comment on the discussion draft on Action 12 (Mandatory Disclosure Rules) of the BEPS Action Plan. The OECD is grateful to the commentators for their input and now publishes the comments received.

On 5 May, the OECD launched a public disclosure facility for information on schemes designed to circumvent the application of the Common Reporting Standard.

Today the OECD is releasing a consultation document seeking stakeholder input on model mandatory disclosure rules. The model rules target promoters and service providers with a material involvement in the design, marketing or implementation of a CRS avoidance arrangements or offshore structure. They would require such intermediaries to disclose information on the scheme to their local tax authority.

Today, the OECD has issued new model disclosure rules that require lawyers, accountants, financial advisors, banks and other service providers to inform tax authorities of any schemes they put in place for their clients to avoid reporting under the OECD/G20 Common Reporting Standard (CRS) or prevent the identification of the beneficial owners of entities or trusts.

In order to support the automatic exchange of information collected under the OECD’s Model Mandatory Disclosure Rules on Common Reporting Standard (CRS) Avoidance Arrangements and Opaque Offshore Structures (MDRs), the OECD has today released the international administrative and operational framework for the exchange of information collected under the MDRs.

This report on climate change disclosure in G20 countries takes stock of mandatory climate change reporting schemes in G20 countries and identifies commonalities and divergences between the various schemes.

Mild tension prevailed at the LG Polymers at RR Venkatapuram village near here as villagers staged a protest on Saturday demanding immediate closure of the plant. A styrene vapour leak from the plastics manufacturing plant caused the death of 12 people on Thursday. Tens of villagers, who were provided shelter in Visakhapatnam after the vapour leak, returned to the village on Saturday morning, raising slogans against the factory management and demanding its closure. A large police force was present near the factory as DGP DG Sawang was scheduled to visuit it. The police tried to prevent the villagers from going near the plant but the latter ran past the former and staged a it- in protest near the factory gate. Police immediately took the protesters into custody and whisked them away.

High tension prevailed at the LG Polymers at RR Venkatapuram village near here as irate villagers staged a protest on Saturday demanding immediate closure of the plant. The protesters placed two bodies of the dead in front of the factory main gate as part of the agitation while some youths barged into the plant even as state Director General of Police D G Sawang was inspecting the vapour leak spot and talking to the management on the measures taken to restore normalcy. The bodies were brought to the village for cremation on Saturday from the KGH mortuary after post-mortem. The angry villagers, however, stopped the ambulances in front of the plant gate and laid the bodies on the road. Emotions ran high as the villagers demanded that the plant be shut down immediately as it completely ruined our lives. The Tamil Nadu government on Saturday moved the Supreme Court challenging a Madras High Court order for closure of state-run liquor outlets on grounds of violations of COVID-19 guidelines, arguing that it would lead to "grave losses" in revenue and complete halt in commercial activities. The Madras High Court had on Friday ordered closure of liquor outlets noting that there were huge crowds and no social distancing was being maintained by tipplers. It, however, allowed doorstep delivery of booze through online mode. The state government, in its appeal, termed the HC order a case of "judicial overreach" and said online sale and home delivery of alcohol were not possible in the entire state. "It is pertinent that online modes of effective liquor sales are not even available in the vast majority of state at present and can only be implemented after following the due procedures under law," said the appeal filed by government firm Tamil Nadu State Marketing Corporation (TASMAC) which sells
