Israelis fear for hostages as Qatar says Gaza mediation on hold

Tel Aviv, Israel — Israeli protesters expressed concern for the hostages in Gaza on Saturday, after Qatar said it was pausing as a key mediator for a cease-fire that would help bring the captives home. Thousands of people rallied in Tel Aviv holding signs reading "400," the number of days since the hostages were taken when Hamas militants attacked southern Israel on October 7, 2023. Efforts to broker a truce in the ensuing war between Hamas and Israel have proven fruitless, and on Saturday Qatar put its mediation on hold until the two sides showed "willingness and seriousness" in talks. Protester Ruti Lior said she was unsure how much sway Qatar had, but was still "very, very worried" by their decision to pull back from negotiations. "This is further proof for me that there really is no seriousness, and these deals are being sabotaged," the 62-year-old psychotherapist told AFP. Saturday's rally featured an installation of masks representing Netanyahu along with signs bearing the word "Guilty." Other placards read "Hostage deal now" and "Drop your weapon, stop the war." "How many more tears must fall and how much more blood must be shed before someone does what needs to be done and brings our children home?" Niva Wenkert, mother of hostage Omer Wenkert, was quoted as saying in a statement released by campaign group Hostage and Missing Families Forum. In the October 7, 2023, attack, Hamas militants killed 1,200 people and captured about 250 hostages, sparking the war in Gaza. Israel says it believes Hamas is still holding 101 hostages, including 35 the military says are dead. Hamas has been designated a terror group by the United States, the U.K. and other Western countries. Israel’s counteroffensive in Gaza has killed more than 43,000 people, according to the territory's health ministry, which does not distinguish between combatants and civilians in its count. Israelis have been protesting weekly to pressure their government to do more to secure the captives' release. Qatar, which has hosted Hamas's political leadership since 2012 with U.S. blessing, has been involved in months of protracted diplomacy aimed at ending the war in Gaza. But the talks, also mediated by Cairo and Washington, have repeatedly hit snags since a one-week truce in November 2023 -- the only one so far -- with both sides trading blame for the impasse.

Qatar Says Worker Deaths for World Cup 'Between 400 and 500'

DOHA, Qatar — A top Qatari official involved in the country's World Cup organization has put the number of worker deaths for the tournament "between 400 and 500" for the first time, a drastically higher number than any other previously offered by Doha. The comment by Hassan al-Thawadi, the secretary-general of Qatar's Supreme Committee for Delivery and Legacy, appeared to come off the cuff during an interview with British journalist Piers Morgan. It also threatened to reinvigorate criticism by human rights groups over the toll of hosting the Middle East's first World Cup for the migrant labor that built over $200 billion worth of stadiums, metro lines and new infrastructure needed for the tournament. The Supreme Committee and Qatar's government did not immediately respond to a request for comment Tuesday. In the interview, portions of which Morgan posted online, the British journalist asks al-Thawadi: "What is the honest, realistic total do you think of migrant workers who died from — as a result of work they're doing for the World Cup in totality?" "The estimate is around 400, between 400 and 500," al-Thawadi responds. "I don't have the exact number. That's something that's been discussed." But that figure hasn't been discussed publicly by Qatari officials previously. Reports from the Supreme Committee dating from 2014 through the end of 2021 only include the number of deaths of workers involved in building and refurbishing the stadiums now hosting the World Cup. Those released figures put the total number of deaths at 40. They include 37 from what the Qataris describe as nonwork incidents such as heart attacks and three from workplace incidents. One report also separately lists a worker death from the coronavirus amid the pandemic. Al-Thawadi pointed to those figures when discussing work just on stadiums in the interview, right before offering the "between 400 to 500" death toll for all the infrastructure for the tournament. Since FIFA awarded the tournament to Qatar in 2010, the country has taken some steps to overhaul the country's employment practices. That includes eliminating its so-called kafala employment system, which tied workers to their employers, who had say over whether they could leave their jobs or even the country. Qatar also has adopted a minimum monthly wage of 1,000 Qatari riyals ($275) for workers and required food and housing allowances for employees not receiving those benefits directly from their employers. It also has updated its worker safety rules to prevent deaths. "One death is a death too many. Plain and simple," al-Thawadi adds in the interview. Activists have called on Doha to do more, particularly when it comes to ensuring workers receive their salaries on time and are protected from abusive employers. Al-Thawadi's comment also renews questions on the veracity of both government and private business reporting on worker injuries and deaths across the Gulf Arab states, whose skyscrapers have been built by laborers from South Asia nations like India, Pakistan and Sri Lanka. Mustafa Qadri, the executive director of Equidem Research, a labor consultancy that has published reports on the toll of the construction on migrant laborers, said he was surprised by al-Thawadi's remark. "For him now to come and say there is hundreds, it's shocking," he told The Associated Press. "They have no idea what's going on."

U.S.-backed Syrian forces recapture Raqqa from Islamic State group

Fighters of Syrian Democratic Forces celebrate after Raqqa in Syria was liberated from Islamic State militants on Oct. 17. Photo by Erik De Castro/Reuters

U.S.-backed Syrian Democratic Forces announced Tuesday that they had captured the city of Raqqa from Islamic State militants.

“Everything is finished in Raqqa, our forces have taken full control of Raqqa,” SDF spokesman Talal Sello told AFP. A formal declaration would be announced after operations to clear any remaining sleeper cells and to remove landmines in the city were completed, Sello added.

The move is a major setback for the Islamic State which considered Raqqa the de-facto capital of its self-declared caliphate. It comes on the third anniversary of the global effort to defeat ISIS.

Raqqa was the first provincial capital to fall from government control in March 2013 after it was captured by a rebel army. The army included both Syrian opposition groups and more hard line  parties including al-Nusra and the Islamic State.

A civilian government  that was established in the city divided two months later, and less than a year later ISIS recaptured Raqqa and named the the capital of their caliphate.

About 900 civilians have been killed since the the start of the five-month operation, including 570 people in coalition air raids, according to the Syrian Network for Human Rights. The Britain-based Syrian Observatory for Human Rights put the civilian death toll at 1,130 people. American journalist James Foley was beheaded in the mountains south of the city.

SDF fighters pulled down the Islamic State’s black flag from the city’s National Hospital near the city’s stadium, according to a Reuters report.

Special presidential envoy for the Global Coalition to Defeat ISIS Brett McGurk said in August that the U.S. would attempt to perform a “stabilization” in Raqqa — including demining, removing rubble from major pathways to allow trucks and equipment through, and “basic electricity, sewage, water, the basic essentials to allow populations to come back to their home.”

It is not clear when the 300,000 civilians who have fled Raqqa since April during the operation will be able to return.

"Complete Charade": Qatar Withdraws from Ceasefire Talks, Middle East Prepares for Trump Presidency

We speak with Dutch Palestinian analyst Mouin Rabbani about the latest developments in the Middle East as Israel continues its deadly assaults on Gaza and Lebanon. Qatar recently announced it will no longer act as mediator for ceasefire talks, saying the two sides were not serious about reaching a deal to stop the fighting. “This entire process from the outset has been a complete charade,” Rabbani says of the U.S.-backed ceasefire negotiations, urging Egypt to follow suit and also stop acting as a mediator. Rabbani also discusses how a second Trump administration could deal with the region, saying Trump’s “erratic” behavior makes predictions difficult, but that signs point to a more aggressive posture toward Iran.
