poland Poland’s Elections: Domestic and Foreign Policy Implications By feedproxy.google.com Published On :: Wed, 18 Sep 2019 11:30:01 +0000 Research Event 30 September 2019 - 12:30pm to 1:30pm Chatham House | 10 St James's Square | London | SW1Y 4LE Event participants Dr Sławomir Dębski, Director, Polish Institute of International AffairsDr Stanley Bill, Senior Lecturer in Polish Studies, University of Cambridge On 13 October 2019, Poland goes to the polls in national elections. On the back of a strong performance in the European elections, the incumbent Law and Justice Party (PiS) is seeking to retain its absolute majority. The election takes place against a background of continued strong economic growth but amid disputes over the direction of social policy and a domestic contest about liberal values. The European Commission and the Polish government have clashed over reforms that the Commission believes could compromise the independence of the judiciary in the Poland. Meanwhile, in foreign policy terms, Poland has sought to develop good working relations with the Trump administration and supported a tough line towards Russia. The speakers will address the domestic and international significance of the Polish election. Will PiS be able to secure another majority? What would be the implications for the direction of social and political reform in Poland? And how could the elections shift Poland’s approach to politics at the European level and its wider foreign policy? poland What Europe Can Learn From the Law and Justice Party’s Victory in Poland By feedproxy.google.com Published On :: Tue, 15 Oct 2019 14:39:52 +0000 15 October 2019 Dr Angelos Chryssogelos Associate Fellow, Europe Programme @AChryssogelos Google Scholar The EU must remain vigilant about threats to liberal democracy in Poland, but European leaders must also accept that PiS’s electoral success is reflective of its ability to deliver on things that other political parties in Europe have long neglected. 2019-10-15-PiS.jpg The button of a PiS supporter on election day. Photo: Getty Images. The Polish election on 13 October resulted, as expected, in a victory for of the ruling Law and Justice party (PiS).But despite again securing a slim majority in parliament, it has not been wholly a triumph for PiS. And though there continue to be concerns about the party’s authoritarian tendencies, the election has illuminated some important nuances to its support and appeal, which hold lessons for politics across Europe.Even though some opinion polls had suggested PiS were close to winning a supermajority in parliament that would have allowed it to pursue constitutional changes, the party fell short of that target, while it lost its majority in the Senate. Thus, while PiS may well renew its efforts to consolidate its control over the state apparatus and the media or meddle with the justice system, it becomes much more difficult with the opposition controlling the Senate and being able to scrutinize laws or have a say in the appointment of public officials. Most importantly, the election result has shown that while Polish citizens were willing to reward a party that delivered on promises of economic growth and redistribution, they were not ready to hand a blank cheque for full-blown institutional realignment to PiS. Tellingly, many moderate candidates in PiS lists performed quite well among the party’s voters. Even though they rewarded a party that at times employed harsh rhetoric against Brussels, Polish voters have long expressed some of the strongest rates of support for EU membership, according to Eurobarometer surveys. The government has also faced massive protests against its most radical initiatives, such as reform of the judicial system and a law to almost completely ban abortion that was ultimately scrapped. It is therefore more likely that the party’s radicalism kept it from increasing its share, rather than helping it to secure victory. This is not to say that the threat of illiberalism does not remain alive in Poland. But it shows that the degree of PiS dominance in Poland has never been comparable to that of Fidesz in Hungary, with which it is often compared. This was reflected in the party’s own rhetoric. In the election campaign the government mostly focused on its economic record, recognizing that much of its support is conditional on conventional measures of political success like voter welfare. PiS may not give up on its ambition to establish a ‘new Polish republic’, but the elections have made it clear that economic stability rather than political radicalism will ensure its longevity in power – with the latter perhaps even being a liability as the party experiences fatigue in office.Similarly, despite the government’s antagonistic stance towards the EU on various issues, PiS never entertained ideas of withdrawing from the EU, as some of its critics feared earlier in its term. With the Polish economy deeply entwined with the European market and Poland expecting – probably for the last time – to receive substantial subsidies from the next EU budget, EU membership is a necessary precondition for the economic success for which PiS is claiming credit. With the pro-European left returning to parliament but also an extreme party of the right winning representation, the next government will have a difficult balancing act as it tries to draw on the benefits of EU membership while maintaining its defiant image towards Brussels.Ultimately, beneath the rhetoric and the posturing, PiS is a party that has shrewdly combined popular policies from the left and right, fulfilling promises of both cultural sovereignty and economic redistribution. Its reelection should not come as a surprise given that it fulfilled its electoral pledges by delivering some of the things that many voters in western Europe also crave but that mainstream parties there have largely failed to provide. poland Poland’s election planning must bring together all parties, bishops urge By feedproxy.google.com Published On :: Tue, 05 May 2020 10:00:00 -0600 CNA Staff, May 5, 2020 / 10:00 am (CNA).- Poland’s bishops have intervened in a debate about whether presidential elections scheduled for May 10 should go ahead despite a nationwide lockdown. A statement from the permanent council of the Polish bishops’ conference April 27 urged politicians to work together to ensure that the election would be regarded as legitimate by all sides. It said: “We appeal to the consciences of those responsible for the common good of our homeland, both those in power and the opposition, to work out a common position on the presidential elections in this extraordinary situation.” Poland’s ruling coalition, led by the Law and Justice (PiS) party, has rejected calls to postpone the election, due to take place this Sunday. The state began introducing lockdown measures March 10, which it is now starting to lift. Poland, which has a population of almost 38 million, had 14,242 documented coronavirus cases and 700 deaths as of May 5, according to Johns Hopkins University Coronavirus Resource Center. The Polish Senate began debating legislation May 5 that would allow the election to be held by postal vote, rather than at polling stations, due to the pandemic. The Sejm, the lower chamber of the Polish parliament, will have the final say on the legislation. The bishops called on lawmakers to resolve the issue while upholding the principles of Poland’s constitution. They emphasized that they were not seeking to engage in “purely political disputes over the form or timing of election, let alone to advocate this or that solution.” The bishops’ permanent council said: “We encourage dialogue between the parties to seek solutions that would not raise legal doubts and suspicion, not only of a violation of the current constitutional order but also of the principles of free and fair elections adopted in a democratic society.” “We ask that, guided by the best will, they would seek in their actions the common good, which today is expressed both by the life, health and social existence of Poles, as well as broad social trust in the electoral procedures of a democratic state jointly developed over the years.” The bishops continued: “In this difficult situation that we are experiencing, we should take care to cultivate a mature democracy, protect the nation of laws, building -- despite differences -- a culture of solidarity, also in the political sphere.” If parliament approves the postal vote, the government could delay the vote to either May 17 or May 23 to allow more preparation time, according to Reuters. Opinion polls suggest the incumbent President Andrzej Duda, a PiS ally, would be re-elected by a significant margin if the vote were held soon. Bishops’ conference president Archbishop Stanisław Gądecki entrusted Poland to the Most Sacred Heart of Jesus and to Our Lady, Queen of Poland, at Jasna Góra Monastery in Częstochowa May 3. poland Sedimentary and diapiric melanges in the Skrzydlna area (Outer Carpathians of Poland) as indicators of basinal and structural evolution By jgs.lyellcollection.org Published On :: 2020-05-04T02:10:48-07:00 The Dukla Nappe in the Skrzydlna area exposes two types of mélange reflecting two different phases of basinal and tectonic evolution of the Outer West Carpathian orogen in its Polish sector. The Oligocene-age sedimentary mélange (olistostrome) is related to growth of the accretionary wedge, whereas the Miocene-age diapiric mélange postdates the orogenic thrusting. Textural and structural features of the very coarse-grained sedimentary mélange suggest non-cohesive debris flows and high-density turbidity currents as predominant emplacement mechanisms. Growth strata, associated with progressive unconformities, and facies contrast between the underlying fine-grained unit and the overlying olistostrome reflect a considerable uplift of the source area and rotation of the adjacent part of the basin floor. The olistostrome and the overlying turbidite succession form a retrogressive sequence interpreted as a submarine canyon infill grading to a small submarine fan. The diapiric mélange, injected into the Oligocene-age succession of the Dukla Nappe, contains the Early and Late Cretaceous-age blocks and matrix derived from the underlying Silesian Nappe. The features reflecting diapiric emplacement include matrix proportion increase and block content decrease towards the mélange margins, scaly fabric and shear zones. Both mélanges, interpreted in the past as chaotic bodies, upon detailed examination reveal genesis-related subtle internal organization. Full Article
poland Microbial Diversity in Deep-Subsurface Hot Brines of Northwest Poland: from Community Structure to Isolate Characteristics [Geomicrobiology] By aem.asm.org Published On :: 2020-05-05T08:00:35-07:00 Deep-subsurface hot brines in northwest Poland, extracted through boreholes reaching 1.6 and 2.6 km below the ground surface, were microbiologically investigated using culture-independent and culture-dependent methods. The high-throughput sequencing of 16S rRNA gene amplicons showed a very low diversity of bacterial communities, which were dominated by phyla Proteobacteria and Firmicutes. Bacterial genera potentially involved in sulfur oxidation and nitrate reduction (Halothiobacillus and Methylobacterium) prevailed in both waters over the sulfate reducers ("Candidatus Desulforudis" and Desulfotomaculum). Only one archaeal taxon, affiliated with the order Thermoplasmatales, was detected in analyzed samples. Bacterial isolates obtained from these deep hot brines were closely related to Bacillus paralicheniformis based on the 16S rRNA sequence similarity. However, genomic and physiological analyses made for one of the isolates, Bacillus paralicheniformis strain TS6, revealed the existence of more diverse metabolic pathways than those of its moderate-temperature counterpart. These specific traits may be associated with the ecological adaptations to the extreme habitat, which suggest that some lineages of B. paralicheniformis are halothermophilic. IMPORTANCE Deep-subsurface aquifers, buried thousands of meters down the Earth’s crust, belong to the most underexplored microbial habitats. Although a few studies revealed the existence of microbial life at the depths, the knowledge about the microbial life in the deep hydrosphere is still scarce due to the limited access to such environments. Studying the subsurface microbiome provides unique information on microbial diversity, community structure, and geomicrobiological processes occurring under extreme conditions of the deep subsurface. Our study shows that low-diversity microbial assemblages in subsurface hot brines were dominated by the bacteria involved in biogeochemical cycles of sulfur and nitrogen. Based on genomic and physiological analyses, we found that the Bacillus paralicheniformis isolate obtained from the brine under study differed from the mesophilic species in the presence of specific adaptations to harsh environmental conditions. We indicate that some lineages of B. paralicheniformis are halothermophilic, which was not previously reported. Full Article
