Chennai, May 09: Tamil Nadu government has announced some relaxations in the Coronavirus lockdown in non-containment zones from May 11. The extension includes working hours of standalone and neighbourhood shops and allowing private establishments to function with a reduced number of employees

Brihanmumbai Municipal Corporation (BMC) Mayor Kishori Pednekar on Monday informed that the total number of containment zones in the city is now 1036.

"There has been a significant drop in the number of containment zones in Mumbai," Pednekar said. The Mayor said that many zones are out of the list as they reported zero COVID19 cases in the last two weeks. "231 zones are out of the containment zone list after they didn't record a single COVID-19 positive patient for the last 14 days," she added.

According to the Union Ministry of Health and Family Welfare, the total number of positive COVID-19 cases in Maharashtra is 8,068. Till now, 1,076 people have either been cured and discharged, while 342 deaths have been reported in the state.

THE city's congested areas continue to see a rapid increase in the number of Containment Zones (CZ) as a result of positive cases in such areas across wards. Out of the total 1,391 CZs in the city, 779 (56 per cent) are in high density areas.

While the southern part of the city — Worli, Dharavi and Byculla has been the centre of COVID-19 cases, in the past 10 days, the northern and eastern part of the city have also seen CZs rise. The Kurla-Chembur belt in Eastern suburbs and the Jogeshwari-Andheri belt in western suburbs, together have nearly 25 per cent of the city's CZs. Out of the 1,391 active CZs, these two together have 322. Byculla too has seen a significant rise.

In the L ward, comprising Kurla and Chembur, CZs increased from 58 to 176 in the past 10 days, with 140 being in congested areas. Most parts of the ward are slum pockets. Assistant Commissioner Manish Valanju was unavailable for comment.

K West ward, comprising Jogeshwari to Vileparle West, has 146 active CZs, of which 92 are in congested areas like slums and gaonthans. The local ward officer said that the number is high because of the sealing of small pockets and not whole areas. "We are closing access to smaller areas instead of closing large chunks. It helps manage essential services. Hence the numbers are high," said Vishwas Mote, assistant commissioner of the K West ward. He added that the most number of CZs are in congested areas like Gilbert Hill, Behram Baug, Gillette Nagar, Anand Nagar and Versova Koliwada.

E ward, that comprises Byculla, has over 100 CZs, of which 37 are in congested areas. Dharavi (G North), Parel-Worli (G South) and Santacruz E to Bandra E (H East) also have a high number of CZs.

The above six wards have 721 CZs, of which 430 are in congested areas. "The increased cases in congested areas is the outcome of the targeted approach for identification of COVID-19 suspects and testing," said a senior BMC officer. The officer added that the strategy includes proactive contact-tracing, containing pockets, house-to-house surveys of contained pockets, fever camps and identifying suspected cases.

Suresh Kakani, additional municipal commissioner, said, There is a personal, social and economical angle to containment zones. If we can quarantine high-risk contacts from these zones and people follow basic hygiene and social distancing, the lockdown can be eased to some extent. It will also benefit society at large and will even be helpful for the economy. There are secondary industries in congested areas which provide raw material or services to mainstream industries. If the number of positive patients comes down in places like Dharavi, it will surely help the economy of the entire city."

Eight lakh people live in over 1,600 areas declared as Containment Zones (CZ) due to a high number of COVID-19 cases, but those living in nearly 60 per cent of them are at higher risk of contracting the respiratory disease as these are congested areas. The worst affected is the L ward, comprising Kurla and Chembur, with the most crammed CZs.

AS of Sunday, the civic body has sealed 1,606 areas, declared as Containment Zones. According to a BMC data, 944 of them have mostly chawls and slums, and with crammed houses and public toilets, there is a high risk of transmission of the novel Coronavirus in these places.

The Brihanmumbai Municipal Corporation's main challenge now is to keep minimum contact points in these areas. With the constant spike in confirmed COVID-19 cases, the BMC has started sealing small areas consisting of around 80-100 houses instead of locking down an entire slum pocket.

"Public toilets are the biggest risk. It is cleaned as many times as possible to avoid the spread of infection. Besides, people try to sneak out of their rooms as their houses are small. Also, there are many small and complex internal pathways, but we try to close all the gateways and separate the Containment Zones so the virus doesn't spread outside," said an assistant commissioner from the Western Suburbs. At 184, L ward, comprising Kurla and Chembur, has maximum number of CZs and nearly 85 per cent of them (157) are in congested areas. The K West ward, from Jogeshwari West to Vile Parle West, also has a number of congested CZs.

Out of 173 CZs, 117 are crammed. Bandra to Santacruz East, i.e. the H East ward, has also been struggling with a high number of sealed slum pockets. However, city's densest ward, Byculla East, has least number of Containment Zones in slums and chawls. Dharavi, despite reporting a maximum number of COVID-19 cases, has fewer CZs because the sealed areas have a large number of houses.

"We planned and executed five levels of measures. High-risk contacts are shifted to institutional quarantine. A common area, like public toilets, is cleaned two to three times a day. A team of doctor checks everyone in the area. There are fever clinics. We focus on senior citizens by checking the oxygen level of their blood and acting appropriately," said Suresh Kakani, additional municipal commissioner.

BMC staff, including doctors, nurses, health and sanitation workers, visiting these areas are also at risk of contracting the virus. As a precaution, the BMC has suggested that they take hydroxychloroquine tablets under supervision to avoid side effects.

7,795 high-risk contacts at Corona Care Centres

As of Sunday, as many as 1,778 COVID-19 patients have been shifted from hospital to Corona Care Centre-2. "Many of them have been discharge from CCC2 as well and they are advised to remain under home quarantine. But the figure is still not available," said a senior officer form the BMC. There are 7,795 high-risk contacts in Corona Care Centres. While the BMC also keeps asymptomatic people at the centres rather than in hospitals, there isn't any data available on the number of these patients.

With the increasing number of COVID-19 patients in the city, the total number of containment zones have crossed the 2,000 mark. Of these, 1,235 are in congested areas.

The Central and the state governments have ordered restarting some activities in the red zones across the country. As on May 4, the number of sealed areas in the city reached 2,083. Sixty per cent of the Containment Zones (CZ) are in congested areas like chawls and slum. Around 600 containment zones are in densely populated areas and require 24-hour police surveillance.

"While the exact number of people living in these containment areas cannot be calculated, around 400 to 500 people live in every CZ," said a senior civic officer, adding that CZs restrict the spread of COVID.

Till April 23, the number of CZs were 983 with 231 zones released after 14 days. The number of CZs increased two-fold in the past 11 days.

Shifting to CCCs
The BMC has now begun to shift mild-symptomatic and asymptomatic patients to Corona Care Centres II (CCC). The civic body has started these centres across the city with a total capacity of 17,651 beds. As of now, 1778 positive patients are taking treatment in these centres. The NSCI club in Worli with a capacity of 500 people, has 279 positive persons. Byculla which comes under the E-ward has 210 positive persons in CCC II. F-North (Wadala) has 210, G-North (Dharavi, Dadar) has 207, H-East (Bandra) has 124, K-West (Jogeshwari, Andheri West) has 194 and L-Ward (Kurla, Chembur) has 118 patients in the facility.

In institutional quarantine, the civic body managed to increase the capacity of CCCI to 20,462 beds. There are 7,771 high-risk contacts of positive patients staying in these centres.

There are around 10 lakh people living in containment zones in the city right now.

Containment operations will be scaled down if no secondary positive case of COVID-19 is reported from a quarantine zone for at least four weeks after the last confirmed test has been isolated and all his contacts have been followed up for 28 days, the Union Health Ministry said. According to the ministry's 'Updated containment plan for large outbreaks COVID-19', a containment operation (large outbreak or cluster) is deemed to be over 28 days from the date the last case in that zone tests negative.

The closing of the surveillance for the clusters could be independent of one another provided there is no geographic continuity between clusters. However, the surveillance will continue for severe acute respiratory infection (SARI) and influenza-like illness (ILI). States shall ensure that all required steps are taken to contain clusters within the large outbreak and chain of transmission is broken, it said.

The document stated that in India also, clusters and large outbreaks have been noted in parts of the country and unless they are contained in time, the risk of further spread remains very high. Large number of cases has been reported from Maharashtra, Delhi, Tamil Nadu, Madhya Pradesh and Rajasthan.

The Centre has declared 170 hotspots — 123 hotspot districts with large outbreaks and 47 hotspot districts with clusters. Besides, it has identified 207 non-hotspot districts with clusters. In a bid to utilise the extended lockdown period to the maximum extent to contain the spread of Coronavirus, states have been asked by the ministry to classify districts witnessing higher number of cases or high growth rate as hotspots, districts where some cases have been found as non-hotspots, and those which have reported no cases as green zones.

Maharashtra government has decided to allow standalone shops including liquor shops to open in green, orange and red zone areas, but not in containment zones.

As per the guidelines, only five non-essential shops can be opened in each lane. However, there is no restriction on the number of shops selling essential items opening.

The third phase of the countrywide lockdown begins Monday with "considerable relaxations", but curbs will continue in containment areas so that the gains achieved so far in the fight against COVID-19 are not "squandered away", officials said on Sunday. The country has been divided in three zones – Red, Orange and Green – based on Coronavirus risk-profiling. The extended lockdown is slated to last till May 17.

According to the home ministry, activities prohibited throughout the country, irrespective of the zones are: air, rail, Metro travel; inter-state movement by road; schools, colleges, and other educational, training and coaching institutions; hospitality services, including hotels and restaurants.

Places of large public gatherings – cinema halls, malls, gymnasiums, sports complexes – social, political, cultural and other kinds of gatherings and religious or public worship places are in the prohibited list. However, movement of individuals for non-essential activities in all zones, barring containment areas, is allowed but strictly between 7 am and 7 pm.

Barber shops, spas and salons in Green and Orange zones is allowed to open as is the sale of non-essential items by e-commerce firms. Sale of liquor will be allowed with certain conditions in all zones, barring containment areas, in standalone shops, not in markets or malls.

Sale of liquor, barber shops and salons were not allowed during the first two phases of lockdown. In all zones, persons above 65 years of age, those with underlying health conditions, pregnant women, and children below 10 years shall stay at home, except for essential and health purposes.

'10,000 patients cured'
Meanwhile, Union Health and Family Welfare Minister, Dr Harsh Vardhan on Sunday said that India's COVID-19 mortality rate of 3.2 per cent is the lowest in the world and over 10,000 Coronavirus patients have been discharged from hospitals after recovering from the disease so far.

"Today more than 10,000 COVID-19 patients have been discharged. Those still admitted at hospitals are on the road to recovery. If in last 14 days doubling rate was 10.5 days, then today it is around 12 days," the minister told ANI after visiting Lady Hardinge Hospital. Agencies

CRPF headquarters shut as two test positive

The headquarters of the Central Reserve Police Force (CRPF) here has been sealed after a personal staff of a senior officer and a bus driver of the paramilitary tested positive for Coronavirus, officials said on Sunday. The five-storeyed building is located inside the Central Government Offices (CGO) complex on Lodhi Road. A personal secretary of a Special Director General (SDG) rank officer working in the headquarters tested positive for the virus on Saturday, they said.

Nation thanks COVID-19 warriors

. Healthcare workers on Sunday had an "inspiring" start to the day as helicopters hovered over hospitals across the country and showered flower petals to thank the "Corona warriors". While the workers were "elated" and "overwhelmed" by the gesture, they also said it will send out a message to those who have stigmatised and humiliated them.

. The excise commissioner of Karnataka has issued an order granting permission to distilleries, breweries and wineries situated outside the containment zones to begin production activity.

. The audit committee constituted by the West Bengal government to ascertain if a death was due to COVID-19 or a pre-existing ailment will henceforth study only select Coronavirus cases and submit its report to the government, a senior member of the panel said on Sunday.

. In view of the extension of the nationwide COVID-19 lockdown by two weeks, Kerala Chief Minister, Pinarayi Vijayan has announced new guidelines to be followed in the state. According to the new guidelines, Sundays will be a closed day for everything including vehicle movement.

Pune: In a bid to limit the movement of people in containment zones, the civic body in Maharashtra's Pune city will distribute ration kits to 70,000 families in the hotspot areas from Friday onwards, an official said.

As of Thursday, the Pune Municipal Corporation has over 2,140 COVID-19 cases, of which 1,600 were reported from Bhavani Peth, Dhole Patil Road, Kasba-Vishrambaug, parts of Shivajinagar and Yerwada areas.

"We want people in the containment zones to stay indoors and not venture out even to buy essentials. We will distribute 1 lakh ration kits to 70,000 families in these areas," municipal commissioner Shekhar Gaikwad said.

These kits will contain five kg of flour, three kg of rice, pulses, oil and other essential items that can last up to 15 days, he said. "Community workers and civic employees will distribute these kits from Friday onwards," he added.

Apart from ration kits, the PMC also plans to provide sanitisers and one lakh masks to residents of containment zones.

Privacy experts and technology lawyers have long questioned the efficacy of using contact tracing apps at large scale without adequate testing for coronavirus (Covid-19)

Research into improving the cross-browser consistency of both the “clearfix” and “overflow:hidden” methods of containing floats. The aim is to work around several bugs in IE6 and IE7.

This article introduces a new hack (with caveats) that can benefit the “clearfix” methods and the new block formatting context (NBFC) methods (e.g. using overflow:hidden) of containing floats. It’s one outcome of a collaboration between Nicolas Gallagher (that’s me) and Jonathan Neal.

If you are not familiar with the history and underlying principles behind methods of containing floats, I recommend that you have a read of Easy clearing (2004), Everything you know about clearfix is wrong (2010), and Clearfix reloaded and overflow:hidden demystified (2010).

The GitHub gist also contains another variant of the clearfix method for modern browsers (based on Thierry Koblentz’s work). It provides greater visual consistency (avoiding edge-case bugs) for even older versions of Firefox.

The only difference from existing float-containment methods is the inclusion of a CSS expression that inserts a clearing line-break in IE 6 and IE 7. Jonathan and I found that it helps to resolve some of the visual rendering differences that exist between these browsers and more modern ones. First I’ll explain what some of those differences are and when they occur.

Containing floats in IE 6/7

In IE 6 and IE 7, the most common and robust method of containing floats within an element is to give it “layout” (find out more: On having Layout). Triggering “layout” on an element in IE 6/7 creates a new block formatting context (NBFC). However, certain IE bugs mean that previous float containment methods don’t result in cross-browser consistency. Specifically, this is what to expect in IE 6/7 when creating a NBFC:

1. The top- and bottom-margins of non-floated child elements are contained within the ancestor element that has been given “layout”. (Also expected in other browsers when creating a NBFC)
2. The bottom-margins of any right-floated descendants are contained within the ancestor. (Also expected in other browsers when creating a NBFC)
3. The bottom-margins of any left-floated children are not contained within the ancestor. The margin has no effect on the height of the ancestor and is truncated, having no affect outside of the ancestor either. (IE 6/7 bug)
4. In IE 6, if the right edge of the margin-box of a left-floated child is within 2px of the left edge of the content-box of its NBFC ancestor, the float’s bottom margin reappears and is contained within the parent. (IE 6 bug)
5. Unwanted white-space can appear at the bottom of a float-container. (IE 6/7 bug)

There is a lack of consistency between IE 6/7 and other browsers, and between IE 6 and IE 7. Thanks to Matthew Lein for his comment that directed me to this IE 6/7 behaviour. It was also recently mentioned by “Suzy” in a comment on Perishable Press.

IE 6/7’s truncation of the bottom-margin of left-floats is not exposed in many of the test-cases used to demonstrate CSS float containment techniques. Using an IE-only CSS expression helps to correct this bug.

The CSS expression

Including the much maligned <br style="clear:both"> at the bottom of the float-container, as well as creating a NBFC, resolved all these inconsistencies in IE 6/7. Doing so prevents those browsers from collapsing (or truncating) top- and bottom-margins of descendant elements.

Jonathan suggested inserting the clearing line-break in IE 6/7 only, using CSS expressions applied to fictional CSS properties. The CSS expression is the result of many iterations, tests, and suggestions. It runs only once, the first time an element receives the associated classname.

It is applied to zoom, which is already being used to help contain floats in IE 6/7, and the use of the runtimeStyle object ensures that the expression is replaced once it has been run. The addition of font:0/0 serif prevents the occasional appearance of white-space at the bottom of a float-container. And the * hack ensures that only IE 6 and IE 7 parse the rule.

It’s worth noting that IE 6 and IE 7 parse almost any string used as CSS property. An earlier iteration used the entirely fictitious properties “-ms-inject” or “-ie-x” property to exploit this IE behaviour.

However, this expression is evaluated over and over again. Using runtimeStyle instead avoids this. Sergey Chikuyonok also pointed out that using innerHTML destroys existing HTML elements that may event handlers attached to them. By using document.createElement and appendChild you can insert the new element without removing all the events attached to other descendant elements.

Containing floats in more modern browsers

There are two popular methods to contain floats in modern browsers. Creating a new block formatting context (as is done in IE 6/7 when hasLayout is triggered) or using a variant of the “clearfix” hack.

Creating a NBFC results in an element containing any floated children, and will prevent top- and bottom-margin collapse of non-floated children. When combined with the enhanced IE 6/7 containment method, it results in consistent cross-browser float containment.

The other method, known as “clearfix”, traditionally used a single :after pseudo-element to clear floats in a similar fashion to a structural, clearing HTML line-break. However, to prevent the top-margins of non-floats from collapsing into the margins of their float-containing ancestor, you also need to use the :before pseudo-element. This is the approach taken in Thierry Koblentz’s “clearfix reloaded”. In contemporary browsers, the micro clearfix hack is also suitable.

The method presented in this article should help improve the results of cross-browser float containment, whether you predominantly use “clearfix” or the NBFC method. The specific limitations of both the “clearfix” and various NBFC methods (as outlined in Thierry’s articles) remain.

Problems

Using a CSS expression to change the DOM in IE 6/7 creates problems of its own. Obviously, the DOM in IE 6/7 is now different to the DOM in other browsers. This affects any JavaScript DOM manipulation that may depend on :last-child or appending new children.

This is still an experimental work-in-progress that is primarily research-driven rather than seeking to become a practical snippet of production code. Any feedback, further testing, and further experimentation from others would be much appreciated.
