A Southern California man who ran a durable medical equipment (DME) supply company has been found guilty by a federal jury in Los Angeles for his role in a $1.5 million Medicare fraud scheme.

That's why we are all gathered here this morning. Under the leadership of Attorney General Eric Holder, the U.S. Department of Justice has used a variety of tools to respond when law enforcement misconduct is uncovered. Those include everything from technical assistance provided by our Office of Justice Programs and our COPS Office to full-fledged enforcement actions by our Civil Rights Division and U.S. Attorney's Offices around the country, and everything in between.

Former Sergeant First Class Michael Rambaran, 51, of Pearland, Texas, pleaded guilty today to one count of conspiracy, one count of bribery and one count of aggravated identity theft.

More funding will be available this year, and I am also pleased that President Obama’s budget request for next year includes $11 million for programs to support responses to child maltreatment. This funding will potentially provide critical operational assistance to child advocacy centers and valuable training and technical assistance that will further strengthen the multidisciplinary response to child abuse cases.

The Transgender Day of Remembrance is a day to recommit ourselves to breaking the cycle of violence that affects far too many transgender Americans.

This training has been in the works for some time now. For the last several years, the Justice Department at various levels has engaged in a constructive dialogue, animated by common aspirations and common concerns, with LGBT leaders throughout the country. And one of the many ideas we’ve received finds its manifestation in today’s gathering: a transgender law enforcement cultural professionalism training.

“Earlier this year in a speech at the Department of Justice, President Obama announced a transition that would end the Section 215 bulk telephony metadata program as it existed, and that the government would establish a mechanism that preserves the capabilities we need without the government holding this bulk data," said Attorney General Holder and Director of National Intelligence James Clapper.

The calculus that many businesses make today is similar to the decisions that the mom and pop stores had to make several decades ago: Does the cost of paying out – that is, failing to tell the authorities about cyber attacks – outweigh the costs of potential retaliation?

A U.S. District Court for the Eastern District of Michigan issued a judgment against the law firm Hatchett, DeWalt & Hatchett PLLC for unpaid federal employment and unemployment taxes and penalties for late filing partnership income tax returns for various tax periods from 2003 to 2012.

Virtual currencies can pose challenges for law enforcement given the appeal they have among those seeking to conceal illegal activity. This potential must be closely considered. Three individuals have been indicted for their alleged roles in an approximately $32 million fraud against a Federal Communications Commission (FCC) program designed to provide discounted telephone services to low-income customers.

"This is an antitrust no-brainer: Companies who engage in properly designed cyber threat information sharing will not run afoul of the antitrust laws. This means that as long as companies don’t discuss competitive information such as pricing and output when sharing cybersecurity information, they’re okay," said Assistant Attorney General Baer.

"This investigation was not an easy task, but through all of these efforts, we made certain to gather the facts and apply the law to the facts to reach our conclusions."

Kimberly Banks, Donalene Mosley and Arneshia Austin were sentenced today in Albany, Ga., to serve 192 months, 37 months and 21 months in prison, respectively, for crimes relating to filing fraudulent income tax returns using stolen identities.

Two leaders of the Armenian Power gang were found guilty today by a federal jury in Los Angeles for their participation in a racketeering conspiracy that included extortion, bank fraud targeting elderly bank customers and a sophisticated credit and debit card skimming scheme.

A few days ago, many of you observed the beginning of Passover, marking the start of a long and difficult journey from tyranny and persecution toward freedom in the Promised Land. Under an agreement announced today by the U.S Environmental Protection Agency and the U.S. Department of Justice, the Virgin Islands Water and Power Authority (VIWAPA) will come into compliance with air pollution control requirements in the federal Clean Air Act at its Estate Richmond Generating Facility located on St. Croix, U.S. Virgin Islands.

We are launching this clemency initiative in order to quickly and effectively identify appropriate candidates, candidates who have a clean prison record, do not present a threat to public safety, and were sentenced under out-of-date laws that have since been changed, and are no longer seen as appropriate.

Arturo Gallegos Castrellon, aka “Benny,” “Farmero,” “51,” “Guero,” “Pecas,” “Tury,” and “86,” 35, of Chihuahua, Mexico, the Barrio Azteca Lieutenant who ordered the March 2010 murders of a U.S. Consulate employee, her husband and the husband of another U.S. Consulate employee, was sentenced today to serve life in prison.

The Justice Department’s Office on Violence Against Women announced the release of two grant solicitations to launch a new $3 million special initiative for the Bakken Region.

Nakia Jackson, of Montgomery, Alabama, was sentenced to serve 87 months in prison today for conspiring to defraud the United States and one count of aggravated identity theft for his role in a stolen identity refund fraud scheme.

On January 3, 2014, the Director of National Intelligence declassified and disclosed publically that the U.S. government had filed an application with the Foreign Intelligence Surveillance Court seeking renewal of the authority to collect telephony metadata in bulk, and that, the FISC renewed that authority. The Office of the Director National Intelligence also announced that the Administration was undertaking a declassification review of the FISC's January 3 primary order. On February 12, 2014, and following a declassification review by the Executive Branch, the FISC released in redacted form the previously classified January 3 primary order it had issued in Docket Number BR 14-01, along with a number of other documents.

"When universities fail to respond adequately to campus sexual assault, they engage in their own sex discrimination by forcing the affected students to attend school in a hostile sex-based environment."

A soldier in the Texas Army National Guard pleaded guilty today for his role in a bribery and fraud scheme that caused more than $30,000 in losses to the U.S. National Guard Bureau.

A federal jury in Detroit today convicted a physical therapist, physical therapy assistant and unlicensed doctor for their participation in a nearly $15 million Medicare fraud scheme.

Jeremy Heath Higgins was indicted for threatening an African-American man at a Quinton, Alabama, restaurant, and for threatening another person who ordered Higgins to leave the restaurant due to his behavior.

"This is one further step towards closing an unfortunate chapter for Silicon Valley and other companies who unlawfully agreed to deny their employees the opportunity to receive competing job offers. These so-called “do not poach” or anti-solicitation agreements are per se unlawful, and the Antitrust Division takes them very seriously," said Assistant Attorney General Baer.

Two Aryan Brotherhood of Texas gang members pleaded guilty this week to racketeering charges related to their membership in the ABT’s criminal enterprise.

Two alleged members of the Almighty Imperial Gangsters Nation have been indicted for their alleged roles in a 2007 murder in the Southern District of Florida.

A second superseding indictment was unsealed today adding 19 counts including racketeering conspiracy and attempted murder against three defendants for their alleged participation in the violent Nuestra Familia gang.

The Justice Department announced today the filing of a lawsuit against the state of Hawaii and the state of Hawaii Department of Transportation Airports Division (HDOT-Airports) alleging that the defendants discriminated against former employee Sherry Valmoja by subjecting her to sexual harassment in violation of Title VII of the Civil Rights Act of 1964.

The Department of Justice announced today that Abdelkader and Hnia Amal pleaded guilty to one count of alien harboring in the U.S. District Court for the Eastern District of Virginia.

Zdenko Jakiša, 45, of Forest Lake, Minnesota, was arrested today on immigration fraud charges for failing to disclose multiple crimes committed in Bosnia-Herzegovina and his military service during the armed conflict there in the 1990s.
