Beatrix Boka, 34, of Hungary, pleaded guilty today before U.S. District Judge Aleta A. Trauger in the Middle District of Tennessee to one count of conspiracy to commit bank and wire fraud.

Osman Bah, 25, of Owings Mills, Md., was sentenced today by U.S. District Judge Max O. Cogburn of the Western District of North Carolina.

UBS Securities Japan Co. Ltd. (UBS Japan), an investment bank, financial advisory securities firm and wholly-owned subsidiary of UBS AG, has agreed to plead guilty to felony wire fraud and admit its role in manipulating the London Interbank Offered Rate (LIBOR), a leading benchmark used in financial products and transactions around the world.

The Environment Division’s enforcement efforts over the years have achieved dramatic reductions in emissions and discharges of harmful pollutants to the Nation’s air, land and water.

David Coleman Headley, a U.S. citizen partly of Pakistani descent, was sentenced today to 35 years in prison for a dozen federal terrorism crimes relating to his role in planning the November 2008 terrorist attacks in Mumbai, India, and a subsequent proposed attack on a newspaper in Denmark.

The former program director and two former marketers for Miami-based mental health care company American Therapeutic Corporation (ATC) have been sentenced to prison for their roles in a $205 million Medicare fraud and kickback scheme in which patients were forced to attend inappropriate treatment programs.

A health care worker who sold Medicare beneficiary information to Detroit-area home health agency operators as part of a $24.7 million home health care fraud conspiracy pleaded guilty today for his role in the scheme, which sought to profit by billing for home healthcare services that were medically unnecessary and not provided.

The U.S. Environmental Protection Agency and the U.S. Department of Justice announced that CountryMark Refining and Logistics LLC has agreed to pay a $167,000 civil penalty, perform environmental projects totaling more than $180,000, and spend $18 million on new pollution controls to resolve Clean Air Act violations at its refinery, located in Mount Vernon, Ind.

New Jersey-based Par Pharmaceutical Companies Inc. pleaded guilty in federal court today and agreed to pay $45 million to resolve its criminal and civil liability in the company’s promotion of its prescription drug Megace ES for uses not approved as safe and effective by the Food and Drug Administration and not covered by federal health care programs.

Hungarian nationals Beatrix Boka and Aleksandar Kunkin were sentenced today to serve 36 months and 48 months in prison, respectively, for their roles in moving approximately $550,000 in illicit proceeds derived from an international online marketplace fraud scheme.

Parker Drilling Company, a publicly listed drilling-services company, headquartered in Houston, has agreed to pay an $11.76 million penalty to resolve charges related to the Foreign Corrupt Practices Act (FCPA) for authorizing payment to an intermediary, knowing that the payment would be used to corruptly influence the decisions of a Nigerian government panel reviewing Parker Drilling’s adherence to Nigerian customs and tax laws.

St. Vincent Healthcare, a hospital located in Billings, Mont., and Holy Rosary Healthcare, a hospital located in Miles City, Mont., have agreed to pay $3.95 million plus interest to resolve allegations that they violated the Stark Law and the False Claims Act by improperly providing incentive pay to physicians that made referrals to the hospitals.

It is Justice Department policy that no FCPA prosecution can be brought without authorization from the Criminal Division, which distinguishes FCPA prosecutions from most other kinds of federal criminal cases.

The Department of Justice announced today that it has reached a settlement with Cinemark Holdings Inc. and Rave Holdings LLC (Rave Cinemas) that requires Cinemark to divest movie theaters in Kentucky, New Jersey and Texas, in order to proceed with its $220 million acquisition of Rave Cinemas movie theaters.

If this sounds like a tall order – or a tough assignment – that’s because it is. But the truth is that, throughout history, this country has always relied on the energy, the optimism, and the fresh ideas of our youngest citizens to drive positive change – and ensure our continued progress.

It is estimated that more than 1.7 million children currently have a parent in prison, and many more have parents who are in local jails or lock-ups at any given time. As we’ve heard today, addressing these children’s needs requires a coordinated effort of multiple government agencies and social service entities to implement collaborative approaches. This Administration is committed to providing support to children of incarcerated parents and their caregivers.

The Justice Department announced today that it has entered into an interim settlement agreement with the State of Rhode Island and the City of Providence that will resolve violations of the Americans with Disabilities Act (ADA) for approximately 200 Rhode Islanders with intellectual and developmental disabilities (I/DD).

Robert Ranieri, 37, of Glendora, N.J., pleaded guilty today to committing loan sharking activities on behalf of the Philadelphia La Cosa Nostra (LCN) Family.

Today the United States and the state of Arkansas filed a joint enforcement action against ExxonMobil Pipeline Company and Mobil Pipe Line Company (ExxonMobil) in federal district court in Little Rock, Ark.

Today’s agreement is about opportunity. It’s about growth. And it’s about human dignity. That’s because today’s agreement centers on integrating people with disabilities into the engine of the economic mainstream: the workplace.

It is an idea ACS strives to make real in the work this organization does in law schools, with law students, lawyers, policymakers and opinion leaders across the country. As the third-ranking official at the U.S. Department of Justice and one who oversees, among others, the Civil Rights Division, the Office of Justice Programs and the Access to Justice Initiative, I'm grateful for your commitment and honored by your invitation to contribute to today’s discussion about indigent defense.

Especially this morning, we must recommit ourselves to the work that – however the cases are decided – will remain undone. We have traveled far together on the road to true equality and non-discrimination.

The Department of Justice will continue to carefully monitor jurisdictions around the country for voting changes that may hamper voting rights. The Justice Department announced today the filing of a lawsuit against the Reading Parking Authority in the city of Reading, Pa., alleging that the Reading Parking Authority discriminated against former employee Henry Perez, as well as other current and former employees, in violation of Title VII of the Civil Rights Act of 1964 by subjecting them to harassment based upon their national origin.

The Justice Department announced today that Lawrence Properties Inc., Lawrence at Lakewood LLC, Michael Lawrence, and Williams Bounds have agreed to pay $35,000 to settle a lawsuit involving violations of the Fair Housing Act.

While incarceration is a necessary part of the strategy for ensuring public safety, we know it is not the only answer in every case -- especially for the low-level drug offender. If any of us hope to change the behavior of our criminal population – and make our communities safer – we must make the investment to treat individuals with substance use disorders and others in need of help as a part of the criminal justice system.

Today, the Justice Department and the Commonwealth of Puerto Rico filed an historic and court-enforceable agreement to ensure that local police services will be delivered in a manner that is both highly effective and consistent with the Constitution, the laws of the United States and our most treasured values.

Building on the work of the original and successful Defending Childhood Task Force and efforts across the Department of Justice in Indian country, the American Indian and Alaska Native Task Force will consist of two groups – an Advisory Committee and a Federal Working Group.

Wyeth Pharmaceuticals Inc., a pharmaceutical company acquired by Pfizer, Inc. in 2009, has agreed to pay $490.9 million to resolve its criminal and civil liability arising from the unlawful marketing of the prescription drug Rapamune for uses not approved as safe and effective by the U.S. Food and Drug Administration (FDA).

As Attorney General, the highest award I can bestow within the Justice Department is the Attorney General’s Award for Exceptional Service – which is typically presented only once each year. Today, in recognition of Bob Mueller’s leadership of the FBI, his contributions over the course of his career, and his exemplary service to the American people, it is my privilege to present him with this year’s Exceptional Service Award.

These three principles — data-driven innovation, effective collaboration, and meaningful reentry — certainly are not the only approaches to smarter policing in this new century, but they are important as we continue to build the bridge to justice and equality in this challenging climate of contraction, subtraction, and sequestration.

"Today, a vicious cycle of poverty, criminality, and incarceration traps too many Americans and weakens too many communities. And many aspects of our criminal justice system may actually exacerbate these problems, rather than alleviate them," said Attorney General Holder.

An indictment was unsealed today charging nine people in a loan sharking and illegal gambling ring allegedly run out of several Philadelphia businesses.

Each of these brave men and women displayed a profound love of country that must always be appreciated. It is to these people that we owe the greatest debt – Americans of all races, genders, ethnicities, sexual orientations, and backgrounds who risked everything in order that their fellow citizens, and their children, might truly be free.

One of the leaders of a criminal conspiracy that laundered more than $20 million through “shell” business bank accounts was sentenced today to 151 months in prison.

It is an honor to join so many friends and colleagues for today’s observance – as we mark the twelfth anniversary of the deadliest terrorist attacks ever carried out against the United States; remember the nearly 3,000 innocent people whose lives were lost; and pay tribute to the 72 brave law enforcement officers who were called, on that beautiful autumn morning, to make the ultimate sacrifice.

We come together today because we’re still striving, as they once did, to realize the dream that Dr. King shared with us 50 years ago last month – on the steps of a memorial to America’s Great Emancipator – when he spoke of an Alabama where children of all races and backgrounds would be able to play together, to learn together, and to grow together.

It is our hope – it’s definitely our belief – that these resources will offer public safety agencies here in Oakland and throughout California some much-needed assistance to address major issues like homicides, gang crimes, youth violence, and crimes against children.

Attorney General Eric Holder, Health and Human Services (HHS) Secretary Kathleen Sebelius, and Federal Trade Commission (FTC) Chairwoman Edith Ramirez met at the White House to kick off a comprehensive interagency initiative to prevent, protect against, and where necessary prosecute consumer fraud and privacy violations in the Health Insurance Marketplace.

Every U.S. Attorney with jurisdiction in Indian country has now appointed at least one tribal liaison, and we’ve designated a Native American Issues Coordinator to provide advice and assistance to U.S. Attorneys’ Offices on legal and policy issues.

It’s a pleasure to stand with you – and to help welcome so many colleagues and distinguished guests to the Great Hall – as we recognize the achievements, and celebrate the contributions, of the 39 accomplished LEAP graduates who make up our Class of 2013.

America’s criminal justice system is in need of targeted reform. Throughout this country, too many Americans are trapped – and too many communities are weakened – by a vicious cycle of poverty, criminality, and incarceration. Too many people go to too many prisons for far too long – and for no truly good law enforcement reason. The U.S. prison population has grown at an astonishing rate over the last three decades – by almost 800 percent since 1980, despite the fact that America’s overall population has increased by only about a third.

Child Cyber Safety Night at the Ballpark is the latest effort by the Justice Department and its law enforcement and community partners to encourage parents to speak with their children about online and cell phone safety and provide prevention materials. As part of the event, the Department will receive the Washington Nationals Spirit Award.

It was nearly half a century ago when President Lyndon Johnson signed the landmark Voting Rights Act of 1965 into law – in order to preserve what he called “the dignity of man, and the decency of democracy.” Near the height of the Civil Rights Era, he reaffirmed his commitment to President Kennedy’s ambitious agenda by joining countless Americans – seemingly ordinary, but all extraordinary – in rejecting the forces of bigotry and injustice.

Good morning everyone, and thank you for being here today as we announce the latest law enforcement action in our ongoing, criminal investigation of the manipulation of LIBOR, a critical benchmark interest rate used by banks around the world.
