The order said the following clause -- "E-commerce companies. Vehicles used by e-commerce operators will be allowed to ply with necessary permissions" -- is excluded from the guidelines. The previous order had said such items were allowed for sale through e-commerce platforms from April 20. However, the reason for reversing the order is not known immediately. Thackeray added that doorstep delivery of newspapers will be prohibited in red zones. He also said that the state government has allowed certain economic activities in orange and green zones. Vehicles used by e-commerce operators will be allowed to ply with necessary permissions" — is excluded from the guidelines. Asked why the government made a U-turn on the matter, Joint Secretary in the Home Ministry, Punya Salila Srivastava said the COVID-19 situation has been very dynamic and the government is taking decisions on a day-to-day basis. When the government has realised that allowing non-essential commodities to sell through e-commerce platforms may affect the proper implementation of the lockdown, the decision was reviewed and reversed, she said at a daily joint briefing on the COVID-19 outbreak. The April 15 order had said e-commerce platforms were allowed to sell such items from April 20. The reason for reversing the order was not known immediately, but there was a talk of some retail traders mounting pressure on the government that local shops be also allowed to sell non-essentials items, like e-commerce giants. e-commerce platforms, however, are allowed to sell essential commodities such as food, pharmaceutical and medical devices. The previous order said, "Supply of essential goods is allowed, as under: All facilities in the supply chain of essential goods, whether involved in manufacturing, wholesale or retail of such goods through local stores, large brick and mortar stores or e-commerce companies should be allowed to operate, ensuring strict social distancing without any restriction on their timing of opening and closure." A day later, Home Ministry officials said electronic items such as mobile phones, TVs, refrigerators, laptop computers, ready-made garments, stationery items for schoolchildren would be available on the e-commerce platforms from April 20. Out of the total cases, 15,122 are active cases, 3,259 have been discharged or cured and one has migrated. With 44 new deaths reported in the last 24 hours, the toll stands at 603. As per the evening update by the ministry, Maharashtra continues to be the worst-hit state with 4,669 cases, out of which 572 patients have been discharged and cured and 232 deaths. Delhi's total count of confirmed cases stand at 2,081, which includes 431 cured or discharged cases and 47 deaths. Gujarat has reported a total of 2,066 positive COVID-19 cases, out of which 131 patients have recovered or discharged, while 77 patients have lost their lives. Madhya Pradesh's count of COVID-19 cases stand at 1,540, including 127 cured or discharged cases and 76 deaths. Rajasthan has so far reported 1,576 positive cases, out of which 205 patients have recovered or discharged and 25 people have lost their lives. Tamil Nadu's COVID-19 figure has risen to 1,520, with 457 patients recovered and 17 fatalities. Uttar Pradesh has reported 1,294 cases, out of which 140 patients have recovered and 20 are dead. With 73 more deaths reported, the number of deaths due to coronavirus in the country breached the 1,000 mark and stood at 1,007. The tally is inclusive of 22,629 active coronavirus cases, 7,695 patients who have been cured/discharged and one patient migrated. According to the Ministry, Maharashtra has the most number of COVID-19 cases with 9,318 cases of which, 1,388 patients have been cured/discharged while 400 patients have succumbed to the virus. Gujarat has the second-highest number of positive cases in the country with 3744 cases including 434 patients cured/discharged and 181 deaths. Delhi's tally stands at 3314 cases of which, 1078 patients have recovered while 54 patients have succumbed to the virus. Madhya Pradesh has a total of 2387 positive cases including 377 patients recovered/discharged and 120 fatalities. Meanwhile, Goa (seven cases; all seven recovered), Arunachal Pradesh (one case; now recovered), Manipur (two cases; both recovered), Tripura (two cases; both recovered) have reported no new cases of COVID-19. Directed by Ridley Scott, the epic historical action drama was co-written by David Franzoni, John Logan, and William Nicholson. Crowe, 56, explained that the script underwent major rewrites weeks before production began as the character surviving in the climax of the film didn't make sense of his story arc. "That 'My name is Maximus...' speech is basically a suicide note," the actor told Empire magazine. "I remember Ridley coming up to me on set saying, 'Look, the way this is shaping up, I don't see how you live. This character is about one act of pure vengeance for his wife and child, and, once he's accomplished that, what does he do?' "And my joke used to be, 'Yeah, what does Maximus do? Does he end up running a f***king pizzeria by the Colosseum?'" he recalled. Crowe, who won the best actor Oscar for his performance, said even he was in favour of Maximus dying in the end. "He has a singular purpose, which is to meet his wife in the afterlife and apologise for not being there for her. And that's it," he added. The country has been under lockdown for more than a month now to curb the menace of COVID-19 pandemic. "It is important to focus on learning new skills during the lockdown", Paes said on how to best utilise this time away from tennis action and keep yourself active and mentally fit, as quoted by AITA's official website. The 18-time Grand Slam champion also spoke on what keeps him going even at the age of 46. "For me, the relationships that I have had through tennis are the things that I cherish the most. "Those relationships over generations are what's special. Paes recalled old relationships and had very special words for R.K.Khanna and Anil Khanna. "When I started playing tennis, R.K Khanna was the President of the AITA. I would not be who I am today without Khanna because he actually helped me in the Juniors, as a 14 or 15 year-old. "He helped me get into the ITF Junior team. At that point, my family could not afford all the international coaching. And then after that Anil Khanna who was the President, took over the mantle of support." Paes also thanked others including Bishwadeep, AITA CEO for having been there over the last two decades in Davis Cup ties that Paes had played, always being there to give support. Pic/Shadab Khan When five-year-old Armaan walked into child psychotherapist Nupur Dhingra Paiva's clinic, her impression about the kid, whose shoulders were hunched over, was that he was "weighed down by something significant". Armaan's mother would later tell her how he felt unloved, wanted to run away from home and even shoot himself. But, it wasn't until Armaan's father joined the therapist and his wife for chat, an hour later, that Paiva noticed something alter in the child. The kid slowly crawled into his father's lap, and curled up there like a little prawn, Paiva recounted. That the child was craving for his dad's attention was a given. Vignettes like these form the crux of Paiva's new book, Love and Rage: The Inner Worlds of Children (Yoda Press), where she breaks down conversations she has had in her healing room with both parents and children, to reiterate how love and affection is central to influencing a child's personality. The ODI league was to start in June but the first series under it -- South Africa's away three-match rubber against Sri Lanka in the first week of June -- was cancelled on Monday due to the pandemic. ICC Chief Executive Manu Sawhney said: "This meeting is the first step of a collective process as we assess the impact of this ongoing global pandemic and work together so the sport can emerge from it in a strong position. "We need to share knowledge and start to build a deep understanding of what it will take to resume international cricket." It is clear that no concrete decision can be taken unless the ICC is able to figure out how many events it will lose due to the global lockdown which has brought the world to a standstill. "We are almost at the halfway point of the World Test Championship, and the Super League is yet to commence so we will consider a range of options for each with our Members. But it's still some way to go before," a senior ICC Board member told PTI on conditions of anonymity. Sawhney admitted that they have a tough road ahead in uncertain times. "The scale of this task should not be underestimated and will encompass a myriad of factors until the public health situation has improved to a point that it is safe for our players, our employees, our fans and in a way that will not impact the public health situation adversely. "Countries will start to reopen at different stages and in different ways and we will need to respect that and have a holistic view of this to enable us to take well-informed decisions that mitigate the various risks as much as possible," the ICC Chief Executive added. Sawhney said that ICC is taking advice from Australian government with regards to hosting the World T20 in October. "...we will continue to take advice from experts and authorities, including the Australian government. We will utilize all of the data and information available to us to ensure we can take responsible decisions around all competitions at an appropriate time that are in the best interests of our sport." The senior official, who has attended a number of ICC board meetings, made it clear that cancellation of another couple of Test series could heavily impact the WTC calendar. "Look, we had to finish the league phase by March 2021 with final at Lord's in June, 2021. India are more secured as they don't have any cancelled series till now and their next Test series in Australia starts end of November," the official said. "But England already have lost one against Sri Lanka. Also you don't know if West Indies and Pakistan can tour England this summer," he added. Although everyone is tight-lipped, an option of extending the calendar for the WTC might be explored where teams get to complete their bilateral Test engagements. Add to that, the 13-team ODI league with points system, where each team has to play eight bilateral 50-over series (three-match series). The ODI league will continue till March, 2022. As per points table as on March, 2022, India as hosts (automatic qualification) and seven other teams will qualify directly to the World Cup. The bottom five will play a Qualifier with five associates and top two from there will complete the 10-team World Cup in 2023. "At this time CEC will discuss the collective process to consider impact of COVID-19 on the sport. The members would like to get an understanding from each other as to when cricket might restart in their respective regions and under what conditions," a CEC member said. It has also been learnt that as of now, the ICC won't tinker with the existing World T20 schedule in October-November as save 'Big Three' -- India, Australia and England-- the smaller nations might find it difficult to sustain without the event is expected to generate. In case the World T20 is shifted, the revenue stream, especially cash-flow will be severely affected. India will be represented at the CEC meet by BCCI secretary Jay Shah. sse Oz tour is a lesser logistical challenge than T20 World Cup, says BCCI treasurer By www.mid-day.com Published On :: 9 May 2020 01:24:53 GMT It is premature to talk about resumption of cricket but India's tour of Australia later this year is likely to go ahead, BCCI treasurer Arun Dhumal said on Friday, downplaying the logistical issues likely to arise because of the COVID-19 pandemic. To ensure that the high-profile tour, starting in October, goes on as scheduled, Dhumal said quarantining of Indian players upon their arrival is a possibility even though it is not feasible before every overseas assignment. "You can't be sure of the situation prevailing at that point of time. As of now the Australia tour is on because nobody has called off that tour and same for T20 World Cup," Dhumal told PTI. "The need for quarantine ahead of Australia tour only arises if the preceding T20 World Cup doesn't take place. If the World Cup happens, then players would have already completed their quarantine." Dhumal said isolation before the start of the tour can only be a one-off. "If quarantine becomes a norm before every tour then it would be difficult to organise games," he said. Dhumal then went on to list the bigger logistical challenge that awaits Australia -- the T20 World Cup in October-November."...would it be possible for Australia to have so many teams (16) coming in and quarantining for two weeks? Players will be out of cricket for so long and further two weeks of quarantine and then straightaway to go into T20 World Cup. Who would be interested? So there is no clarity. "Once the situation improves and the lockdown ends, then we will see keeping the safety and health of our players in mind as that is paramount," said Dhumal. India are scheduled to play four Tests Down Under with Cricket Australia considering an additional one. Dhumal said the five-Test series idea was discussed before the lockdown but Cricket Australia could now change its mind considering the severe financial impact COVID-19 has had on the board. If India tour doesn't take place, Cricket Australia could lose as much as 300 million Australian dollars. "The India-Australia tour is more likely to happen because it is further away and logistically it easier to organise. We will have to see what government guidelines are at that point (both India and Australian government). "How will the team travel? There is no clarity on international travel and if we can get an exemption. We dont' know as of now. The picture is ho hazy that we can't decide anything," said Dhumal. On Cricket Australia's idea of an additional Test, Dhumal said:"As far as the fifth Test goes, that discussion happened before the lockdown. When cricket resumes, (we will see) whether any country would like to host an additional Test or have two T20s instead, which is likely to generate more revenues. "There is a possibility that request comes from Cricket Australia only." Former Pakistan cricketers, including Shoaib Akhtar and Saqlain Mushtaq, have called for resumption of Indo-Pak cricket as the world deals with the outbreak. Former Australian spinner Brad Hogg has also proposed an Indo-Pak Test series later in the year. Dhumal rejected all such talk. "People are talking about unthinkable things right now...They can think whatever they want to but it is for the board to decide. "In an ideal situation, we would want to take Test cricket to a different level but given the situation, we are not even sure when T20s and ODIs can take place next," he said. Dhumal said if the IPL doesn't take place, the board will take a hit of Rs 4000 crore. "If IPL doesn't take place the revenue loss will be Rs 4000 crore. In case, we lose the home season also, that will also be a substantial amount. BCCI is also facing huge losses. If IPL doesn't happen then we will be in a very big problem," said Dhumal. If the T20 World Cup doesn't take place in October-November, staging the IPL is a possibility in that window. "If the situation improves by that time (September-October), we also have think about T20 WC and Asia Cup and accordingly take a call. As of Sunday evening, the health officials said further 737 people died from Coronavirus in the UK, bringing the total to 10,612. "Today marks a sombre day in the impact of this disease," the Guardian quoted Health Secretary Matt Hancock as saying. Earlier in the day, the UK Opposition parties and some ruling Conservative Party MPs called on the government to resume Parliament after its Easter recess period on April 21 in a virtual form, given the social distancing measures in place. sse 'Governments should support news media as essential service' By www.mid-day.com Published On :: 15 Apr 2020 01:48:55 GMT The UNESCO has said news media should be recognised and supported by all governments as an "essential service" to stop the COVID-19 "disinfodemic" that is putting lives at risk. "There seems to be barely an area left untouched by disinformation in relation to the COVID-19 crisis, ranging from the origin of the coronavirus, through to unproven prevention and 'cures', and encompassing responses by governments, companies, celebrities and others," Guy Berger, Director for Policies and Strategies regarding Communication and Information at the UN educational, Scientific and Cultural Organization (UNESCO), said in an interview with the UN News. According to the UN, unreliable and false information is spreading around the world to such an extent that some commentators are now referring to the new avalanche of misinformation that's accompanied the COVID-19 pandemic as a "disinfodemic". Berger said UNESCO is particularly urging governments "not to impose restrictions on freedom of expression that can harm the essential role of an independent press, but to recognise journalism as a power against disinformation even when it publicises verified information and informed opinion that annoys those in power. "There is a strong case to be made that the media deserves to be recognised and supported by governments as an essential service at this time." He stressed that the need of the hour is to improve the supply of truthful information and ensure that the demand is met. "We are underlining that governments, in order to counter rumours, should be more transparent, and proactively disclose more data, in line with Right to Information laws and policies. Access to information from official sources is very important for credibility in this crisis. "However, this is not a substitute for information supplied by the news media, so we are also intensifying our efforts to persuade authorities to see free and professional journalism as an ally in the fight against disinformation, especially because the news media works openly in the public sphere, whereas much disinformation is under-the-radar, on social messaging apps," Berger said. The UNESCO official also pointed to a more harmful example of disinformation: encouraging the taking of medication, approved for other purposes, but not yet clinically proven as being effective against COVID-19. He said unfortunately some have capitalised on the pandemic, to spread disinformation for the purposes of advancing their own agendas. "The motives for spreading disinformation are many, and include political aims, self-promotion, and attracting attention as part of a business model. Those who do so, play on emotions, fears, prejudices and ignorance, and claim to bring meaning and certainty to a reality that is complex, challenging and fast-changing," Berger said. He said in a time of "high fears, uncertainties and unknowns", there is "fertile ground for fabrications to flourish and grow". The big risk is that any single falsehood that gains traction can negate the significance of a body of true facts. "When disinformation is repeated and amplified, including by influential people, the grave danger is that information which is based on truth, ends up having only marginal impact," he said. Berger noted that some people believe, wrongly, that young people or those of African descent are immune (some disinformation has a racist, or xenophobic, tone), and that those in warm climates or countries where summer is on its way, do not need to worry too much. The likely consequence, he said, is complacency, which could fuel more premature deaths. However, not everyone responsible for spreading untruths is doing so maliciously and well-intentioned people are also uncritically circulating dubious content, the UNESCO official said. "These different motives require different responses, but we should not lose sight of the fact that, irrespective of intention, the effect of sharing falsehoods is to disinform and disempower the public, with deadly potential," he said. UNESCO has underscored that the rights to freedom of expression and access to information are the best remedies to the dangers of disinformation. "We consider that while the scope of the prima facie case found by the Senior District Judge (SDJ) is in some respects wider than that alleged by the respondent in India. There is a prima facie case which, in seven important respects, coincides with the allegations in India," a part of the order by the UK court read. A CBI spokesperson confirmed to ANI that the "UK high court dismissed Mallya's appeal against his extradition to India." The 64-year-old businessman had begun the lengthy appeals process in the UK court in February this year against an order to extradite him to India to face multiple charges relating to the collapse of Kingfisher Airlines. It followed a ruling by a lower court -- the Westminster Magistrate's Court -- in December 2018 - that Mallya should be sent to India to face the charges, including one of money laundering to the tune of Rs 9,000 crore.
