This publication explains why green growth is vital to secure a more sustainable future for developing countries. Covering 74 policies and measures from 37 countries and 5 regional initiatives, this publication outlines an action-oriented twin-track agenda to guide national and international policies and practices to successfully tackle green growth.

Over the past 20 years, the global development landscape has changed dramatically. At the same time, we face unprecedented global challenges and growing instability, with looming financial and economic crises, and growing unemployment, food insecurity, political instability and environmental threats.

With 7 billion people in the world today and 9 billion by 2050, we must invest in development that will meet the growing demands for food, water and energy. The new OECD publication Putting Green Growth at the Heart of Development suggests that these investments could define a path for inclusive growth and sustainable development by focusing on people’s needs and prospects while respecting the environment.

This working paper reflects on green growth policy in Ethiopia – it explores green growth already in action – a range of on-the-ground activities which point to scale-up options for the future.

The rapid pace of development in many developing countries raises the stakes for investments in development, but also begs reflection on the patterns or types of growth that are appropriate for a particular country context.

Following the delivery of the Strategy in May 2011, green growth will be mainstreamed in OECD analytical work to enrich guidance on a number of country, sector and issue-specific areas. This will involve integrating green growth considerations in Economic Surveys, Environmental Performance Reviews and Innovation Reviews.

The Ministerial Green Growth Group (GGG) is an informal grouping of like-minded energy, environment and climate Ministers from across 13 EU member states who have come together to work towards a pro-growth and pro-climate EU agenda. Southeast Asia’s over-reliance on natural resources like oil, gas, minerals and wood for economic growth is unsustainable over the long term and is causing environmental damage that will hurt future prosperity if left unchecked, according to a new OECD report.

The G20 needs to go structural, social, and green! With fiscal and monetary policy room nearly exhausted, structural reforms are the best choices, sometimes the only choice. The OECD battle cry in this regard has been unchanged since 2008: “go structural!”.

This Forum examined the distributional consequences of implementing green growth strategies and their impact on employment, skills and income.

As environmental pressures continue to rise, governments throughout the OECD area have not been sitting back. Embracing green growth can secure strong, stable and sustainable development. An increasing number of developing countries have formulated and/or implemented innovative policies to pursue green growth, notably in Africa. Zambia, in particular, is committed to drawing up an Inclusive Green Growth Strategy (IGGS) that builds upon a nationally-defined and comprehensive definition of green growth.

Ever plodded through flood waters to get to a conference? In late January, the Green Growth Knowledge Platform (GGKP) held their 3rd annual conference in Venice, Italy. The flooded city reminded attendees about the real world changes that are occurring and the need for continued action towards going green.

"Green growth" and transport combines several different concepts that are central to sustainable mobility, including sustainable economic activity, reduced environmental impact and sustained growth in high quality jobs.

Knowledge sharing is critical in fostering urban green growth. Cities in dynamic Asia urgently need to adopt and strengthen green growth models that take into account rapid urbanisation, industrialisation, and motorisation.

Climate change and, more generally, environmental damage have quantifiable economic and health costs, which weigh on long-term growth and well-being. If left unchecked, climate change is projected to decrease global GDP by 0.7 to 2.5 % by 2060. At the same time, the costs to society of air pollution already appear substantial–equivalent to some 4% of GDP across OECD countries and even higher in some rapidly developing economies.

This report summarises the current situation in fisheries and aquaculture, observing that in many parts of the world these sectors are at risk and do not reach their full potential.

This year’s OECD Ministerial Council Meeting, which we are honoured to chair, will address the issue of investment. The timing could not be better. Growth prospects have improved, but there is still a lot of work to be done. Investment has been hit especially hard since the crisis started and has yet to recover.
