The West Bengal government on Saturday said it had brought back around 6,000 residents stranded outside the state and ensured safe return of people of other states stuck here due to the lockdown, virtually refuting the claims of non-cooperation made by Union Home Minister Amit Shah. The state government is doing its best to ensure that migrant labourers -- those stranded in Bengal and also the state's people stuck outside -- return home, West Bengal Home Secretary Alapan Bandopadhyay said. Bandopadhyay said so far around 6,000 people, including migrant labourers, pilgrims and students of Bengal, stranded in other states have come back. "We have also issued 18,000 passes to small trucks so that those stuck in West Bengal can return to their states," he said. The Delhi High Court has asked the All India Institute of Medical Sciences (AIIMS) to ensure that dispensation of medicines from its pharmacy, which was functioning in limited capacity due to the coronavirus lockdown, resumes without any delay. A bench of justices Vipin Sanghi and Rajnish Bhatnagar asked AIIMS to work out the modalities and file a compliance report before May 14, the next date of hearing. The order came on a PIL claiming that outstation non-coronavirus patients who had come for treatment at AIIMS are not being provided medication from the hospital's pharmacy anymore due to the lockdown. The petitioner, Rachna Malik, further claimed that patients were unable to procure medicine as there was no endorsement on their OPD cards permitting dispensation of medicines as the OPD of AIIMS was closed due to COVID-19 lockdown. The number of active cases of coronavirus in Uttar Pradesh went up to 1,800 on Saturday, while nearly 1,400 people have been discharged so far, a senior official said. Principal Secretary, Health, Amit Mohan Prasad said the national recovery percentage was 30 per cent but the figure was 43 per cent in Uttar Pradesh. "It is a matter of satisfaction that people are recovering and returning home," he said. The number of active infection cases is 1,800 as against 1,761 on Friday, while the number of people who have fully recovered has risen from 1,387 to 1,399, the official said. The Arunachal Pradesh government has made institutional quarantine for a period of 14 days mandatory for people returning to Arunachal Pradesh from across the country, a senior minister said on Saturday. Among the returnees, students will also have to go into institutional quarantine for the same duration, he said. Earlier a group of six students, lodged in a quarantine centre, was allowed to go home after five days when their swab samples had tested negative. People are coming back after the Centre allowed those stranded across the country in view of the lockdown to return to their respective states. Five special trains will start journey from three states on Saturday to bring back 5,000 stranded Odia people, a day after the Supreme Court allowed the return of migrants to Odisha, officials said here. The Supreme Court on Friday stayed an interim order of the Orissa High Court which had asked the state government to ensure that only those tested negative for COVID-19 were allowed to return to Odisha. Three trains will come from Gujarat and one each from Maharashtra and Tamil Nadu, the officials said, adding that about 5,000 people will return to Odisha by these five trains. A senior East Coast Railways official said one of the five trains has already left from Surat for Odisha's Ganjam district. Two trains will leave from Ahmedabad in Gujarat for Khurda Road in Odisha, one train from Panvel station in Mumbai will start the journey to Odisha's Titlagarh in Bolangir district and another will leave from Chennai for Jagannathpur in Ganjam district, the official said. The evaluation for class 10, 12 board exams will be done by teachers at their homes and 3,000 schools have been identified as exam centres to deliver the answer sheets to them, Union HRD Minister Ramesh Pokhriyal 'Nishank' said on Saturday. He said 1.5 crore answer sheets of already conducted class 10, 12 exams will be delivered to teachers. "From the 3,000 schools, these copies will go the evaluators and evaluation will begin tomorrow. Teachers will evaluate from home and we will be able to complete the process in 50 days," he added. The evaluation of the answer sheets has been delayed due to a nationwide lockdown imposed to contain the coronavirus outbreak. The pending board exams will be held from July 1 to 15.

A bulk of the COVID-19-related fact-checks in April were related to communal rumours, most of which were false allegations against Muslims of purposefully spreading the virus, claimed a report by BOOM Live. BOOM Live, a fact-checking platform that works with social media companies like Facebook, said its study analysed 178 fact-checks on COVID-19 related to misinformation/disinformation around the pandemic from January to May this year. "During April, a new trend was observed communally charged disinformation targeting Muslims became more frequent," the report said. The Prem Singh Tamang government in Sikkim has decided to reduce the salaries of the chief minister and ministers by 35 per cent for the next one year to mitigate the adverse impact of the coronavirus pandemic on the state's economy. A 25-year-old man was thrashed and left unconscious with serious injuries on suspicious of being a coronavirus carrier' in Uttar Pradesh's Aligarh. The incident took place on Friday evening outside a chemist shop in the Shivpuri locality of Aligarh. Police have booked six people in this regard. The testing capacity for COVID-19 has been scaled up to around 95,000 tests per day and a total of 15,25,631 tests have been conducted so far across 332 government and 121 private laboratories, Union Health Minister Harsh Vardhan said on Saturday. The minister, who reviewed the status of COVID-19 in the northeastern states along with the measures taken for its containment and management, also stressed on the need to take concrete action to check the use of non-smoking tobacco and prohibiting spitting in public places which shall help in preventing the spread of the infection, according to a statement. ICICI Bank on Saturday reported a 6.91 per cent growth in March quarter net at Rs 1,251 crore on a consolidated basis, after setting aside over Rs 2,000 crore in provisions for potential impact of the COVID-19 pandemic. On a standalone basis, the second largest private sector bank's profit grew 26 per cent to Rs 1,221 crore as against Rs 969 crore in the year-ago period. For fiscal year 2019-20, it reported a 135 per cent jump in standalone profit to Rs 7,930.81 crore. From an asset quality perspective, the bank reported an improvement in gross non-performing assets (NPAs) ratio to 5.53 per cent as against 6.70 per cent in the year-ago period and 5.95 per cent as of December 2019, despite over Rs 5,300 crore in fresh slippages during the reporting quarter. A number of entrepreneurs based in rural areas of the country have taken to manufacturing face masks amid dwindling demand for their regular produce in the wake of the coronavirus pandemic, an official said on Saturday. Around, 500 rural entrepreneurs have so far produced and sold 3.5 lakh such masks under the Start-up Village Entrepreneurship Programme (SVEP), he said. They produce around 2,500 masks per day for health professionals, policemen, media personnel and cleaning staff, the official said. In West Bengal, 38 entrepreneurs manufacture nearly 600 masks a day in blocks of Dinhata, Pathar Pratima and Manikchak in different districts of the state. The entrepreneurs, trained under SVEP -- under the National Rural Livelihood Mission (NRLM) -- have sold 49,000 masks in the state till date, he said. A group of 20 migrant workers returning to Jharkhand from West Bengal's Birbhum district by walking along railway tracks had a narrow escape when an inspection van stopped in front of them on a river bridge, officials said on Saturday. The labourers had managed to reach the temple town of Tarapith from Purba Bardhaman district during the lockdown and started on foot from there towards neighbouring Jharkhand on Friday night. When they were on a bridge over the river Brambhani around 9.30 PM, an inspection van came from the opposite direction, from Pakur in Jharkhand, officials said. The driver of the inspection van applied emergency brake after he noticed the people, who included women and children, on the track. After the driver informed the control room, a GRP team reached there and brought them to Nalhati in Birbhum district, officials said. Activities under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) resumed in Jammu division on Saturday after an almost two-month suspension owing to the coronavirus-forced lockdown, officials said. The decision to resume works under MGNREGA was taken following a Home Affairs order allowing select additional activities in rural areas outside containment zones to mitigate the economic hardships being faced by people due to curbs, a spokesperson said. A 23-year-old man has been arrested for allegedly raping a girl on multiple occasions, recording the act and using it to blackmail her in Rajasthan's Jhalawar district, police said. The incident took place in a village under the Khanpur Police Station limits and the arrest was made on Friday, they said. Five people were discharged from the All India Institute of Medical Sciences (AIIMS) in Raipur in Chhattisgarh on Saturday after recovering from the novel coronavirus infection, health officials said. Those discharged include two women and a five-year-old boy, an official informed. So far 43 people have been discharged while the number of active cases in the state is 16, he added. "Two women and a boy from Kabirdham, two men from Durg and Surajpur were discharged after two consecutive tests were negative for the infection. A Nagpur municipal corporation (NMC) health official was attacked on Saturday by two men after he clicked photos of a woman who was roaming on a road with two children without wearing face masks, police said. The injured official is identified as Sanjay Karihar (47), a police official said. He said the woman called up two men, who came to the spot in Seminary Hills area and attacked Karihar. The accused are identified as Vinod Shahi (42) and Rajesh Shahi (37), the official said. A case was registered against them under various sections of the Indian Penal Code (IPC). The first patient to receive plasma therapy as an experimental treatment for coronavirus infection in Uttar Pradesh died following a heart attack on Saturday. The patient, a 58-year-old doctor, was admitted at the King George's Medical University (KGMU) here. The doctor, who was on ventilator since the last 14 days, died on Saturday evening following heart attack, KGMU Vice Chancellor M L B Bhatt said. Since he had high blood pressure and diabetes, he was under the continuous observation of doctors in the isolation ward, Bhatt said. The patient was in a stable condition. His lungs had improved, but he later developed urinary tract infection. Two reports of his samples came out as negative (for COVID-19) today, the vice chancellor said. All the state universities in West Bengal will implement the academic calendar in their respective institutions within a month after the lockdown is lifted, Education Minister Partha Chatterjee said on Saturday. Chatterjee, who earlier in the day held a videoconference with vice-chancellors of all the state universities, told reporters at an online press conference that the VCs have decided on how to conduct the classes and the final semester examinations. "The academic calendar, including examinations, will be put into effect within a month after the lockdown is lifted," he said. Chatterjee said the institutions have also received the University Grants Commission (UGC) guidelines in this regard and the issue came up in the meeting held during the day.
