On May 5, a day after India began a graded opening up in its fight against the scourge of the novel coronavirus, economic activity could be tracked by the movement of rakes carrying cement: 7 out of every 10 trains were chugging towards green and orange zones, bypassing the prosperous districts in the red zone.The government, by then, had colour-coded all 733 districts in the country. The 130 districts that were the worst affected by Covid-19 were in the red zone. Suddenly, the country’s biggest and most vital commercial hubs such as Mumbai, Delhi, Pune, Ahmedabad and Chennai were hotspots. The virus-free 319 districts were coded green and the rest 284 districts, which were only moderately affected, were called orange. The many guidelines issued by the Ministry of Home Affairs, state chief secretaries and even resident welfare societies boiled down to the same thing — the harshest lockdown will be in the red zone, there will be partial relaxation in orange zones while green will be opened up, albeit with conditions.Cement movement is a good measure of economic activity on the ground as it is often ferried straight to project sites. When the nationwide lockdown began on March 25, all non-essential work, including construction, came to a grinding halt. The 130 districts in the red zone are critical centres of not just production but also consumption. Even as they account for 41% of national economic activity, 38% of industrial output and 40% of non-farm employment, they also have half of India’s consuming-class households — those with an annual disposable income of more than Rs 4.85 lakh each — according to a recent McKinsey report titled “Reopening India: Implications for Economic Activity and Workers”.Breaking the Value ChainFurthermore, dividing swathes of the country into zones and restricting movement of goods and people will have a disastrous effect on production, labour, supply and distribution chains, which are deeply intertwined. In the textiles sector, for example, if cotton is bought in the western parts of India, yarn is spun in the north and west, while weaving mostly takes place in the south, and apparel is manufactured in clusters in the north and south, as the McKinsey report further points out. Similarly, in the chemical industry, the acetic acid value chain supplies to a variety of industries such as pharmaceuticals, pesticides, paper, food processing and construction. Any blockage will have a ripple effect on sectors.Arvind Mediratta, managing director and CEO of Metro Cash and Carry, says dividing the country into colour-coded districts is unrealistic and the rules guiding it are arbitrary. “It seems those who designed it (colour-coded zones) are not aware of ground realities. All the big cities are in red zones. Even if a factory opens in orange or green zone, who will it produce for? Also, the implementation on the ground is arbitrary. In red zones today, you can buy liquor but not kitchen items,” says Mediratta.Mohit Anand, managing director of Kellogg, South Asia, says solutions have to be found locally. “Each region has its own issues, each warehouse and factory has a different problem. India is like 21 countries put together and, hence, the solutions also have to be hyperlocal in nature,” he says. In red zones, not only are malls and market places shut but ecommerce firms are barred from selling non-essential items. An Amazon spokesperson says when restrictions were lifted, the company saw a huge demand from orange and green zones for smart devices, kitchen appliances, baby clothes and products related to study-from-home. “The opening up of these areas for ecommerce has meant that thousands of small businesses received orders for the first time in the past many weeks of lockdown,” the spokesperson adds. It was only after 40 days of lockdown that the government arranged special trains for them— by Saturday, 302 trains have ferried around 3.4 lakh migrant workers to their native states.Some states are worried about reverse migration at a time when factories are reopening and life in green pockets are returning to normalcy. Karnataka even made an abortive attempt to stop such special trains to stonewall the return of migrant labourers. Rajasthan Deputy Chief Minister Sachin Pilot says workers should be persuaded to stay back. He says: “There is a cost to the migrants’ travelling back to their native districts. Once a worker goes home, she won’t return in the next three-four months. I feel that only those who are desperate and determined to return home should go; the rest should stay back, taking temporary jobs. Recession in the world economy and reduced level of remittances will have a negative impact. Private sector investment plans which have been interrupted will take time to resume. That is why many analysts are predicting that we may see negative growth in 2021, with recovery beginning only next year,” Ahluwalia adds.In this pervasive gloom, some indicators offer flickers of hope. Bengaluru-based trucking platform BlackBuck has seen a spike in bookings on the back of a good harvest. The agri pickup is likely to continue into the kharif season, with the India Meteorological Department forecasting a good monsoon. Cofounder Rajesh Yabaji says: “We have seen 80,000 bookings since we opened up our commission-free platform in April-end. The tool includes socioeconomic data for 1,314 communities in the entire region, including incorporated and unincorporated places. The tool delivers socioeconomic data using mapping and database features. In addition to providing data for one community, the tool produces community-level data at a variety of scales, including communities in areas surrounding Forest Service and Bureau of Land Management lands, all communities in the Northwest Forest Plan (NWFP) region, and communities within planning provinces within the NWFP region. One feature allows users to customize community data by creating boundaries and socioeconomic data for group of selected communities. The CSIS tool was designated to increase the usefulness of socioeconomic information at the small scale. Typically community socioeconomic assessments use U.S. census designations called census places. However, census places only represent a portion of the rural population. The CSIS uses a smaller unit of analysis (block groups) that we have aggregated to represent contiguous communities across the landscape, thereby representing the entire population. Community data can be printed as reports with graphs and tables, queried within an Access database, mapped and queried as geographic information system (GIS) data within ArcExplorer (a free GIS software included), exported as a table for use in Excel, or exported as GIS data for use in ArcGIS. The tool has features that allow users to locate communities by county or state and become familiar with local geography. The CSIS includes GIS data, such as major land ownerships, political boundaries, and physical landscape features. Applications produce maps that can be printed for specific communities showing community boundaries, water features, roads, metropolitan areas, community population centers, public land ownership, census places, planning provinces, counties, and state boundaries. We explore how the Plan affected the flow of socioeconomic benefits associated with the Olympic National Forest, such as the production of forest commodities and forest-based recreation, agency jobs, procurement contract work for ecosystem management activities, grants for community economic assistance, payments to county governments, and opportunities for collaborative forest management. The greatest change in socioeconomic benefits derived from the forest was the curtailment of timber harvest activities. This not only affected timber industry jobs in local communities, but also resulted in declining agency budgets and staff reductions. Mitigation efforts varied. Ecosystem management contracts declined and shifted from labor-intensive to equipment-intensive activities, with about half of all contractors from the Olympic Peninsula. Economic assistance grants benefited communities that had the staff and resources to develop projects and apply for monies, but provided little benefit to communities without those resources. Payments to counties served as an important source of revenue for rural schools and roads. We also examine socioeconomic changes that occurred in the case study communities, and the influence of forest management policy on these changes. Between 1990 and 2000 all three communities showed a decrease in population, an increase in median age, a decline in timber industry-related employment, and an increase in service-industry and government jobs. Quilcene's proximity to the larger urban centers has attracted professional and service industry workers that commute to larger economic hubs. Lake Quinault area residents are increasingly turning to tourism, and its growing Latino population works in the cedar shake and floral greens industries. For the Quinault Indian Nation, employment in tribal government and its casino has helped offset job losses in the fishing and timber industries. Many changes observed in the communities were a result of the prior restructuring of the forest products industry, national economic trends, and demographic shifts. However, for Quilcene and Lake Quinault, which were highly dependent on the national forest for timber and served as Forest Service district headquarters, the loss of timber industry and Forest Service jobs associated with the Plan led to substantial job losses and crises in the economic and social capital of these communities. Some national-forest-based communities lie embedded within national forests, and others reside just outside the official boundaries of national forests. The urban and rural communities within or near national forest lands include a wide variety of historical traditions and cultural values that affect their process of economic development. National-forest-based urban and rural communities participate in numerous economic sectors including nontraded industries, resource-dependent traded industries, and non-resource-dependent traded industries. These communities represent microeconomic environments. Cluster theory provides an explicit framework to examine the microeconomic relationships between national forests and their embedded and neighboring communities. Implementation of economic cluster initiatives in national-forest-based communities could improve their overall social well-being through increased competitive advantage based on innovation and higher productivity. This paper proposes establishing an Economic Clusters research team within the Forest Service. This team would dedicate its efforts to the analysis and improvement of the determinants of competitive advantage affecting national-forest-based communities. Full Article

Informal economic activity is expanding in the United States and is likely to continue in the foreseeable future. The formal and informal economic sectors are inextricably intertwined, with individuals and households combining elements of both sectors to construct their livelihoods. Although the informal economy is often thought of as the domain of economically marginal individuals and households, virtually everyone participates in the informal economy to some extent. However, the literature highlights how factors such as social status and household position in the formal economy affect whether participation in informal economic activity is exploitative or empowering. The nontimber forest products sector serves as a case study of why it is important to consider informal economic activity when developing natural resource and economic development policy. We recommend steps policymakers can take to identify and encourage positive aspects of the informal economic activity. We also highlight several areas of research to improve understandings of the role of informal economic activity in postindustrial societies. Full Article

Communities with greater economic diversity were able to absorb the changes in forest management, whereas communities more heavily dependent on timber experienced an additional destabilizing effect. Outdoor recreation is a key ecosystem service provided by national forests and grasslands, and one of significant interest to the public. This report presents the most recent update of the Recreation Use Values Database, based on an exhaustive review of economic studies spanning 1958 to 2015 conducted in the United States and Canada, and provides the most up-to-date recreation economic values available. When combined with data pertaining to recreation activities and the quantity of recreation use, the recreation economic values can be used for estimating the economic benefits of outdoor recreation. The recreation economic value estimates provided in this report, whether from past research literature or from values constructed using our meta-analysis benefit function, are average consumer surplus per person per activity day. economic Economic Sensitivity and Risk Analysis for Small-Scale Wood Pellet Systems—an Example From Southeast Alaska. By www.fs.fed.us Published On :: Tue, 08 Aug 2017 08:00:00 PST This research models a wood pellet heating system at the Tlingit-Haida Regional Housing Authority in Juneau, Alaska, used to provide thermal energy to a 929-m2 warehouse, as an alternative to a heating system that burns more costly fossil fuels. Research objectives were to evaluate project economics of the pellet system and to conduct cost:benefit analysis on key variables (initial capital cost, fuel oil cost, and wood pellet cost). Economic results of interest included net present value, payback, internal rate of return, and cost:benefit ratio. Monte Carlo simulations were conducted using RETScreen software with the parameters of heating oil cost, wood pellet cost, fuel price escalation, and heating load. Cost:benefit analysis was conducted for capital cost versus wood fuel cost and also versus alternative fuel cost. This research found that economic performance was favorable over a wide range of normal operating conditions, even when paying a relatively high price for wood fuel. A pellet production facility in southeast Alaska could lead to lower wood fuel costs and even more favorable regional economics. Full Article
