The congressional Brain Injury Task Force, co-chaired by Reps. Bill Pascrell Jr. (D-N.J.) and Don Bacon (R-Neb.), spoke to hundreds of people gathered at the Rayburn House Office Building. One area of focus was the development of a national traumatic brain injury registry, a vital step for getting a handle on how best to manage this difficult-to-treat condition.

The problem: if you publish any document as PDF, in print, etc. and the text contains URLs, there is a chance that one day those URLs won't work anymore. There's nothing to do about that, it happens.

Luckily, this is a solved problem. The solution is to link to a stable and trustworthy website, that is, one that you maintain and host (of course, you're trustworthy!). Then in the document you link to that website, and the website redirects visitors to the actual location.

An example: my book contains a link to https://enjoy.gitstore.app/repositories/matthiasnoback/read-with-the-author. When I moved that repository to a new organization on GitHub, this link resulted in a 404 Page not found error. The proper URL is now https://enjoy.gitstore.app/repositories/read-with-the-author/read-with-the-author. Chris from Gitstore was able to save the day by setting up a redirect on their site, but I wanted to make sure this kind of problem would never be a problem for me again.

The ingredients for the solution:

• A domain name (I registered advwebapparch.com)
• A simple website that can redirect visitors to the actual locations

I wanted to hook this new website into my existing Docker-based setup which uses Traefik to forward traffic to the right container based on labels. It turns out, with a simple Nginx image and some custom setup we can easily set up a website that is able to redirecting visitors.

The Dockerfile for such an image:

This already works, and when I deploying the resulting image to the server that receives traffic for advwebapparch.com, a request for /repository will indeed redirect a visitor to https://enjoy.gitstore.app/repositories/read-with-the-author/read-with-the-author using a temporary redirect.

Generating the Nginx configuration from a text file

When I'm working on my book, I don't want to manually update a server configuration file every time I'm adding a URL. Instead, I'd like to work with a simple text file. Let's name this file forwards.txt:

And then I want the Docker image build process to add rewrite rules automatically, So I wrote a little PHP script that does this runs during the build. Here's what the Dockerfile looks like. It uses a multi-stage build:

We should add a bit of validation for the data from the forwards.txt file so we don't end up with a broken Nginx configuration, but otherwise, this works just fine.

Secretary for Financial Services & the Treasury Christopher Hui today visited the Companies Registry (CR) to inspect its operation.

Mr Hui visited the New Companies Section, the Public Search Section and the Document Management Section at the registry and spoke with staff there to learn about their work conditions and the services that they provide.

He said: “The COVID-19 pandemic has dealt a heavy blow to Hong Kong's overall economy.

“To help enterprises cope with their operating pressure amid the economic downturn, the Financial Secretary announced in the 2020-21 Budget the waiver of registration fees for annual returns, except for late delivery, charged by the CR for two years.

“And with a view to encouraging the wider use of the CR's electronic services, we also propose to reduce the fees payable in relation to the incorporation of companies, including registration of non-Hong Kong companies, through electronic means by 10%."

The Companies (Fees) (Amendment) Regulation 2020 gazetted today will be tabled at the Legislative Council for negative vetting on May 13 for the waiver and reduction to take effect from October 1.

The waiver of registration fees for annual returns will benefit about 1.4 million companies.

Mr Hui added that he was pleased that the CR has been providing electronic services for filing of documents and company searches.

He appealed to the department to adopt wider use of technology, adding that a business-friendly environment is needed more than ever in the process of economic recovery.

Mr Hui also expressed gratitude to CR staff for their dedication in providing public services amid the pandemic.

We sought to determine the prevalence of diabetes and associated cardiovascular outcomes in a contemporary cohort of young individuals presenting with their first myocardial infarction (MI) at age ≤50 years.

This study examined predictors of survival for children born with Down syndrome using population-based data from the UK Northern Congenital Abnormality Survey and shows that year of birth, gestational age, birth weight, and presence of additional anomalies influence survival status. Most term and late preterm infants with neonatal encephalopathy have not had recognized asphyxial birth events. Several nonasphyxial risk factors for neonatal encephalopathy have been identified in previous studies.

In a large sample, we confirm the association of several nonasphyxial factors with neonatal encephalopathy, including markers of intrauterine exposure to infection or inflammation, intrauterine fetal growth restriction, and birth defects. The etiology of congenital heart defects (CHDs) is largely unknown. A few studies have suggested that maternal emotional stress around the time of conception may be related to the occurrence of CHDs.

Using a large registry-based data source from Denmark, we found that prenatal exposure to maternal bereavement, as a marker of severe stress exposure, may increase the prevalence of CHDs in offspring. (Read the full article)
